President Gurbanguly Berdimuhamedov held the session of the Cabinet of Ministers where actual issues of internal and foreign policy of the state were discussed. Going over to the agenda, the President of Turkmenistan gave floor to Deputy Chairman of the Cabinet of Minister A. Garajayev who reported on the work of the structures under his supervision and cultural and public events in the country. It was informed that the work for deep study and popularization of historical and cultural heritage is carried out committedly and steadily. The programme of cultural and public events in the capital includes the concerts of art masters, theatre performances and topical exhibitions and conferences. Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the necessity of further improvement of activity of cultural and mass media spheres in accordance with the objectives and requirements of the time, activation of work for improvement of professionalism of representatives of cultural sphere, detection of new talents, having addressed the Vice Premier with number of assignments on this account. Deputy Chairman of the Cabinet of Ministers S. Toyliyev reported on preparation to the final round of the contest of gifted children. Etrap and city rounds of the contest have been held in March of this year, which winners were qualified to participate in velayat competitions that were held in April. Final round of the contest is to be held in the last decade of September in Turkmen capital. After, the Vice Premier reported on implementation of the agreement between Turkmenistan and the PRC on activation of scientific and technical progress. In this relation, it is planned to hold the I Turkmen – Chinese Forum “Innovations, New Technologies and their Implementation in Production” aimed at the search for perspective directions of cooperation of two countries in science and innovation spheres. The opportunities of cooperation of scientific institutes and centres will also be discussed. This forum is planned to be held in the Technology Centre of the Academy of Sciences of Turkmenistan organized by this Institution and the Ministry of Science and Technologies of the PRC. The President of Turkmenistan, having noted important role of annual contest among gifted children, which is aimed at making of the conditions for development of artistic abilities of young generation, support and stimulation of the talents, addressed relative instructions for organization of the final round to the Vice Premier. After, Deputy Chairman of the Cabinet of Ministers O. Gurbannazarov, reporting on the situation in the spheres under his supervision, informed on fulfilment of the assignment given earlier by the President of Turkmenistan on the elaboration of the project aimed at improvement of ecological conditions and prevention of the oil pollution in Balkan Velayat. Summing up the report, the Head of the State noted that environment protection is important priority of the State policy. Large-scale national transformation programmes implemented in economic sector and social sphere, have to be closely related with ecological component as a integral condition of successful life of people in all relations, President Gurbanguly Berdimuhamedov has said. Supporting the efforts of international community on environment protection, Turkmenistan steadily starts to use modern environmentally friendly and resource saving technologies in industrial sector, the Leader of the Nation continued. Having stressed the attention on the importance of integrated approach to realization of the above-mentioned project, the Head of the State requested the Vice Premier to study thoroughly this matter. After, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on the course of seasonal agricultural works including on sowing campaign in the velayats. The information on the rates of cotton harvesting was also given in the report. All picked cotton is being delivered to reception facilities and cotton ginning factories. Having noted the importance of accomplishment of agricultural campaigns in set periods, the President of Turkmenistan requested to pay unremitting attention to organizational issues related to the course of seasonal agricultural works. Turkmen leader highlighted that utmost attention is to be paid to provision of timely and full payment to the farmers for delivered cotton. After, Deputy Chairman of the Cabinet of Ministers M. Aydogdiyev reported on the measures for improvement of production infrastructures in the branches under his supervision including in chemical industry. The Vice Premier reported on the course of construction of carbamide plants with 1 155 000 tons of production output in the city of Karabogaz in Balkan Velayat. New chemical complex is built with participation of foreign partners according to the schedule and is provided with most advanced technologies and equipment from the world manufacturers. After opening of the plant, mineral production is planned to export to foreign countries by sea. At present, construction and installation works as well as commissioning of the equipment are rapidly carried out at the facility. Equipment for collection of ammonia and carbon dioxide separation as well as furnace for preparation of technological gas are installed in ammonia workshop and storage facility accordingly. Installation works of gas and liquid separators and pipelines laying are continued in carbamide sector. Besides, Vice Premier informed on preparation of project calculation documentation for reconstruction and modernization of seaport in the city of Karabogaz. Construction of new carbamide plant is very important for consolidation of rapidly developing gas chemical industry and for national economy of Turkmenistan in general, President Gurbanguly Berdimuhamedov highlighted. Continuing the subject, the President of Turkmenistan made special mention of the importance of increase of production of different fertilizers in the context of provision of food security what is priority direction of the development of chemical industry. Having made an accent on the necessity of compliance to all requirements of ecological safety, the President requested the Vice Premier to hold under permanent control the construction works at gas chemical facility and seaport of Karabogaz. Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the measures for urban planning of Ashgabat and provision of healthy and ecologically friendly environment. The Vice Premier also presented the proposal on construction of new bridge across Karabogaz Gulf on Turkmenbashy – Karabogaz – Kazakhstan road to President of Turkemnistan Gurbanguly Berdimuhamedov for review. The construction of this infrastructural facility will allow increasing the commodity trade turnover, volumes of passenger and cargo traffic between western and northern regions of the country and neighbouring states including the transportation of the production of new carbamide plant. Information on the results of the assessment of the foothill zone of the capital for possibility of mud torrents were given during the report. Topographic and geodesic studies were carried out, relative calculations were made and project design of diversion channel was developed by ”Türkmensuwylmytaslama” Institute of the Ministry of Agriculture and Water Management and the specialist of city administration for prevention of the mud torrent in the southern part of Ashgabat. According to the project, it is planned to build 33 km diversion channel from the foothill of the Kopetdag across the city as well as the facilities for connection of natural mud stream beds and automobile and railroad bridges over this diversion channel. Separate water collection reservoir of 15 million cubic meters of water capacity is planned to be built to exclude mud water from the Karakum River. The water from the reservoir is planned to be used for irrigation of the fields. President Gurbanguly Berdimuhamedov approved the proposals and demanded to provide detailed technical expertise of these projects and comprehensive analysis from environment point of view. After, Deputy Chairman of the Cabinet of Ministers B. Annameredov reported on the activity of the Ministry of Communication. The Vice Premier informed that analytical work has been carried out for improvement of the Provision on the Ministry of Communication and amendments of its structure for consolidation of equipment and facilities base of the ministry, arrangements of regulatory and legal acts in accordance with time demands, implementation on innovations into the branch and further improvement of quality of services of line, cellular and satellite communication to the population. Having highlighted the importance of transport and communication spheres in integrated development of other branches of the economy, the President made special mention of the development of railway system of the country. In this context, the Head of the State pointed at the importance of the correspondence with high international requirements and compliance with ecological requirements during construction of the railroads. Rapid transforming of the territory of Turkmenistan into important transcontinental transport hub stipulates the solution of topical issues of bringing domestic communication systems to the level of modern standards with implementation of advanced scientific and technical developments in this sphere. Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the work for practical implementation of the Declaration on the Encouragement of Valuable Contribution of Refugees’ Olympic Teams to Consolidation of Peace and Human Rights adopted by the initiative of the President of Turkmenistan at the 36th session of the United Nations Council for Human Rights in Geneva. At present moment, 29 states, the members of the UN have stand as the co-authors of the document. It was informed that the subject on registration of the Declaration as an official document of the UN General Assembly would be brought up for review at the 72nd session of the United Nations General Assembly. Also, Turkmen side considers it is necessary to carry out relative work for provision of the participation of refugees in international sport competitions of regional, continental and international level, particularly those held in Asia, together with United Nations High Commissioner Office for Refugees and International Migration Organization. Besides, participation of Turkmenistan delegation consisting of the representatives of Foreign Ministry and Migration Service in the work of 68th session of the UNHCR Executive Committee in Geneva on October 2 – 6 is stipulated. Organization of bilateral neetings of our country delegation with the leaders of the UNHCR and IMO for discussion of the issues related to explanation of the purposes of the Declaration to the world community, attraction of attention to refugees problems and improvement of the awareness of the population on the importance of this topical subject is planned during the forum. Organization of relative works for adoption of Special Resolution on Support of the Human Rights by Sports and Implementation of the Olympic Ideal under the session of the UN Council of Human Rights in Geneva is outlined among further measures. At the same time, according to the Provisions followed from the Declaration, structural divisions of the UN in Vienna are proposed to hold number of events for popularization of healthy life style and Olympic movement. It is initiated to organize briefings, round table sessions and relative meeting under discussion of the importance of this document together with the Council of Human Rights and the OSCE The Vice Premier, the Head of the MFA informed that it is planned to hold international forum under the sponsorship of UN with participation of the Olympic Refugees Movement in Ashgabat in 2018. Summing up the report, President Gurbanguly Berdimuhamedov noted that the adoption of the Declaration was another bright evidence of high authority of the Motherland in the world arena, efficiency of foreign policy course based on the principles of positive neutrality, peace-loving, good neighbourhood and broad international cooperation that meets universal interests. The Head of the State, being the President of National Olympic Committee, proposed to award the members of refugees’ team with certificates and presents for their active participation in V Asian Indoor and Martial Arts Games. Chairperson of the Mejlis A. Nurberdiyeva informed on the activity of National Parliament for further modernization of regulatory and legislative base of the country and the work for preparation of the session of the Council of the Elders. Speaking of the development of international cooperation in law-making sphere. The Head of national Parliament highlighted the efficiency of the meetings with the speakers of the parliaments and delegation of number of states held in the Mejlis. President Gurbanguly Berdimuhamedov focused the attention on the necessity of continuation of legal-making work with strict consideration of the priorities of the state development on modern stage, universal norms of international law and advance experience what is supported by the expansion of parliamentarian cooperation. Speaking of the organization of the Council of the Elders in Ahal Velayat, the President highlighted that all-national forum has to be carried out on the highest level and has to reflect the unity and solidarity of our people. After, Secretary of the State Security Council, Defence Minister Ya. Berdiyev, who was invited to the session, reported on the work for further improvement of the activity of security forces and modernization of their facilities and equipment base, provision of the security and sustainable development of the country as well as on improvement of social and living conditions of military personnel and their families. Having listened to the report, President of Turkmenistan, Supreme Commander of the Armed Forces Gurbanguly Berdimuhamedov highlighted that high requirements are made to the activity of military and law enforcement departments. Speaking of the objectives of Motherland defenders and Law personnel, the President noted that the consolidation of equipment and facilities base of security forces, making of favourable conditions for the living of military personnel would be the subject of special care of the Government. Other aspects of the state life, on which relative decisions were taken, were discussed at the session of the Cabinet of Ministers.
