Today, in the Centre of public organisations the first meeting of the Mejlis of Turkmenistan of the seventh convocation with participation of President Serdar Berdimuhamedov, in the course of which a new administrative board of the national parliament was elected, took place and priority issues that the deputy corps faces, were also outlined.
Early in the morning, the head of the state from the Oguzhan palace complex walked to the building of the Centre of public organisations.
On his way Secretary of the State Security Council, Minister of Defence B.Gundogdyev reported the Supreme Commander-in-Chief of the Armed Forces of the country on the state of affairs in subordinate structures and the work carried out by military and law enforcement bodies.
Having accepted the report, the head of the state underlined that it is necessary to keep issues of strengthening of material basis of security departments of the country, improvement of conditions of service and life of military men under a constant control. Thereupon, concrete instructions were given to the Secretary of the State Security Council, Minister of Defence.
Having continued his way with his colleagues, President Serdar Berdimuhamedov with satisfaction noted that the political event - elections of deputies of the Mejlis, members of the Khalk Maslakhaty and Gengeshes for velayats, etraps and cities significant in the life of the country were held at a high organizational level. The head of the state emphasised importance of conduction of joint work of members of the parliament with representatives of corresponding structures for the purpose of further improvement of legislation and explanation of provisions of adopted legal acts among population.
For participation in the meeting of the Mejlis in the conference hall of the Centre of public organisations deputies of the sixth and seventh convocations, deputy-chairmen of the Cabinet, heads of ministries and sectoral departments, representatives of political parties, public organisations, mass media, the Central Commission for Holding Elections and Referendums in Turkmenistan and others gathered.
Having greeted participants of the meeting, the head of the state pointed out that, as known, on March 26, of the current year elections of deputies of the Mejlis of Turkmenistan, members of the Khalk Maslakhaty and Gengeshes for velayats, etraps and cities, which become a significant event in the political life of our fatherland took taken place. In the elections held on the basis of democratic principles citizens of the country displayed a high activity.
After approval of the agenda of the meeting, the floor was given to Chairman of the Central Commission for Holding Elections and Referendums in Turkmenistan G.Myradov, who reported on results of the nationwide voting.
As was informed, elections of deputies of the Mejlis of Turkmenistan of the seventh convocation were held according to the Constitution of Turkmenistan, national legislation and standard norms of international law, in the atmosphere of openness, on an alternative basis and according to democratic principles.
During the election campaign, there were created following constituencies and polling stations: for the purpose of nomination of candidates - 125 electoral districts; for voting - 2644 polling stations in the country, at diplomatic representatives and consular offices of Turkmenistan abroad - 42 polling stations.
By elections of deputies of the Mejlis 258 candidates, in particular, from political parties - 175 persons, from groups of citizens - 83 persons were registered.
For conduction of propaganda activity for all nominees, equal possibilities were created. On television, 258 appearances were organised. The data of candidates were published in newspapers, more than 700 meetings with voters were held.
In the online mode, broadcasting of voting procedure from 240 polling stations was conducted.
The head of the Central Elections Commission also informed that over the election campaign about 3000 national observers, 60 international observers from the Commonwealth of Independent States, Organizations for Security and Cooperation in Europe, Organization of Turkic states, the Shanghai Cooperation Organisation, Islamic Cooperation Organization and 32 foreign diplomats working in Turkmenistan monitored.
As was informed, citizens of the country took an active part in the event. In total, all over Turkmenistan from 3 million 496 thousand 368 voters 3 million 185 thousand 935 people that is 91, 12 percent from the total number, voted.
To deputies of the Mejlis of Turkmenistan 125 persons, including from the Democratic Party - 65 (52 percent), from Party of Industrialists and Entrepreneurs - 18 (14,5 percent), from the Agrarian Party - 24 (19 percent), from groups of citizens - 18 (14,5 percent) were elected.
25,60 percent of elected people make up women, 99 percent - with higher education. From them about 10 percent - citizens under 30 and 40,80 percent under 40 years.
45 percent of the elected deputies - workers of research and education institutions, political organisations, 11 percent - public health services, more than 6 percent - financial and economic complex, 5 percent - social security, 4 percent - agricultural branch and other spheres.
At the meeting of the Central Elections Commission, which took place on March 29 of the current year the voting was summed up and recognised that elections had been held according to the Constitution of Turkmenistan and Electoral Code of Turkmenistan.
