The most important areas of the state policy pursued by President Serdar Berdimuhamedov, among which are the strengthening of competitive national economy, priorities of science, education and high technologies, an innovative way of development of the country and maintenance of a high level of living standards of Turkmen people, found their reflection in the events of the past week.
On November 13, the head of the state held an online working meeting where the course of seasonal agricultural activities and other relevant work in regions of the country were discussed.
The President of Turkmenistan underlined importance of solution of all the goals set for further development of agriculture and strengthening of food abundance and gave concrete instructions.
In addition to it, heads of velayat administrations were instructed to keep the quality and terms of construction of social and industrial projects planned to be commissioned into operation in the current year, under control.
On November 13, President Serdar Berdimuhamedov received newly appointed Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Iran to Turkmenistan Ali Mojtaba Rouzbehani, who handed the head of the state his credentials.
The head of Turkmenistan and the Iranian representative discussed important aspects of bilateral relations and cooperation within the framework of important international organizations, first of all, with the UN.
President Serdar Berdimuhamedov also received newly appointed Ambassador Extraordinary and Plenipotentiary of Japan to Turkmenistan Hiroshi Sasaki.
At the meeting, issues of further expansion of the fruitful dialogue in political and diplomatic, trade and economic, cultural and humanitarian spheres taking into account national interests of both countries were attached due attention.
On November 14, President Serdar Berdimuhamedov, having made a helicopter flight around the outskirts, familiarized himself with the course of work carried out at building sites in Ashgabat and Arkadag cities.
Therefore, the Stomatology Centre, International Paediatrics Centre, International Health and Rehabilitation Centre, International Scientific and Clinical Centre of Physiology and International Scientific and Clinical Centre of Oncology in Choganly residential area will supplement the list of establishments of national healthcare service. Construction of the new projects, which will be equipped with modern technologies, goes at high paces with application of advanced technologies.
The head of the state inspected a park zone and specialized facilities on its territory located in the central part of Ashgabat and instructed to keep issues of creation of all conditions for interesting pastime of residents and guests of the city, especially that of the growing generation there, under a constant control.
Developing upon topicality of target goals in the light of cultivation of professional and creative skills in the youth, the President of the country determined the place for construction of the centre for children and teenagers “Guneshli” and instructed to announce a relevant international tender.
From the board of the helicopter, the head of the state also inspected building sites of various projects in the territory of Buzmeyin etrap and was interested in the state of affairs in Parakhat residential area and course of realization of programs for improvement of living standards of population and underlined necessity of continuation of construction of social projects.
On November 16, President Serdar Berdimuhamedov made a working trip to Arkadag city where he familiarized himself with designs of a new agricultural higher educational establishment and research institutes as well as held a working meeting with heads of profile structures.
On the margins of the second turn of construction activities in the smart city, it is planned to build a complex of buildings of the Turkmen agricultural university and research institutes of grain growing and agriculture of the Ministry of Agriculture. One more institute of the same department, the research institute of cotton growing will be built in Yoloten etrap of Mary velayat.
The head of the state instructed to work upon submitted designs completely taking into account intensification of research activities and further development of structures of the agro-industrial sector as well as to hold an international tender for construction of projects.
In addition to it, Arkadagly Hero Serdar underlined importance of creation of favourable conditions for work of farmers, including by way of rise of state purchasing prices for cotton and wheat with a view of economic encouragement of agriculturists and instructed to prepare relevant proposals.
On November 16, 2023, President of Turkmenistan Serdar Berdimuhamedov received Ma Xingrui, a member of the CPC Central Committee Political Bureau, First Secretary of Party Committee of Xinjiang Uyghur Autonomous Region.
As noted, favourable conditions for the development of interstate dialogue are created by the high level of trust and friendship that has developed between the heads of the two states, as well as the similarity of views of both countries on current issues on the international agenda.
They exchanged opinions on expansion of cooperation in the “Central Asia–China” format and in this regard, they underlined that today, the legendary Great Silk Road, which centuries ago connected tens of countries with trade, information and cultural contacts, revives in the new format and facilitates the strengthening of traditional political and diplomatic, trade and economic, cultural and humanitarian relations.
