Decree of the President of Turkmenistan on increasing salaries, pensions, public welfare payments, scholarships for students and trainees in Turkmenistan

In order to successfully implement the tasks defined in the Program “Revival of a new era of a powerful state: The National Program of socio-economic development of Turkmenistan in 2022-2052”, and further improvement of social and living conditions and social protection of the population,

I decree:

1. From January 1, 2023, to increase by 10 percent the monthly wages of employees of institutions financed from the budget, self-supporting enterprises and public associations, pensions and state benefits, scholarships for students and trainees.

2. From January 1, 2023, to establish:

the minimum amount of pensions of participants of the Great Patriotic War in the amount of 1880 manats per month;

the minimum amount of pensions for spouses of participants of the Great Patriotic War and home front workers in the amount of 550 manats per month;

the base value for determining the minimum amount of pensions in the amount of 450 manats;

the base value for calculating public welfare payments in the amount of 430 manats.

3. To establish a minimum wage in Turkmenistan in the amount of 1,160 manats and use it to streamline monthly wages.

4. From January 1, 2023, to approve the monthly salaries of heads of state authorities, local executive authorities and local self-government, military, law enforcement and judicial bodies, editorial offices of newspapers and magazines, public associations, as well as their main structural units in accordance with the annexes of this Decree.

5. To ensure an increase in wages by improving the structure of institutions, enterprises and organizations, to raise effectiveness of the use of production capacities and labor productivity of employees, involving unused internal reserves.