Addressing to the gathered, President Serdar Berdimuhamedov marked that, apparently from the report of the Chairman of the Central Elections Commission, according to results of the elections held on March, 26, 2023 125 deputies of the Mejlis of Turkmenistan were elected. Elections of national members of the parliament were held according to the electoral legislation of the country.
As the head of the state pointed out, according to article 3 of the Law of Turkmenistan “On Mejlis of Turkmenistan”, mandates of deputies of the new convocation are confirmed at the first meeting of the Mejlis. The corresponding resolution is adopted by Credentials Committee, the President of the country said, having noted that in this connection it is necessary to elect it by voting.
The meeting proceeded by the report of Chairman of the Credentials Committee, deputy of the Mejlis B.Seyilov, who informed that elections of deputies of the Mejlis, which were held in the year “The Happy Youth with Arkadag Serdar” of the Era of Revival of the New Epoch of the Powerful State according to provisions of national legislation and standard norms of international law, became the next vivid example of triumph of democracy in our country. On the election day, a high activity of citizens was marked.
According to results of elections by the Central Elections Commission, 125 deputies of the Mejlis of Turkmenistan were registered. As was informed, among members of the parliament of new structure - workers of industrial and construction and transport-communication sectors, agriculture, workers of scientific and education institutions, culture and art, health, social security, financial and economic complex and other branches. From newly elected deputies 32 are women and it makes up 25,60 percent from the total number. The information on age categories of deputies also sounded.
Summing up the speech, the Chairman of the Credentials Committee informed that mandates of 125 elected deputies are recognised. On the basis of the aforesaid and according to article 80 of the Constitution of Turkmenistan and article 8 of the Law of Turkmenistan “On Mejlis of Turkmenistan”, the draft of the Resolution of the Mejlis of Turkmenistan on recognition of mandates of deputies of the national parliament was prepared.
Members of the parliament unanimously accepted the submitted document.
Continuing the meeting, President Serdar Berdimuhamedov warmly congratulated newly elected deputies on their success in the elections, having wished them to justify trust of their voters and deserve a great prestige.
Then the floor was given to head of deputies of the sixth convocation G.Mammedova who, having expressed deep gratitude to the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan and also President Serdar Berdimuhamedov for the given all-round support, created conditions and possibilities for fulfilment of tasks set before deputies of the sixth convocation, assured that, using all knowledge and experience, will work henceforth for the sake of prosperity of our native fatherland.
Further, President Serdar Berdimuhamedov underlined that according to article 80 of the Constitution of Turkmenistan and article 8 of the Law of Turkmenistan “On Mejlis of Turkmenistan” from the structure of deputies it is necessary to elect the head of the national parliament, his assistant and to set up committees of the Mejlis and to elect their heads.
First of all, the issue on election of the chairman of the Mejlis, who according to provisions of legislation is elected by secret ballot, was put forward.
Deputy from election district № 47 “Nowruz” of Dashoguz velayat M.Otuzov on behalf of deputies proposed for the post of the head of the Mejlis of Turkmenistan deputy from election district № 5 “Parahatçylyk” of Ashgabat city D.Gulmanova.
For elections, President Serdar Berdymuhamedov proposed to elect members of the Counting Committee.
Having familiarised with the proposed structure, members of the national parliament accepted a corresponding decision.
Then, a thirty-minute break was announced for ballot. Procedure of elections was held in the especially designated place and equipped with booths in the Centre of public organisations.
Further, the meeting proceeded with the report of Chairman of the Counting Committee, deputy G.Ashyrov on results of voting. As was informed, by results of counting of votes D.Gulmanova was unanimously elected Chairman of the Mejlis of the seventh convocation.
Deputies unanimously approved the report of Chairman of the Counting Committee and the minutes of the Committee were confirmed.
The President of the country signs the Law of Turkmenistan on election of D.Gulmanova to the post of Chairwoman of the national parliament.
Having warmly congratulated on election of Chairwoman of the Mejlis, President Serdar Berdimuhamedov wished D.Gulmanov big successes in her work.
Further, in the meeting the head of the state announced election of Deputy-Chairman of the Mejlis.
On the given issue deputy from election district № 10 “Arçabil” of Ashgabat city S.Durdyev, who informed that members of the national parliament nominate for this post deputy from election district № 77 “Farap” of Lebap velayat G.Rozyev.
Then voting by show of hands took place.
The President of the country signed the Law of Turkmenistan on election of G.Rozyev as Deputy-Chairman of the Mejlis of Turkmenistan, having wished him successes in his work.
