Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers, at which the results of the work carried out in sectors of economy for two months were summed up as well as a number of other issues concerning the life of the country, were discussed.

Chairwoman of the Mejlis D.Gulmanova, who informed on the activity carried out within further improvement of the national legislation, was the first to take the floor. 

As she informed, according to key aspects of the realised state policy, with a view of protection of the rights and freedom of citizen, family values, development of drafts of new editions of the Civil Code and the Law of Turkmenistan «On court», the bill «On the uniform state register of voters» is carried out at present. Besides it, amendments and additions are made to Criminal Code, Code of Arbitration Procedure, Code of Criminal Procedure, Code of Civil Procedure, Laws «On administrative procedure», «On motor transport» as well as to a number of operating legal acts connected with the strengthening of legal basis of development of various spheres and digitalization.

During the considered period work on further promotion of mutually beneficial relations with international organisations and various states continued. So, credentials from Ambassadors Extraordinary and Plenipotentiary of Canada and the Republic of Guatemala to our country were received, 11 meetings with representatives of parliaments of foreign countries and some foreign diplomatic missions accredited in Turkmenistan were held. 

Along with it, deputies and specialists of the Mejlis took part in 18 seminars concerning improvement of legislative activity, organised by corresponding ministries and sectoral departments of the country together with international structures.

As she informed, elected representative of the people together with representatives of political parties, public associations participate in various actions, meetings, forums and appear in the mass media for explanation of historical, political significance of the International year of peace and trust, the 30th anniversary of permanent neutrality of our fatherland and new legal acts to various strata of society.

Summing up the information, head of the state Serdar Berdimuhamedov noted that laws passed will promote further development of our sovereign fatherland and improvement of well-being of people. In this connection, necessity of continuation of work on perfection of legislation of the country according to realities of the time was underlined.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on macroeconomic indicators for two months of the current year.

As he informed, as a result of adoption of complex measures stable development of all branches of national economy is ensured and the standards of living of population raises. So, for the specified period GDP grew by 6,3 percent, including the industrial rate of growth made up 1 percent, construction - 2 percent, transport-communication sector - 11,1 percent, trade - 9,9 percent, agriculture - 3,3 percent, sphere of services - 8,8 percent.

As compared with the similar period of 2024, as a whole the volume of made production increased by 9,4 percent, industrial indicators by branches remained positive.

For two months of the current year retail goods turnover as compared with the same period of the past year grew by 12,1 percent, and foreign trade turnover – by 8,1 percent.

The revenues part of the state budget was fulfilled by 102,1 percent, and expenditures part - 97,5 percent.

sizes of salaries at large and medium size enterprises of the country as compared to the corresponding period of 2024 from the beginning of the year increased by 10,9 percent. Pensions, welfare payments, state benefits and scholarships of student were financed in due time.

As compared with the similar period of the past year, for January-February the volume of capital investments implemented at the expense of all sources of financing, increased by 27,3 percent.

He also reported on the course of realization of the National rural redevelopment program.

Having heard the report and having underlined that it is necessary to carry out effective work for maintenance of high rates of increase of GDP, full implementation of production plans by ministries and sectoral departments, President Serdar Berdimuhamedov gave the Deputy-Chairman of the Cabinet a number of instructions to that end. 

Then, Deputy-Chairman of the Cabinet B.Amanov reported on results of activities in the subordinate sector for January-February of the current year.

He informed on technical and economic indicators in manufacture of oil and gas condensate. In particular, the plan for oil production by "Türkmennebit" State Concern was fulfilled by 105,8 percent.

For the specified period the plan for oil refining was fulfilled by 102,4 percent, gasoline production - 102,2 percent, polypropylene - 102,8 percent, lubricant oils - 110,6 percent. The rate of increase in manufacture of liquefied gas was 125,3 percent.

For the accounting period the plan for production of natural and accompanied gas was fulfilled by 104,2 percent.

Having heard the report, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to take complex measures on increase in volumes of extraction of hydrocarbons as well as effective use of available capacities of the oil and gas sector, and continue introduction of modern technologies in the branch.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the results of the work carried out in the agricultural complex for January-February of the current year and the course of current seasonal agricultural campaigns in velayats.

