President Gurbanguly Berdimuhamedov has held regular video conference session of the Cabinet of Ministers, at which current matters of the state policy and drafts of some documents have been reviewed.
Coming over to items of the agenda, the head of Turkmenistan gave floor to Deputy Chairman of the Cabinet of Ministers G. Mushikov who reported on the situation in the structure under his supervision.
According to the proposals received on this subject, which were reviewed in set order at the sessions of relative commission, four facilities of Ashgabat’s administration have been proposed to be privatized at auction trades.
Summing up the report, President Gurbanguly Berdimuhamedov has noted the importance of implemented mechanisms of denationalization in general for strengthening of economic power of the country.
Further, the vice-premier has reported on results of measures undertaken for improvement of the system of protection of intellectual property and activity of the government organizations engaged in this sphere.
The Program of development of the system of intellectual property of Turkmenistan provides the establishment of Interdepartmental Commission for protection of intellectual property, development and approval of the Provision on this commission.
In this regard, the Ministry of Finances and Economics together with number of organizations developed draft documents. Development of proposals for the formation and implementation of the Government policy in this field, definition of activities for prevention of violation of relative legislation of Turkmenistan are the main objectives of new structure.
Having noted the currency of presented proposal, the head of the state requested the vice-premier to agree the drafts of developed document with relative departments.
Further, Deputy Chairman of the Cabinet of Ministers Sh. Abdrahmanov has reported on the situation of fuel and energy complex. Number of subjects related to the development of the fields of Turkmen part of the Caspian Sea and cooperation with foreign oil companies, which explore and produce hydrocarbons on the terms of Production Sharing Agreement, has been highlighted in the report.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted that full-scale development of perspective oil and gas fields of the Caspian Sea and its coastal zone are priority aspects of energy strategy of our country.
In his turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev gas reported on seasonal agricultural works in the regions of the country.
Having listened to the report, President Gurbanguly Berdimuhamedov noted the necessity of responsible approach to organization of seasonal campaigns and acceleration of rates of works in the fields of the country.
Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has presented the Draft Resolution on construction of Ahal Regional Children Health-improving and Rehabilitation Center in new modern administrative center of Ahal Region with development of surrounding territory to President Gurbanguly Berdimuhamedov for review.
The Ministry of Construction and Architecture has exercised a tender with participation of local companies for development of the project of children health-improving and rehabilitation center in new administrative center of Ahal Region. Member of the Union of Industrialists and Entrepreneurs, the Myradym Private Company has won the tender.
Having signed the Resolution, the head of the state has sent it by electronic document management system and gave number of certain instructions to the vice-premier.
Further, Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on permission for the Türkmenawtoulaglary Agency to develop Draft Resolution on regulation of motor transportation in international communications.
Based on relative applications of the Türkmenulaggözegçilik Government Enterprise of the Türkmenawtoulaglary Agency, it is planned to issue electronic licenses and to establish centralized database for provision of control.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted that it is necessary to continue introducing internet services for increment of cargo traffic by motor transport and improvement of service quality.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on establishment of the electronic database of stock exchange prices and provision of its accessibility by the State Commodity and Raw Material Exchange as well as on the project of new building of Dokmaçylar Cultural Center.
At present time, staged development of the electronic database, which would have relative information on registration of exchange transactions, their analysis, opening of personal accounts of the clients and other information, is carried out for improvement of activity of the SCRMET. It would also provide the information about foreign contracts registered at the exchange as well as the list and prices for imported foreign goods and export oriented local production.
At the first stage, the information will be accessible to all interested side. Based on the world practice used at international markets, it is planned to provide services on commercial basis after increment of number clients and regular use of services of the website.
Based on clients’ requirements, it is also planned to clarify prices on certain commodities, top open brokerage posts at the exchange and to make payments in electronic format. The establishment of proposed electronic database will allow providing exchange services rapidly, attracting new foreign clients, simplifying foreign trade operations and keeping all this information for three years.
Summing up the report, President Gurbanguly Berdimuhamedov has focused on the importance of modernization of activity of the State Commodity and Raw Material Exchange as the main body regulating export and import operations in the country.
Development of pricing mechanisms for Turkmen export goods is the main objectives as of today, which is to support the growth of income and strengthening of positions of our state in international markets, the President highlighted.
Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on work for digitization of activity of organizations under her supervision and modernization of their equipment and facility base as well as on implementation of Action Plan of events on occasion of the 30th anniversary of independence.
It is planned to open departments of digital technologies and information security in the structures of the State News Agency and the State Committee for Television, Radio Broadcasting and Cinematography for fulfilment of objectives specified in the State Program of Cybersecurity in Turkmenistan and the Concept of Development of Digital Economy in Turkmenistan in 2019 – 2025.
In this regard, the vice-premier has presented the proposals on establishment of new divisions, change of the structures and staffing tables of the above-mentioned structures to the head of the state for review.
Having focused on the necessity of improvement of activity of cultural sphere and mass media establishments, the President requested to continue working on development of partnership with competent foreign news agencies, TV and radio broadcasting structures.
Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov has reported on the situation of the spheres under his supervision and presented Draft Resolutions on educational, scientific, health protection and sport subjects in Turkmenistan.