President Serdar Berdimuhamedov noted that in connection with the work which the national parliament should carry out, it is proposed to set up eight committees in the Mejlis: on protection of human rights and freedoms; legislation and its norms; economic issues; social policy; science, education, culture and youth policy; preservation of environment, wildlife management and agriculture; international and inter-parliamentary relations; work with bodies of local government bodies and self-governing.
By unanimous approval of deputies, the resolution on creation of committees of the parliament was accepted.
At the proposal of President Serdar Berdimuhamedov, the issue on election of heads of basic structural divisions of the Mejlis of the country was considered.
On behalf of members of the national parliament to the post of chairman of the Committee for protection of human rights and freedoms deputy from election district № 69 “Daşoguz” of Dashoguz velayat S.Gayipov proposed deputy from election district № 104 “Peşanaly” of Mary velayat Yu.Eshaev.
Deputy from election district № 38 “Esenguly” of Balkan velayat M.Geldimammedov to the post of chairman of the Committee for legislation and its norms proposed deputy from election district № 9 “Älem” of Ashgabat city B.Baylyev.
To the post of chairman of the committee for economic issues deputy from election district № 97 “Mary” of Mary velayat M.Orazmeredov proposed deputy from election district № 7 “Güneş” of Ashgabat city G.Agayev.
Deputy from election district № 35 “Awaza” of Balkan velayat E.Matdyev who spoke then, to the post of chairman of the committee for social policy proposed deputy from election district № 22 “Änew” of Akhal velayat A.Sarjayev.
Deputy from election district № 11 “Bagtyýarlyk” of Ashgabat city B.Myradova proposed to the post of chairman of the committee for science, education, culture and youth policy deputy from election district № 79 “Darganata” of Lebap velayat B.Seyidov.
To the post of chairman of the committee for preservation of environment, wildlife management and agriculture deputy from election district № 84 “Saýat” of Lebap velayat Ch.Akyeva proposed deputy from election district № 6 “Köpetdag” of Ashgabat city Ch.Babanyazov.
Then deputy from election district № 26 “Tejen” of Akhal velayat E.Atayeva proposed to the post of chairman of the committee for international and inter-parliamentary relations deputy from election district № 2 “Bitaraplyk” of Ashgabat city B.Muhamedov.
Deputy from election district № 62 “S.Rozmetow” of Dashoguz velayat K.Nepesov proposed to elect chairman of the committee for work with bodies of local authorities and self-governing bodies deputy from election district № 18 “Bäherden” of Akhal velayat M.Gurbanov.
By results of voting, the proposed nominees were elected by heads of above-named committees. Resolutions of the Mejlis of Turkmenistan on these issues were unanimously accepted.
Then, the meeting proceeded with the speech of President Serdar Berdimuhamedov.
The speech of President Serdar Berdymuhamedov was listened to with huge enthusiasm and repeatedly interrupted by a storm of applause.
By that, the first meeting of the Mejlis (Parliament) of Turkmenistan of the seventh convocation declared closed.
The National anthem of Turkmenistan became its finale.
Having said goodbye to the gathered, the head of the state left the place.

Today the meeting devoted to results of the first meeting of the Mejlis of Turkmenistan of the seventh convocation also took place. As speakers marked, elections of deputies of the Mejlis of Turkmenistan, members of the Khalk Maslakhaty and gengeshes for velayats, etraps and cities, which were held on March 26, 2023, became an acknowledgement of high civil activity in realisation of large scale transformations developed in the country.
President Serdar Berdimuhamedov in his keynote speech defined specific targets of activity of deputies for the near future on further perfection of legislation, strengthening of legal basis of realised national programs.
Participants of the meeting especially noted that the majority of the elected deputies of the Mejlis of Turkmenistan are representatives of the younger generation. It testifies that in our country, the state youth policy is successfully realised, necessary conditions and guarantees for self-affirmation of youth in society, its participations in realisation of important political, economic, social reforms are created.
For solution of issues outlined in the deeply substantial speech of the President of the country, the Mejlis of Turkmenistan will carry out necessary work to ensure legislative and legal support of purposes of the Program “Revival of the New Epoch of the Powerful State: National socio-economic development program of Turkmenistan for 2022–2052”.
At the end of the meeting deputies of the Mejlis of Turkmenistan assured that they will selflessly work to justify high trust and make all out efforts for the sake of implementation of high ideas of the Era of Revival of the New Epoch of the Powerful State.