As he informed, as compared with the past year the rate of increase of manufacture in the given sector made up 121,8 percent. By the Ministry of Agriculture this indicator was equal to 103,1 percent, by the Ministry of Environmental Protection  - 100,1 percent, by  the State Water Economy Committee - 143,1 percent, by "Türkmenpagta" State Concern - 102,5 percent, by «Türkmengallaönümleri» State Association - 237,7 percent, «Türkmenobakhyzmat» State Association - 104,5 percent, State Association of Food-Processing Industry -103,7 percent, State Live-Stock and Poultry Association - 100,9 percent and «Türkmen atlary» State Association  - 101,3 percent.

For the accounting period the plan for realization of investments in the agricultural branch was executed by 469,9 percent.

At present, within the proceeding seasonal campaigns in regions corresponding work on care of wheat, preparation of fields for cotton sowing, potato and vegetable crop and spring tree planting is carried out.

At the same time, appropriate measures are taken to conduct properly the lambing campaign in the cattle-breeding economy. In velayats, necessary work is carried out to clean irrigating and drainage networks, repair water economy facilities.

Having heard the report and having pointed out importance of timely and qualitative conduction of agro-technical activities for cultivation of agricultural crops, increase of their productivity, appropriate preparation for spring planting of saplings, President Serdar Berdimuhamedov gave the Deputy-Chairman of the Cabinet corresponding instructions.

Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on results of activity of the construction-industrial complex for January-February of the current year.

As he informed, for the accounting period the plan for production and the work carried out by the complex was fulfilled by 116,9 percent.

By the Ministry of Construction and Architecture, the plan was fulfilled by 112 percent.

The plan for output and the work was realized by the Ministry of Industry and Construction Production by 126,2 percent.

During the accounting period the plan for production and work was executed by the Ministry of Energy by 106,2 percent.

"Türkmenhimiýa" State Concern fulfilled the similar indicator by 124 percent.

For January-February of this year the plan for the work carried out by State Agency for Management of Road Construction was executed by 113,1 percent, and khyakimlik of Ashgabat city - 112,9 percent.

Having heard the report, President Serdar Berdimuhamedov focused attention to necessities of further effectual measures on development of industrial branches, adjustments of work of new modern enterprises and involvement of total power of chemical complexes.

It is necessary to raise the potential of the energy branch, to increase volumes of the exported electric power, to accelerate rates of construction and reconstruction of highways, to hold under strict control a high quality of erected buildings and constructions which should be commissioned the current year, the head of the state underlined, having given the Deputy-Chairman of the Cabinet corresponding instructions to that end. 

Further, in the meeting, the Deputy-Chairman of the Cabinet reported that in March of the current year the factory of ceramic-decorative plates and products from sanitary ware constructed in Baherden etrap of Akhal velayat will be opened and submitted for consideration of the President of Turkmenistan the corresponding proposal.

Having noted that in the country special significance is given to supply of construction objects and the population by high-quality building materials, head of the state Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to prepare properly for the opening ceremony of the enterprise for manufacture of pottery «Bäherden», located in Baherden etrap of Akhal velayat.

Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of the work of subordinate ministries and departments and private sector for January-February of the current year.

By the Ministry of Trade and Foreign Economic Relations the rate of increase of goods turnover for the accounting period as compared with the similar period of the past year made up 112,6 percent, productions - 101,2 percent.

In comparison to the same period of the past year, the growth of volume of production manufactured by enterprises of the Ministry of Textile Industry was equal to 117,8 percent, including cotton yarn and fabrics, accordingly, - 149,7 and 156,6 percent, sewing and knitted products - 109,5 percent, leather products - 140,8 percent.

The plan for manufacture of carpet production by «Türkmenhaly» State Association was executed by 104,9 percent.

For the considered period, State Commodity and Raw Materials Exchange carried out 50 trading sessions, at which 5 thousand 55 contracts were registered.

For January-February, the rate of increase of the work carried out by the Chamber of Commerce and Industry made up 111 percent.

By the Union of Industrialists and Entrepreneurs the growth of volumes of output of agricultural and food production for two months of the current year reached 106,6 percent, industrial goods- 106 percent.

