The issues of state life, the implementation of national and sectoral programs, and forthcoming events aimed at developing international cooperation have been considered at the meeting of the Cabinet of Ministers of Turkmenistan. The President of Turkmenistan congratulated members of the government and all compatriots on the upcoming Oraza Bayram by signing a decree announcing June 26th as a day off. Reports were given on the progress of improving the legal framework in the field of labor relations. In accordance with the main functions defined by the Provision on the Ministry of Labor and Social Protection, it is proposed to make a number of modifications and amendments to the Labor Code concerning the main document on the labor activities of citizens. President Gurbanguly Berdimuhamedov noted that the proposed measures will promote employment and social protection of the population, having ordered to work out this issue jointly with the relevant departments and the Mejlis of Turkmenistan. Information was provided on the preparation of the project for creation of gas and petrochemical industries, designed for the next ten years, based on the analysis of the conjuncture of regional and global markets. It is planned to reconstruct the facility for natural gas processing and production of liquefied gas at Bagaja field in Lebap velayat and build a gas chemical complex with capacity of 80 thousand tons of butadiene-styrene rubber and 45 thousand tons of polystyrene per year on its basis. For the production of liquefied gas, it is planned to build an installation with a capacity of 13,000 tons of products per year at the Toreshikh deposit in the Tagtabazar etrap of Mary velayat. A major investment project is proposed to be implemented at the fields of Central Karakum, located near Yylanly gas compressor station in the Dashoguz velayat. Within its framework, it is planned to build a plant where 2 billion cubic meters of natural gas will be processed and 70,000 tons of liquefied gas will be produced annually. The second phase of the facilities of this plant is designed for production of 200 thousand tons of low-density polyethylene per year. In Kiyanly village in the Balkan velayat, it is planned to build a gas chemical complex to produce 200,000 tons of linear low density polyethylene, 390,000 tons of polypropylene, 100,000 tons of polyvinyl chloride, 10,000 tons of liquid gas, 82,000 tons of caustic soda and 10,000 tons of hydrochloric acid per year. It will process 1.5 billion cubic meters of natural gas and 117,000 tons of technical salt. It is also planned to build a plant for production of methyldiethanolamine (MDEA) by processing 4,000 tons of ethylene and 2,000 tons of methanol per year. At present, these chemical products are imported to our country from abroad in large volumes. Another installation is designed to produce 15 thousand tons of formaldehyde per year from urea and methanol produced by the enterprises of the State Concern “Turkmenhimiya” in Mary velayat. According to experts' forecasts, by 2030 the demand for A-95 gasoline and diesel fuel will double in the country. Based on this, a set of measures was developed to increase the capacity of domestic refineries. A number of other investment projects which are planned to be realized due to an increase in oil and gas production, were submitted for consideration. President Gurbanguly Berdimuhamedov addressed a number of instructions on modernization and re-equipment of enterprises in the petrochemical industry, and construction of new complexes for the processing of natural gas. Reports were given on the progress of the grain harvest; today more than 847 thousand tons of wheat has been harvested in the country in total. Simultaneously, plowing of land and sowing of intermediate crops is carried out as well preparation for the cotton. There was information about mutual financial settlements with dayhans for the wheat being provided to the state and about work to increase the production of vegetable and melon products. The President of Turkmenistan demanded that measures be taken to complete the grain harvesting campaign in the best possible time and without loss of harvest, and that the work to increase the production of vegetable, fruit and melon products be effective, stressing the importance of implementing agrotechnical measures when caring for cotton. It was reported that measures are being taken to strengthen the material and technical basis of fish farming. Work is underway on the reservoirs of the state enterprise Ahalbalyk, located in the etraps of Altyn Asyr (610.9 hectares) and Ak Bugday (737.4 hectares). These measures have already been completed at facilities with a total area of 713 hectares. The industrial production of larvae from caviar of various types of commercial fish has been established in incubators. Information was provided about the construction of a new automobile bridge across Tejen River at the “Serahs-Serahs” checkpoint on the Turkmen-Iranian border area. It was reported that the exhibition of goods of the People's Republic of China will be held in Ashgabat on 4-6 July in the exhibition center of the Chamber of Commerce and Industry and business event ""Turkmenistan-Germany: potential for perspective cooperation"" will be organized on July 10-12 in Frankfurt am Main (Germany). Report was given about the draft plan for admission to higher and secondary vocational schools in 2017-2018 academic years, prepared on the basis of instructions of the Head of State by specialists of the Ministry of Education and departments. There was information about the acquisition of study computers, traditionally handed to first-graders of general education schools as gifts on behalf of the Head of State. In general, it is planned to purchase computers in the amount of 142 thousand 819 units. Having familiarized with the presented samples of study computers and having approved one of them, the President of Turkmenistan instructed to purchase computer equipment for first-graders. President Gurbanguly Berdimuhamedov spoke in favor of assigning the names of outstanding compatriots to the higher and secondary special schools of the country, thereby perpetuating them. Young people studying in these schools will know their heroes and strive to be equal to them. Information was also given about the preparation of cultural events for the upcoming July Harvest Festival and the Day of Health and Medical Industry Workers. A number of events will be devoted to the upcoming sports forum - Asian Games-2017. The leader of the nation focused on the issue of arranging helicopter excursions for tourists who will arrive in Ashgabat on the days of the Asian Indoor and Martial Arts Games. President Gurbanguly Berdimuhamedov instructed to start preparing colorful brochures telling about Turkmenistan, Ahalteke horses, unique nature of the region, Turkmen carpets, NTZ Avaza and historical monuments. In Turkmenistan there are many beautiful places with unique nature. For guests wishing to visit these places it is possible to reduce the prices for air tickets for a while, the leader of the nation suggested, stressing that such actions will attract even more tourists. Report was provided about the work being carried out by the Ministry of Communications on the launch of cellular communication system “Ay Nazar”, which is being created in the structure of closed joint-stock company “Ashgabat city telephone exchange” and will provide services on the current technical base of the cellular operator “Altyn Asyr”. The Head of State, having approved the work on creation of the cellular communication system “Ay Nazar”, focused on a number of organizational issues and addressed a number of instructions on this matter. It was noted that development of constructive relations with authoritative international organizations is one of the priority directions of the foreign policy of neutral Turkmenistan. A special role is assigned to strategic partnership with the UN. As is known, on June 12-14 of this year, Secretary General of the United Nations António Guterres has visited Turkmenistan. Report was also given on preparations for the upcoming 12th meeting of the Turkmen-Japanese Economic Cooperation Committee to be held in Tokyo. The ongoing work in the Mejlis of Turkmenistan on the drafts of new laws, the introduction of amendments and modifications to existing acts has also been reported. Members of working commissions are actively interacting with representatives of local authorities and studying proposals and wishes of voters. The meeting also considered some other issues of state life, on which relevant decisions were made.
