In order to successfully solve the tasks outlined in the Program «Revival of the new epoch of the powerful state: National Program for the socio-economic development of Turkmenistan in 2022–2052» and «Program of the President of Turkmenistan for the socio-economic development of the country in 2022–2028», ensuring socio-economic development of the country and maintaining an active investment policy, strengthening the economic power of the country and the level of industrialization of the regions, increasing the efficiency of public investments, increasing the competitiveness of the economy, ensuring the dynamic development of all industries and services, increasing the export potential of the country, developing the digital and green economy , ensuring food security, expanding the activities of small and medium-sized businesses, further improving the social and living standards of citizens, improving social security and the employment system, the President of Turkmenistan signed a Resolution, approving the Program for the socio-economic development of Turkmenistan and investments in 2024.

Ministries, line departments, hakim of velayats, Ashgabat and Arkadag cities are instructed to ensure timely and proper implementation of the Program.

In order to successfully continue reforms in the country's agriculture, placement of agricultural crops according to their types in accordance with the soil and climatic conditions of the velayat and etrap, as well as further increasing the volume of agricultural production through scientifically based crop rotation and increasing crop yields in the Renaissance era of the new era of the powerful state, the President Turkmenistan signed the Resolution, approving the Plan for the zoning of agricultural crops by velayat in 2024.

The Ministry of Agriculture, relevant sectoral departments, as well as velayat hakim are instructed to ensure the production of a rich harvest of agricultural crops through the establishment of scientifically based crop rotation in accordance with agricultural technology standards, through the widespread introduction of advanced methods into production.

In order to further increase the volume of cotton production based on the rational use of land, water, agricultural machinery and mineral fertilizers, high-quality implementation of agrotechnical measures in the era of the Renaissance of a new era of a powerful state, the President of Turkmenistan signed a Resolution, ordering the Ministry of Agriculture, the State Concern «Türkmenpagta», the hakim of Ahal, Balkan, Dashoguz, Lebap and Mary velayat:

– ensure cotton production in Turkmenistan in the appropriate volume in 2024, organizing the work of tenants, land users and landowners at a high level;

– place cotton seeds in etrap, taking into account soil and climatic conditions in accordance with the plan approved by the Ministry of Agriculture.

Based on the conclusion of contracts with cotton producers, it is prescribed to provide them with the following deadlines in accordance with agrotechnical standards:

– State concern «Türkmenpagta» – area for cotton cultivation with sufficient volumes of high-quality cotton seeds;

– State Association «Türkmenobahyzmat» – technical services related to preparing land for sowing, sowing cotton, caring for crops and harvesting cotton;

– to the State Committee for Water Resources – appropriate volumes of irrigation water;

– To the State Concern «Türkmenhimiýa» – corresponding volumes of fertilizers.

In order to transform the country into a flourishing region, increase the beauty of its nature in the era of the Revival of the new epoch of the powerful state, as well as the successful implementation of the National Forestry Program for 2021–2025, the President of Turkmenistan signed a Resolution, ordering to ensure the planting of seedlings of deciduous, coniferous, and fruit trees in 2024 and grapes in Turkmenistan, including:

ministries and industry departments, hakim of the cities of Ashgabat and Arkadag and other institutions - 1.5 million seedlings;

velayat hakim – 1.5 million seedlings.

Ministries, industry departments, hakim of velayat, the cities of Ashgabat and Arkadag are instructed to ensure the planting of seedlings of fruit trees and grapes by variety on separately allocated land plots, watering seedlings of deciduous, coniferous, fruit trees and grapes using the drip irrigation method.

The document also orders the Ministry of Environmental Protection to provide sufficient quantities of grape seedlings and three-year-old tree seedlings to ministries, line departments, hakim of velayat, the cities of Ashgabat and Arkadag, as well as to monitor the planting and care for them.

