Enlarged Session of the State Security Council of Turkmenistan

Today, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov held an enlarged visiting session of the State Security Council to sum up the work of the country’s military and law enforcement agencies for 2024, and define the main tasks facing these agencies for the current year.

The first to speak was Secretary of the State Security Council, Minister of Defense B.Gundogdyev, who reported on the practical steps taken last year to implement the Armed Forces Development Program, the widespread introduction of a digital system, increasing the professionalism of career officers, and improving the social and living conditions of military personnel. A report was also made on the work done to discharge and conscript citizens of Turkmenistan for military service and preparations for the upcoming Defenders of the Fatherland Day.

After hearing the report, President Serdar Berdimuhamedov noted that in 2024, comprehensive activities were carried out to strengthen the power and material and technical base of the Armed Forces of the country. The corresponding work was carried out to strengthen the defense capability of the Fatherland, the head of state said, stating that in 2025, the improvement and development of the Armed Forces will continue.

Among the priority tasks, provision of the Armed Forces with advanced military equipment and means, training in accordance with the realities of the time of officers and qualified specialists in the military sphere, possessing skills in working with innovative technologies, were identified. The Secretary of the State Security Council, the Minister of Defense was also instructed to keep under control the issues of further strengthening the material and technical base of the military formations of the Armed Forces and improving the social and living conditions of military personnel.

Prosecutor General B. Muhamedov reported on the results of the work executed in 2024, the measures taken to improve the activities of the accountable agency through the use of modern practices and a digital system, as well as the progress of modernization of the material and technical base, the conditions created for the fruitful service and life of the employees of the prosecutor’s office and their family members.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces of the country, among the key tasks of this structure, identified the implementation of proper prosecutorial supervision over the implementation of laws and the legality of legal acts, as well as effective work to prevent offenses. An important requirement is also the implementation within the established time frame of the activities envisaged by the Program for the Development of Prosecutor’s Office Bodies for 2022-2028 and the corresponding Plan, the head of Turkmenistan emphasized, addressing specific assignments to the head of the Prosecutor General’s Office.

The Minister of Internal Affairs M. Hydyrov, who spoke next, reported on the results of the work done in 2024 to maintain public order in the country, combat crime and suppress violations of the law. Separate topics of the report were the issues of equipping subordinate structures with the latest technology and a digital system, preventive measures organized to ensure compliance with fire safety and road traffic rules. It was also informed on modern facilities of specialized departments commissioned in the past year and at the beginning of 2025 in the country’s velayats.

After hearing the report, President Serdar Berdimuhamedov emphasized the need to further improve the activities of internal affairs agencies, including road supervision and fire safety services. In this regard, it was noted that explanatory work should be carried out on compliance with road safety rules and fire safety measures.

At the same time, attention was focused on the importance of modernizing the material and technical base of the department, introducing a digital system and best practices in all departments. The Supreme Commander-in-Chief of the Armed Forces of the country also addressed a number of specific instructions to the Minister on the implementation and further work aimed at improving the housing and living conditions of the employees of the Ministry of Internal Affairs.

Chairman of the Supreme Court B.Hojamgulyev reported on the results of the activities of the accountable structures for the past year, the practical steps taken to fulfill the instructions of the President of Turkmenistan on the use of a digital system in judicial work. A report was also made on the solution of the tasks set in the relevant Development Program and the organized events to improve the qualifications of judges.

Summarizing the report, the head of Turkmenistan noted the importance of paying special attention to the selection of highly qualified specialists. Having ordered to constantly improve the professionalism and level of knowledge of judicial officers, President Serdar Berdimuhamedov instructed the head of the Supreme Court to regularly hold events to explain national legislation to the general public and improve the legal literacy of the population. He also gave instructions to monitor the timely implementation of the Program for the Development of the Judicial System of Turkmenistan for 2022-2028.

Then, the Minister of National Security N. Atagarayev reported on the results of the work done last year and the measures taken to maintain peace and tranquility in the country. It was also reported on the progress of introducing modern methods and advanced technologies into the activities of the units to effectively solve the tasks set before the department.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country focused on long-term plans. It is necessary to continuously improve measures to ensure reliable protection of the country’s national security, noted President Serdar Berdimuhamedov, addressing specific instructions to the minister.

