Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers, the agenda of which included a number of issues of state life.
Chairwoman of the Mejlis D.Gulmanova was the first to take the floor and inform on further improvement of national legislation aimed at further social and economic development of the country and successful realisation of state programs.
In this connection, she informed that at the seventh meeting of the seventh convocation of the parliament, which took place on November 30 of the current year, a number of the laws developed taking into account realities of time and on the basis of proposals of ministries and sectoral departments, were adopted. Along with it, development of the bills connected with protection of rights and legitimate interests of citizens, law and order and enhancement of well-being of Turkmen nationals, proceeds.
Credentials from newly appointed Ambassadors Extraordinary and Plenipotentiary of the Hellenic Republic, Sultanate of Oman, Republic of Estonia, Federal Democratic Republic of Ethiopia, Federal Republic of Brazil, Kingdom of Belgium, and Kingdom of Denmark to our country were received. Meetings with the delegation of members of the Federation Council headed by the Chairman of the Committee on Rules and Organization of Parliamentary Activities as well as with Executive Director of the Counter-Terrorism Committee Executive Directorate (CTED) of the UN Security Council, with special representatives of the European Union for Central Asia took place.
As she informed, deputies take an active part in actions to highlight the home and foreign policy of Turkmenistan and successes reached in our sovereign fatherland, to explain the purposes of the state budget for 2025, adopted acts and participated in presentation of the new book by National Leader of the Turkmen people Hero-Arkadag «Hakyda göwheri».
Summing up the information, President Serdar Berdimuhamedov noted importance of further perfection of the legislative basis of the country.
Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported that according to the instruction given by the head of the state on the past December 6 of this year at the online meeting of the Government, workers of all establishments and enterprises, irrespective of their pattern of ownership, by December 20 salaries as well as payments of pensions, state allowances, student scholarships for November-December of the current year were paid.
Having heard the report, President Serdar Berdimuhamedov marked that in sovereign Turkmenistan all possibilities for work of our happy citizens in modern conditions are created. In this connection, the Deputy-Chairman of the Cabinet was instructed to hold timely payment of salary, pensions, state allowances, and scholarships under constant control.
Further, he reported on undertaken practical steps on perfection of activity of establishments of economic, financial and bank complexes by means of introduction of digital system.
He in this connection informed that, being guided by the goals defined in the Concept of development of digital economy in Turkmenistan for 2019-2025 and the Government program of development of digital economy in Turkmenistan for 2021-2025, the measures aimed at purchase and installation of the necessary equipment and means, perfection of web sites, transition to electronic service, creation of system of automated electronic databases, maintenance of their protection and stable functioning of information infrastructure are implemented stage by stage in subordinate ministries and sectoral departments.
Along with it, bank establishments conduct work on modernisation of plastic cards and payment systems, strengthening of their security, improvement of quality of rendered services.
Having heard the report, President Serdar Berdimuhamedov underlined that activity of economic, financial and bank complexes is inseparably connected with the all-around development of the country. In the given context, the Deputy-Chairman of the Cabinet was instructed to carry out the detailed analysis of work conducted in supervised spheres and to continue introduction of digital system in this sector.
Then, Deputy-Chairman of the Cabinet B.Amanov reported on perfection of activity of enterprises of the fuel and energy complex of the country.
Having reported on undertaken practical steps with a view of the further strengthening of material and technical basis of "Türkmennebit" State Concern and development of the oil and gas industry taking into account realities of time, the Deputy-Chairman of the Cabinet submitted the draft of the corresponding document for consideration of the President of Turkmenistan.
Having heard the report, the head of the state has pointed out that effective work on modernisation of the material and technical basis of the oil and gas sector and petrochemical industry is carried out. Having signed the Resolution aimed at consecutive supply of oil refining factories of "Türkmennebit" State Concern by the necessary equipment and machines, President Serdar Berdimuhamedov sent online the document to the Deputy-Chairman of the Cabinet and instructed him to keep control over its realization.
Deputy-Chairman of the Cabinet T.Atahallyev reported on the course of work in agriculture and seasonal agricultural campaigns.
