Forestalling business part of the session, President Gurbanguly Berdimuhamedov reminded about coming Victory Day. Thousands of Turkmenistan citizens defending Motherland fought bravely and revealed true heroism in the battles with fascism in the most cruel and sanguinary war of XX century – the Great Patriotic War 1941 – 1945. The feat of our heroes is immortal. Our compatriots, who were in the home front, worked untiringly to bring long-awaited Victory closer. We pay high tribute to the memory of the heroes killed in the battlefields and honour the veterans and selfless workers of the home front who are alive, - the Head of the State highlighted. Having congratulated the participants of the session and the people of the country on the 72nd Anniversary of the Victory in the Great Patriotic War, President Gurbanguly Berdimuhamedov wished everyone strong health, longevity, peaceful, prosperous and happy life. In this relation, Head of the State Gurbanguly Berdimuhamedov informed on decision to transfer the day off from May 7 to May 8 and signed relative Resolution. Switching over to the agenda of the session, the President of Turkmenistan gave floor to Chairperson of the Mejlis A. Nurberdiyeva, who informed on the activity of national Parliament for further improvement of national legislation as well as on preparation to the coming International scientific and practical conference “The Constitution of Turkmenistan – Legal Base of the Progress” to be held on May 16. Information on work over number of bills and draft resolutions undertaken by the deputies of the Mejlis was also given. President Gurbanguly Berdimuhamedov highlighted the importance of accumulation of international cooperation in this direction and thorough analysis of the best world’s legislative practices for further implementation in existing national legislation. Approval of new edition of the Main Law in September 2016 was remarkable event, - the Head of the State emphasized, having requested to hold the conference, timed to the coming 25th anniversary of the Constitution of Turkmenistan, on high organizational level. Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the outcomes of the working trip of Turkmen delegation to the Islamic Republic of Afghanistan last week. In this relation, it was mentioned that consolidation of traditionally friendly relations with neighbouring countries including Afghanistan is on eof the priority vectors of foreign policy course of the country. During the working trip, Turkmen delegation was received in Kabul by President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani, who highlighted invariable commitment of the neighbouring state to friendship relations and fruitful cooperation with fraternal Turkmenistan. Number of other bilateral meetings including with Minister of Finances of the Islamic Republic of Afghanistan, Chairman of the Intergovernmental Turkmen – Afghan Commission for trade and economic cooperation from the Afghan side Eklip Hakimi and the Head of the Executive Power of the country Abdulla Abdulla also took place in Kabul. Summing up the report, the Head of the State highlighted that neutral Turkmenistan would continue developing open and constructive dialog with Afghanistan and render comprehensive assistance in peaceful revival and restoration of economic and social infrastructure of fraternal country and promote its steadfast integration to the modern system of the world’s economy. President Gurbanguly Berdimuhamedov highlighted that the history of bilateral relations today goes through quality new stage that opens wide prospects for activation of fruitful cooperation. Construction of Turkmenistan – Afghanistan – Pakistan – India gas main and Atamyrat – Ymamnazar – Akina railroad, the first section of Asian International Transport Corridor, put into operation in November 2016, are among largest joint infrastructural projects. Both lines, the energy and transport and communication ones, are to bring prosperity to the people oof participating countries and to the whole region. In this context, the Leader of the Nation addressed to the Leader of the MFA number of concrete objectives related to the development of traditional Turkmen – Afghan cooperation. Deputy Chairman of the Cabinet of Ministers B. Hojamammedov reported on the course of preparation of the 7th session of Joint Turkmen – German Working Group to be held in Ashgabat on May 11 of this year. Having listened to the report, President Gurbanguly Berdimuhamedov noted that Germany is traditionally one of the main business partners of our country, the relations with which are invariably built on the principles of trust, respect of the interests and friendship of the people. Interstate cooperation has long experience and impressive results of joint work in different spheres. Current meeting in Ashgabat, same like all previous ones, will give new impulse to interstate dialog, - the Turkmen Leader stated. Having signed the Resolution of approval of the composition of the Turkmen part of the Joint Turkmen - German working group, the Head of the State addressed number of relative instructions to the Vice Premier. In his turn, Deputy Chairman of the Cabinet of Ministers M. Babayev reported on the course of construction of TAPI gas main. It was mentioned that laying of Turkmen part of gas line is carried out according to the schedule. The contract between «TAPI Pipeline Company Limited» and «ILF Beratende Ingenieure GmbH» (Germany) on provision of services for preliminary developing and management of the project in the Islamic Republic of Afghanistan and the Islamic Republic of Pakistan was signed in Ashgabat in January of this year. Technical works on the territory of these states were initiated. Having summarized the report, Head of Turkmenistan Gurbanguly Berdimuhamedov highlighted large international significance of new energy line in the context of formation of modern