Today, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov visited the International Scientific and Clinical Centre of Oncology, which is constructed in the northern part of the capital. Soon here the modern medical complex, which will supplement the multitype structure of the system of public health services of the country, will emerge.
Construction of new medical institutions, their equipment according to modern requirements and training of highly skilled doctors - major goals of the state policy pursued under the leadership of the President of Turkmenistan. It clearly speaks of the fact that how great significance is attached to the strengthening of health of people and each citizen at state level.
Early in the morning, doctor Arkadag arrived at the building site where construction of a new complex of buildings of the International Scientific and Clinical Centre of Oncology goes on at a rapid pace. Having familiarised with types of construction and finishing materials used in the construction of the centre, Hero-Arkadag marked that they should correspond completely to shown requirements and differ with strength and durability.
Then designs of projects of the new complex of public health services, drawings of their arrangement and feature of its equipment were shown to doctor Arkadag. Minister of Health and Medical Industry M.Mammedov and N.Amannepesov who is responsible for the course of construction of the largest modern International Scientific and Clinical Centre of Oncology in the region reported on them.
As was pointed out, as a part of the new centre there will be modern establishments of public health services, which provide specialised medical services corresponding to international standards and equipped with advanced technologies from leading world manufacturers.
The International Scientific and Clinical Centre of Oncology of 500 beds will attach special attention to the level of safety of medical services.
Here it is planned to place specialised diagnostic, medical and rehabilitation units specialised in modern methods of treatment of oncological diseases.
Having noted that a great significance is given to equipment of the International Scientific-Clinical Centre of Oncology being built in the northern part of Ashgabat in the territory of the residential area of Choganly, scientist Arkadag underlined that it is necessary to make active cooperation with International Atomic Energy Agency (IAEA) in the sphere of public health services, in particular in nuclear medicine and to carry out consultations with its representatives. It is especially important for safety to handle wastes at the new project.
Having emphasised that issues of equipment of the new centre should be considered from the point of view of today and tomorrow, doctor Arkadag underlined that the goals put before this sphere should be solved dare competently, at high level, fully and very responsibly and gave in this respect a number of concrete instructions.
As was marked, advanced digital technologies and world experience are actively introduced in medical centres of the country within the Government program «Saglyk», adopted under the initiative and by efforts of Hero-Arkadag. In this connection, our national healthcare system possesses the information base of the state of health of citizens of our country.
The main tasks of today are to provide medical services in the International Scientific-Clinical Centre of Oncology on the basis of cooperation with leading clinics of the world, increase of professional level of oncologists, organisation of training of clinical interns and research workers, doctor Arkadag continued his word.
Having pointed out that like in the case of construction of the International Scientific and Clinical Centre of Oncology it is necessary to carry out corresponding consultative actions with experts of IAEA with regard to equipment of the centre, Hero-Arkadag underlined importance of intensification of relations with organisations which possess a wide experience in this area.
Then, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag held a working meeting with participation of Minister of Health and Medical Industry M.Mammedov and N.Amannepesov who is responsible for the construction of the International Scientific-Clinical Centre of Oncology and in its course it was informed on the prepared program of activity in subordinated structures, increase of level of medical services rendered to the population, increase in rates of construction of the new centre and its equipment according to modern requirements.
Having noted that today in the sphere of public health services of the country large scale reforms are realised, Hero-Arkadag underlined that due work is carried out to protect the public health, prolong life expectancy and, first of all, prevent any diseases, modernise the material and technical basis of health centres.
Being guided by goals put before workers of public health services by Arkadagly Hero Serdar, representatives of the sphere should work assiduously in protection of public health and bring a worthy contribution, scientist Arkadag continued his word.
The National Leader of the Turkmen people noted that for realisation of important goals in public health services system it is necessary to pay attention to three basic areas.
In this connection, it is necessary to create the single department of date intellectual analysis in the International Scientific-Clinical Centre of Oncology, which is being built. Having underlined that this branch should meet the international requirements, involve possibilities of digital system, doctor Arkadag emphasised importance of introduction of the department of intellectual data analysis in all branches of national economy.
Secondly, for improvement of work of this department it is important to select young men and women who command digital technologies and have successfully completed higher educational institutions. They should always be in search of innovations and simultaneously combine work with science, feel and bear a big responsibility for their work, Hero-Arkadag said.
