The International year of peace and trust, declared at the initiative of the highly respected President of Turkmenistan Serdar Berdimuhamedov, has become a year of historic significance for our country.
The policy of neutrality of the sovereign Fatherland ensures the development of friendly and brotherly relations with all countries of the globe, as well as a peaceful, prosperous, and happy life for our people. Turkmenistan, based on its legal status of neutrality, consistently expands mutually beneficial cooperation with countries around the world and major international organisations. It implements joint projects in various areas.
Considering the great personal merits in strengthening the independence and legal status of permanent neutrality of Turkmenistan, strengthening the international authority of our native Fatherland in accordance with the principles of permanent neutrality, the successes achieved in the implementation of programs developed for the development of science and healthcare and other sectors in the country, fruitful state and public activities, many years of conscientious and honest work, and also in honour of the glorious 30th anniversary of acquisition of Turkmenistan of the legal status of permanent neutrality, I decree:
Considering the great personal contribution to strengthening the independence and legal status of permanent neutrality of Turkmenistan, maintaining and promoting the policy of international peace and trust in the world, successes in implementing programs developed for the development of science, healthcare and other sectors in the country, fruitful state and public activities, many years of conscientious and honest work, and also on the occasion of the glorious 30th anniversary of Turkmenistan acquiring the legal status of permanent neutrality, I decree:
In recognition of the significant contributions made in the dignified celebration, through contemporary songs and melodies, of the significance of the large-scale measures being implemented in the country during the era of the Revival of the new epoch of the Powerful state, the happy life of our united people, national traditions and customs, ancient values, and unique cultural heritage, as well as on the occasion of the glorious 30th anniversary of acquisition of Turkmenistan of the status of permanent neutrality, I decree:

Considering the personal contribution of young athletes and experienced coaches to enhancing of sporting prestige of Turkmenistan, representing our country at world tournaments, and fostering youth enthusiasm for sports in the era of the Revival of the new epoch of the Powerful state, as well as the tremendous success of our athletes in international competitions in various sports and the achievements of their coaches in this area, in 2025 – the International year of peace and trust – the President of Turkmenistan signed an Order according to which it is prescribed, on behalf of the President of Turkmenistan, to award each of the relevant:

Considering the significant contribution to strengthening independence and permanent neutrality of Turkmenistan, building partnerships in the healthcare sector, maintaining and promoting the policy of international peace and trust on the global stage, and on the occasion of the glorious 30th anniversary of acquisition of permanent neutrality of Turkmenistan, I decree:
The 12th of December of 1995 is forever inscribed in gold letters in the history of independent Turkmenistan. On that day, a very important event in the history of the sovereign Fatherland took place, which determined the long-term foreign policy course of the young Turkmen state. With the unanimous support of 185 states, the United Nations General Assembly adopted a historic resolution on the status of permanent neutrality of Turkmenistan. The status of permanent neutrality, three times recognised by the international community, has become the basis of the domestic and foreign policy of our sovereign state. Independent Turkmenistan, which today occupies a respectable position among the rapidly developing countries of the world, is widely celebrating the 30th anniversary of its permanent neutrality with gratifying achievements in all areas and grand celebrations at the international level.
