Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, which considered some questions of state life.

The first floor was given to Deputy-Chairman of the Cabinet Kh.Geldimyradov who reported on the next audit of financial reporting of banking establishments of the country according to the international standards. With that end on the basis of Laws of Turkmenistan «On credit institutions and bank activity» and «On auditor activity» as well as Resolutions of the head of the state «On the Program of reforming of accounting and audit in Turkmenistan» proper work was carried out.

Having heard the report, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to take necessary measures to carry out the audit of the annual financial reporting of national banking institutions according to the international standards.

Deputy-Chairman of the Cabinet B.Amanov reported on preparation for the international on-site forum on attraction of foreign investments into the oil and gas branch of Turkmenistan.

As was marked, according to the Resolution of the President of Turkmenistan on the list of exhibitions, fairs, conferences and festivals planned to be held by ministries and departments in 2024, the forum is expected to be held on April 24-25, 2024 in Paris (the French Republic).

As the Deputy-Chairman of the Cabinet informed, necessary work for the organised conduction of the planned action was carried out.

According to instructions given earlier by the head of the state, the basic attention will be given to acquaintance with investment projects realised in energy, construction and industrial as well as transport-communication branches of national economy.

Having heard the report, President Serdar Berdimuhamedov noted importance of attraction of foreign investments into the oil and gas sector of the country. Having made an emphasis on presentation of investment projects widely in the sphere and having directed attention that investment projects of the country should be widely highlighted at the international on-site forum on attraction of foreign investments into the oil and gas branch of Turkmenistan, the head of the state instructed the Deputy-Chairman of the Cabinet to hold the planned on-site forum in Paris (the French Republic) at a high organizational level.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the course of agricultural work in the agro-industrial complex and regions of the country.

It was informed that for consolidation of food abundance in the country, according to agro-technical standards care of wheat fields, in particular application of mineral fertilizers and vegetative watering is carried out. Necessary measures on preparation for the season of grain harvest are undertaken.

It was reported that in Akhal, Balkan, Lebap and Mary regions the cotton sowing started, in Dashoguz velayat an active preparation for the sowing campaign of "white gold” goes on.

The information on the measures aimed at maintenance of population with potato and vegetables and gourds, grown in the country sounded. In agricultural fields the sowing of spring crops continues.

Necessary work on development of cattle-breeding branch, increase in the livestock of cattle and increase of its efficiency is carried out. These days the lambing campaign of sheep and camels is also carried out well-organized.

Summing up the report, President Serdar Berdimuhamedov underlined necessity of effective continuation of work on complex development of the agro-industrial sector and gathering of rich harvest of agricultural crops.

Having noted importance of observance of agro-technical standards at care of wheat fields, the head of the state instructed him to be prepared for the season of harvest of wheat properly.

Having focused attention to cotton sowing according to requirements, the President of Turkmenistan instructed the Deputy-Chairman of the Cabinet to use effectively modern technologies and to provide farmers-cotton growers with high-quality seeds.

Deputy-Chairman of the Cabinet B.Annamammedov reported on work carried out to expand manufacture of high-quality production, which is in great demand in home and foreign markets.

So, today, the country manufactures materials widely used in construction.

With a view of realisation of measures on development of industrial sector, adjustment of manufacture of export oriented and import replacing goods, outlined in the Program of the President of Turkmenistan for social and economic development of the country in 2022-2028, it is proposed to create «Türkmen gips» economic society with shared participation of Koytendag quarry management of the Ministry of Industry and Construction Production of Turkmenistan and «Ak bulut» economic society.

At the new joint venture, which will be created in the city of Dostluk of Koytendag etrap of Lebap velayat, it is planned to make 250 thousand tons of dry building mixes and 20 million square metres of products from gypsum cardboard a year that will allow to create new workplaces.

Having heard the report, President Serdar Berdimuhamedov pointed out that establishment of joint venture for manufacture of modern building materials will promote further effective development of the industrial sector of the country and instructed the Deputy-Chairman of the Cabinet to continue work in this area.

Deputy-Chairman of the Cabinet B.Atdayev reported on the work carried out by the Ministry of Trade and Foreign Economic Relations on further perfection of the sphere of trade.

