Today, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, held a working meeting with members of the Cabinet of Ministers. The meeting was part of the State Organizing Committee’s efforts to ensure high-level events for the declaration of 2025 as the "International Year of Peace and Trust" and the 30th anniversary of Turkmenistan’s neutrality. These initiatives were established in accordance with a Presidential Decree. During the meeting, issues related to the reconstruction of the Neutrality Monument were discussed.

Early in the morning, Hero-Arkadag arrived at the Neutrality Monument, located in the southern part of the capital. The monument harmoniously blends into the unique landscape of this area.

In these final days of winter, Turkmen nature—especially in the foothills of Kopetdag—offers a pleasant atmosphere. The cool morning air has a beneficial effect on human health. According to long-standing observations, abundant precipitation during this time is a sign of bountiful harvests.

In recent years, the southern part of the capital has undergone remarkable transformation. Hero-Arkadag has noted that one of the key requirements for project developers and builders is to ensure a harmonious combination of office buildings and social facilities with parks and fountains, which have become a hallmark of the city. He emphasized the importance of continuing work in this direction while considering modern standards.

Relying on historical facts, it was worth noting that the foundation of our permanent neutrality was laid by the first President of Turkmenistan, Great Saparmyrat Turkmenbashy. This historic moment became an unforgettable event in the lives of Turkmen citizens. Turkmenistan’s neutrality, first recognized in 1995, is based on the great humanitarian principles of our people. At that time, 185 countries supported Turkmenistan’s status as permanently neutral. To commemorate this event, a 95-meter-high Neutrality Monument was erected. The carpet gyols representing five velayats were specially placed on the supporting columns surrounding this majestic monument to symbolize national unity. This reflects Turkmenistan’s commitment to unwavering principles of permanent neutrality.

In continuation, Hero-Arkadag recalled that the proposal to place a statue of Great Saparmyrat Turkmenbashy at the top of the structure was supported by both Mejlis and the people. This became a joyous occasion for all.

It should be noted that Hero-Arkadag played an important role in laying the foundation for this historic monument.

As people say: "Tagan aýagy üç bolar, biri-birine güýç bolar", said Hero-Arkadag, noting that on this pleasant winter day, the Neutrality Monument—standing on three supports—inspires high aspirations. Each support represents the steadfastness of enduring values and embodies three significant dates. The monument evokes memories of glorious days in our history. Turkmenistan’s permanent neutrality was first recognized in 1995 and reaffirmed in 2015 through a corresponding resolution supported by 193 countries. In this period of Revival of the new epoch of the powerful state, at the proposal the President of Turkmenistan, the year 2025 was declared by the United Nations as the "International Year of Peace and Trust." This demonstrates international recognition of our country’s great initiatives and enhances its prestige globally.

…Hero-Arkadag reviewed preliminary designs for projects planned for modernization in the southern areas of the capital. These included plans for planting saplings and installing lighting systems.

Deputy Chairman of the Cabinet of Ministers B. Annammammedov, who oversees construction and industry sectors, reported on measures to improve areas surrounding the Neutrality Monument. He presented projects for road and transportation infrastructure under construction and slated for reconstruction along with their layouts.

Among these design projects were landscaping plans around the monument, types of garden saplings for planting, lighting poles, as well as a circular intersection at Bitaraap Turkmenistan Avenue and Chandybil Avenue. Sketches also included a mudflow canal and park zone planned for Ashgabat's southern region.

Hero-Arkadag, after carefully reviewing the presented projects, made several observations and introduced corresponding adjustments. He emphasized the need to pay special attention to ensuring that the buildings being constructed or planned for reconstruction in various districts of Ashgabat, as well as road and transport infrastructure facilities, use durable construction and finishing materials.

Hero-Arkadag has noted that during the landscaping of areas adjacent to buildings and structures and the planting of garden saplings, it is important to take into account local natural features and modern scientific achievements. In this regard, he gave several important recommendations. 

In particular, he stressed that innovative technologies must be actively applied in the construction and modernization of road and transport infrastructure. The work carried out in this area should meet contemporary standards and reflect the high level achieved by Turkmenistan’s construction industry. He emphasized the importance of approaching the modernization of the Neutrality Monument with great responsibility and ensuring that it reflects the colors of the UN flag. 

Speaking on this topic, Hero-Arkadag stated that the construction and development of facilities around the Neutrality Monument, located in one of the most beautiful corners of the capital, should be carried out at an appropriate level. The events planned for the 30th anniversary of Turkmenistan's neutrality, recognized by relevant UN General Assembly resolutions, should be conducted on a wide scale in accordance with the spirit of modern times and national traditions.

Hero-Arkadag underscored that grand celebrations must reflect the achievements of the beloved homeland and highlight the importance of international recognition for its initiatives, which are significant for all humanity. He also stressed the need to incorporate elements in the design and lighting of all structures that symbolize the country's neutral status.

Hero-Arkadag suggested that it would be appropriate to establish a museum in this area dedicated to the history of Turkmen neutrality. Additionally, he stated that due attention should be paid to constructing auxiliary facilities, including a park, and consultations should be held with relevant scientists regarding which types of shade trees should be planted there.


At the same time, advanced technologies should be utilized during the modernization of this majestic monument—which is a vivid symbol of Turkmenistan's neutral status based on peaceful relations and humanitarian principles developed by ancestors over centuries. The color scheme of the structure should reflect the core principles of country's neutrality as well as relevant UN symbolism.

