Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which the work realized in the country for two months of the current year, was summed up.
Chairwoman of the Mejlis D.Gulmanova, who informed on results of the activity of the Mejlis for the January-February period of this year, was the first to take the floor.
In that connection, she informed that the work on introduction of amendments and additions to the Code of administrative violations, Criminal Code, Code of criminal procedure, Laws “On migration”, “On fishery and preservation of water biological resources”, “On licensing separate kinds of activity”, “On accounting and financial reporting” as well as a number of other legal acts according to realities of the time proceeds.
For maintenance of a high level of elections of members of the Khalk Maslakhaty in newly established etraps of velayats of the country as well as election of new candidates in place of deputies who ahead of schedule left the Mejlis of Turkmenistan, members of velayat, etrap and city Khalk Maslakhaty and Gengesh of electoral districts planned for March 29 of the current year, an organizational-methodical help is provided for explanation of significance of the forthcoming political action and electoral legislation.
In addition, during the considered period, credentials from the Extraordinary and Plenipotentiary Ambassadors of Republics of Chad and Indonesia in Turkmenistan were received.
5 meetings with representatives of parliaments of different states, diplomatic missions accredited in our country, in which course priorities of bilateral cooperation were discussed, also took place. Deputies and specialists of the Mejlis took part in 14 seminars concerning perfection of legislative activity, carried out by corresponding ministries and branch departments together with international structures. With a view of exploration of advanced experience, members of the parliament made 3 office trips abroad.
Summing up the information, President Serdar Berdimuhamedov underlined the importance of further perfection of legislation of the country.
Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on macroeconomic indicators for the January-February period of the current year
As he informed, the rate of increase of GDP reached 6,3 percent, including this indicator in the industrial complex made up 1,9 percent, construction - 6 percent, transport-communication sector - 10,5 percent, trade - 8,5 percent, agriculture - 2,4 percent, in the sphere of services - 8,4 percent.
For two months of the current year, the volume of made production as compared to the similar period of the past year increased by 10,3 percent. In all sectors of economy positive indicators were reached.
In the specified period, retail goods turnover as compared with the same period of the past year grew by 10,3 percent, and foreign trade - 0,8 percent.
Following the results of two months of the year, the plan of revenues part of the State budget was executed by 102,1 percent, and expenditures - 97 percent.
During the accounting period, in the state institutions financed at the expense of the budget and self-financing, salaries and pensions, welfare payments and student's scholarships were paid in due time.
As compared with the corresponding period of the past year, for the January-February period, the volume of capital investments used at the expense of all sources of financing, increased by 21,3 percent.
Besides, he reported on the course of realisation of the National rural redevelopment program, including various projects under construction in the country.
Summing up the report, President Serdar Berdimuhamedov focused attention on the significance of conduction of effective work on further development of national economy and maintenance of a high level of rates of increase of GDP and proper control over fulfilment of production plans by ministries and sectoral departments. Besides, the head of the state instructed him to ensure social and economic development of velayats.
Further, Deputy-Chairman of the Cabinet G.Agajanov reported on results of the work implemented for the January-February period of the current year with a view of increase of oil and gas production, expansion of routes of their export to the world market.
As he reported, the oil production plan of "Türkmennebit" State Concern was fulfilled by 107,3 percent.
During the considered period, oil refining plan at oil refining factories made up 107,1 percent, gasoline manufacture - 122,7 percent, diesel fuel - 106,4 percent, lubricant oils - 102,7 percent, liquefied gas - 119,7 percent, extraction of natural and accompanying gas - 106,7 percent.
Summing up the report, President Serdar Berdimuhamedov pointed out the importance of adoption of complex measures to increase in volumes of production of hydrocarbon resources. The head of the state instructed the Deputy-Chairman of the Cabinet to carry out productive work for effective utilisation of operating capacities of the oil and gas sector, exploration of new reserves of minerals.
Deputy-Chairman of the Cabinet T.Atahallyev reported on results of the work for the January-February period of the current year and course of seasonal agricultural campaigns in velayats of the country.
