The past week was marked by a number of events reflecting the consistency of the course of President Serdar Berdimuhamedov in the implementation of domestic and foreign policy aimed at further improving the welfare of the Turkmen people, the economic potential of the Motherland, and expanding international cooperation.
The dynamics of work performed in the agricultural sector and the course of seasonal field campaigns were considered at a workshop held via a digital system on October 31.
The head of state stressed that the collection of grown cotton without losses is among the urgent requirements of the day and, pointing to the low pace of the harvest in some etraps, addressed the heads of the regional administrations with specific instructions to accelerate it.
Particular attention should be paid to the timely completion of sowing wheat in accordance with the established deadlines, while machinery should be used at full capacity.
It is also important to make every effort to obtain high yields of potatoes, vegetables, melons, rice, sugar beets and other crops.
In addition, the head of Turkmenistan instructed to keep the construction of facilities planned for commissioning this year under strict control, as well as to ensure a high level of holding a nationwide campaign for planting tree seedlings.
The Deputy Chairman of the Cabinet of Ministers, in charge of the agro-industrial complex, and the hyakims of the velayats were instructed to carry out analytical work to assess the activities of the leaders of the daikhan associations of the velayats and prepare relevant reports.
On November 2, the President of Turkmenistan, Supreme Commander of the Armed Forces of the country Serdar Berdimuhamedov held a regular meeting of the State Security Council, dedicated to the results of the activities of the military and law enforcement agencies for ten months of this year.
The agenda also included topical issues related to ensuring security and tranquility in our independent state, strengthening the material and technical base of law enforcement agencies and further improving their activities.
Issues of the socio-economic development of the state for January-October 2022 were considered at the meeting of the Cabinet of Ministers, held on the digital system on November 4.
As reported, following the results of ten months, a steady rate of GDP growth is observed. Compared to the same period in 2021, production increased by 10.9 percent.
Compared to the same period last year, the volume of retail trade increased by 10.5 percent, and the volume of foreign trade turnover - by 39.1 percent.
In January-October of the current year, the revenue side of the State budget was executed at the level of 114.3 percent, and the expenditure side - by 97.6 percent.
Compared to the corresponding period of the previous year, the average monthly salary increased by 10.4 percent. Wages, pensions, state allowances and student scholarships are financed in a timely manner and in full.
The volume of disbursed capital investments from all sources of financing is 5.3 percent higher compared to the same period in 2021.
Within the framework of the National Rural Program, during the period under review, construction of social facilities, housing, as well as engineering systems was carried out.
In accordance with the instructions of the head of Turkmenistan, the draft state budget of the country for 2023 has been finalized. A significant part of the funds will be directed to the development of the social sphere. The investments allocated for 2023 will also be aimed at strengthening the potential of the national economy, building new and modernizing existing industries for industries, and building housing.
Summarizing the results of the work carried out over ten months of this year, the head of state stated that they clearly demonstrate the progressive successful development of the independent Motherland within the framework of the programs envisaged.
As emphasized, GDP growth reached 6.2 percent. The construction of large industrial and social facilities continues. In accordance with the established plans, 61 large facilities were opened and put into operation. By the end of the year it is planned to put a number of facilities into operation.
The tasks ahead include further diversification of the economy, an increase in the list of manufactured goods and the expansion of export routes for products.
On November 5, President Serdar Berdimuhamedov launched the autumn planting campaign by planting a young tree in the vicinity of the Makhtumkuli Fragi cultural and park complex in the foothills of the Kopetdag Mountains.

Members of the Government, the Mejlis, heads of military and law enforcement agencies, ministries and sectoral departments, the capital administration, as well as representatives of the media, public organizations, numerous residents of the capital made their significant contribution to the implementation of the National Forest Program, which is designed to turn the Fatherland into a green garden. . Among the participants of the environmental action are the heads of diplomatic missions and international organizations accredited in our country.
On this autumn day, the whole country came out to plant trees in order to increase the “green wealth” of their native land with inspired work. Work was also carried out to care for existing plantations, which are getting stronger and gaining strength.
The chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan, honorary elder Gurbanguly Berdimuhamedov, who launched the autumn season of the planting campaign in the territory of the new center of Akhal velayat, also took part in the nationwide tree planting campaign.
The mass event was supported by the leaders of the new center, builders, honorary elders, and youth. As a result of joint efforts, more than 5,000 seedlings of various tree species were planted here that day.
Chairman of the Halk Maslakhaty Milli Gengesh also inquired about the progress of the construction of a new modern administrative center of the Akhal velayat, the use of innovative developments in the design of a unique architectural complex, including the monument of the legendary horse Akhan.
At the same time, the Hero-Arkadag got acquainted with the work carried out in the vicinity of the white marble Ashgabat, in particular, the forest areas in its southwestern part, the improvement of the territory of the Health Path laid on the slopes of the Kopetdag and the objects of urban road transport infrastructure on Archabil Avenue, focusing on the environmental aspect in the implementation of construction projects, the combination of the principles of national architecture and the latest technologies.
Turning to other events of the past week, we note that further strengthening of bilateral inter-parliamentary relations was the subject of a telephone conversation held on October 31 between Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov and Chairman of the Senate of the Islamic Republic of Pakistan Muhammad Sadiq Sanjrani.
As noted, at present, Turkmenistan and Pakistan are actively cooperating in the political, diplomatic, trade, economic, cultural and humanitarian spheres.
At the same time, both countries are actively involved in major energy and communication projects being implemented in the region, including the construction of the transnational TAPI gas pipeline, as well as the laying of a high-voltage power line and fiber-optic communication along the Turkmenistan-Afghanistan-Pakistan route.
During the conversation, Hero-Arkadag noted that there are great opportunities for establishing and strengthening close inter-parliamentary ties and exchanging experience in the field of legislation, as well as organizing regular meetings and consultations of parliamentarians. In this regard, firm confidence was expressed that fruitful inter-parliamentary cooperation will complement the multifaceted cooperation between our states.
On November 1-3, the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan, Gurbanguly Berdimuhamedov, at the invitation of the Chairman of the Federation Council of the Federal Assembly of the Russian Federation, Valentina Matvienko, paid an official visit to the Russian Federation.
As part of the rich program of the visit, Arkadag held talks with the Chairman of the Federation Council of the Federal Assembly of Russia, during which the mutual desire of the two states to further promote the development of humanitarian, social, cultural ties, the establishment of women's and youth channels of communication between our countries was clearly demonstrated.
At the end of the meeting, the signing ceremony of the Agreement between the Halk Maslakhaty Milli Gengesh of Turkmenistan and the Federation Council of the Federal Assembly of the Russian Federation on the establishment of the Inter-Parliamentary Commission on Cooperation between the Halk Maslakhaty Milli Gengesh of Turkmenistan and the Federation Council of the Federal Assembly of the Russian Federation took place. Hero-Arkadag and the Speaker of the Upper House of the Parliament of the Russian Federation put their signatures under this document.
Hero-Arkadag also confirmed the readiness of Turkmenistan to establish the Secretariat of the Ashgabat format with headquarters in the Turkmen capital.
On November 2, the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan, Gurbanguly Berdimuhamedov, delivered a keynote speech at the plenary session of the Federation Council of the Federal Assembly of the Russian Federation.
In his speech, Arkadag emphasized that close, proactive interaction between the legislative bodies of Turkmenistan and Russia is an essential and integral part of the development of comprehensive cooperation between the two states.
Chairman of the Halk Maslakhaty Milli Gengesh expressed his conviction that parliamentary diplomacy is called upon to make a significant contribution to the cause of peace, trust and predictability in the international arena, to give positive impetus to the entire world political agenda, to prevent the erosion of internationally recognized legal norms, the provisions of the Charter UN, supporting international treaties and conventions.
Energy, transport, high technologies, industry, trade, and agriculture were singled out among the main areas of joint efforts.