Subsequently, Hero-Arkadag held a working meeting with members of the Cabinet of Ministers as part of the State Organizing Committee’s efforts to ensure high-level events marking 2025 as declared by the UN General Assembly as the "International Year of Peace and Trust" and celebrating Turkmenistan’s 30th anniversary of neutrality.

During this working meeting, reports were presented on plans for organizing and celebrating Neutrality Day. It was noted that preparations for the organization of celebrations on the occasion of this significant date have been widely implemented across all sectors in Turkmenistan—a country whose neutrality has been recognized twice by special resolutions of the UN General Assembly.

This year, ministries and departments across Turkmenistan are planning exhibitions, fairs, conferences, and other international-level festivities. Joint efforts will be made to ensure a high level of organization for all envisaged events.

It was emphasized during the meeting that every effort will be made to ensure that celebrations marking Turkmenistan’s 30th anniversary of neutrality are conducted at an exceptionally high standard. Special attention was given to financing organizational activities within the framework of planned events.

It was also reported about extensive work related to hosting guests, ensuring and organizing cultural and public events during the holidays, improving trade, and involving youth in activities for organizing celebrations. 

Hero-Arkadag emphasized the importance of ensuring a high level of events dedicated to the 30th anniversary of Turkmen neutrality, which holds great significance in the life of the country and its people.


The joint effort must be ensured among all ministries, sectoral departments, velayats, and the khakimliks of Ashgabat and Arkadag cities. Nothing should be overlooked, said Hero-Arkadag, stressing that guests arriving in our country to participate in the celebrations and international conferences organized on the occasion of the 30th anniversary of Turkmenistan's neutrality should be welcomed in accordance with Turkmen hospitality traditions. Proper attention must be paid to providing them with appropriate transportation.

This year’s events dedicated to the country’s neutrality should reflect the achieved level of development of our beloved Motherland, our peaceful policy, and the happy life of our people. In this regard, representatives of the media must take an active role and make every effort to widely cover festive events on global media platforms.

Meetings, international conferences, cultural and public events on the occasion of Neutrality Day should be organized in accordance with the spirit of modern times. Special attention should be paid to improving the ecological condition of the city. When planting shade trees, it is important to combine national gardening principles with modern practices.

At the same time, all necessary conditions must be created for coordinating efforts among relevant agencies to ensure their smooth operation, Hero-Arkadag emphasized. 

Hero-Arkadag also highlighted the importance of enhancing trade and services during the holidays. Turkmen hospitality traditions, which serve as an example for the world, along with national principles, should prevail. An important requirement is preparing commemorative products for this significant date.

He stressed the need to accelerate ongoing work within the framework of comprehensive urban development and improving Ashgabat’s architectural appearance. Hero-Arkadag noted that regular cleaning and beautification activities in the city are a key task. Special attention should be given to effectively using specialized equipment intended for municipal services.

Hero-Arkadag emphasized that international conferences held as part of preparations for celebratory events must align with Turkmenistan’s peaceful foreign policy strategy. In particular, international forums dedicated to this holiday should reflect the humanitarian principles of our neutral country and fully correspond to its foreign policy objectives. Media representatives should pay special attention to covering these events.

Additionally, Hero-Arkadag identified strict adherence to order and smooth traffic flow during holiday days as an important task. He stressed the need for harmonious coordination among relevant agencies in this regard.

Hero-Arkadag noted that events symbolizing international recognition of Turkmenistan’s initiatives and UN General Assembly resolutions must find expression in celebrations held in historically significant and sacred parts of Ashgabat. He shared his ideas on this matter.

During the working meeting, Hero-Arkadag emphasized the appropriateness of naming this area "The Neutrality Complex." It was noted that citizens from all age groups—"from seven to seventy"—should understand and appreciate the value of neutrality. As Hero-Arkadag stated, this historic site would become a center for major celebrations and a popular destination for youth, guests, and tourists. He gave specific instructions to members of the committee regarding these plans.

Hero-Arkadag also noted that the Neutrality Zone should be located in a historic area along Neutrality Avenue, with the UN emblem prominently displayed. He offered advice on where inscriptions related to key dates recognizing Turkmenistan's permanent neutrality and associated historical transformations should be placed.

The participants of the working meeting held as part of the State Organizing Committee for high-level events marking 2025 as declared by the UN General Assembly as "The International Year of Peace and Trust" and celebrating 30th anniversary of Turkmenistan’s neutrality expressed their gratitude to Hero-Arkadag for his guidance and instructions regarding preparations for this significant date. They assured him that they would make every effort to successfully fulfill their assigned tasks. 

Hero-Arkadag emphasized that preparations for celebrations marking both "The International Year of Peace and Trust" and Turkmenistan's 30th anniversary of neutrality are progressing steadily. He particularly stressed the importance of making every effort to ensure proper preparation for these events. Everyone must make their worthy contribution toward holding these celebrations at a high level.

Addressing members of the Cabinet of Ministers, Hero-Arkadag remarked that snow had fallen on that day—a natural phenomenon symbolizing prosperity and abundance—and noted that it was a sign that this year would be filled with great achievements.

Wishing everyone success in preparing for celebrations marking 30th anniversary of Turkmenistan’s neutrality, Hero-Arkadag departed from the event location.