As he informed, the rate of increase of volumes of output of production in the agricultural branch as compared to the similar period of the past year made up 107,5 percent. By the Ministry of Agriculture this indicator was equal to 109,3 percent, by the Ministry of Environmental Protection - 103,6 percent, by the State Water Economy Committee - 134,6 percent, by "Türkmenpagta" State Concern - 109,2 percent, by «Türkmengallaönümleri» State Association - 100,3 percent, by «Türkmenobahyzmat» State Association - 100 percent, by State Food Processing Industry Association - 108,7 percent, by State Cattle Breeding and Poultry Farming Association - 100 percent, by «Türkmen atlary» State Association - 100,5 percent. The plan on development of investments was executed by 107,2 percent.
At the same time, he reported that proper care is taken of wheat fields and due work is carried out to sow potatoes, vegetables and gourds and fields for cotton sowing as well as for spring tree planting are prepared.
Along with it, in cattle-breeding economies of the country, a well-organised of campaign started to obtain lambs and youngs of camels. Velayats also carry out corresponding work to clean irrigation and drainage networks, repair of water economy objects.
Having heard the report, President Serdar Berdimuhamedov directed attention to the significance of adoption of timely agro-technical measures for cultivation of agricultural crops and conduction of further work on increase of productivity of agricultural crops. Along with it, the head of the state instructed the Deputy-Chairman of the Cabinet to hold properly the lambing campaign and prepare well for spring tree planting.
Deputy-Chairman of the Cabinet B.Annamammedov reported on the activity of supervised spheres for the January-February period of 2026.
As he informed, the plan on production and work for the specified period was executed by of 129,7 percent.
This indicator by the Ministry of Construction and Architecture made up 105,6 percent, by the Ministry of Industry and Construction Production - 122,3 percent, by the Ministry of Energy - 109,4 percent.
Plan for fulfilment of work by the Ministry of Motor Roads reached 108,6 percent, by "Türkmenhimiýa" State Concern - 158 percent, by Ashgabat city khyakimlik - 119,4 percent.
Having heard the report, President Serdar Berdimuhamedov noted the importance of conduction of effective work on development of industrial branches, maintenance of control over observance of established architectural, design and building norms, involvements of full capacities of chemical enterprises.
In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to continue work on increase in volumes of electric power, to intensify construction and reconstruction of highways. He also emphasized on the necessity of strict control over the maintenance of quality of construction of buildings and facilities planned to be opened in the current year.
Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of work of supervised ministries and sectoral departments and the private sector for the January-February period of this year.
As he informed, by the Ministry of Trade and Foreign Economic Relations as compared with the similar period of the past year, the rate of increase of trade turnover was equal to 106,7 percent, production - 100,5 percent.
As compared to the same period of the past year, the rate of increase of production by the Ministry of Textile Industry reached 100,7 percent, including the rate of increase of release of cotton yarn made up 100 percent, cotton fabric - 100,1 percent, leather products - 103,7 percent.
The plan on production by «Türkmenhaly» State Association was executed by 104,5 percent.
The State Commodity and Raw Materials Exchange for the accounting period held 50 trading sessions, at which 4 thousand 876 contracts were registered.
The rate of increase in the work, which was carried out by the Chamber of Commerce and Industry, for the January-February period of 2026 made up 128,1 percent. In the considered period, 1 exhibition and 5 conferences were held.
By the Union of Industrialists and Entrepreneurs, the rate of increase of manufacture of agricultural and food production reached 107,5 percent, industrial - 106,3 percent.
Having heard the report, President Serdar Berdimuhamedov underlined the importance of involvement of full capacities of manufacturing enterprises of the trading complex, constant control over supply of the markets and shops with food and other production.
It is necessary to pay attention to manufacture of high-quality production at the enterprises of textile industry, and to keep control over work in development of the private sector, the head of the state said and gave the Deputy-Chairman of the Cabinet corresponding instructions.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of the activity of the supervised sphere for the January-February period of 2026.
As she reported, during the considered period, various actions and celebrations on the occasion of announcement of the motto of 2026 «Independent, neutral Turkmenistan - the homeland of purposeful winged racers», 35th anniversary of independence of our fatherland, holidays and significant dates of the national calendar were held.
