Today, President Serdar Berdimuhamedov held a joint session of the Cabinet of Ministers and the State Security Council, to which the khyakims of the velayats and Ashgabat city were also invited.

Opening the session, the head of Turkmenistan gave the floor to the Chairwoman of the Mejlis Milli Gengesh G.Mammedova, who informed about the results of the work carried out to determine the motto and emblem of the future, 2023.

As it was reported, according to the established good tradition initiated by the Hero-Arkadag Gurbanguly Berdimuhamedov, it is customary to call it in a modern way every year. This makes it possible to focus attention on the most important aspects of the development of the state and society according to the realities of the time, promotes the popularization of annual events significant for the Homeland and Turkmen people, multiplying the love and pride of each citizen for an independent neutral Homeland. This tradition embodies national unity, cohesion, embodies the patriotic spirit of our people.

The year 2022, which goes down in history, the motto of which is “The Epoch of the People with Arkadag”, is marked by a number of unforgettable events of both international and domestic political significance, affecting various vectors of socio-economic and spiritual development of our state. Among them is the construction of a new modern administrative center of Akhal velayat and the naming of it “Arkadag city”, as well as the beginning of the second stage of the implementation of this large-scale project, which is evidence of great achievements, peaceful course and economic power of Turkmenistan.

The motto of the next year is a tribute of high respect to the country’s President, confidently leading the people and the Homeland to new achievements and heights of progress in all spheres. This is the recognition by the people of the large-scale work carried out by the head of state to strengthen peace and trust throughout the world, the efforts made to ensure the well-being of present and future generations.

The decision to choose “Happy Youth with Arkadag Serdar” as the motto of 2023 was made on the basis of numerous proposals received from citizens. This topic was discussed during meetings of large public associations, labor collectives, educational institutions, in cities and villages of the country. Taking into account the proposal unanimously supported by the people, a corresponding resolution of the Mejlis of Milli Gengesh has been prepared.

Then, presenting the draft of the emblem of 2023 to President Serdar Berdimuhamedov, the head of the Mejlis informed about the details of its design. The images placed on the emblem represent peace and happiness of our independent neutral state, development and aspiration for progressive changes, patriotic feelings of the youth, with whom the happy future of Turkmenistan is connected. The general semantic meaning of the emblem reflects the desire of the Turkmen people, together with the youth, to follow the course of the Hero-Arkadag under the leadership of Arkadagly Serdar, to work hard for the further prosperity of their beloved Homeland.

During the meeting, President Serdar Berdimuhamedov, addressing the members of the Cabinet of Ministers, the State Security Council, the khyakims of the velayats and Ashgabat city, noted that, as it is known, every year we announce a new motto of the year. Having approved the proposals of deputies and people on the motto and symbol of the next year presented by the head of the Mejlis Milli Gengesh G.Mammedova, the head of Turkmenistan approved the motto of 2023 “Happy Youth with Arkadag Serdar”.

It was assigned to widely cover the motto of the next year and its emblem in print and on television.

Addressing the participants of the session, President Serdar Berdimuhamedov noted that this year 52 sessions of the Cabinet of Ministers, 12 – the State Security Council, as well as 49 different state sessions were held.

As it is known, the head of Turkmenistan continued, it is coming to an end of 2022, which in the history of a sovereign state will forever remain as the year “The Epoch of the People with Arkadag”. In the past year, our country has done extensive work in the field of foreign and domestic policy.

The adoption of the Concept of Turkmenistan’s Foreign Policy Course for 2022-2028 and the beginning of its implementation were among the main results of the activities carried out. In accordance with this document, the neutral Homeland is making efforts to solve such important tasks as ensuring peace and security at the regional and global levels. The legal status of permanent neutrality is consistently implemented.

Bilateral and multilateral partnership is expanding in political and diplomatic, trade and economic, cultural and humanitarian areas, the head of Turkmenistan emphasized.

In continuation of the topic, it was noted that this year the Government delegation of our country made visits abroad, as well as the heads of state and government visited Turkmenistan. In the coming year, high-level talks are planned with the leaders of a number of countries around the world.

Great importance, President Serdar Berdimuhamedov continued, is attached to building up effective cooperation with reputable international and regional organizations, first of all with the United Nations, at the sessions of the General Assembly of which, on the initiative of our neutral state, a number of resolutions were developed and adopted.

