Meeting of the State Security Council of Turkmenistan

Today, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov has held a regular meeting of the State Security Council to sum up the results of work done by the military and law enforcement agencies in the first half of this year. The agenda also included issues of maintaining security and order in the independent Turkmen state, strengthening the material and technical resources of law enforcement agencies and further improving their performance.

The first to speak was Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the work done over six months, the comprehensive steps taken to introduce a digital system, and address social issues of military personnel. The report also covered the results of the spring conscription campaign and preparations for the military parade on the occasion of the 32nd anniversary of Turkmenistan’s independence.

Having heard the report, President Serdar Berdimuhamedov emphasized that one of the priority aspects of the military doctrine of our Homeland, which is purely defensive in nature, is the provision of all branches of the armed forces with modern equipment. Focusing on the importance of constant control over the modernization of the material and technical resources of the armed forces of the country, as well as on the ongoing preparations for the holding of the solemn military parade to celebrate the 32nd anniversary of Turkmenistan’s independence, the head of state gave a number of specific instructions to the State Security Council Secretary, Minister of Defense.

Prosecutor General S. Myalikgulyev reported on the results of activities carried out since the beginning of the year to supervise the compliance with the current legislation, and the steps taken to successfully achieve the goals set. The report included information on the fulfillment of the instructions given earlier by the President of the country on the active introduction of modern working methods and digital system in the supervised department.

Summing up the report, Head of State Serdar Berdimuhamedov placed emphasis on control over the solution to the problems facing the department in terms of strengthening law and order, and protecting the rights and freedoms of citizens in our sovereign state. Employees of the prosecutor’s office must take effective measures based on the results of inspections, the Supreme Commander-in-Chief of the Armed Forces of the country said, giving specific instructions.

Further, Minister of Internal Affairs M. Hydyrov reported on the activities of the institutions under his supervision in January-June 2023, the practical steps taken to maintain public order, prevent offenses and road traffic accidents, and ensure the fire-fighting regime. Moreover, the report was made on the implementation progress of the relevant Development Program.

Having heard the report, the President of Turkmenistan emphasized the importance of active introduction of modern equipment into the work of institutions of the Ministry of Internal Affairs, giving instructions to improve the performance of the road and fire control services.

Chairman of the Supreme Court B. Hojamgulyev reported on the comprehensive work carried out during the period under review, measures being taken with regard to advanced training of employees, introducing cutting-edge technologies and widespread use thereof in the performance of basic duties. The report also covered the fulfillment of instructions given earlier by the Supreme Commander-in-Chief of the Armed Forces of the country.

Summing up the report, the President of Turkmenistan drew attention to the importance of the reforms ongoing in this department, the work in progress to improve the professional skills of judges. Head of State Serdar Berdimuhamedov placed special emphasis on the basic provisions specified in the Program for the Development of the Judicial System, giving a number of instructions to the department leader.

Further, Minister of National Security N. Atagaraev reported on the results of work carried out during the reporting period to fulfill the instructions given earlier by the Supreme Commander-in-Chief of the Armed Forces of the country. Separate topics in the report were the steps taken to introduce a digital system and apply modern methods in the activities of structural subdivisions.

Having heard the report, the President of Turkmenistan emphasized that political stability, indestructible unity and solidarity of citizens, their creative work are the determining factors for the successful advancement of the Homeland along the path of cardinal transformations, and gave specific instructions in this regard.

Then Chief of the State Border Service Ya. Nuryev reported on the results of work done by the service under his supervision in the first half of this year, and the comprehensive measures undertaken to upgrade the material and technical resources of the department.

Summing up the report, the head of Turkmen state said that the state borders of the Homeland must always be the borders of friendship with neighboring countries, with the peoples of which we are tied by centuries-old relations of friendship and cooperation. The main requirements include the training of military personnel capable of accurately exercising the powers assigned to them, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized, ordering to keep under strict control the implementation progress of the Program for the Development of the Border Troops and the creation of adequate conditions for the service and life of soldiers and officers.

Minister of Adalat M. Taganov reported on the steps taken in the first half of the year to organize the work of the department under his supervision in accordance with the present-day requirements, and provide legal assistance to citizens. The report included information on activities ongoing to monitor the current legislation and develop proposals for its improvement.

Having heard the report, President Serdar Berdimuhamedov specified that the systematic analysis of legal regulations and the improvement of the national legislation in accordance with the realities of the time are the main requirements of the present epoch. In this regard, the need was pointed out to study the world law-making experience and the implementation of generally accepted rules of international law in the laws of Turkmenistan, taking into account the priorities of the state policy being pursued. Having outlined the application of new methods in the performance of the main duties of the adalat system as one of the most important objectives, the President of Turkmenistan gave specific instructions.

Then Chairman of the State Customs Service M. Hudaykulyev reported on the results of work carried out over the past six months of this year, the comprehensive steps being taken to successfully implement the relevant Development Program and regulate the growing transit traffic flow.

Focusing on the issues related to further improvement of performance and technical modernization of the department, the Supreme Commander-in-Chief of the Armed Forces of the country ordered to keep strict control over the compliance with customs regulation measures. It is necessary to further introduce advanced information technologies widely used in the world practice into structural subdivisions, President Serdar Berdimuhamedov specified, giving issue-related instructions.

Acting Chairman of the State Migration Service A. Sazakov reported on the steps undertaken since the beginning of the year to introduce a digital system and modern methods into the department’s work, and the implementation progress of the relevant Development Program.

Having heard the report, President Serdar Berdimuhamedov appointed A. Sazakov Chairman of the State Migration Service, releasing him from performing the duties of Deputy Chairman of the State Migration Service.

The Chairman of the State Migration Service swore an oath of allegiance to the people, the Homeland, the President of the country and, kneeling down, kissed the edge of the sacred State Flag of Turkmenistan as a sign of devotion to the military oath and the Homeland, and the readiness to selflessly serve for the prosperous and creative life of the people.

Wishing the new official success in his work, the head of state focused on the priority problems facing this department. These include the assimilation of world experience in this area, the training of highly qualified personnel, and the provision of proper migration services to foreign guests and citizens of Turkmenistan. At the same time, emphasizing the importance of strengthening the material and technical resources of this agency on a systematic basis, the Supreme Commander-in-Chief of the Armed Forces of the country gave a number of specific instructions to the head of department.

Further, President Serdar Berdimuhamedov, addressing the participants, specified the commitment of the independent Homeland to its legal status of neutrality. Turkmenistan maintains relations of friendship and good neighborliness with the states and peoples of the world. Proceeding from these principles, the national Military Doctrine is purely defensive in nature. According to the objectives defined in its provisions, further improvement of the structure of military and law enforcement agencies will be carried out, the defense capability of the Homeland will be strengthened, the social, living and working conditions of military personnel and members of their families will be improved, the President of Turkmenistan said.

Other issues were also considered at the meeting of the State Security Council, on which appropriate decisions were made.

At the end of the meeting, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov wished the participants sound health, wellbeing, and great success in their responsible service for the peaceful and happy life of the people.
