Today, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, general Serdar Berdimuhamedov held the regular meeting of the State Security Council, in which the work of military and law enforcement bodies for four months of the current year was summed up. The agenda of the meeting also included issues of security and tranquillity in our independent state, strengthening of the material and technical basis of security departments and further perfection of their activity.

The first floor was given to Secretary of the State Security Council, minister of defence B.Gundogdyev, who reported on the work carried out for the designated period and practical steps taken for the purpose of implementation of the Program of development of the Armed Forces. Introduction of digital system in structural divisions and rise of professionalism of servicemen became separate topics of the report. The information on the course of transfer to the reserve from the Armed Forces and next draft of citizens of Turkmenistan was also delivered.

Summing up the report, head of the state Serdar Berdimuhamedov drew the attention to the importance of successful solution of priority goals of the Military doctrine of independent neutral Turkmenistan, which bears an exceptionally defensive character. As was marked, it is necessary to modernise consistently the material and technical basis of the National army, to create all conditions for effective service and life of soldiers and officers.

It is necessary to hold timely realisation of the measures defined in the Program of development of the Armed Forces under a strict control, the President of the country said and gave the Secretary of the State Security Council, head of the defence department a number of concrete instructions , including ones connected with conduction of educational work among soldiers and cadets on the basis of primordial traditions of Turkmen people, and also in the spirit of patriotism and love for the country.

Further, in the meeting, the head of Turkmenistan underlined that annually in the country Victory Day in the Great Patriotic War of 1941-1945 is solemnly marked on May 9. In this connection, Secretary of the State Security Council, minister of defence was instructed to provide a high organizational level of the actions planned to carry out in the capital on the occasion of this holiday in the Memorial complex “Halk hakydasy” and velayats.

Attorney General S.Malikgulyev reported on results of activity of the structure under his supervision for January-April months of the current year, results of inspection of fulfilment of provisions of corresponding regulatory legal acts. The report on undertaken practical steps on supervision of strict observance of law in all spheres also sounded.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country instructed him to pay attention to wide introduction of digital system and modern methods of work in subordinated structures.

Further, Minister of Internal Affairs M.Khydyrov reported on results of activity for four months 2023 and the course of introduction of high technologies in accountable divisions. Measures realized for maintenance of public order in the country, prevention of offences, observance of fire safety rules and prevention of road traffic accidents in the capital and regions were also informed. The report on created conditions for effective service and life of employees of the department, including operation of corresponding objects commissioned at the beginning of the year was delivered.

Summing up the report, President Serdar Berdimuhamedov instructed him to hold under constant control implementation of the Program of development of law-enforcement bodies. Importance of adoption of appropriate measures on maintenance of law and order in our state and prevention of infringements of various character, including road and transport incidents was also pointed out.

Separate orders concerned observance of fire-prevention mode and conduction of corresponding actions at enterprises and establishments. Having touched upon issues of strengthening of the material and technical basis of the given department, the Supreme Commander-in-Chief of the Armed Forces of the country gave the head of the Ministry of Internal Affairs a number of instructions.

Chairman of the Supreme Court B.Khojamgulyev reported on results of activity of the structure under his supervision from the beginning of the year, realisation of the corresponding Program of development. The information on fulfilment of instructions given earlier by the President of Turkmenistan, introduction of digital system and undertaken practical steps on strengthening of personnel structure also sounded.

Modern requirements and strategic priorities of development of our Fatherland demand the further perfection of judicial-legal system, the head of the state said. Transformations, which are carried out in this sphere, urged to promote increase of efficiency of execution of the powers assigned to the given body, President Serdar Berdimuhamedov underlined, having given a number of concrete instructions to the head of the Supreme Court.

Then, minister of national security N.Atagarayev reported on the work carried out for the considered period and realised concrete steps on fulfilment of instructions given before by the Supreme Commander-in-Chief of the Armed Forces of the country.

Having noted that security of Turkmen nationals and society, strengthening of sovereignty, the constitutional system, territorial integrity - priority vectors of activity of MNS, the head of Turkmenistan gave the head of the ministry corresponding instructions.

Further, head of the State Border Service Ya.Nuryev reported on results of the work for four months of the current year, undertaken complex measures on ensuring reliable protection of sacred boundaries of the Fatherland and fulfilment of the Program of development of frontier troops of the country for 2022-2028. The report on modernisation of outposts, created conditions for fruitful service and life of military men also sounded.

Having heard the report, President Serdar Berdimuhamedov emphasised the significant mission, which is carried out by the given body, importance of issues of ensuring inviolability of sacred boundaries of the Fatherland, which are borders of friendship and brotherhood with all neighbouring states. Among perspective directions of work of the Service technical equipment, social security of employees of the department were mentioned.

Having underlined necessity of application of the latest communication and technological means in the daily activity, advanced methods of improvement of professional skill of young officers, the Supreme Commander-in-Chief of the Armed Forces of the country gave the head of the Service concrete instructions.

Minister of Adalat M.Taganov reported on results of the work for January-April, 2023, fulfilment of instructions of the President of Turkmenistan, preparation of proposals on perfection of the national legal basis. The information about regularly organized seminars on improvement of professional skill of employees also sounded.

Having heard the report, head of the state Serdar Berdimuhamedov marked that as one of the basic requirements of today constant monitoring of operating statutory acts and their reduction in conformity to time realities acts, having given the minister a number of instructions.

Then, chairman of the State Customs Service M.Khudaykuliyev reported on results of the work for four months of the year, realised practical steps on optimisation of a growing stream of cargoes passing through the borders of our Fatherland, including the transit ones. The report on the measures undertaken to strengthen the personnel potential was also delivered.

Summing up the report, the head of Turkmenistan underlined that in connection with the geostrategic role of our Fatherland, which has increased lately on the Eurasian continent as a significant crossroads of transport-transit corridors, employees of the department should approach with due responsibility execution of assigned powers, strictly to supervise observance of shown requirements to movement of the goods and vehicles through customs borders. Having ascertained importance of registration of procedures according to operating international rules and norms of the national legislation, President Serdar Berdimuhamedov gave the head of Service concrete instructions on organisation of special courses of improvement of qualification of employees on a regular basis.

Chairman of the State Migration Service B.Volsakhatov reported on complex measures undertaken from the beginning of the year for successful implementation of the Program of development of the given structure. Professional training, modernisation of the material and technical basis of the department at the expense of introduction of digital system and world experience in this sphere were also informed.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country underlined necessity of further perfection of activity of the Service, active study of advanced practice in the field of migration. For the purpose of increase of efficiency of procedures in the given direction, it is necessary to apply actively modern technologies and the latest special programs, the head of the state noted, having instructed the head of the department to hold in the centre of constant attention issues of improvement of professional skill of employees and accurate performance of tasks set before them.

Then, addressing participants of the meeting, President Serdar Berdimuhamedov confirmed firm adherence our independent neutral Fatherland to the legal status of neutrality. Turkmenistan steadily supports the relation of friendship and good neighbourhood with states and nations of the world, the Supreme Commander-in-Chief of the Armed forces of the country added, having pointed out that, proceeding from these principles, the Military doctrine of our Fatherland has an especially defensive character.

As was underlined, according to the given document, further perfection of structure of military and law enforcement bodies will be carried out, to achieve stronger defensibility of our state and to improve social and work conditions of military men and members of their families.

At the meeting of the State Security Council, other issues were also considered.

At the end of the meeting, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country general Serdar Berdimuhamedov wished its participants sound health, well-being and great successes in their responsible service for peace and happy life of our people.
