On February11, 2007, in the course of democratic elections on a broad alternative basis, the Turkmen people elected Gurbanguly Berdimuhamedov into the highest political office of the new formation. Ten years: 2007 – 2017... Between two dates, there are thousands of new factories, schools, hospitals, homes, museums and libraries, tens of thousands kilometers of paved roads and of steel trunks, pipelines, hundreds and millions tons of competitive products manufactured in Turkmenistan, billionth investments in the biggest projects of the century. All of this has radically changed the country image. At the regular election of the President of Turkmenistan, held on February12, 2017, the country’s incumbent President Gurbanguly Myalikgulyevich Berdimuhamedov gained the confident victory by a landslide from his eight competitors. Over 97.69 percent of citizens voted for him. The election results place the absolute confidence in the national leader and policy he pursues. Setting a task of the country’s socio-economic modernization, the nation’s leader attaches special significance to the adoption of a new state ideology, its dominant feature became the appeal “State is for human!”. The country embodies a socially oriented model of market economy, raises the profile and role of private ownership, forms the business environment, based on the principles of free competition. Since 2012, Turkmenistan has been classified by the World Bank as the upper-middle-income country. A major feature of the new epoch is an insurance of the constitutional rights and freedoms of Turkmenistan’s citizens, guaranteed by the laws, the country’s promotion towards democratic reforms. One of the most important elements of our society’s democratization became the conduct of presidential election of Turkmenistan since 2007 on an alternative basis, and since 2017 – with the participation of three political parties. The state begins to render comprehensive financial support to agricultural producers through more sophisticated lending, has invested billions in the modernization of agro-industrial complex. The state’s strategy is aimed at the construction of modern flour mills and stock breeding complexes, greenhouses, plants and factories, which manufactured a wide range of products – bread, pasta, meat and dairy products, different varieties of vegetable oil. Turkmenistan has achieved the main goal – the country’s food security, and for the first time in 2011, joined the ranks of the cereals-exporting countries. In 2015, Food and Agricultural Organization (FAO) of the United Nations noted the country’s success. Turkmenistan picked up a special award for achievements in the field of food security. The new structural industrial policy-making also is of the strategic importance. Diversification and modernization became strategic vectors for Turkmenistan. Active work began to further strengthen the country’s geopolitical position through the creation of transnational transport communications, develop new deposits and withdraw hydrocarbon and mineral resources to world markets. To radically modernize the state administration system has become one of the key points of the new economic strategy of President Gurbanguly Berdimuhamedov under whose leadership the infrastructural development plans of the industry were developed. They are focused upon modernization of existing enterprises and the creation of the innovative ones. Rank of priorities included not only the fuel-and-energy complex, but manufactures, unrelated to the materials sector: transport and communications. Within the manufacturing industry, chemical industry and construction materials industry attained the basic direction. Following the principles of multivariate export directions of natural gas, recovered in the country, Turkmenistan has significantly diversified routes of external deliveries of hydrocarbons through Turkmenistan – China gas pipeline, and the second gas pipeline from Turkmenistan to Iran: Dovletabat – Serahs – Hangeran. A major investment project became the construction of international gas pipeline Turkmenistan – Afghanistan – Pakistan – India (TAPI). In December 2010, its state-of-the-practice was initiated during the trilateral Summit held in Ashgabat, which resulted in signing an intergovernmental agreement. Another trend that is clearly traced in the gas-industry-development policy of the President of Turkmenistan is to create a gas field ring, accelerate the implementation of new export gas currents. In 2011, at the initiative of the head of state, construction of a reverse gas pipeline East – West set in, which ended in December 2015. Its length is about 800 km and the annual capacity is designed to supply 30 billion cubic meters of natural gas in any direction. President of Turkmenistan Gurbanguly Berdimuhamedov gave a clear assignment to form the developed transport infrastructure and create international transport corridors. A key development component of the logistics system will be an International Sea Port erecting in Turkmenbashi city. Active implementation of such projects in the transport sphere, as the construction of Turkmenistan – Afghanistan – Tajikistan railway, is aimed at the increasing of transit capacities of the Turkmen transport system in the line of the main international highways North – South and West – East and the further integration of industry into the world economic relations. The first Ukase, signed by President Gurbanguly Berdimuhamedov was the Ukase “On improving the educational system of Turkmenistan”. According to the leader of nation, education reform demanded to increase the number of students, train specialists of international level, significantly expand the number of subjects studied and open new specialties in universities. Number of universities has been increased: from 17 in 2007 to 24 in 2016. The total number of students, taught in the country’s universities, has been increased over 10 years by more than two times: from 17 thousand in 2007 to 38 thousand in the 2016/2017 school year. It’s quite remarkable tradition, established at the initiative of President of Turkmenistan Gurbanguly Berdimuhamedov, when on September 1, all first-graders of the country receive personal computers as gift from the head of state. The country has launched an unprecedented housing construction. Over 10 years, investments in the construction of dwelling-houses and public utilities has grown more than eighteen-fold! If in 2007 this indicator was equal to 0.8 billion manats, in 2016 it was 14.7 billion manats. On December 17, 2007, it was adopted the National Program of the President of Turkmenistan on improving social conditions of the population of villages, settlements, etrap towns and etrap centers till 2020. From 2007 to 2014, about 832 social-purpose objects have been erected, 4.5 million square meters of housing have been commissioned. New edition of the Program covers 2015-2020 period. Within its framework it is planned to build more than 500 objects, including nearly 3 million square meters of housing. Further objectives and priorities of social protection policy are defined by the Program of socio-economic development of Turkmenistan. The population’s life quality by 2030 should be close to European standards, and Turkmenistan should join the ranks of states with the highest human development index. For this purpose, there are all preconditions: the national leader’s political will, economic potential, strong traditions and active social policy. Ensuring the continuity of neutrality policy, the nation’s leader raised high the authority and role of Turkmenistan in solution to global and regional problems. The country’s external policy remains pragmatic and focused on economic efficiency and priority of national objectives and interests. Constructivism and the positions’ coherence of the President of Turkmenistan on the priority issues of global security and sustainable development are clearly traced in the energy sector. Being based on a deep and comprehensive analysis of modern global trends, the Turkmen leader invited the world community to create a conceptually new, universal model of relations in the world energy space. During 10 years, independent neutral Turkmenistan is flourishing and developing under the leadership of the nationally elected President of Turkmenistan Gurbanguly Berdimuhamedov. The impetuous rise in the economy brought the state to the category of the most dynamically developing huge-potential countries, coming to the front as a worthy partner. All of this is the obvious result of the meticulous, persistent and multi-faceted work, carried out by the President of Turkmenistan, consistently and insistently defending and protecting national interests before the whole world community, global threats and modernity challenges.