As was marked, development of trade and service system in the country, modernisation of activity of profile structures with a view of maintenance of demand of the population for high-quality goods, increases of overall performance of the branch, complex steps are taken for organizational and legal regulation in the given sphere according to time requirements.

Having heard the report, President Serdar Berdimuhamedov drew the attention to importance of work carried out to organise the activity of trade system according to requirements of time and gave the Deputy-Chairman of the Cabinet a number of concrete instructions.

Deputy-Chairwoman of the Cabinet M.Mammedova reported concerning preparation for the kick-off ceremony of events on the occasion of announcement of Anau as cultural capital of the Turkic world in 2024. It is planned to hold in the building «Türkmeniň ak öýi» on the platform «Nowruz ýaýlasy» in Ak bugday etrap of Akhal velayat.

Within the ceremony, which will take place on March 26, it is expected to organise a joint concert of vocalists, an exhibition of products of masters of fine , decorative and applied arts, works of photographers - representatives of the Turkic people.

As expected, heads of the International Organisation of Turkic culture, Organization of Turkic States, Parliamentary Assembly of Turkic states, Turkic Culture and Heritage Foundation, International Turkic Academy, profile ministries of member countries and observers of TURKSOY as well as creative and scientific delegations will arrive for participation in the given actions in our country.

According to the Plan approved by the corresponding Resolution of the President of Turkmenistan, within the Year «Fount of Wisdom of Magtymguly Fragi» various actions will be also carried out. Among them - creative meetings, II Theatre Festival of TURKSOY member countries, International Film Festival «Gorkut ata».

Summing up the report, President Serdar Berdimuhamedov noted that celebrations of international character are held in our country widely. In this connection, having underlined importance to provide a high organizational level of ceremony of the start of actions on the occasion of announcement of Anau city as cultural capital of the Turkic world in 2024 and creation of all conditions for foreign visitors arriving in Turkmenistan, the head of the state gave the Deputy-Chairwoman of the Cabinet corresponding instructions.

Further, Deputy-Chairman of the Cabinet N.Amannepesov reported on the work carried out to present first-formers with laptops for the 2024-2025 academic year as a gift.

As was marked, during the current year, which passes under the motto «Fount of Wisdom of Magtymguly Fragi», it is planned to provide with laptops 155 thousand 641 first-formers.

At present, samples of computers "Bilimli", technical characteristics of which are analysed by corresponding ministries, were prepared, certificates of standards of their quality were received.

In the given context, the Deputy-Chairman of the Cabinet submitted the draft of the corresponding Resolution for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov pointed out that in the country the educational policy is successfully realised, favourable conditions are created for receiving modern education and training for the younger generation, which is well-versed in innovative technologies and for training of experts with wide outlook.

With a view of successful continuation of reforms in this area as well as presentation of first formers of secondary schools of the country for the academic years 2024-2025 with computers-laptops as a gift, the head of the state signed the Resolution «On purchase of computers-laptops by the Ministry of Education of Turkmenistan» and sent it online to the Deputy-Chairman of the Cabinet and instructed him to check fulfilment of the given document.

Then, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who underlined that under the leadership of President Serdar Berdimuhamedov independent neutral Turkmenistan continues to put into practice consistently the constructive foreign policy, one of the priorities of which is development of fruitful cooperation with international organisations, and first of all, with the United Nations. The creative initiatives of the head of the state aimed at consolidation of peace, well-being and sustainable development in regional and global dimensions, receive all-around support. Adoption of several resolutions proposed by our country by the General Assembly of the United Nations Organization visually testifies to this fact.

In this connection, the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs informed of good news arrived from the Headquarters of the United Nations. At the 63rd plenary meeting of the 78th session of the General Assembly of the United Nations at the initiative of Turkmenistan, the Resolution «2025 - the International year of peace and trust» was adopted with a unanimous support. This document urged to promote settlement of arising conflict situations by peace, political-diplomatic methods and means, strengthening of trustful relations between states. The given Resolution also shows importance of continuation of activity on advancement of culture of peace dialogue in the international community.

