On October 30, a meeting of the Mejlis of the Milli Gengesh of Turkmenistan of the sixth convocation was held in the capital to consider a number of important regulatory documents developed in accordance with the priorities of the policy of President Gurbanguly Berdimuhamedov and a comprehensive program for the modernization of the legislative and legal framework of the country.

Deputy Chairmen of the Cabinet of Ministers, members of the Halk Maslahaty of Milli Gengesh, heads of ministries and departments, representatives of the media were invited to participate in the meeting.

One of the main issues on the agenda was the consideration by deputies of the draft Law “On the State Budget of Turkmenistan for 2022”, as well as the draft Resolution “On the execution of the State Budget of Turkmenistan for 2020”, preliminary discussion of which took place in all committees of the Mejlis, as well as in the context of individual industries – in ministries and departments of the country.

The meeting of the Mejlis was preceded by the analysis and specific recommendations of President Gurbanguly Berdimuhamedov, which were expressed regarding the draft Law “On the State Budget of Turkmenistan for 2022” at the meeting of the Cabinet of Ministers held on October 15.

The head of state pointed out the need for a significant increase in the volume of investments aimed at improving the standard of living of Turkmen citizens. As noted, in the main financial plan of the country, it is necessary to provide for the adoption of measures to create opportunities for effective management of labor resources, address employment issues, and further improve the social and living standards of the population.

Special emphasis was placed by the President of Turkmenistan on the importance of providing sufficient financial resources for the further continuation of the construction of industrial and socio-cultural facilities, the successful implementation of programs to increase the production of import-substituting products, export-oriented goods, and the creation of electronic industry.

President Gurbanguly Berdimuhamedov ordered to take apart the main items of the country’s State Budget for 2022, as well as to determine the expected forecasts of GDP growth rates at current and comparable prices.

Thus, the main financial and legal document submitted for consideration at the current meeting of the Mejlis of Milli Gengesh has been prepared based on the economic strategy and taking into account the priorities defined in the “Program of the President of Turkmenistan on socio-economic development of the country for 2019-2025”.

The law “On the State Budget of Turkmenistan for 2022” is intended to determine the dynamics of further economic and social development of the country. It is aimed, first of all, at maintaining stable rates of economic growth, realizing the gigantic potential of Turkmenistan, ensuring high efficiency of public spending, and, in general, at steadily improving the welfare of the Turkmen people, the living standards of each individual family.

During the meeting, the parliamentarians discussed achievements in the state and public life of the country, the main approaches and principles of drafting the State Budget for 2022, the specifics of the formation of its revenue side, etc.

As the Mejlis deputies noted, the key priorities of the main financial document for the coming year are to support socially-oriented state policy and comprehensive economic development to realize the country’s huge potential, increase production efficiency due to high investment activity and innovation.

In accordance with the recommendations of the nation’s leader Gurbanguly Berdimuhamedov, the draft State Budget for 2022 provides that the amount of funds allocated to the social sphere at the expense of the State Budget will be more than 70 percent while maintaining the principle of the social orientation of the economy of Turkmenistan.

In the coming year, investments are planned to be allocated for the establishment of production facilities on an innovative basis, the development of industries with a high share of added value.

Certain amounts of capital investments are directed to the construction of housing, buildings and socio-cultural facilities.

The protected items of expenditure of the State Budget of Turkmenistan for 2022 are salaries, pensions, allowances, scholarships for students and trainees, which, according to the relevant Decree of the President of the country, will be increased by ten percent.

In 2022, measures are planned to support entrepreneurship, increase the volume of domestic production, and ensure food abundance in domestic markets.

According to the conclusion of the deputies who unanimously voted for the adoption of the draft law “On the State Budget of Turkmenistan for 2022”, this document is based on a competent calculation, supported by the resource potential of the state and society and will undoubtedly serve to further increase the standard of living of the people, as President Gurbanguly Berdimuhamedov aims at this.

The Resolution of the Mejlis “On the execution of the State Budget of Turkmenistan for 2020” was also unanimously adopted.

Then the deputies considered the draft laws “On the trust management of State Property”, “On postal communications”, “On the State Land Cadastre” (new edition), “On the legal status of foreign citizens in Turkmenistan”, “On joining the Agreement on the Establishment of the Global Institute of Green Growth”.

As noted, the main objectives of these legal documents are to respect the rights and interests of citizens and the state, to promote further democratization of society, as well as the successful implementation of the foreign policy strategy of independent permanent neutral Turkmenistan.

Thus, the Law of Turkmenistan “On Trust Management of State Property” defines the goals, methods and procedure for transferring state property to trust management, and also regulates the legal relations arising between the owner of the property and the trustee in this process.

During the discussion of the draft Law “On Postal Communications”, it was noted that this document establishes the legal basis for activities in this area, as well as defines the rights and obligations of operators and users of postal services.

In their speeches, the deputies drew attention to the importance of the new version of the Law of Turkmenistan “On the State Land Cadastre”, which establishes the legal, economic and organizational basis for activities in the field of the State Land Cadastre.

The draft Law of Turkmenistan “On accession to the Agreement on the Establishment of the Global Institute for Green Growth” legislatively confirms accession to this document, adopted on June 20, 2012 in Rio de Janeiro and affirming the importance of integration of economic growth and environmental sustainability in the future of mankind.

The deputies also considered draft laws “On amendments to the Criminal Code of Turkmenistan”, “On amendments and invalidation of certain Legislative acts of Turkmenistan”, “On amendments and additions to the Law of Turkmenistan “On Denationalization and privatization of State Property”, “On amendments and additions to the Law of Turkmenistan “On Licensing of certain types of Activities”, “On amendments and additions to the Law of Turkmenistan “On Highways and Road Activities”, “On amendments to some legislative acts of Turkmenistan”, “On amendments and additions to the Regulations on the “Ene mähri” honorary Title of Turkmenistan”, “On amendments and additions to the Code of Turkmenistan on Social Protection of the Population”, “On amendments and additions to some legislative acts of Turkmenistan”, “On amendments to the Law of Turkmenistan “On Atmospheric Air Protection”, “On additions and amendments to the Law of Turkmenistan “On Environmental Safety”, “On amendments and additions to some legislative acts of Turkmenistan”.

In addition, a number of other issues were discussed.

The draft legislative acts submitted for consideration at the fifteenth session of the Milli Gengesh Mejlis of the sixth convocation were unanimously approved and adopted.

In conclusion, the participants of the meeting expressed confidence that the above-mentioned legal documents, supplementing the current system of legislation of independent neutral Turkmenistan, will contribute to the further solution of the tasks set by President Gurbanguly Berdimuhamedov for the progressive advancement of the Motherland along the path of socio-economic and democratic transformations.