As he informed, at present velayats carry out ploughing, land levelling and application of mineral fertilizers in the fields to be sown with cotton the next year. Necessary measures are organized to prepare the agricultural machinery and equipment for the forthcoming season and their maintenance in proper condition. At the same time, corresponding work is carried out to provide cotton growers with high-quality seeds.
They also provide due care of wheat fields of the country, in particular, provide top dressing by mineral fertilizers and vegetative watering.
Along with it, they take practical steps for development of animal industries, increase in the head of cattle and increase of volumes of output of cattle-breeding production.
The Deputy-Chairman of the Cabinet also reported on measures adopted to improve water supply of farmland and ameliorative conditions of the fields.
Summing up the report, President Serdar Berdimuhamedov noted necessity of further complex development of agricultural branch and strengthening of its material and technical basis. Having emphasised seasonal activities conducted now, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out corresponding agro-technical work in the fields to be sown with cotton, in particular, application of mineral fertilizers, agricultural machinery and stock repair, their preparation for the spring campaign. It was also marked that it is necessary to hold in the centre of attention the issues connected with appropriate storage of seeds of cotton and their preparation for the sowing campaign, care of the fields sown with wheat, maintenance of nourishing and warm wintering of cattle in cattle-breeding economy.
Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on the activity of "Türkmenhimiýa" State Concern and its enterprises.
As he reported, the State Concern realises necessary measures for timely maintenance of agricultural branch with mineral fertilizers according to agro-technical requirements.
In this connection, for consideration of the President of Turkmenistan the corresponding proposal was submitted.
Having heard the report, the head of Turkmenistan noted that "Türkmenhimiýa" State Concern carries out consecutive work to supply the agricultural sector with mineral fertilizers. Having approved the proposal on maintenance of local producers of agricultural products with phosphoric fertilizers, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to take appropriate measures in this area.
Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on exhibitions, conferences and business forums proposed by ministries and sectoral departments to hold in 2025 in our country and abroad.
As he reported, these important actions are aimed at acquaintance of world community with achievements of Turkmenistan in various branches, attraction of investments, high technologies and innovations to our national economy.
In this connection, for consideration of the head of the state the draft of the given List was submitted.
Having heard the report, President Serdar Berdimuhamedov noted that the effective work aimed at all-round reflection of successes, reached by our fatherland, development of trade and economic cooperation with world states is carried out at international level. Having focused attention on the regular organisation of exhibitions, conferences, business forums in and outside our country, the head of Turkmenistan approved the presented proposal and gave the Deputy-Chairman of the Cabinet corresponding instructions.
Deputy-Chairwoman of the Cabinet M.Mammedova reported on the Program of basic actions in January of the next year.
As she informed, in the forthcoming month velayats, cities of Ashgabat and Arkadag will host conferences, briefings, exhibitions, creative meetings and song and music events on the occasion of the approaching New year, Day of defenders of Fatherland and announcement of 2025 as International Year of Peace and Trust according to the Resolution of General Assembly of the United Nations adopted at the initiative of Turkmenistan.
The basic festive actions will include the New Year's theatrical performances as well as sports events under the title «Türkmenistan - ruhubelentligiň we sagdynlygyň ýurdy» in higher educational institutions of the country.
As she informed, on the occasion of Day of defenders of Fatherland, the flower laying ceremony at the monument to the brave soldier, respected individual, talented teacher Berdimuhamed Annayev established at the 1st specialised military school named after Berdimuhamed Annayev of the Ministry of Defence will take place.
Having heard the report, the head of Turkmenistan noted importance of appropriate preparation for the planned actions to be held in the first month of the next year. In this connection, she was instructed to provide a high organizational level of festive events timed to Day of defenders of Fatherland and New Year.
Further, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on preparation of corresponding ministries and sectoral departments for the New Year's holiday and winter vacation of schoolchildren.