Having warmly congratulated the President of Turkmenistan on this new political achievement, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs addressed the head of the state the best regards.

In connection with adoption of the above-named Resolution by the General Assembly of the United Nations, the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs made proposals to hold events in our country and abroad, to create the organizational commission at the governmental level, to consider at its meetings corresponding issues and to realise this work at the international level. It is also proposed to hold meetings with participation of the head of UN General Assembly on the role of the UN Regional Centre for Preventive Diplomacy for Central Asia and United Nations Resident Coordinator in Turkmenistan.

Having accepted the good news with satisfaction, President Serdar Berdimuhamedov, addressing members of the Cabinet and all compatriots, emphasised unanimous adoption of the Resolution “2025 - the International year of peace and trust” at the 63rd plenary meeting of the 78th session of the General Assembly of the United Nations Organization.

The fact that United Nations member states have supported the given initiative of Turkmenistan and the fact that as co-authors of the Resolution 86 countries spoke, for us – it is a great honour, the head of the Turkmen state underlined. In this connection, President Serdar Berdimuhamedov on behalf of the Turkmen people expressed his sincere gratitude to all countries for the given support.

Adoption of this document clearly speaks of international recognition of efforts of our fatherland for universal peace and sustainable development, development of mutually beneficial, friendly and brotherly relations, strengthening of trust between states of the globe, the head of Turkmenistan marked.

Having underlined that regular activity in the given area will be continued, President Serdar Berdimuhamedov warmly congratulated participants of the meeting and all Turkmen nationals with the significant event and wished them peace, peaceful and happy life.

Having approved the presented proposals on practical realisation of the above-named Resolution, the head of the state gave the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs corresponding instructions.

Then, the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs reported on results of working visits of the delegation of our country to the Kingdom of Belgium and the Italian Republic, made at the instructions of the President of Turkmenistan on March 17-21.

In the given context, it was noted that one of the basic areas of the foreign policy of our independent neutral fatherland is development of multiplane cooperation with the European Union and the countries entering into its structure.

With these purposes, in Brussels meetings with the Chief Foreign Policy Adviser to the President of the European Council, Vice-Presidents of the European Commission, EU Commissioner for International Partnership, High Representative of the Union for Foreign Affairs and Security Policy, EU Special Representatives for Human Rights and Central Asia, Chairman of the European Parliament Group on Central Asia and Mongolia were held. Issues of further development of traditional political dialogue, mutually beneficial partnership in the trade and economic sphere, fruitful humanitarian and inter-parliamentary contacts were discussed. A constructive exchange of opinions on topical aspects of the regional and global agenda also took place.

Prospects of development of mutual relations, theme of continuation of effective interaction within the international organisations, including the United Nations and EU, were considered during negotiations with the Minister of Foreign Affairs, European affairs, foreign trade and federal cultural establishments of the Kingdom of Belgium.

In Brussels the round table Turkmenistan - the European Union in which representatives of EU, Organisation for Economic Co-operation and Development, the European bank for Reconstruction and Development, research centres and large companies of Europe took part, was also organised. Possibility of interaction on a wide spectrum of areas, including transport, energy and renewed energy sources, industry, town-planning, investments, trade, digitization, public health services and other became the subject of interested discussion. On completion of the round table a number of bilateral meetings with European partners took place.

Besides it, within the working visit to Brussels, the meeting with the Vice Prime Minister, Minister of Foreign Affairs and Foreign Trade of Luxembourg was held. Issues of activization of political and diplomatic dialogue as well as expansion of trade and economic relations were considered. In particular, partnership prospects in transport-communication sector were discussed.

The agenda of the meeting with Secretary General of the World Customs Organization (WCO) included issues, concerning participations of representatives of the profile department of Turkmenistan in programs of the given Organization for improvement of professional skill of employees, exchange of the best practices, introduction of international standards and others.

During the working visit to Brussels, a number of documents, including the additional Protocol to the Partnership and Cooperation Agreement between Turkmenistan and the European Union and the Memorandum of mutual understanding between the Ministry of Foreign Affairs of Turkmenistan and Federal Service for Foreign Affairs, International Trade and Development Cooperation of the Kingdom of Belgium were signed.

