Today, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country Serdar Berdimuhamedov held a regular session of the State Security Council. The results of military and law enforcement agencies’ work for eleven months of this year were put on the agenda. The issues of ensuring security and tranquility in an independent state, strengthening the material and technical base of law enforcement agencies and further improving their activities were also considered.

The first speaker was Secretary of the State Security Council, Minister of Defense B.Gundogdyev, who reported on the work carried out during the designated period, practical steps taken to implement the Development Program of the Armed Forces of Turkmenistan, as well as the results of the military tactical exercises held in September of this year. Separate topics of the report were the introduction of a digital system in subordinate formations, personnel training for the Armed Forces, and the solution of social issues. There was also information about the course of retirement from the Armed Forces and the next conscription of citizens of Turkmenistan for military service.

Summarizing the report, head of state Serdar Berdimuhamedov focused on the priority tasks facing the military and law enforcement agencies in the context of the implementation of the Military Doctrine of independent neutral Turkmenistan, which is purely defensive in nature.

Prosecutor General S.Myalikgulyev reported on the results of the work of the supervised structure for eleven months of this year, the results of inspections of the implementation of the provisions of national regulatory legal acts. There was also a report on the measures taken to monitor strict compliance with the rule of law in all areas.

Then the Prosecutor General reported on the results of the inspection carried out on behalf of the head of Turkmenistan of the activities of grain enterprises subordinate to the Ministry of Agriculture and Environmental Protection. As it was reported, consequently, there were established facts of abuse of official powers by some managers and employees, they illegally seized the harvested grain harvest, thereby causing damage to the state on a particularly large scale.

Bread is the fruit of hard work of farmers, and therefore the Turkmen people revere it as a shrine. But, unfortunately, there are also those who encroach on the sacred by committing a crime. The preliminary investigation established that J.Khojaev, who for many years held the position of director of the Balkanabat grain products enterprise Balkangallaönümleri PA, abused his official powers contrary to the interests of the service. He and E.Baijanov, who was temporarily acting as the head of the grain storage hangar of the same enterprise, previously conspired to steal state property, illegally sending the grain entrusted to them to the flour mill without paperwork. Processed products – flour and bran – were sold illegally, bypassing the balance sheet of the enterprise, causing harm to the state on a particularly large scale.

Also G.Sakhedov, who worked as the head of the grain storage department of the Bakherden Grain Products Enterprise Ahalgallaönümleri PA of the Ministry of Agriculture and Environmental Protection and at the same time temporarily acting as director of the same enterprise, abused his official powers contrary to the interests of the service. He illegally sold wheat, thereby causing damage to the state on a particularly large scale. In order to conceal the crime, he arranged an official forgery by entering deliberately false information into the documents, attributing a scarce part of food grain to the monthly reports.

Based on the established facts, these persons were brought to criminal responsibility for abuse of official powers, which led to grave consequences, for appropriation and embezzlement of entrusted property. According to the court’s verdict, all of them were imprisoned for 12 years. The illegal incomes of the convicts, the funds they received in bad faith, cars and residential buildings were confiscated and transferred to the state to compensate for the damage caused as a result of the theft of state property.

In continuation of the speech, the Prosecutor General said that according to the results of the audit, the facts of criminal acts on the part of some managers and employees of the Main Air Communications Agency of the Türkmenhowaýollary Agency, who abused their official powers and engaged in bribery, were revealed.

In particular, K.Kerimov, who was acting as the head of the Main Air Communications Agency of the Türkmenhowaýollary Agency, used his official position, which allowed him to influence the booking of air tickets for a limited number of flights. Having previously agreed with his friends A.Mommadov and Ch.Meredov, he received bribes for booking and selling a significant number of air tickets for flights to various foreign countries above the price fixed by the state.