Summing up the report, President Serdar Berdimuhamedov focused attention on importance of full involvement of capacities of manufacturing enterprises of the trade complex of the country, constant control over maintenance of the markets and shops with food production and consumer goods.

It is also necessary to carry out further effective work on increase in volumes, expansion of assortment and improvement of quality of production made at enterprises of textile branch and development of business and private sector, the head of the state noted, having given the Deputy-Chairman of the Cabinet a number of concrete instructions.

Then, Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of activity of the sphere under her supervision for January-February of the current year.

As she informed, in the specified period on the occasion of declaration of 2025 as «International year of peace and trust» various celebrations and events were organised.

On February 17, this year the exhibition timed to the 20th anniversary of the opening of the Museum of Fine Arts of Turkmenistan was held.

The song and music events devoted to famous bagshy-musicians and workers of culture and art also took place.

Various events were held with a view of strengthening of international cooperation, in which significance of the International year of peace and trust and permanent neutrality of our fatherland was marked.

In January-February of the current year, the show of plays at theatres, in state circuses - circus shows, at cinemas and film concert centres of the capital - films, and concerts took place.

Besides it, she reported on the work carried out by libraries, museums, National Department of Turkmenistan for the Protection, Study and Restoration of Historical and Cultural Monuments, Turkmen state publishing service, «Türkmenfim» Association named after Oguz khan and mass media.

Having heard the report, President Serdar Berdimuhamedov noted importance of further perfection of activity of the sphere of culture, organisation of the work of libraries, museums and other cultural centres according to realities of the present time and wide use of possibilities of digital system.

The head of the state also instructed the Deputy-Chairwoman of the Cabinet to take necessary measures for careful preservation of historical monuments and cultural values, organization of cultural actions timed to holidays and significant dates at high level.

Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on results of the work carried out in the sphere under her supervision for January-February of the current year.

As she informed, during the accounting period within the realised reforms in educational activity advanced methods of teaching were widely applied. Education and methodical manuals were prepared, books were published, and trainings on improvement of professional skill in various disciplines were carried out. For the same period, schoolchildren and students, successfully having demonstrated their knowledge at online international subject Olympiads won medals.

Along with it, the reforms aimed at modernisation of the scientific system proceeded. During the accounting period, a great significance was given to introduction of innovative technologies in manufacture and expansion of international cooperation.

For the last two months in treatment and prophylactic establishments, planned work on medical specialities was carried out. Various operations and treatment were provided to sick children At the expense of Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Care.

By the Resolution of the President of Turkmenistan «Provisions of clinical internship» were approved. The international health and rehabilitation centre and the International scientific-clinic centre of physiology received certificates of «German Design Award Winner 2025» from organisation Ratfür Formgebung German Design Council of the Federal Republic of Germany.

During the accounting period work on development of physical training, sports and the Olympic movement, preparation of sportsmen for Olympic Games, championships and large international competitions continued. Members of national teams took part in 12 international tournaments, having won gold, silver and bronze medals.

Summing up the report, President Serdar Berdimuhamedov underlined that it is necessary to hold implementation of the reforms aimed at education of the younger generation, strengthening of the material and technical basis of the education system, perfection of the sphere of science and increase of efficiency of scientific research in the centre of attention.

It is necessary to introduce widely advanced methods of prevention and treatment of diseases in public health services establishments and to attach a special significance to development of sports in the country, the head of the state noted, having given in this connection instructions to the Deputy-Chairwoman of the Cabinet.

Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the results of activity of the Ministry of Foreign Affairs for January-February.

With a view of consecutive realisation of the foreign policy of neutral Turkmenistan, fulfilment of the instructions given by the head of the state and tasks in view corresponding work was carried out for the specified period.

It was underlined that under the leadership of President Serdar Berdimuhamedov our fatherland successfully develops friendly, good-neighbourhood and fruitful cooperation with the regional and world countries, and constructive interaction on multilateral platforms, within the authoritative international organisations.

In the given context, it was marked that on January 19-20, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag Gurbanguly Berdimuhamedov made a visit to the Principality of Monaco.

In February, the head of the Republic of Tatarstan of the Russian Federation made a working visit to our country.

