Considering merits in expansion of friendship between Turkmenistan and Tatarstan, in study, careful preservation, popularisation and transfer of the creative heritage of the poet-classic of Turkmen literature of Magtymguly Fragi to future generations, a big personal contribution to rapprochement and enrichment of cultures, strengthening of friendship, brotherhood and mutually beneficial cooperation between Turkmen and Tatar people as well as on the occasion of the 300th birthday anniversary of the Turkmen poet and thinker Magtymguly Fragi, to award President of the Academy of Sciences of the Republic of Tatarstan of the Russian Federation Minnikhanov Rifkat Nurgalievich the anniversary medal of Turkmenistan «Magtymguly Pyragynyň 300 ýyllygyna» as well as a commemorative (gold) badge.