The head of Turkmenistan and the member of the CPC Central Committee Political Bureau also discussed issues of development of interaction in spheres of science, education and culture.
On the same day, the delegation of PRC at the head of Ma Xingrui held a meeting with Deputy-Chairman of the Cabinet, Minister of Foreign Affairs of Turkmenistan R.Meredov. The sides discussed priority areas of strategic interstate cooperation built on the long and mutually beneficial terms.
Key goals of social and economic development of the country were considered at the next meeting of the Cabinet of Ministers, which President Serdar Berdimuhamedov held online on November 17.
Issues considered there included the legislative activity carried out according to substantive provisions of the Constitution of Turkmenistan and taking into account the priority goals defined in government programs, improvement of work of banking establishments, application of high technologies in gas producing enterprises of "Türkmengaz" State Concern as well as the course of seasonal agricultural campaigns, organizational aspects of construction of the new centre for children and teenagers “Güneşli”.
Preparation for international level events planned to hold in our country in November of the current year was informed.
It includes the international exhibition “Agro-Pack Türkmenistan – 2023”, next seventh meeting of the Intergovernmental Turkmen-Azerbaijan commission and business forum, 17th meeting of the Turkmen-Iranian joint commission on economic cooperation, International scientific-practical conference “Sustainable transport - contribution to sustainable development” as well as the first meeting of representatives of the Turkmen-Kazakhstan joint working commission for transport-transit transportation and logistics.
At the same time, representatives of Turkmenistan in the city of Dubai (United Arab Emirates) will take part in 28th Conference of the Parties to the UN Framework Convention on Climate Change (COP-28) which will run from November 30 to December 12 of the current year as well as in the Climate Change Conference of Youth (COY16), planned for November 26-28.
Achievements of students of our country, who won 8 gold, 11 silver and 6 bronze medals at the International team Olympiad in mathematics, held in the Republic of Poland with participation of representatives of 30 higher educational institutions as well as preparation for forthcoming international Olympiads among students of national and international higher education institutions, planned on the occasion of International Day of Neutrality were also informed.
The good news of election of Turkmenistan as a member of the UNESCO Intergovernmental Committee for Physical Education and Sport for 2023-2027 arrived from the headquarters of UNESCO. President Serdar Berdimuhamedov noted that this event clearly attests to the fact that the world community supports closely the foreign policy of our fatherland based on the principle of positive neutrality.
At the meeting, the head of the state signed the Resolution to approve the structure of the Academy of Civil Service under the President of Turkmenistan and procedure of admission to the Academy of Civil Service under the President of Turkmenistan.
On November 17, President Serdar Berdimuhamedov received Minister of Roads and Urban Construction of the Islamic Republic of Iran Mehrdad Bazzrpasha.
During discussion of prospects of bilateral cooperation, the head of Turkmenistan and Minister of Roads and Urban Construction of the IRI underlined that a special place is given to trade and economic relations on the agenda of interstate partnership.
The fuel and energy complex, transport-communications sphere, construction and agriculture were marked among key vectors of interaction. At the same time, intensification of contacts between representatives of the private sector was pointed out. In the given context, the role of the intergovernmental joint commission was underlined.
On November 17, President Serdar Berdimuhamedov received Minister of Energy and Infrastructure of the United Arab Emirates, Suhail Al Mazrui.
Prospects of interstate cooperation, which bears a long-term, mutually beneficial character, were discussed. It was also noted that our countries effectively co-operate in trade, economic, financial, fuel and energy, transport-communications sectors.
President Serdar Berdymuhamedov invited partners from the United Arab Emirates to an active participation in realization of large international energy projects implemented by our country.
On November 17, President Serdar Berdimuhamedov received Minister of Foreign Affairs of the Republic of Uzbekistan Bakhtiyor Saidov.
As was marked, Turkmen-Uzbek cooperation successfully develops on a wide spectrum of areas. Our countries effectively co-ordinate their actions and consolidate efforts on the international scene.