In addition, K.Kerimov was negligent about his work, relaxed control, despite the fact that he was responsible for the proper implementation of the rules of ticket sales by cashiers. As a result, the cashier of the first category of the air ticket sales department of the Main Air Communications Agency of the Türkmenhowaýollary Agency J.Gochgaruglyeva, together with citizen T.Artyknyyazov, received money in the form of a bribe, selling tickets above the price set by the state. Thus, connivance to the commission of a serious crime has been committed and a significant violation of the legitimate interests of citizens has been committed.

Based on the above, for his actions, K.Kerimov, who temporarily served as the head of the Main Air Communications Agency of the Türkmenhowaýollary Agency, was brought to criminal responsibility and sentenced by the court to 13 years in prison. The cashier of the first category of the air ticket sales department, J. Gochgaruglyeva, was imprisoned for a term of 8 years and 3 months by a court verdict for abuse of official powers and receiving a bribe on a particularly large scale.

The accomplices of the crimes were also brought to justice and sentenced by the court to imprisonment: A.Mommadov and Ch.Meredov for 12 years, T. Artyknyazov – 11 years.

The incomes of these persons obtained by criminal means, as an object of illegal enrichment, were transferred by a court verdict in favor of the state to compensate for the damage caused.

Addressing the members of the State Security Council, President Serdar Berdimuhamedov noted that our country is implementing program measures aimed at ensuring the security of the state, protecting the rights and freedoms of citizens from threats emanating from corruption, as well as eradicating this evil in all spheres of society. At the same time, the work carried out in this direction is monitored, since corruption slows down the socio-economic development of the Homeland, and harms the life of the population.

In this regard, the Supreme Commander-in-Chief of the Armed Forces of the country continued, in relation to corrupt criminals who stole the property of the country and the people, violated the legitimate interests of the state, as well as to bribe takers, strict measures will be taken in accordance with the legislation and there will be no leniency.

“Let no one think that the deeds committed will remain unknown. Such facts will be revealed, and they will have to answer to the law for what they have done,” President Serdar Berdimuhamedov said, stating that no one has the right to steal the property of the people, the state, and earn dishonestly.

At the same time, instructions were given to carry out the necessary work to identify specific measures aimed at eliminating the causes and conditions that promote corruption and eliminating its consequences.

Then the Minister of Internal Affairs M.Khydyrov reported on the results of activities for January-November 2022, on the implementation of advanced technologies in subordinate structures. At the same time, it was reported about practical steps being implemented to maintain public order in the country, prevent offenses, comply with fire safety rules and prevent accidents on highways of the capital and regions, as well as to update special road signs.

Informing about the measures taken to combat drug addiction and tobacco smoking, the head of the Ministry of Internal Affairs reported on the results of the regular 55^th session of the Sub-commission on Drug Trafficking and Related Issues in the Near and Middle East, held on November 21-25 of this year jointly with the country’s Foreign Ministry and the UN Office on Drugs and Crime, as well as on December 3 of this year on the territory of the Geoktepe etrap of Akhal velayat, there are actions to destroy narcotic drugs and contraband tobacco products seized during special operations conducted by law enforcement and military authorities.

After hearing the report, the head of state ordered strict control over the maintenance of law and order in the country. Special emphasis was placed on the need to implement effective measures to prevent offenses, the use of modern methods and a digital system in structural units.

Speaking about the importance of carrying out appropriate work to prevent road accidents and comply with the fire safety regime, the Supreme Commander of the Armed Forces of the country addressed a number of specific instructions to the head of the Ministry of Internal Affairs.

Chairman of the Supreme Court G.Ussanepesov reported on the results of the activities of the headed structure for eleven months of this year, the implementation of the Development Program of this body. There was information about the implementation of the digital system in subordinate institutions, about the organized events to improve the skills of employees.

Summing up the report, the President of the country noted that modern requirements and strategic priorities of the development of our state require improvement of the judicial and legal system. The ongoing reforms in this area are designed to facilitate the further effective development of the department, head of state Serdar Berdimuhamedov said, addressing a number of specific orders to the head of the Supreme Court.

