Magtymguly Fragi - poet-thinker who has left as heritage to all humanity the remarkable poems penetrated by high spirit and morals, wisdom. Today the whole world esteems the memory of the great son of Turkmen people and draws inspiration from inspiring poems of the master of poetry. Amazing works by Magtymguly Fragi as music of humanism, patriotism, high spirit and unity, sing in the soul and heart of everyone. For this reason, the creative world of the poet-classic is highly esteemed not only by Turkmen people, but also by all people of the globe. Here again a special mention should be made of activity of the United Nations Organization, other international and regional structures, Turkmenistan and friendly countries, admirers of remarkable works  of the outstanding poet-humanist on popularisation of creativity of the outstanding poet and thinker of the East Magtymguly Fragi.

For special merits in promotion of relations with independent neutral Turkmenistan, strengthening of bonds of friendship, brotherhood and cooperation in the Era of Revival of the new epoch of the powerful state between people as well as on the occasion of the 300th anniversary of Turkmen poet-classic Magtymguly Fragi, I decide:
