In connection with the construction and commissioning of a complex of large modern facilities and buildings for social and industrial purposes in the context of the systematic development of the fields of architecture, industry and road construction of the country and in order to increase the resistance of buildings to the effects of natural disasters and in emergency situations, to prevent the occurrence of of similar situations, as well as the training of military specialists with higher education in the field of civil defense, the President of Turkmenistan, the Supreme Commander of the Armed Forces of the country Serdar Berdimuhamedov signed the Decree, prescribing to:

- open a faculty of civil defense, departments of civil defense in construction work, safety of the chemical industry within the established staffing table of the Ministry of Defense at the Turkmen State Institute of Architecture and Construction;

- for Ministry of Defense, together with the Ministry of Education, prepare and approve the Regulations on the above-mentioned faculty in the prescribed manner.

According to the document, the admission of students to the faculty of civil defense of the Turkmen State Institute of Architecture and Civil Engineering is prescribed to start from the 2023-2024 academic year.

The document also instructs the Ministry of Education and the Ministry of Defense, together with the Ministry of Adalat, to prepare and submit proposals to the Cabinet of Ministers on introducing amendments and additions to the legislation of Turkmenistan arising from this Resolution within a month.