Reporting on results of the working visit to the Italian Republic, the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs on the meetings, which took place in Rome with the President of the International Fund for Agricultural Development (IFAD) and Deputy Director General of the Food and Agriculture Organization of the United Nations (FAO). Prospects of cooperation between Turkmenistan and IFAD, current and planned joint projects with FAO as well as actual aspects of interaction in the field of maintenance of food security under the conditions of climate change, strengthening of relations in the agro-industrial complex were discussed.

Issues of mutually beneficial partnership in the transport-logistical sector were considered during negotiations with the Deputy Prime Minister and Minister of Infrastructure and Transport of Italy. The Italian party showed a great interest in participation in infrastructural projects realised in Turkmenistan. Following the results of negotiations, the Memorandum of mutual understanding between the International seaport Turkmenbashi and the Central Tyrrhenian Sea Port Authority was signed. The theme of development of productive cooperation in the transport sphere received the continuation within the meeting with the head of the Italian state railway company.

A wide range of issues of interstate interaction in political-diplomatic, trade and economic and cultural-humanitarian spheres were discussed at the negotiations with participation of Prime Minister, Minister of Foreign Affairs of Italy. Following the results of the meeting, cooperation program between foreign policy departments of two countries for 2024-2025 was signed.

Importance of strengthening of versatile Turkmen-Italian partnership, including fruitful contacts in the cultural-humanitarian area was marked during the meeting with authorities of the Mayor’s office of Rome. Successful long-term cooperation in the area of archaeology and popularisation of cultural heritage of two countries was stated. In the given context, issues of immortalization of the great Turkmen poet and thinker Magtymguly Fragi in Rome memories as well as organization of the exhibition of archaeological findings of Turkmenistan in the museum complex "Capitol" in 2025 were discussed. With a view of interaction in the organisation of the given exhibition between the Ministry of Foreign Affairs of our country and the mayor’s office of Rome the corresponding document was signed.

Possibilities and priority areas of effective partnership, including in the building sphere, were considered during meetings with the head of the company «Leonardo S.p. A.» and the Vice-President of the National Association of Builders of Italy (ANCE).

Following the results of working visits of the delegation of Turkmenistan to the Kingdom of Belgium and the Italian Republic, the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs sounded a number of proposals. In particular, in the context of further development of the dialogue with the European Union in the format “Central Asia – EU” was proposed to hold the meeting of Ministers of Foreign Affairs in Ashgabat in October of the current year as well as to send representatives of the Mejlis of Turkmenistan to Brussels in the second half of the year with a view of strengthening of inter-parliamentary interaction.

Besides it, it was proposed to organise on a regular and systematic basis within this year visits of representatives of the European Union to our country, to prepare the draft of the Framework Agreement between Turkmenistan and EU in the field of energy and to create the Turkmen-European Group for development of cooperation in the given area. With a view of development of wide transport partnership between our country and EU it is proposed to work upon formation of the coordination platform in the format “European Union - Central Asia”.

In the context of deepening humanitarian relations, the proposals, concerning development of new educational programs, in particular, in the sphere of vocational training, organization of the Dialogue on human rights between Turkmenistan and the European Union in June of the current year in Ashgabat together with profile structures of EU were sounded.

Along with it, it was proposed to begin corresponding work on accession of our country to IFAD, to hold the international forum on food security in November in Ashgabat together with FAO.

Summing up the report, President Serdar Berdimuhamedov confirmed invariable adherence of neutral Turkmenistan to the course on development of mutually beneficial cooperation on equal rights with world countries. Speaking of it, the head of the state noted necessity of further strengthening of traditionally friendship with the Kingdom of Belgium and the Italian Republic.

Having underlined that meetings and negotiations that took place in Brussels and Rome, in the course of which priority areas of partnership were discussed with EU and large international organisations, urged to promote consecutive expansion of fruitful interaction, President Serdar Berdimuhamedov approved sounded proposals and gave the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs corresponding instructions.

