Today, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov held the regular meeting of the State Security Council. Its agenda included the outcome of work carried out by military and law enforcement bodies for ten months of the current year, foremost important tasks for ensuring security and peace in independent neutral fatherland, further strengthening of the material and technical basis of security forces and improvement of their activity.

B.Gundogdyev, Secretary of the State Security Council, Minister of Defence was the first to report on practical measures taken for the period under review with a view of implementation of the program for development of the armed forces, introduction of digital system in structural units and improvement of qualifications of officers. The information on the course of transfer from the armed forces to the reserve and next draft campaign of citizens of Turkmenistan to the military service was also delivered.

Joint military exercises conducted in October of the current year, which demonstrated a high professional combat skill of servicemen of all ranks and files as well as special mission units “Türkmen edermen” became a separate topic of the report. 

Having summed up the report, President Serdar Berdimuhamedov made an emphasis on importance of proper solution of foremost important tasks of the military doctrine of independent neutral Turkmenistan, which bears a completely defensive character. The head of the state instructed him to further modernize the material and technical basis of the national army.

Having marked successfulness of the past military exercises, the Supreme Commander-in-Chief of the Armed Forces of the country outlined the strengthening of personnel potential, rise of the level of theoretical and combat training of servicemen as priority goals. The activities connected with education of soldiers and cadets on the basis of military traditions of Turkmen people as well as in the spirit of patriotism and love for their fatherland, should be held constantly in the centre of attention, the President of Turkmenistan underlined and gave the Secretary of the State Security Council, Minister of Defence a number of concrete instructions.

Attorney General S.Malikgulyev reported on the outcome of work carried out by the subordinate department for the January-October period of the current year and complex measures taken to control observation of the law in all spheres. The report on results of inspections carried out at the instruction of the president for fulfilment of provisions of relevant normative legal acts was also delivered.

Having heard the report, head of the state Serdar Berdimuhamedov pointed out significance of successful fulfilment of the program of development of the given department. At the same time, Supreme Commander-in-Chief of the Armed Forces of the country added that it is necessary to ensure an active use of modern methods of work on identification, elimination and prevention of offences and their preconditions. In this connection, the Attorney General was given concrete instructions.

Minister of Interior Affairs M.Khydyrov reported on the work carried out since the beginning the year, in particular, on the course of work carried out to introduce the digital system in subordinate units and practical measures to maintain public order and observation of rules of fire safety and prevention of road traffic accidents in the capital and regions. He also informed on the conditions created for effective service and life of employees of the department as well as relevant projects commissioned into operation in the past ten months.

Having heard the report, the President of Turkmenistan underlined that one should keep under a constant control the issues connected with maintenance of order and law, prevention of road traffic accidents and observation of fire safety rules everywhere. Having stated necessity of taking measures for modernization of the material and technical basis of units of interior affairs, head of the state Serdar Berdimuhamedov gave the head of MIA a number of concrete instructions.

Chairman of the Supreme Court B.Khojamgulyev reported on results of activity of the department under his supervision for the designated period. He informed on fulfilment of the instructions given earlier by the Supreme Commander-in-Chief of the Armed Forces of the country to introduce the digital system. Having reported on the issue, connected with the strengthening of personnel potential, the head of the department submitted the draft of the document on appointment and discharge from positions of judges as well as conferment of qualification classes of consideration of the President of Turkmenistan. 

Having summed up the report, the head of the state made an emphasis on necessity of further modernization of the legal and judicial system taking into account realities of the time and advanced world practice in the given sphere. Practical measures taken in the sphere will facilitate improvement of fulfilment of functions laid upon the department, President Serdar Berdimuhamedov underlined.

Further, the Supreme Commander-in-Chief of the Armed Forces of the country signed the Decree on appointment and discharge from positions of judges of courts of Turkmenistan as well as conferment of qualification classes and gave the head of the Supreme Court a number of concrete instructions.

Then, Minster of National Security N.Atagarayev reported on the work carried out for the reporting period and realization of the relevant program of development. Measures carried out to maintain the favourable social climate and apply advanced technical means in subdivisions became a separate topic of the report. 

Having heard the report, the head of Turkmenistan drew the attention to priority areas of activity of MNS, among which, a special place is given to security of Turkmen nationals and society, strengthening of sovereignty, constitutional system and territorial integrity. Having marked importance of coordinated interaction with other law enforcement bodies for fulfilment of given tasks, the Supreme Commander-in-Chief of the Armed Forces of the country gave the head of the ministry relevant instructions.

Head of the State Border Service Ya.Nuryev reported on the outcome of work carried out for ten months of the current year. As he informed, complex measures are taken for reliable defence of state borders of the fatherland, modernization of border units, creation of proper conditions for fruitful work and life of soldiers and officers.

Emphasizing on a significance mission performed by the department, President Serdar Berdimuhamedov noted priority of issues to ensure inviolability of sacred borders of the fatherland, which serve as borders of friendship and brotherhood with all neighbouring countries. The Supreme Commander-in-Chief of the Armed Forces of the country outlined the strengthening of the material and technical basis of subordinate units, application of modern methods in training of highly qualified personnel as key areas of its activity. In this connection, he gave the head of the Service concrete instructions.

Minister of Adalat M.Taganov reported on the results of work carried out the January-October period of 2023, fulfilment of instructions of the head of Turkmenistan, development of proposals on improvement of the national legislative basis. Introduction of the digital system, organization of measures with a view of providing legal aid to citizens became separate topics of the report.

Having heard the report, the head of the state noted that it is necessary to carry out monitoring of the legal acts in force on a constant basis and to introduce corrective amendments in them according to realities of the time. Having drawn the attention to necessities of adoption of measures to increase legal awareness of Turkmen nationals, President Serdar Berdimuhamedov gave the minister concrete instructions.

Chairman of the State Customs Service M.Khudaykuliyev, who spoke then, reported on results of the work carried out from the beginning of the year, practical steps on optimization of growing goods traffic. He also informed on the course of implementation of the program of development of the department, special courses organized for improvement of qualifications of employees.

In recent years, the geostrategic role of Turkmenistan as a key link of the international transport-transit corridors on the Eurasian continent has increased, the Supreme Commander-in-Chief of the Armed Forces of the country said. Thereupon, it is necessary to hold under a strict control observance of requirements for movement of the goods and vehicles through customs borders, including registration of procedures according to operating international rules and norms of the corresponding national legislation, President Serdar Berdimuhamedov underlined and gave the head of the Service concrete instructions.

Further, head of the State Migration Service A.Sazakov reported on results of work of subordinate structures for the considered period and the course of implementation of the program of development of the given structure, professional training, use of digital system and advanced practice in the daily activity in this sphere.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country underlined necessity of more active application of modern technologies and special programs to increase efficiency of migration procedures. He also instructed the head of the Service to hold improvement of professional skill of employees and accurate performance of the tasks set before them in the centre of constant attention.

Summing up the meeting, President Serdar Berdimuhamedov underlined that Turkmenistan committed to its legal status of permanent neutrality, supports friendly, good-neighbourhood relations with the states and nations of the world. The military doctrine of our fatherland, which bears a strictly defensive character, is based on these principles.

As the head of the state marked, complex measures will be further taken to improve the structure and activity of military and law enforcement bodies, to strengthen defensibility of our native land, to improve conditions of service and life of servicemen and members of their families.

At the meeting of the State Security Council, other issues, on which corresponding decisions had been made, were also considered.

At the end of the meeting, President of Turkmenistan, Supreme Commander- in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov wished its participants sound health, well-being and great successes in their responsible service for peace and happy life of our people.
