The fourth session of the Halk Maslakhaty Milli Gengesh of Turkmenistan of the first convocation was held today, approving the laws adopted on December 4 during the sixteenth meeting of the Mejlis Milli Gengesh. These regulatory documents have been developed in accordance with the priorities of the socially oriented policy of President Gurbanguly Berdimuhamedov and a comprehensive program to modernize the legislative and legal framework of the state.
Representatives of the media were invited to the session.
During the session, the Deputy Chairwoman of the Halk Maslakhaty Milli Gengesh, as well as the heads of the Committees, in which conclusions were given on each of the legislative documents, were heard.
The first to be discussed was the Law of Turkmenistan “On social services” adopted by the Mejlis. As the speakers noted, this document, which defines the legal, organizational and economic basis for provision of social services to certain categories of persons, is considered in the context of the implementation of the socially-oriented political course consistently pursued by President Gurbanguly Berdimuhamedov, the main principle of which is “The state is for the person!”
Further, the Law of Turkmenistan “On prevention and control of non-communicable diseases” was considered, aimed at further improving the national health care system, addressing issues related to non-communicable diseases.
As noted, the above draft law defines the legal, organizational, economic and social basis for the prevention and control of noncommunicable diseases and will help to ensure the necessary positive conditions for the implementation of large-scale transformations aimed at the health of the nation.
Then, the Law of Turkmenistan “On hunting and protection of hunting riches” was presented for discussion by members of the Halk Maslakhaty Milli Gengesh, defining the legal, economic and organizational framework for activities in the field of hunting and protection, restoration and stable use of hunting resources. It was emphasized that this document is being considered in line with the environmental policy pursued by our country and is aimed at the rational use of natural resources, the preservation of the animal world.
Along with this, the members of the Halk Maslakhaty considered a number of normative legal acts concerning the improvement of the current legislation. Among them are the Laws: “On amendments and modifications to the Civil Procedure Code of Turkmenistan”, “On amendments and modifications to the Code of Administrative Offenses of Turkmenistan”, “On amendments and modifications to the Law of Turkmenistan “On Court” , “On amendments and modifications to the Air Code of Turkmenistan”, “On Amendments to the Law of Turkmenistan “On Enforcement Proceedings and the Status of Bailiffs”, “On Amendments to Certain Legislative Acts of Turkmenistan”, “On Amendments to the Tax Code of Turkmenistan”, “On Amendments and modifications to the Law of Turkmenistan “On shared construction of residential buildings and other real estate”, “On amendments and modifications to the Law of Turkmenistan “On information and its protection”. Relevant Resolutions were adopted on them.
In this regard, it was emphasized that the improvement of the domestic regulatory framework is aimed at the political, economic and socio-cultural development of our country, the effective implementation of its human potential.
During the session, other topical issues were discussed.
The laws submitted to the fourth session of the Halk Maslakhaty Milli Gengesh of the first convocation were unanimously approved and enshrined in the relevant Resolutions.