- We have always advocated strengthening trade and economic ties between Turkmenistan and the Russian Federation, giving them a new quality, bringing these relations to the level of a multifunctional economic partnership, where investment, financial, technological components would play a key role, said Arkadag Gurbanguly Berdimuhamedov.
As noted, the parliamentarians of the two countries should make their contribution to the solution of the above tasks - the adoption of new laws regulating modern economic relations, a reasonable and balanced harmonization of national legislation in this part.
Hero-Arkadag especially emphasized the highly respectful attitude to the language, literature, cultural and spiritual values of the Russian people in Turkmenistan. There are dozens of schools teaching in Russian in the country, the only one of its kind Joint Turkmen-Russian General Education School named after A.S. Pushkin, the Russian language is taught in all secondary educational institutions and universities. Today, work is underway on the design and construction of the Russian Drama Theater in Ashgabat in the future, issues related to the creation of the Turkmen-Russian University are being discussed.
Chairman of the Halk Maslakhaty Milli Gengesh expressed gratitude for perpetuating the image and name of the great son of the Turkmen people, philosopher, thinker and poet Magtymguly Fragi, whose tercentenary will be celebrated in 2024, in the territory of Russia in monuments, sculptural compositions, names of institutions.
In this regard, the expediency was noted to consider the possibility of close inter-parliamentary cooperation on the cultural and humanitarian track, the content of which can be set out in the corresponding medium-term comprehensive program.
At the same time, the readiness of our country was confirmed to continue to support close parliamentary dialogue in every possible way, to promote mutual understanding, a wide exchange of experience and practices in legislative activity, and to encourage all constructive ideas and initiatives.
On the same day, negotiations between Arkadag Gurbanguly Berdimuhamedov and Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin took place.
The parties discussed issues of interaction in the inter-parliamentary sphere, in the economy, in the scientific and educational field and in sports. In addition, it was stated that there are broad prospects in the field of youth policy and gender equality.
The subject of discussion was the possibility of participation of the delegation of Turkmenistan in the meeting of heads of parliaments of the countries of the Caspian region to consider key aspects of interregional cooperation. An exchange of views also took place on a number of issues of mutual interest.
Chairman of the Halk Maslakhaty Milli Gengesh confirmed his firm commitment to constructive joint work and invited the head of the State Duma to visit Turkmenistan at any time convenient for him.
On the final day of the visit, the meeting of the Chairman of the Halk Maslakhaty Milli Gengesh Gurbanguly Berdimuhamedov with the President of the Russian Federation Vladimir Putin took place in the Kremlin. Hero-Arkadag was awarded the Order of the Russian Federation "For Merit to the Fatherland" IV degree, which was recognition of his huge contribution to the establishment of global peace, progress and cooperation with Russia.
Within the framework of the official visit of the delegation of the Halk Maslakhaty Milli Gengesh of Turkmenistan to the Russian Federation, a number of meetings were held. In particular, the state and prospects of partnership were put on the agenda of the meeting at the level of deputy heads of the upper houses of the parliaments of the two countries.
Also, a "round table" was held in Moscow on the topic "Inter-parliamentary cooperation between Turkmenistan and Russia: direction and priorities."
During the meetings of the head of the Galkynyş National Equestrian Games Group of the Akhal-Teke Equestrian Complex of the President of Turkmenistan with the General Director of the Great Moscow State Circus, as well as with the General Director of the Kremlin Riding School, they discussed the prospects for cooperation in the field of circus art, equestrian sports, training of riders and horses.
Last week marked the 29th anniversary of the introduction of the national manat into circulation. In honor of this event, a scientific and practical conference was held at the Turkmen State Institute of Economics and Management.
During the forum, reports were made on fundamental changes in the banking system and the features of its digitalization, as well as on cooperation with international financial institutions in investing in projects, programmatic development of the national economy, and the role of the banking sector in ensuring stable economic growth.
As part of the event, an exhibition was organized showing samples of banknotes, as well as commemorative coins made of precious metals issued by the Central Bank of Turkmenistan over the years of independence, national jewelry, materials dedicated to the history of domestic numismatics.