As she informed, from January 1 to January 10, 2025 in kindergartens, comprehensive schools and parks organisation of festive events timed to the New Year is planned. At the same time, display of films for children, creative competitions among the youth, excursions to historical and cultural sights, museums are also planned. The awarding ceremony of the Prize named after Gulbaba will be also held for talented children.
Happy young Turkmen nationals will receive gifts on behalf of President Serdar Berdimuhamedov and National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov at the festive actions on the occasion of the New year, which will be organised during the same period in the Chamber of Commerce and Industry.
Children who take treatment in the Children health and rehabilitation centre named after Gurbanguly Berdimuhamedov and schoolchildren of the Palace «Döwletliler köşgi» will also receive New Year gifts on behalf of the head of Turkmenistan and Hero-Arkadag.
In this connection, for consideration of the President of the country the corresponding proposal was presented.
Having heard the report, the head of the state noted necessity of the celebrations timed to the New Year at a high level and organisation properly leisure of schoolchildren in days of winter vacation. Having approved the presented proposal, President Serdar Berdimuhamedov gave the Deputy-Chairwoman of the Cabinet a number of instructions.
Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on results of the fifteenth joint meeting of Turkmen-Japanese and Japanese-Turkmen committees on economic cooperation.
As he underlined, in the foreign policy realised by President Serdar Berdimuhamedov the great attention is given to development of international economic partnership of Turkmenistan with world countries. Among them, a special place is given to relations with Japan.
In this connection, he reported that the next meeting of Committees which took place in Ashgabat on December 16-17, 2024 the delegation headed by Member of the Board of Directors, Executive Vice President of Itochu Corporation, President of Machinery and Equipment, Chairman of the Japanese-Turkmen Committee for Economic Cooperation Hiroyuki Tsubai.
As a part of Japanese delegation, there were heads and representatives of the companies «Itochu Corporation», «Mitsubishi Corporation», «Kawasaki Heavy Industries Ltd», «Sumitomo Corporation» as well as Ministry of Economy, Trade and Industry of Japan, Bank of International Cooperation (JBIC), Japan External Trade Organization (JETRO).
The joint meeting of Committees was devoted to two themes. During the first part discussion of the issues connected with partnership in the trade and economic sphere, in the area of oil and gas and chemical industry and in the field of "green" energy took place. In the given areas, the Turkmen party proposed: to adjust consultations on use of mechanisms of joint crediting for implementation of medium scale projects in area of decarbonization; to create the mechanism of attraction of the Japanese party to the export of goods, made by the enterprises constructed by Japanese companies in Turkmenistan; by means of exploration of possibilities of use of renewed methane as raw materials to adjust cooperation on development of the measures aimed at decrease of emissions of methane; to study Japanese experience in area of "green" and hydrogen energy and to adjust modern highly technological manufacture; to adjust consultations on development of new edition of the contribution at national level of Turkmenistan according to obligations of Paris agreement within realisation of goals of the Road map for GTG-2 project.
In the section devoted to interaction in the transport-communication sector, construction, industry and electric energy branch, the Turkmen party proposed: to form a working group for development of a project on transition of the gas turbine power stations in Lebap velayat into the combined format; for realisation on a complex basis of cooperation with the Japanese companies making advanced technics and technologies in the sphere of water management, in the near future to hold presentation of these companies; to organise a round table meeting on the theme «Possibilities of partnership with Japanese companies in the field of maintenance with automotive engineering».
The proposals brought by the Turkmen party were by the Japanese party and readiness for teamwork for their implementation was confirmed.
In the given context, the Turkmen party informed on development of the project of the Plan of action for 2025-2027 with a view of practical realisation of the agreements reached during the meeting.
A number of meetings in which issues of bilateral cooperation were discussed, were also held. Following the results of the meeting, the Protocol and 7 documents were signed.
Having heard the report, the head of the state approved the given proposals. As was marked, Turkmenistan attaches a special significance to consecutive development of partnership with Japan. Mutually beneficial relations between two countries more and more become stronger and gain a qualitatively new level, President Serdar Berdimuhamedov said and instructed the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs to continue work on deepening trade and economic and investment cooperation with Japan.