architecture of global energy security and creation of conditions for general sustainable development. The President of Turkmenistan gave number of specific assignments to the Vice Premier for further development of this project. Information on new success achieved by Turkmen oilmen was given afterwards. Specialist of the State Concern Turkmenneft completed drilling of super deep well, which project depth made 7 150 meters, at Yzynada field in the Caspian region. Industrial flow of gas was discovered as a result of geophysical researches and data received during the well test at the depth of 6689 – 6695 meters. Initial survey of the well estimates 500 000 cu. m. of natural gas and 150 tons of gas condensate per day. Generally, it proves huge potential of the coastal zone and shallow Caspian waters and indicates the presence of the richest deposits of oil and gas in the country. Having listened to the information, President Gurbanguly Berdimuhamedov congratulated oil industry personnel with new work achievements. Opening of new deposit in the Caspian region is another important step on the way of successful realization of energy strategy of Turkmenistan aimed at integrated and efficient use of colossal hydrocarbon resources of our country, which is among the leading energy powers in the world, - the Head of the State highlighted. After, the floor was given to Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev, who gave report on construction of automobile bridge across Tejen River at Sarakhs – Sarakhs checkpoint of Serkhs etrap, Ahal Velayat. Having demonstrated the presentation on the course of construction, the Vice Premier informed that at present moment, the arrangement of adjoining territories is at the final stage and cleaning works are carried out. Laying of asphalt on 500 meters of Turkmen part of the road and overall repair of 105 km Tejen –Serakhs highway are accomplished and the works on the roadsides are continued. The Head of the State was also informed on the planned measures for construction of 242 km border automobile road Turkmenbashy – Garabogas – Kazakhstan. The President requested to study in detail the construction of the above-mentioned highway, which would continue high-speed multimodal autobahn Ashgabat – Turkmenbashy and allow increasing transport flow and volumes of trade turnover between neighbouring countries. Further in the session, the Head of the State informed on his decision to assign temporary the duties of Deputy Chairman of the Cabinet of Ministers for industry to D. Amangeldiyev. Deputy Chairman of the Cabinet of Ministers B. Annameredov reported to Presdient Gurbanguly Berdimuhamedov on the outcomes of the 9th session of Joint Intergovernmental Turkmen – Kazakh Commission on Trade and Economic, Scientific, Technical and Cultural Cooperation held in Ashgabat on May 3. Having stated with delight that recently, the partnership between Turkmenistan and Kazakhstan was significantly activated and gained new concrete content, President Gurbanguly Berdimuhamedov noted the presence of considerable potential for further expansion of efficient cooperation in all directions, which is necessary to realize with optimum output. The Head of the State said on the necessity to take all efforts for practical implementation of achieved agreements on development of productive cooperation between two countries and gave number of concrete assignments to the Vice Premier on this account. During his report on the activities of the structures under his supervision, Deputy Chairman of the Cabinet of Ministers B. Atdayev presented to the review by the Leader of the Nation the project of cleaning of the Caspian Sea shoreline, which is planned to be carried out by the consortium of “Gazyk” Private company, “Hazar Balyk” Open Joint Stock Venture and Global Ecological Ventures (UK). The Vice Premier also reported on preparation to International Specialized Exhibition EXPO 2017, which is to be held in Astana from June 10 to September 10. Turkmenistan National Day is planned to be held on June 29. Having listened to the report, President Gurbanguly Berdimuhamedov noted that Caspian Region is unique natural complex with single ecosystem. The flora and fauna of the Caspian Sea requires careful and cautious approach. Turkmenistan strictly complies all undertaken obligations and together with the UN Environmental and Caspian Ecological Programmes, International Ecological Fund and other international organizations implements large projects for natural protection, - the Leader of the Nation said. The President of Turkmenistan highlighted that it is necessary to undertake practical measures for provision of ecological wealth of the Caspian environment and protection from possible negative impact of the industry and anthropogenic impact. In this context, realization of proposed projects will have positive results, - the Head of the State emphasized and addressed relative assignments to the Vice Premier. Having touched the subject of the activity of the State Commodity and Raw Material Exchange, the Head of the State focused the attention on important tasks of this structure. Arrangement of efficient work of the Exchange in information and marketing activity in mass media and in world’s markets for better sale of domestic products was outlined as the main target. Deputy Chairman of the Cabinet of Ministers S. Toyliyev reported on the planned Central Asian Regional Conference on gestational diabetes in Ashgabat on July 20 – 21 as well as on the matter of signing of the WHO Ashgabat Declaration on prevention of malaria spread in Europe. Information on sending of young Turkmen citizens to foreign universities was also given. It was mentioned that at present moment, Turkmenistan established fruitful cooperation with largest international organizations and competent regional structures for comprehensive measures on treatment and preventative works