Further, director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on preparation of the civil-engineering design of the central office building of the company of mail service «Türkmenpoçta».

According to the project, the new object will consist of five floors, including technical and server rooms, premises with special equipment, office rooms of operators and a big hall for work with clients, a conference hall in which it is planned to establish modern communication systems and creation of comfortable conditions for employees. In the adjoining territory with an area of 2,24 hectares technical and auxiliary buildings, sports ground, tanks for water and parking place will be built.

It was noted that realisation of the given project will create possibilities for introduction of digital systems and high technologies in postal services.

Summing up the report, President Serdar Berdimuhamedov underlined that a great significance is given to the strengthening of the material and technical basis of the national transport-communication complex.

Construction of the central office building of the company of mail service «Türkmenpoçta» will allow to raise considerably quality and to optimise services in the branch, the head of the state pointed out and instructed the director of the Agency to carry out appropriate work in this area.

Further, the President of Turkmenistan approved the decision of the general meeting of shareholders of "Türkmendeňizderýaýollary" Agency of the Transport and Communications Agency under the Cabinet of Ministers on A.Kosayev’ dismissal from the post of the head of the given agency in connection with his transfer to other work.

The head of the state appointed B.Annayev head of "Türkmendeňizderýaýollary" Agency of the Transport and Communications Agency under the Cabinet of Ministers according to the decision of the general meeting of shareholders of the given Agency and released him from the post of Deputy General Director of the Transport and Communications Agency under the Cabinet of Ministers.

Having expressed to the President of Turkmenistan his sincere gratitude for the entrusted responsible post, B.Annayev assured that he will make henceforth all efforts for implementation of the transport policy based on great initiatives of Hero-Arkadag and nowadays realised under the leadership of Arkadagly Hero Serdar and wished them sound health, longevity and prosperity in their noble activities.

The President of Turkmenistan wished B.Annayev successes at his new post.

Then, addressing members of the Cabinet and all compatriots, President Serdar Berdimuhamedov focused attention on the fact that in the year which passes under the motto «Fount of Wisdom of Magtymguly Fragi», solemn actions are carried out with success in our independent fatherland. Celebrations on the occasion of the national holiday of spring - International Novruz were also held with great joy in our country.

Having underlined that for Turkmen nationals holidays come one after another, the head of the state stated that next week actions on the occasion of announcement of Anau city as «cultural capital of the Turkic world » in 2024 will start.

Celebrations that will be held on the ancient land of Anau, which takes a special place in culture of the Turkic world, will increase the glory of our sovereign fatherland.

Having noted that the fertile Turkmen land is rich with significant historical achievements, President Serdar Berdimuhamedov emphasised discoveries made by world famous scientists-archaeologists V.Masson, R. Pumpelly, V.Sarianidi in Turkmenistan.

As the head of the state pointed out, Hero-Arkadag managed to work with them and their descendants to organise trips of archaeologists to different corners of the country, as a whole, to carry out the activity connected with excavations. Historical sources of data collected by Arkadag promoted creation of a new book.

In this connection, the head of Turkmenistan informed that he finished work on the book «Änew - müňýyllyklardan gözbaş alýan medeniýet», written on the occasion of announcement of Anau city in 2024 as «cultural capital of the Turkic world». This product will become a gift to Turkmen people in the year under the motto «Fount of Wisdom of Magtymguly Fragi». After the meeting, the new book will be handed to its participants, President Serdar Berdimuhamedov said.

During the meeting of the Cabinet of Ministers, its participants warmly congratulated the President of Turkmenistan on the release of the book «Änew - müňýyllyklardan gözbaş alýan medeniýet», having noted that this substantial work will evoke a great interest in a wide range of readers.

Declaration of Anau city as «cultural capital of the Turkic world» in 2024 speaks of the fact that the initiatives, which have been put forward by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag on increase of the international authority of our country, are duly realised by Arkadagly Hero Serdar. The head of the state also thanked for congratulation on the occasion of release of his book.

Concluding the online meeting of the Cabinet of Ministers, the President of Turkmenistan wished all sound health, family well-being and big successes in their work for prosperity of our sovereign fatherland.