Further, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on results of the official visit of the head of Turkmenistan to Malaysia.
It was noted that as one of the basic vectors of foreign policy of our country development of relations with states of the Asian-Pacific region acts. Thus, a special place is given to cooperation with Malaysia.
As known, diplomatic relations between two countries were established on May 17, 1992 and now find a growing dynamics. The contract-legal basis of Turkmen-Malaysian partnership is fixed by 43 interstate, intergovernmental and interdepartmental documents.
A significant role in cooperation development is played by mutual visits and summits of heads of the states and the governments of two countries. It was in this connection informed that 9 mutual state and official visits of high level were held and also on a regular basis meetings at the governmental level and between the Ministries of Foreign Affairs are held.
Political interaction between Turkmenistan and Malaysia is carried out within large authoritative structures, in particular, the United Nations Organization, Islamic Cooperation Organizations, and Non-alignment Movement. Malaysia always supports the initiatives, which are put forward by our country in the international organisations. In turn, Turkmenistan supports the international proposals of Malaysia.
With a view of expansion of cooperation and considering presidency of Malaysia in 2025 in the Association of South East Asian Nations (ASEAN), it is proposed to start realisation of the initiative of our country on creation of the format “Central Asia + АSEAN”.
In the trade and economic sphere, Malaysia is an old partner of Turkmenistan. The activity of Petronas Carigali, which since 1996 realises long-term and large-scale projects in our country, can serve a good example for it.
As he reported, during the visit of President Serdar Berdimuhamedov to the friendly country, summit talks took place and with a view of promotion of bilateral mutually beneficial cooperation priority areas were defined. Among them - oil and gas sector, electric power industry, transport and logistics, city planning and industry.
In this connection, for practical realisation of goals in the field of trade and economic partnership it is proposed to create the co-ordinating committee or Council as the interstate coordination mechanism between Turkmenistan and Malaysia.
Along with it, it was noted that the head of the state proposed to develop consistently Turkmen-Malaysian relations in the spheres of culture, science and education, and to expand framework of specialities, which include the modern disciplines aimed at introduction of "green" standards in innovation, software, artificial intelligence, economy and industry.
Within the official visit of the President of Turkmenistan to Malaysia, the meeting with the top leadership of Petronas took place and a wide spectrum of issues of interaction in the oil and gas branch were discussed.
Following the results of the visit 14 interstate, intergovernmental and interdepartmental documents, called to promote the further strengthening of contract-legal basis of mutual relations were signed and accepted.
Using the possibility, on behalf of members of the Cabinet, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs warmly congratulated President Serdar Berdimuhamedov on the successful official visit to Malaysia and wished sound health, new achievements in his large-scale activity for prosperity of our fatherland and well-being of our people.
Having heard the report, the head of the state pointed out that Turkmenistan attaches a special significance to development of the dialogue with Malaysia. As was underlined, during the recent official visit, a number of negotiations were held and important documents that became a significant step to bring our cooperation of our country out a new level were signed.
Having approved the proposals, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue the work conducted with a view of further expansion of friendly interstate relations.
Then, Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on steps taken to improve the activity of national aircraft, in particular, the draft of the Government program developed to ensure security of aviation of civil aircrafts of Turkmenistan.
As he informed, in the given document according to norms, practice and procedures of civil aircraft of International Civil Aviation Organization realisation of legal and organizational measures for maintenance high-level security, regularity and efficiency of flights of civil aircraft of our country is provided. Thereupon the draft of the corresponding document was submitted for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov stated that the material and technical basis of the national aviation branch is strengthened regularly and a special significance is attached to maintenance of aviation security. Having signed the Resolution «On approval of the Government program for maintenance of aviation security of civil aircrafts of Turkmenistan», aimed at maintenance of security and high level of efficiency of flights of civil aircrafts, the head of the state sent the document online to the head of Agency.
At the meeting a number of other important issues of state life, on which corresponding decisions were made, were also considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished all sound health, family well-being and big successes in their work for prosperity of our sovereign fatherland.