Issues of further development of mutually beneficial cooperation in various spheres were considered during the visits, which took place in the accounting period to Turkmenistan by foreign delegations, and visits of local delegations abroad. 109 meetings of various level in the online mode were held. In Turkmenistan, official negotiations and meetings with representatives of foreign countries and international organisations were also organised. At present 7 documents, which filled up the contractual and legal basis of the international relations of our fatherland were signed.

A regular character is inherent in bilateral contacts in the area of foreign policy departments and regular foreign affairs departments’ consultations testifies to this fact. Corresponding work is also carried out to strengthen and expand diplomatic relations of Turkmenistan with other states through embassies.

Summing up the report, President Serdar Berdimuhamedov noted that our country attached to the status of positive neutrality, realises the foreign policy aimed at maintenance of general well-being.

In this connection, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to develop relations established with states of the world in political-diplomatic, trade and economic, cultural-humanitarian and scientific-educational spheres.

Then, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on preparation for the international conference «The International year of peace and trust: the role of inter-regional economic cooperation in maintenance of sustainable development » which will take place in Ashgabat on March 19 of the current year.

As expected, heads of state structures and large companies of foreign countries, international organisations and financial institutions as well as diplomatic representatives accredited in Turkmenistan will take part in the forthcoming forum.

According to the draft  of the preliminary program of the given action it is planned five thematic sessions: «Geopolitical and geo-economics significance of energy, transport and infrastructural projects in Central and Southern Asia», «Turkmenistan-Afghanistan-Pakistan-India gas pipeline: economic, organizational and legal issues», «Role and significance of construction  of Turkmenistan-Afghanistan-Pakistan transmission line in the strengthening of international economic cooperation», «Transport connectivity in regions of Central and Southern Asia: projects of development», «Participation of financial institutions in realisation of economic projects in Central and Southern Asia».

Besides it, on the margins of the conference bilateral meetings in various formats will be held.

In this connection, for consideration of the head of the state the corresponding proposal was presented.

Summing up the report, President Serdar Berdimuhamedov pointed out that in our country organization of a number of international actions timed to the International year of peace and trust is planned. Having approved the presented proposal, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to prepare properly and hold the given international forum, called to promote development of inter-regional economic interaction in maintenance of sustainable development at high level.

Further, Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on results of the work carried out in the subordinate sector for January-February of the current year.

For the accounting period, the rate of increase of work and services provided in the given complex, made up 117,2 percent.

For two months of the current year, the rate of increase of cargo transportation, motor, railway, air, sea and river transport reached 100,5 percent, passenger transportation - 104,5 percent.

For January-February of this year the rate of increase of the rendered services in "Türkmendemirýollary" agency was equal to 108,2 percent, "Türkmenawtoulaglary" agency - 111,8 percent, "Türkmenhowaýollary" agency - 123,4 percent, "Türkmendeňizderýaýollary" agency - 110,3 percent, "Türkmenaragatnaşyk" agency - 121,9 percent.

He also reported on the work carried out within realisation of the «Concept of development of digital economy in Turkmenistan for 2019-2025».

Having heard the report, President Serdar Berdimuhamedov underlined importance of full and effective utilisation of the transport-transit potential of the country and increase in the throughput of the railways, improvement of quality of telecommunication service by wide introduction of modern technologies and further promotion of international cooperation for development of transport and transit corridors passing through our country and gave the head of Agency corresponding instructions to that effect.

Then, addressing members of the Cabinet, the head of Turkmenistan noted that results of the work carried out for the past two months, show a dynamical growth of our independent state. Like in the beginning of the year, GDP indicators in economy remained at the level of 6,3 percent.

In the country construction of large industrial projects, social projects, including apartment houses, schools, kindergartens proceeds.

Transformations in all branches of economy are carried out according to the adopted programs, President Serdar Berdimuhamedov said.

In this connection, the head of the state emphasised importance of appropriate work to realise the Program of social and economic development of the country for 2022-2028.

Tomorrow we will mark the holiday - International Women's Day, 8th of March solemnly, - the President of Turkmenistan said, having underlined that our happy women bring a worthy contribution to prosperity of our fatherland.

Taking an opportunity, the head of the state warmly congratulated our dear mothers, lovely women and girls with International Women's Day, having wished them sound health, family well-being and happiness.