Having focused on the necessity to develop new guidebooks on digital systems and to make them accessible, the head of the state highlighted that the main role in this is given to the Academy of Sciences of the country.
Having signed the Resolutions and sent them by electronic document management system, President Gurbanguly Berdimuhamedov gave relative instructions to the vice-premier.
Further, the floor was given to Minister of Health Protection and Medical Industry N. Amannepesov who reported on the results of the session of the Emergency Commission of Turkmenistan for combating the spread of diseases held in Avaza National tourist zone and presented number of proposals to the head of the state for review.
The Emergency Commission of Turkmenistan for combating the spread of diseases is preparing for summer season these days. Issues of organizational work of health-improving and entertainment centers in Avaza National tourist zones, sanatoriums, children health centers and camps are studied. Working visit to Balkan Region has been paid for discussion of these matters on April 13.
By the outcomes of the session of the Commission, summer season in Avaza National tourist zone is determined from June 1 to September 15 this year. Half of the total area of hotels and cottages will be used from June 1 to June 15 and further, taking into account favorable epidemiological situation, this area is planned to be increased.
It is also planned to open the Control Center for immediate solution of issues appearing during rest period. The profile ministries and departments are suggested to study the issues of provision of organized trip of the citizens to Avaza National tourist zone and their return back home. Sampling of water, air and soil in certain places of Turkmen coast of the Caspian Sea will be made regularly and the report on results of the test will be presented at the sessions of the Commission.
It was proposed to define the time for children holidays from June 2 to August 26 for children living in Ashgabat and regions in health-improving and entertainment centers of Avaza national tourist zones as well as the children from Ashgabat and Ahal Region in children centers of Gyokdere and for children from the regions in relative health-improving and entertainment centers in the territory of these regions.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the necessity of thorough preparation of health improving complexes in Avaza National tourist zone to coming summer holiday season. People who received vaccination from the coronavirus can go on holiday there. Children health-improving centers in the cities and regions of the country have to be prepared properly. The personnel of these complexes has to have mandatory vaccination against the coronavirus infection.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov has reported on the Draft Plan of cooperation between Turkmenistan and international organizations in 2021 – 2023, which was developed according to the instructions of the head of the state.
The Plan includes number of measures including the measures related to the membership of Turkmenistan in international organizations, chairmanship in and election to the leading structures of these organizations. In this context, chairing of our country in the Economic Cooperation Organization in 2021 and implementation of relative Concept are very important. It is planned to take specific measures for election of Turkmenistan to the main structures of the UN and its specialized establishments.
The complex of measures for development of relevant legal base is also provided. It is planned to review the subjects related to ratification of conventions and multilateral documents of the UN and its structures, other competent organizations as well as to study capabilities opening in this regard on regular basis.
The plan includes specific measures for provision of participation of our country in conferences, forums, sessions and meetings held on the world and regional levels including under annual session of the UN General Assembly, CIS, ICO, ECO, OSCE and other.
The measures for development of multidimensional partnership in such directions as strengthening of universal peace and security, cooperation for sustainable development and humanitarian cooperation are also planned. At the same time, special attention is paid to practical implementation of constructive initiatives of the President of Turkmenistan and adoption of relative Resolutions of the United Nations General Assembly.
It is also planned to work on the opening of the Regional Center of the UN Food and Agricultural Organization (FAO) and the International Renewable Energy Agency (IRENA), on development and adoption of National Program of Turkmenistan for Aral Sea in 2021 – 2025.
Continuing the report, the vice-premier, the head of the Foreign Ministry has presented the Draft Resolutions on approval of the Plan of the readiness of the country to combating acute infectious disease and rapid response measure and on approval of National Action Plan for human rights in Turkmenistan in 2021 – 2025 to the head of the state for review.
Having approved the presented Draft Plan of cooperation with international organizations, President Gurbanguly Berdimuhamedov highlighted that development of this cooperation is invariably one of the main vectors of foreign strategy of our country.
Having signed the presented Resolutions, the President of Turkmenistan sent them to the vice-premier, the head of the Foreign Ministry by electronic document management system requesting to provide proper control of the fulfilment of these documents.
Addressing the vice-premier, Secretary of the State Security Council Ch. Amanov, President Gurbanguly Berdimuhamedov noted the necessity of steadfast following of the principles and goals of defensive Military doctrine of sovereign neutral country. The head of the state has ordered to provide high organizational level of events, including ceremonial military parade timed to the glorious anniversary of the country’s independence.
Speaker of the Mejlis of National Assembly G. Mammedova has informed about activity of National Parliament for modernization of legal base of the country.
President Gurbanguly Berdimuhamedov has noted the importance of work carried out by the Mejlis of National Assembly for further improvement of legal basis of the state, strengthening of civic institutions and democratic values.
The head of Turkmenistan has also pointed out the importance of expansion of international cooperation and inter-parliamentarian relations promoting exchange of practice in law making activity, introduction of historical experience and modern achievements of the country on the way of independent development to the world community.
Other important subjects, on which relevant decisions have been made, were reviewed at the session of the Government.