During the meeting, it was signed a Decree “On the appointment and dismissal of judges of the courts of Turkmenistan and the assignment of class ranks to them”.

Then the Minister of National Security G.Annaev reported on the work carried out since the beginning of the year, the steps taken within the framework of the program to maintain a favorable public climate in the country, the use of modern technical means in accountable units and the strengthening of human resources.

Ensuring the security of Turkmen citizens and society, strengthening sovereignty, the constitutional system, and territorial integrity were named among the priorities of the Ministry’s activities. Priority attention should be paid to preventing the penetration of global threats of time into the country, close cooperation with other law enforcement agencies to solve the tasks, the country’s President noted, giving the head of the Ministry of Internal Affairs relevant instructions.

Then the head of the State Border Service Ya.Nuryev reported on the results of activities during the period under review, implemented comprehensive measures to ensure reliable protection of the sacred borders of the Homeland, modernization of border posts. A separate topic of the report was the progress of the country’s Border Troops Development Program for 2022-2028.

After hearing the report, the Supreme Commander of the Armed Forces emphasized the importance of the mission performed by the Service – ensuring the inviolability of the sacred borders of the Homeland, which should always remain the borders of friendship with all neighboring countries. Among the promising vectors of the activity of this body is the further modernization of border posts, the creation of appropriate conditions for the effective service of valiant defenders of the Homeland, the head of state said, addressing specific instructions to the head of the department.

Minister Adalat M.Taganov reported on the results of the work carried out in January-November of this year, the preparation of proposals to improve the legislative framework of the country, on the measures taken to provide legal assistance to the population and improve the legal literacy of Turkmen citizens.

One of the main requirements of modernity is a constant analysis of existing regulations and bringing national legislation into line with reality, President Serdar Berdimuhamedov underlined.

Then the Chairman of the State Customs Service M.Khudaikulyev reported on the results of activities for eleven months of 2022, practical steps implemented in the accountable department to optimize the growing flow of goods passing through the border of Turkmenistan, including transit.

Summarizing the report, the head of state noted that due to the increasing geostrategic role of our country on the Eurasian continent in recent years as an important intersection of transport and transit corridors, the volume of work of the State Customs Service is increasing. This requires the employees of the department to take a responsible approach to the execution of their assigned powers, President Serdar Berdimuhamedov continued, ordering to keep under control the observance of the order of movement of goods and vehicles across the customs border, the implementation of appropriate procedures in accordance with the requirements of international standards.

Chairman of the State Migration Service N.Atagaraev reported on the comprehensive measures taken since the beginning of the year to successfully implement the relevant Development Program of this structure. It was also reported on the progress of modernization of the material and technical base of the department due to the introduction of a digital system and best practices in this area.

The implementation of the migration policy, which is an integral part of the state policy of Turkmenistan, is carried out on the basis of the principles of a democratic rule of law, established by the Basic Law, generally recognized norms of international law, the Supreme Commander of the Armed Forces of the country emphasized.

In order to improve the efficiency of procedures in the field of migration, as well as prophylaxis, prevention, detection and suppression of violations of legislation in this area, the use of modern technologies and information and technical means is becoming increasingly important, the head of state said, assigning the head of the Service to clearly perform the tasks set.

Summing up the session, President Serdar Berdimuhamedov noted the firm commitment of our independent neutral Homeland to the legal status of neutrality. In this regard, it was emphasized that Turkmenistan steadily maintains relations of friendship and good-neighborliness with the countries and peoples of the world.

Based on these principles, our Military Doctrine is purely defensive in nature, according to which the structure of military and law enforcement agencies will continue to be systematically improved, the defense capability of the Homeland will be strengthened, the head of state said.

Special emphasis was placed on the fact that work will continue to be carried out to improve the social and service conditions of servicemen and their family members.

At the session of the State Security Council, other issues were also considered, on which appropriate decisions were taken.

At the end of the session, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country Serdar Berdimuhamedov wished the participants good health, prosperity, great success in responsible service for the peaceful and happy life of the people.