At cinemas and film concert centres of the capital, screenings of films and concerts were organised. Cultural services were rendered in libraries, museums and complexes of historical and cultural monuments.
In the specified period, the interstate competition of television films «Bedew bady: güýç hem gözellik» was announced among countries-participants of the Commonwealth of Independent States.
Besides, Oguz Khan Türkmenfilm Association organised a number of events and solemnities in culture centres of Ashgabat and velayats, including the Week of the films made in years of independence.
In the capital, the solemn forum devoted to the film “Composer” , which was made with assistance of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship and won two special awards of TURKSOY international organisation, took place.
In the Mukam Palace of the State Culture Centre a joint cultural action «Ýüpek ýoly karnawaly - Bahar baýramy festiwaly» was held with participation of workers of art of Turkmenistan and China.
The archaeological exhibition «Ancient civilisations of Turkmenistan» continues its work in the city of Rome (Italy).
Having heard the report, President Serdar Berdimuhamedov focused attention on the significance of further development of sphere of culture and wide use of possibilities of digital system in libraries, museums and other centres of culture according to requirements of the time. The head of the state also instructed the Deputy-Chairwoman of the Cabinet to continue the work aimed at careful preservation, study of historical and cultural monuments and prepare properly for the planned cultural actions.
Deputy-Chairman of the Cabinet B.Mammedov reported on results of the activity of subordinated structures for the January-February period of the current year.
As he informed, in the specified period, the reforms aimed at introduction of advanced methods of teaching, training of the well-educated generation continued. Schoolchildren of schools and student youth took part in international subject and Internet Olympiads and won various medals. The online meetings, conferences, seminars were held with prestigious higher educational institutions, held diplomatic representatives of foreign countries.
The work on perfection of the sphere of science was also conducted. Quotas of admission of post-graduate students into postgraduate courses in areas of science, registration of competitors of scientific degrees, and admission of interns in clinical internship in 2026 were approved. Researches in key areas of science and technologies were carried out.
During the considered period, in treatment and prophylactic establishments of the country advanced methods of treatment took root into applied medicine. At the expense of funds of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship various operations and treatment of children were performed. The international seminar «High level dialogue on diplomacy in the field of global public health services» was held.
Along with it, due measures were taken to develop physical culture, sports. Sportsmen of the country at the international competitions won 23 medals. Scientific-practical conferences, various actions on the occasion of the motto of the year «Independent neutral Turkmenistan - the homeland of purposeful winged racers» were also held.
Further, the Deputy-Chairman of the Cabinet noticed that in the Era of Revival of the new epoch of the powerful state under the leadership of the President of Turkmenistan large scale work is carried out to ensure protection of public health - the main riches of the country, development of medical science, strengthening of international cooperation in this sphere. In this connection, for consideration of the head of the state, the draft of the corresponding Resolution was presented.
Summing up the report, President Serdar Berdimuhamedov noted that in the country a great significance is attached to the education of the growing generation, strengthening of the material and technical basis of the education sphere. In the given context, an emphasis was made on the significance of productive work on improvement of the quality of teaching.
It is necessary to hold issues of increase of efficiency of scientific research, science and sports development in the centre of attention and on a constant basis to improve activity of the sphere of public health services, the head of the state said.
Further, the President of Turkmenistan underlined that the country carries out a purposeful work on public health protection, development of medical science and expansion of international cooperation in this area. Having signed the Resolution «On approval of the National strategy on development of scientific-medical diplomacy in Turkmenistan for 2026-2052», the head of the state gave addressed to the Deputy-Chairman of the Cabinet corresponding instructions.
Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on results of the work for the January-February period of the current year.
As he marked, with a view of realisation of the foreign policy of the President of Turkmenistan, fulfilment of goals and commissions to promote bilateral and multilateral relations of permanently neutral Turkmenistan with foreign states and authoritative organisations, the Ministry of Foreign Affairs during the considered period carried out corresponding work.
As known, in development of international cooperation of the country a big role is given to visits and summits. It was in this connection informed that in February of the current year, the visit of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag to the United States of America was organised.
At present, the diplomatic service together with foreign policy departments of different states conducts corresponding work on organisation of visits of the President of Turkmenistan and Hero-Arkadag to foreign countries in 2026.