In order to successfully solve the problems of developing the sericulture industry in the era of the Revival of the new epoch of the powerful state, as well as increasing the volume and improving the quality of produced silkworm cocoons, the President of Turkmenistan signed a Resolution, ordering the State Concern «Türkmenpagta» and the velayat hakim to ensure the production of 2 thousand 100 tons in 2024 silkworm cocoons, including in Ahal velayat - 155 tons, Balkan velayat - 25 tons, Dashoguz velayat - 500 tons, Lebap velayat - 1010 tons, Mary velayat - 410 tons.

The State Concern «Türkmenpagta» is instructed to conclude general agreements with the velayat hakim for the production of silkworm cocoons, as well as to provide velayat farmer associations, agricultural enterprises, farmsteads, tenants and landowners with the necessary volume of high-quality silkworm eggs.

The hakim of the velayat were ordered to ensure the full implementation of contractual obligations for the production of silkworm cocoons.

In order to successfully solve the tasks outlined in the «Program of the President of Turkmenistan for the socio-economic development of the country in 2022–2028», growing a rich harvest of wheat and cotton in the country, increasing the agricultural enthusiasm of farmers, and economically stimulating the hard work of agricultural producers, the President of Turkmenistan signed a Resolution, ordering, starting from the 2024 harvest, to set government purchasing prices in the amount of:

– for one ton of wheat – 2 thousand manat;

– for one ton of medium-fiber cotton from the start of the harvest to October 15 – 5 thousand manat, from the 15th October to 15th of November  – 4 thousand 770 manat, from the 15th of November to the end of the cotton harvest – 4 thousand 550 manat;

– for one ton of fine-fiber cotton from the day the harvest begins until October 15 – 6 thousand 700 manat, from the 15th of October to 15th of November  – 6 thousand 400 manat, from the 15th of November  to the end of the cotton harvest – 6 thousand 100 manat.

In order to successfully implement the «Program of the President of Turkmenistan for the socio-economic development of the country in 2022–2028», stimulate the achievement of better results in the social, economic and cultural spheres in etrap and cities, create production facilities with modern technologies in the era of the Renaissance of a new era of a powerful state, and also the execution of the Order of the President of Turkmenistan № 258 dated the 10th of February, 2023, the President of Turkmenistan signed the Order. According to the document, the Ak Bugday etrap of the Ahal velayat was declared the winner in Turkmenistan, which at the end of 2023 achieved the highest results in all indicators in the social, economic and cultural spheres among the velayat etrap and cities with the rights of etraps, as well as the etrap of the city of Ashgabat, and the hakimlik of the Ak Bugday etrap awarded a cash prize of $1 million.

The document instructs the Central Bank to allocate the above cash prize from the State Fund for the Development of the Golden Age of Turkmenistan.

In order to successfully implement the «Program of the President of Turkmenistan for the socio-economic development of the country in 2022–2028», ensure the sustainable development of the country, stimulate the creation of industries with modern technologies, as well as consistently improve the social and living conditions of the population in the era of the Renaissance of the new era of the powerful state, the President of Turkmenistan signed an Order on announcing a competition among etrap of velayat and cities with the rights of etrap, as well as etrap of the city of Ashgabat, to achieve the best results in all social, economic and cultural indicators in the velayat and the city of Ashgabat at the end of 2024.

In accordance with the document, a Commission was created to determine an etrap or city with the rights of an etrap - the winner of the competition in achieving the highest results in all social, economic and cultural indicators in the velayat and the city of Ashgabat at the end of 2024, and its composition was approved.

This Commission is instructed to establish an etrap or city with etrap rights, which in each velayat and in the city of Ashgabat will achieve the highest results in the above-announced competition, and then to determine among them the etrap or city with etrap rights, which will be recognized as the winner in Turkmenistan.

The document stipulates that a cash prize in the amount of 1 million US dollars should be awarded to the hakimlik of the etrap or city with etrap rights that became the winner in Turkmenistan in the above competition.