Having highly appreciated the level of trust and mutual understanding between the top management of two brotherly states, interlocutors underlined that regularly held meetings promote further expansion of multilateral cooperation.
On the agenda of multiplane partnership, a special place is given to trade and economic relations. Bilateral goods turnover displays a positive dynamics and interaction in fuel and energy, transport-logistical and agricultural sectors actively expands.
Turing to other events of the past week, we should mark that Ashgabat hosted the meeting of heads of railway departments of the participating states of the international multimodal transport and transit route of the countries of the Asia-Pacific region - China-Kyrgyzstan–Uzbekistan–Turkmenistan–Azerbaijan–Georgia– Türkiye –Europe (CASCA+).
The main topic of the meeting was the strengthening of international cooperation between logistics structures, the activation of the CASCA+ transport corridor, the exchange of experience of the participating countries in order to realize the transport potential in road, sea, and rail and air transportation.
Issues of implementation of agreements reached during the working visit of President of Turkmenistan Serdar Berdimuhamedov to Saudi Arabia in July, this year, were discussed during the online meeting of representatives of two countries.
Minister of Investment of the Kingdom of Saudi Arabia Khalid Al-Falih, who was participating in the meeting, informed on his appointment as head of the Intergovernmental Turkmen-Saudi joint commission on trade and economic cooperation from the Saudi party and invited Turkmenistan to take part as guest of honour in the International Economic Forum to be held in Saudi Arabia in December, this year.
As was informed, after the forum it is planned to hold the next seventh meeting of the Intergovernmental commission.
According to the initiative made by President Serdar Berdimuhamedov in May of this year at the first China - Central Asia Summit, the Forum of youth of countries of Central Asia and China “The new epoch of the Great Silk Road “ was held in Mary city.
The basic issues put for discussion included intensification of six-sided interaction in such topical areas as education, science, innovations, culture and art.
The 17th meeting of Turkmen-Iranian joint commission on economic cooperation was held and its agenda included further development of partnership in trade and economic, oil and gas, chemical, electric power, transport-communication spheres, rural and water economy.
Prospects of interaction in the areas of investment and business structures as well as preservation of environment, hydrometeorology, science, education, culture, public health services, mass media, sports and tourism were considered.
Following the results of the meeting, a number of documents were signed.
Issues of further trade and economic cooperation, its mutually beneficial areas, taking into account national plans for development and regional partnership, were discussed during the Turkmen-Iranian business forum.
Almost 100 companies from the Islamic Republic of Iran - manufacturers and suppliers of building materials, various equipment for food and pharmaceutical industry, road building, agriculture, oil and gas, chemical branches, transport and logistics, communication, shipbuilding and trading services displayed their goods and services at the specialized exhibition “Iran Prože” organized in the building of the Chamber of Commerce and Industry of Turkmenistan.
The 4th International Festival «Theatrical Art of the Happy Epoch» became a bright event in the cultural life of the country held in Ashgabat and Arkadag cities.
Famous groups from Azerbaijan, Kazakhstan, Kyrgyzstan, the Russian Federation, Tajikistan, Uzbekistan and Turkey presented their best works - new plays and widely famous performances, which differed with sincerity, deep originality, uniqueness of characters, adherence to eternal themes - honour and duty, love and friendship, moral purity and merits of the individual, search for the meaning of life.
On the margins of the forum, the working meeting of heads of theatre groups and workers of art, devoted to issues of development of stage art and its role in preservation of national culture, cooperation between theatres of the countries-participants of the festival took place.
Stages of Ashgabat and Turkmenabat became a venue for Days of culture of the Republic of Turkiye in Turkmenistan. On the sidelines of the cultural event, concerts of workers of culture and art and exhibition of applied art of the friendly country took place.
Thus, events of the past week once again testified to the successfulness of the policy of President Serdar Berdimuhamedov in steady expansion of economic cooperation, humanitarian relations of our country with its foreign partners for universal peace, well-being and progress.