Doctor Arkadag noted that the third area consists of the fact that in selection of young people for this department it is necessary to consider knowledge of foreign languages, they should know English, German, Japanese, Chinese, Korean and Russian languages and should also be able to make correct decisions, being based on their knowledge and experience, should have all-round education and take an honest approach to their work.
As a whole, the department of intellectual data analysis should help diagnose correctly and precisely. For application of therapeutic procedures it is necessary to receive the concrete information on the disease. Reliability of the information helps organise treatment at higher level.
Further, doctor-Arkadag marked that absence of scientific activity in the system of public health services of the country, especially in researches in the field of modern science, have a crucial importance for development of intellectual property. Having focused the attention to the fact that, despite regular strengthening of the material and technical basis of the sphere of public health services, corresponding regulatory legal acts are not developed, the National Leader of the Turkmen people gave corresponding instructions in that connection.
In particular, Hero-Arkadag expressed dissatisfaction with the activity of the ministry and made a number of remarks concerning organizational work of the ministry, development of modern achievements of science and introduction of scientific achievements in the sphere of public health services, in the activity of higher educational institutions, departmental establishments, and adjustment of effective work in research centres.
Addressing the Minister of Health and Medical Industry M.Mammedov, scientist Arkadag instructed him to create the department of intellectual data analysis in the Directorate of International Medical Centres and International Scientific-Education Centre and to give particular attention to its provision with qualified specialists. Hero-Arkadag also noted importance of association of these establishments of public health services and oncological centres in velayats in the uniform intellectual network with a view of establishment continuous contact for harmonious and effective work of doctors.
It is necessary to give a great significance to the training of specialists who possess modern scientific knowledge and command innovative technologies in the International Scientific-Education Centre of the sphere of public health services and to adjustment of joint work with scientists of the Oguz Han Engineering-Technology University. Among priority goals of prevention of diseases, their analysis and definition of correct measures of treatment of revealed diseases are defined. This is the main condition of effective health services in the country.
The centre should be always in direct contact not only with medical institutions of our country, but also with leading international medical centres of the world. An important place should is given to mutual exchange of opinions, experience and joint work. One should further work on introduction of high technologies and world experience in the system of public health services, Hero-Arkadag noted, having underlined necessity of association of efforts for successful realisation of facing goals in this area.
The work of the new centre aims at effective control of oncological diseases in the country, doctor Arkadag continued his word, and the relations established in this area are defined as one of the important areas of international cooperation. Here it is necessary to give special attention to cooperation and exchange of experience with the leading international organisation in the field - IAEA. This is one of the main conditions of appropriate functioning of the new Centre.
Speaking of importance of issues of recycling of the waste materials left from work of the new centre, and safety of medical services, Hero-Arkadag underlined that appropriate conditions for doctors who will work in this area so that they could get modern advanced experience, should be created and undergo training in the leading scientific and clinical centres of the world, and gave concrete instructions to corresponding heads.
Doctor Arkadag noticed that in the northern corner of capital a modern complex of medical institutions has emerged, now the modern International Scientific-Clinical Centre of Oncology here is erected, and drew attention to necessities of adoption of corresponding measures for effective work and comfortable rest of doctors.
Doctor of Medical Sciences scientist Arkadag underlined expediency of construction of modern apartment houses, schools, kindergartens and houses of health for doctors and their families in this corner of Ashgabat and instructed corresponding authorities to study the given matter properly.
Doctor Arkadag also reminded that the President of Turkmenistan has laid a big responsibility on N.Amannepesov, considering his organising abilities and wide experience. Hero-Arkadag underlined importance of tasks set in construction of the International Scientific-Clinical Centre of Oncology and its equipment, having wished N.Amannepesov successes in their fulfilment.
N.Amannepesov expressed gratitude to Hero-Arkadag for the trust and valuable advice. He assured that he will use the best efforts for fulfilment of the goals designated in the Government program «Saglyk», developed under the leadership of scientist Arkadag and fulfilment of instructions for completion of building of the centre according to requirements and its equipment at high level.
Hero-Arkadag underlined that he is ready to arrive here at any time to discuss and give topical advice of construction of the new centre and its equipment, and said that priority issues are increase of professional level of doctors, prevention of diseases and improvement of quality of diagnostic work on a scientific basis.
Successful realisation of the goals put in this sphere has a special significance for provision of population with specialised medical services and protection of public health.