At the same time, our independent Homeland maintains fruitful relations with the European Union, the Organization for Security and Cooperation in Europe, the Commonwealth of Independent States, the Organization for Economic Cooperation, the Organization of Islamic Cooperation, and the World Trade Organization.

Special emphasis was placed on consistently implemented program activities for the development of the national economy, as a result of which high growth rates of all sectors are ensured.

Thus, 2022 has become a creative and eventful year for our country. Great successes have been achieved in the political, economic and cultural spheres. Large-scale socio-political, socio-economic transformations have been implemented.

In order to further the prosperity of the country, the Program “Revival of a new epoch of a powerful state” was adopted: The National Program of socio-economic development of Turkmenistan in 2022-2052”. Thanks to its successful implementation, a steady GDP growth rate has been achieved in the coming year. A 10-percent increase in wages, pensions, state benefits and student scholarships has been funded in a timely manner.

As it was highlighted, in accordance with the requirements of the time and on a planned basis, the legislation in force in the country is being improved.

This year, the parliamentary diplomacy of Turkmenistan has demonstrated special activity, which is part of the activities to protect the national interests of the representative government, the development of international cooperation and the rule of law, President Serdar Berdimuhamedov said.

Our country is also promoting economic interests, and Turkmenistan’s authority on the world stage is increasing.

On Arkadag’s initiative, multilateral inter-parliamentary relations are expanding and being established.

Following the policy, the main principle of which is “The state is for man!”, large funds are being directed to improving the welfare of the population, the head of Turkmenistan said, noting that the construction of industrial and production facilities, large residential complexes continues in all regions of the country.

As President Serdar Berdimuhamedov underlined, the New Year holiday is coming, which falls on a day off, so it is a day off for a good rest and its celebration by the Turkmen people.

January 1, 2023 is postponed to January 2.

Having signed the relevant Decree, the head of Turkmenistan focused the attention of the participants of the meeting on the issues of organizing duty on holidays in all structures that ensure the uninterrupted operation of social and communal services of cities and villages.

In this regard, it was instructed to organize duty throughout the country at the proper level during the celebration of the New Year.

As it was noted, duty officers should be assigned to each khyakimlik, ministry and branch department. The emphasis was placed on the organization at the proper level of proper and uninterrupted functioning of public utilities, including electricity and water supply, healthcare, as well as passenger transport, and shops.

In this regard, an order was given on holidays to carry out general control over the provision of duty at the appropriate level in the country.

President Serdar Berdimuhamedov commissioned the relevant leaders to keep strict universal observance of law and order in the spotlight so that citizens could have a good rest and celebrate the New Year at a high level.

Summing up the results of the joint meeting of the Cabinet of Ministers and the State Security Council, the head of state wished the participants new achievements and good luck in the coming year, great success in their work for the sake of further improvement of the social and living conditions of the people.

Then Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R.Meredov, on behalf of the participants of the meeting, cordially congratulated President Serdar Berdimuhamedov on the upcoming year 2023, addressing wishes of sound health, longevity, family well-being and success in the field of large-scale state activities aimed at implementing the grandiose plans of the era of Revival of a new epoch of a powerful state.

Expressing deep gratitude for the countenance and approval of the emblem and motto of the upcoming year “Happy Youth with Arkadag Serdar”, the Deputy Prime Minister, the head of the Foreign Ministry noted the symbolism of the motto of the coming year. In our country, as a result of the policy of the head of Turkmenistan and thanks to the initiatives of the Hero-Arkadag, great attention is paid to the youth – the future of an independent neutral Homeland, the support of its further prosperity and progress. Taking care of the young generation is the most reliable and reasonable investment in tomorrow. Today, the Turkmen youth strives to adequately respond to this concern, making a concrete contribution to the progressive development of an independent neutral Homeland, increasing its international prestige.

The policy initiated by the Hero-Arkadag, the essence of which is determined by the humane principle “The state is for man!”, has found its worthy continuation in the strategic course taken by President Serdar Berdimuhamedov. His key goal was succinctly expressed in the words: “The Homeland is the Homeland only with the people!”, sounded in the inaugural speech of the President of Turkmenistan.

Expressing sincere gratitude to the head of state for the verified domestic and foreign policy, the Deputy Prime Minister, the head of the Ministry of Foreign Affairs assured on behalf of the audience that they would continue to selflessly serve their native people and Homeland, directing all their knowledge and experience to the successful implementation of the grandiose goals and objectives of the new historical epoch.

During the session, some other issues of public life were also considered, and appropriate decisions were made.