As one of the important areas of the foreign policy strategy, development of cooperation with authoritative international organisations acts. So, on January 21-23 of the current year, Director-General of the Food and Agriculture Organization of the United Nations visited our country.
In the specified period, through the Ministry of Foreign Affairs our state was visited in general by 66 foreign delegations, 165 delegations were sent from Turkmenistan abroad.
In the January-February period of this year by the digital system 73 meetings of various levels took place. In the specified period, 291 official negotiations and meetings were organized in Turkmenistan together with foreign states and international organisations. The contract-legal basis of international relations of our country was replenished with 20 documents.
During the considered period, political consultations at the level of Ministers of Foreign Affairs of Turkmenistan and the Austrian Republic, the United Arab Emirates, the United Kingdom Great Britain and Northern Ireland took place.
Besides, in the specified period, negotiations with the President of the European Bank for Reconstruction and Development, the Secretary General of International Maritime Organization took place.
At the same time, consultations of foreign policy departments of the Republic of India, Kingdom of Morocco and the Russian Federation, Federal Republic of Germany, Republic of Zimbabwe and the Azerbaijan Republic were held.
One of the basic vectors of the foreign policy of neutral Turkmenistan is development of diplomatic relations through embassies of foreign states. So, during the considered period credentials from newly appointed ambassadors of the Republic of Chad and Republic of Indonesia were received.
The ambassador of Turkmenistan in the Kingdom of Thailand, permanent representatives of our country in the Islamic Cooperation Organization and at the International Renewable Energy Agency handed their credentials and officially started their duties.
Having heard the report, President Serdar Berdimuhamedov noted that independent Turkmenistan, following the legal status of positive neutrality, pursues the foreign policy aimed at maintenance of general well-being, attaches a great value to all-around development of equal rights and mutually beneficial cooperation with states of the world and international organisations.
In that regard, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue work to strengthen relations with foreign countries in political-diplomatic, trade and economic, cultural-humanitarian and scientific-educational spheres.

As he reported, the rate of increase of executed works and rendered services in the transport-communication complex made up 114,3 percent.
The rate of increase of cargo transportation by automobile, railway, air, sea and river transport, reached 101,1 percent, and passenger transportation - 103,2 percent.
For the considered period, the rate of increase in services in the Ministry of Railway Transport reached 106 percent, Ministry of Motor Transport - 126,2 percent, Public Service «Türkmenhowaýollary» - 118,7 percent, Sea and River Transport Public Service - 113,8 percent, by the Ministry of Communications - 113,2 percent.
Having heard the report, President Serdar Berdimuhamedov pointed out the importance of full involvement of transport-transit potential of Turkmenistan, strengthening of international cooperation in development of transport-transit corridors passing through the territory of our country, and increase in volumes of passenger and cargo transportation. At the same time, the head of the state instructed the Deputy-Chairman of the Cabinet to modernise the material and technical basis of the sphere of communication according to time realities on a constant basis.
Then, addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that for two months of the current year good indicators were observed.
As a result of the policy, the programs aimed at development of our fatherland are successfully realised, transformations in sectors of economy proceed, industrial sectors are regularly improved, considerable volumes of investments are made in construction of modern enterprises and modernisation of operating ones, the head of the state said.
President Serdar Berdimuhamedov with satisfaction started that the rate of increase of GDP in the specified period made up 6,3 percent. As was marked, effective work is carried out in oil and gas, trading, transport-communication complexes, reforming of spheres of science, education, public health services, sports and culture successfully proceeds.
At the same time, construction of new industrial projects, apartment houses, schools, kindergartens and others continues. An emphasis was also made on the necessity of carrying out an effective work for solution of facing tasks and adopted programs.
Further, the head of the state marked that in our country the International Women's Day will be widely celebrated and signed the corresponding document on transfer of the day off from March 8 to March 9 - Monday.
Taking an opportunity, President Serdar Berdimuhamedov warmly congratulated our dear mothers, women and girls with International Women's Day.
At the meeting a number of other issues, on which corresponding decisions were made, were also considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for further prosperity of our sovereign fatherland.
