The image of both buildings organically combines advanced architecture and design ideas with traditions of national architecture. Their facades are decorated with white-marble columns and gilt stained glass windows. The surrounding territory is fully developed and planted with trees and shrubs.

After the opening ceremony, the session of International conference “International cooperation of independent, permanently neutral Turkmenistan for peace and trust” has been held with participation of the head of the state.

Turkmen leader enters the hall where he was met by loud applauses of the participants. International forum is announced to be opened in solemn atmosphere. The floor is given to the head of the state.

Addressing the participants of the Conference and greeting everyone on new Congress Palace, President Gurbanguly Berdimuhamedov noted that this monumental building is to be a hospitable and comfortable meeting place for various discussion of current issues of international life, development of constructive approaches based on goodwill, responsibility and creative cooperation.

It is symbolical that we hold the event on such important subject in this building with participation of representatives of various states, international organizations, famous politicians and public activists, the head of the state said, having expressed gratitude to the participants for the willingness to make their input to successful work of the forum. Our country highly appreciates the opinions and thoughts of its partners and is confident that they would help us in realization of further positive agenda.

As is known, 2021 was declared as International Year of Peace and Trust by the UN General Assembly at the initiative of Turkmenistan. This decision reflects the intent of the world community to give proper constructive impulses to interstate cooperation, to provide the conditions for building of respectful relations based on the standards of international law and the UN charter.

Today, these goals are demanded and require coordinated activity, the President highlighted. Support of stability, trust and prediction of international relations based on peace and trust for neutral Turkmenistan is the highest priority of our foreign course. Acting this way, our country offers to use the mechanisms of neutrality, its peace-making potential for political and diplomatic solution of existing problems, prevention and timely response to regional and global threats more actively.

The head of the state expressed the confidence that being a political and legal category, the neutrality is required today in consolidation of efforts for achievement of the Sustainable development goals, effective countering global challenges like international terrorism, organized crime, illegal drug trafficking. New dangers including cybercrime, legal nihilism, attempts to blur the role of functions of the UN, fraudulent use of human right issues have been added to them.

In this context, the measures proposed by Turkmenistan for transfer of multisided dialog on these subjects to positive course seem to be relevant. In particular, our country proposes specific measures for activation of cooperation offering projects of the UN General Assembly Resolutions on strengthening of international peace and security in stable energy, transport, ecology, environment protection and other directions. It is remarkable that these initiatives find growing understanding and unanimous support of the world community.

Continuing the subject, the head of the state noted that positive attitude to perspectives of using neutrality tools is also very important.

Unanimous and repeated adoption of number of relative Resolutions of the UN General Assembly indicates support of neutrality. The fact that more than 20 states have joined the Group of Neutrality Friends of Turkmenistan for peace, security and development is a good indicator, President Gurbanguly Berdimuhamedov said. Our country develops the UN Code of conduct on efficient use of neutrality principles during settling of international issues.

The events held last year under the 25th anniversary of neutral status of Turkmenistan have become an important contribution to the development of the theory and practice of neutrality and expanded applied interest to this model of interstate cooperation.

- We are proud that Turkmen neutrality is a reliable carrier of strategic goals of the UN in Central Asia, in regulation of the situation in Afghanistan, regional and versatile cooperation in economic and humanitarian spheres, the President emphasized.

In this context, Turkmenistan offers the world community to focus on and make special emphasis on number of important direction this International Year of Peace and Trust. Among them, the President of the country specified strengthening of international law, assertion of the heading role of the UN in support of universal peace and security, countering of legal nihilism and neglecting of recognized international and legal standards, protection and strengthening of strategic stability and support of its integral part – disarmament process, waiver of weapon capabilities, especially the weapon of mass destruction, uncompromising combating against international terrorism and other types of transboundary organized crime.

In this case, all-inclusive implementation of the UN Global counterterrorism strategy, support and strengthening of preventive diplomacy as an important tool of prevention of disputes and conflicts, their timely mitigations, provision of energy, transport, water, food, informational and cyber security, solution of migrants and refugees problems are decisive factors.

President Gurbanguly Berdimuhamedov has specified consolidation of international efforts in combating the coronavirus pandemics and elimination of its consequences as a current objective this year.

It goes without saying that these and other important objectives of global agenda can be solved only under one fundamental conditions – the presence of goodwill, mutual trust, responsibility and foresight, respect and equal rights.

- We are confident that these concepts can be filled with real content, to include specific efforts of all countries, to be a world outlook for joint work under international and regional structures, - Turkmen leader highlighted. – The existing system of global peace and security based on the UN charter has proven its ability and compliance with true intents of humanity for 75 years of its existence.

- Yes, it can be improved, added and enriched with new forms and models taking into account requirements and modern development trends. But it cannot be compromised and more over to be broken. The consequences can be very serious and I think that all of us understand it very well, - the head of the state said.

Therefore, Turkmenistan is confident that the UN has to remain the main international structure having universal legitimacy, a foundation and guarantee of support of universal peace and security, ensuring of legal rights and interests of any states regardless of their sizes, economic potential, governing forms and other factors.

- Being a neutral country, our outlook to the world and position in it are based on respect of all nations, their sovereign ways of development, political, social and economic model. Content and direction of relations with other states, - President Gurbanguly Berdimuhamedov highlighted. – It is highly appreciated by our partners and allows Turkmenistan developing friendly, equal relations with dozens of countries, supporting high level of understanding, efficient economic cooperation, taking active part in work of international institutes.