for gestational diabetes. As is known, by the outcomes the WHO European Ministerial Conference on Prevention and Control of Non-infectious Diseases organized by the government of Turkmenistan and the WHO European Regional Bureau, the Ashgabat declaration, confirming the commitment of our country to consolidation of the efforts for control of this disease, was adopted. In this relation, it is proposed to held regional conference on gestational diabetes on July 20 – 21 under the Day of Public Health and Medical Industry Workers. It will give opportunity for introduction of the achievements of national medicine to foreign guests and exchange of practices in prevention of the diabetes of pregnant women. The Vice Premier also asked Head of the State Gurbanguly Berdimuhamedov to allow signing of Ashgabat declaration by Turkmen side, which was adopted by the outcomes of the high-level forum of the World Health Organization on prevention of reoccurrence of malaria in the European Region held in July of the last year in our capital as well as to develop the draft of relative Resolution. Sending of Turkmen students to study abroad was another subject of the report. The Vice Premier informed that the requirements of the ministries and departments in qualified personnel were studied, all proposals were thoroughly reviewed and the issues related with the study of different programmes, selection of specialities and number of students were worked out. Having approved the proposal on conduct of the regional conference on gestational diabetes and signing of Ashgabat Declaration for prevention of reoccurrence of the malaria in the European Region, President Gurbanguly Berdimuhamedov highlighted the necessity of further work for provision of international standards of health protection, improvement of epidemiology monitoring and the conduct of planned immunization. Speaking of the study of new professional personnel, the Head of the State requested to continue paying increased attention to this matter. The Vice Premier was also given the assignment on construction of modern sanatoriums in Ahal and Lebap Velayats for health improvement of the population and provision of qualified medical services to Turkmen citizens. Fundamentally new system of sanatorium and resort treatment and health improvement, which is being established in the country, absorbs best national and foreign practices. Natural conditions, rare mineral waters and other medicinal resources of Turkmenistan, many of which are unique, in their combination help the healing from many diseases and enhance health improvement of the population. Besides, picturesque landscapes of the famous by its beauty and places Koytendag with the dinosaurs plateau, Kyrkgyz Cave, waterfall in Umbar Gorge, mineral water spring Gaynarbaba, cavern lakes and karstic caves, pistachio groves as well as rare animals and birds attract the attention of tourist and scientists from all over the world. At present moment, large work presenting special scientific and practical interest in natural protection of native land and development of ecotourism is carried out for popularization of unique flora and fauna of the Koytendag and establishment of modern and competitive international tourist high-level complex in this region. Deputy Chairman of the Cabinet of Ministers A. Garajayev reported on the work for organization of the pilgrimage traditionally made to the resting places of outstanding Turkmen classical poets Magtumguly Fragi and Dovletmammed Azadi in the Islamic Republic of Iran on May 12 – 14. Summing up the report, President Gurbanguly Berdimuhamedov noted that the pilgrimage that became traditional is an expression of deepest respect of Turkmen people to their prominent sons – the poets – humanists, true patriots of the Motherland and the spokesmen of national spirit. Having highlighted the importance of Turkmen – Iranian humanitarian contacts as an integral factor of consolidation of good neighbour relations, the Head of the State requested the Vice Premier to organize the pilgrimage on high level and to provide all conditions for it. The Leader of the Nation also gave specific assignments to the Vice Premier on organization of celebration events in Magtumguly etrap, the birth place of the poet, where literary readings, contests, exhibitions, concerts and other cultural and public events honouring the great master have to be conducted on occasion of the Constitution Day and the Day of Magtumguly Fragi Poetry. Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on the corse of seasonal agricultural works and completion of cotton sowing, for which 545 000 hectares of lands were allocated. There are even shots on the area on more than 304 000 hectares of fields and relative agro technical works are carried out. Besides, care of winter crops including vegetation irrigation of the crops, mineral fertilization and weed control are continued. Preparation for wheat crops harvesting is carried out. New harvester combines John Deere W540, the first shipment of which in the amount of 50 units was delivered to the country, would be involved in the harvest campaign. According to the resolution of President of Turkmenistan Gurbanguly Berdimuhamedov, 18 300 hectares were allocated this year in Dashoguz and Lebap Velayats for growing of rice. The northern region of the country has already started the sowing of this culture. Summing up the report, the President f Turkmenistan addressed Vice Premier with range of concrete assignments related to seasonal field works and demanded to pay utmost attention to technical provision of harvest combines, which would be used in wheat harvest, unstoppable delivery of the grain to warehouses and elevators, timely settling of the accounts with the farmers. Some other important issues of the state life, on which appropriate decisions were taken, were reviewed at the session of the Cabinet of Ministers.
