Under the leadership of highly respected President of Turkmenistan Serdar Gurbangulyevich Berdimuhamedov, in the period of the Revival of the New Epoch of the Powerful State, long-term large-scale programs aimed at strengthening the state foundations, increasing the economic power of our country, improving the living standards of the population, and promoting further prosperity of our Homeland are successfully implemented. Our people rejoice heartily and are proud of the great accomplishments, amazing transformations taking place in our independent, permanently neutral country thanks to the far-sighted wise domestic and foreign policy of Arkadagly Serdar.

The new, modern administrative center of the Akhal Velayat, being built on the initiative of our Hero Arkadag within Gokdepe etrap, Akhal Velayat, in the sacred historical land glorified by our courageous ancestors, today adds a new magnificent page in the glorious annals of our country. The architectural look of the modern city, which is currently being built under the leadership of Arkadagly Serdar, reflects rapid socio-economic development of our Homeland, covering areas related to the organization of housing and welfare, as well as our national heritage, spiritual values, and centuries-old rich historical and cultural traditions of our people .

Activities ongoing in the new period of development of our independent state in the political, economic and cultural fields, bringing architecture and urban planning to a high level, building modern villages, settlements, where favorable conditions for life are created, introducing a digital system and high technologies into all areas of our life, comprehensive and equal development of regions, ensuring the prosperous life of every citizen, are inextricably linked with the name of our Hero Arkadag.

In this regard, at a number of meetings held with residents of etraps and cities of the Akhal Velayat, as well as in addresses from citizens living in all regions of our country, great respect, boundless happiness and pride are expressed for the services of our Hero Arkadag in development of the indestructible Turkmen state and unanimous proposals are put forward to name the new modern administrative center of the Akhal Velayat after the Arkadag.

Taking into account the wishes of the residents of the Akhal Velayat and the citizens of our country, the petitions of public associations and the submission of the Cabinet of Ministers of Turkmenistan, in accordance with the Law of Turkmenistan “On the procedure for dealing with issues of the administrative-territorial structure of Turkmenistan” the Mejlis of the Milli Gengesh of Turkmenistan resolves to:

1. Confer the category of a city with the rights of an etrap on the new, modern administrative center of the Akhal Velayat.

2. Name the new modern administrative center of the Akhal Velayat as “Arkadag”, and henceforth call it “the city of Arkadag of the Akhal Velayat”.

3. Move the administrative center of the Akhal Velayat to Arkadag city.

4. Transfer 2370 hectares from the lands of Gokdepe etrap of the Akhal Velayat to the administrative territory of Arkadag cityin accordance with the scheme annex to this resolution.

5. Remove the village of Aba Annaev in Karizek gengeshlik of Gokdepe etrap of the Akhal Velayat from the list of administrative-territorial units due to its transfer to the city of Arkadag.

6. Abolish Karizek gengeshlik of Gökdepe etrap of the Akhal Velayat.

7. The Ministry of Agriculture and Environment Preservation of Turkmenistan is instructed, jointly with the Akhal Velayat Khyakimlik, to outline the administrative boundaries of the city of Arkadag, Akhal Velayat, in the prescribed manner.

8. Make appropriate amendments to the List of administrative-territorial units of Turkmenistan, approved by the resolution of the Mejlis of Turkmenistan No. 112-IV dated May 10, 2010.
