Today, the Mejlis of Turkmenistan hosted its sixth meeting of the seventh convocation and considered a number of the laws developed according to priorities of the state policy of President of Turkmenistan Serdar Berdimuhamedov and the complex program on modernisation of legal and regulatory framework of the country.
It invited representatives of a number of corresponding ministries and departments as well as mass media to participate in the meeting.
Parliamentarians first considered the draft of the Resolution of the Mejlis «On recognition of powers of deputies of the Mejlis of Turkmenistan, elected by separate electoral constituencies».
As was informed, on July 7, the country hosted elections of deputies of the national parliament instead of retired deputies by separate election districts - №1 «Garaşsyzlyk», №2 «Bitaraplyk» and №6 «Köpetdag» in Ashgabat city. They were held on an alternative basis, in the atmosphere of openness and publicity and became another significant step on the way of realisation of the progressive policy of President Serdar Berdimuhamedov and consolidation of democratic basis of Turkmen society. This important political event visually displayed an active participation of Turkmen nationals in affairs of the state for happy future of the country and its people.
According to the agenda, the draft law “On ratification of the Protocol to the Agreement between Turkmenistan, on the one hand, and the European Union and its member states, on the other hand, bearing in mind that the Republic of Bulgaria, the Czech Republic, the Republic of Estonia, the Republic of Croatia, the Republic of Cyprus, the Republic of Latvia, the Republic of Lithuania, Hungary, the Republic of Malta, the Republic of Poland, Romania, the Republic of Slovenia and the Republic of Slovakia have joined the European Union» was also submitted for consideration of deputies.
one of the basic points of the agenda was consideration of the draft law of Turkmenistan «On ratification of the Amendment to Article VI of the Statute of the International Atomic Energy Agency, adopted on October 1, 1999» by deputies in which it is specified that the goal of the Agency is achievement of faster and wider use of atomic energy for maintenance of peace, health and well-being all over the world.
Members of the parliament also discussed the draft law «On joining the Convention on International Trade in Endangered Species of Wild Fauna and Flora».
Speakers upon consideration of the draft law of Turkmenistan ««On Accession to the Protocol on the Protection of Industrial Samples to the Eurasian Patent Convention of 9 September 1994» and in view of necessity of expansion of the Eurasian system of protection of objects of industrial property of states-participants, noted that the given Protocol is aimed at development of home markets of the contracting states.
According to the Law «On Ombudsman», the ombudsman is expected to deliver an annual speech before deputies of the Mejlis. In this connection, for consideration of members of the parliament the report of the authorised representative under human rights in Turkmenistan - Ombudsman Ya. Gurbannazarova was presented.
Further, the draft law «On making additions and amendments to some legislative acts of Turkmenistan» was considered. By this law perfection of the Labour Code of Turkmenistan, as well as Laws of Turkmenistan «On the bar and advocacy in Turkmenistan» and «On civil status acts» according to requirements of the time is provided.
Besides it, deputies of the national parliament discussed drafts of Laws: «On amendments to the Law of Turkmenistan «On approval and introduction of the Budget Code of Turkmenistan», which establishes general principles of organization and functioning of the budgetary system of Turkmenistan and determines the basis of budgetary process and inter-budgetary relations in the country; «On the introduction of amendments to the Code of Social Protection of Population of Turkmenistan», which defines legal, organizational and economic bases for social protection of the population of Turkmenistan, establishes state guarantees for pension provision of citizens on the basis of state pension insurance and provision of state benefits to certain categories of citizens; and also defines measures of social protection of veterans and persons with disabilities; «On the amendment of the Sanitary Code of Turkmenistan».
During the consideration of the draft law «On amendments and additions to the Law of Turkmenistan «On physical culture and sports», it was noted that this legal act is aimed at creating the necessary conditions for the effective use of physical education and sports, meeting the need of Turkmen citizens to engage in regular physical activity and sports and to improve their health.
Drafts of the Laws «On amendments to the Law of Turkmenistan «On the state scientific and technical policy» and «On amendment to the Law of Turkmenistan «On scientific organizations» were also discussed at the meeting. The speakers stressed that scientific and technical policy is an integral part of the social and economic policy of Turkmenistan, which defines the goals and directions of its implementation, as well as the powers of state authorities in the field of science and technology.
An interested exchange of views took place during the consideration of the draft Law «On amendments to the Law of Turkmenistan «On combating doping in sport».
Development of sport and mass physical education and recreation movement is a top priority of the state policy initiated by National Leader of the Turkmen People, Chairman of the Khalk Maslakhaty Hero Arkadag and now successfully continued by President Serdar Berdimuhamedov. Thanks to their personal example, the country actively promotes healthy lifestyle, creating all conditions for physical and spiritual development of every individual.
The meeting also discussed the draft Law: «On the introduction of amendments and additions to the Law of Turkmenistan «On seed production», which establishes the legal basis for the production, procurement, processing, storage, sale, transportation and use of plant seeds, organization and functioning of the system of seed production, as well as the implementation of state control in the field of seed production in Turkmenistan.
They stressed that improvement of these normative legal acts is carried out in accordance with the Constitution of Turkmenistan and is aimed at successful implementation of the Program “Revival of the new epoch of the powerful state: national socio-economic development program of Turkmenistan for 2022-2052 as well as on expansion of legal opportunities for improvement of activity of the relevant spheres.
In addition, a number of other issues were discussed.
Its participants unanimously approved and adopted the draft legislative acts submitted for consideration at the regular meeting of the Mejlis of Turkmenistan of the seventh convocation.
In conclusion, deputies expressed confidence that the adopted documents, complementing the current system of legislation of Turkmenistan, will provide necessary positive conditions for further successful implementation of large-scale social and economic conditions and economic and democratic reforms aimed at progressive development of various areas of our fatherland under the leadership of President Serdar Berdimuhamedov.