Then the head of the State Border Service Ya. Nuryev reported on the results of the work of the subordinate formations over the past year, as well as the consistent steps taken on the commissions of the head of Turkmenistan to technically re-equip the border units and create appropriate conditions for the fruitful service and life of the defenders of the Fatherland.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized that the State Border of independent neutral Turkmenistan is the guarantor of good-neighborly relations of the sovereign Fatherland with neighboring and other countries. Speaking about the importance of ensuring reliable protection of sacred borders, further improving the activities of the Border Troops, and consistently modernizing the material and technical base of the department, President Serdar Berdimuhamedov instructed the head of the Service to keep in the focus of attention issues connected with improving the social and living conditions of military personnel and their families.

Then the Minister of Justice M. Taganov reported on the results of activities for 2024, the progress of improving the national legislative framework in accordance with the requirements of the time, and the introduction of a digital system. A report was also made on the organization of information and explanatory work with citizens on issues of rights and obligations, and the provision of appropriate legal assistance to the population.

After hearing the report, President Serdar Berdimuhamedov emphasized that effective work should be carried out to bring the legislative system into line with generally accepted norms of international law. The draft regulatory legal acts developed by government agencies must comply with the provisions of the Constitution and current laws of Turkmenistan, the head of state noted, addressing a number of specific instructions to the minister.

Chairman of the State Customs Service M.Hudaykulyev reported on the activities over the past year, the implementation of the instructions given by the Supreme Commander-in-Chief of the Armed Forces of the country to strengthen the material and technical base. A report was also made on the practical steps taken to effectively implement the Development Program of the department.

Summarizing the report, the head of Turkmenistan noted that the growth of trade turnover in the country, the expansion of the transport and logistics potential of the Fatherland requires the organization of customs work at a high level, the implementation of proper customs control. In this regard, emphasis was placed on the need to further improve activities in this area.

Focusing on the Service’s long-term objectives, President Serdar Berdimuhamedov ordered to keep under control the issues of technical re-equipment of customs terminals through modern control and surveillance equipment, increasing their throughput capacity, and expanding international cooperation with relevant structures.

Then the Chairman of the State Migration Service A. Sazakov reported on the results of work over the past year, the measures taken to successfully solve the tasks set before the department. A report was made on the progress of implementing the relevant Development Program, creating appropriate conditions for the fruitful service of employees, and increasing their professionalism. A report was also made on the regional ministerial conference “Eradicating Statelessness in Central Asia” held in November 2024 in Ashgabat, dedicated to summing up the results of the global campaign in Central Asia.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized that it is necessary to continuously improve the activities of the department and the migration services provided. Having identified among the main areas of activity the modernization of the material and technical base in accordance with the realities of the time, strengthening international cooperation, improving the conditions of service and life of employees, the head of Turkmenistan addressed the head of the Service with instructions regarding personnel training.

Then, addressing the participants of the meeting, the President of the country noted that in accordance with the Military Doctrine, which is purely defensive in nature, an independent, permanently neutral state carries out targeted work to ensure high-level security and integrity of the Fatherland, strengthen its defense capability, and improve the social and living conditions of servicemen and their families. As emphasized, work in this direction will be continued in the future.

Every year in our country on January 27, in a solemn atmosphere, the Day of Defenders of the Fatherland is celebrated, the head of state said. This holiday is a vivid testimony of the great trust, boundless respect shown to military personnel and employees of military and law enforcement agencies, and the care shown for them.

The sacred duty of every defender of the Fatherland is devoted service to the Motherland, reliable protection of its sacred independence, sovereignty, territorial integrity and constitutional order, ensuring the rule of law, rights, freedoms and legitimate interests of a person and citizen, as well as protecting the interests of society and the state.

Taking this opportunity, the President of the country cordially congratulated the military personnel and employees of the military and law enforcement agencies on the upcoming Defenders of the Fatherland Day.

At the end of the enlarged visiting session of the State Security Council, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov wished its participants good health and great success in their responsible service in the name of a peaceful and happy life for the people.
