Today, President Serdar Berdimuhamedov held the first meeting of the Cabinet of Ministers via digital system in the New Year of 2023, proclaimed in our country as the year “Happy youth with Arkadag Serdar”, at which drafts of a number of documents and other issues of the life of the state were considered.
Turning to the agenda, the head of Turkmenistan gave the floor to the Chairwoman of the Mejlis, Milli Gengesh G. Mammedova, who informed about the development of new laws, amendments and additions to existing legislative acts.
As noted, this work is being carried out in accordance with the development of the state in a new historical era on the basis of the Constitution of Turkmenistan and taking into account the best world experience in lawmaking.
Currently, the preparation of legal documents arising from the Law of Turkmenistan “On State Youth Policy” and aimed at patriotic upbringing, education, physical training of young people, the implementation of their creative abilities and entrepreneurial initiatives.
At the Center for Public Organizations of Turkmenistan, with the participation of members of the Milli Gengesh, representatives of large public associations, a solemn meeting was held dedicated to naming the new modern administrative center of the Akhal velayat “City of Arkadag of the Akhal velayat”, as well as the announcement of the motto of 2023 “Happy youth with Arkadag Serdar”. Also, activities are carried out in a planned manner to promote the political and social significance of the motto of the year.
Deputy Chairman of the Halk Maslakhaty Milli Gengesh K. Babayev informed about the ongoing legislative activities.
As noted, the Chairman of the Halk Maslakhaty of Milli Gengesh Gurbanguly Berdimuhamedov constantly monitors the implementation of a large-scale project - the construction of the city of Arkadag, Akhal velayat. On December 24, 2022, the Hero-Arkadag visited the new administrative center of the region and, having familiarized himself with the project for the second stage of the construction of the city, blessed the start of the work envisaged within its framework. Also, the Chairman of the Halk Maslakhaty held a meeting with the relevant leaders and gave them valuable advice and recommendations.
The motto proclaimed by the President of Turkmenistan “Motherland is Motherland only with the people!” gave a new impetus to large-scale reforms and socio-economic development of the country in the Epoch of the Revival of the new era of powerful state. The main goal of these transformations, reflecting the content of state policy, is aimed at realizing the abilities of every citizen of the country, the well-being of the people, and strengthening the intellectual potential of society.
Members of the Halk Maslakhaty take an active part in activities to promote and explain the significance of significant events in the life of the country, including those related to the proclamation of the motto of 2023 “Happy youth with Arkadag Serdar” and the approval of its emblem.
Further, Deputy Chairman of the Cabinet of Ministers Kh. Geldimyradov reported on the preparation of draft work plans for 2023 for the economic and banking and financial complex.
It was noted that the plans, taking into account the instructions for each complex, provide for measures to ensure the intensive development and modernization of the national economy, reform industries and fully utilize their production capacities, the widespread introduction of digital technologies, and further active implementation of investment policy.
Summing up the report, President Serdar Berdimuhamedov emphasized the importance of a systematic and thoughtful approach to solving the tasks set for the innovative development of the national economic complex based on the ongoing reforms, as well as the introduction of market economy mechanisms, giving the Deputy Prime Minister relevant instructions.
Deputy Chairman of the Cabinet of Ministers Sh. Abdrakhmanov reported on the work to further improve the activities of the oil and gas complex.
In order to ensure uninterrupted supply of the necessary volumes of oil products, the State Concern “Turkmennebit” takes effective measures, in particular, controls the acceptance, storage, release, transportation and consumption of oil products by domestic consumers.
After listening to the report, the President of Turkmenistan noted the importance of providing a comprehensive, scientifically based approach to the study, effective and rational use of the rich natural hydrocarbon resources of the country, having addressed the Vice-premier with specific instructions.
The Deputy Prime Minister also reported on the ongoing work to develop the Çelekenýan gümmez structure, which is part of the Çeleken contract area.
As noted, the development of the domestic fuel and energy complex is carried out due to the accelerated development of oil and gas fields, as well as the drilling of new wells, which contributes to a significant increase in crude oil production. In this regard, it is planned to attract large specialized companies interested in participating in ongoing industry projects.
After listening to the report, President Serdar Berdimuhamedov emphasized the importance of a new development of determining the reserves of oil fields for further increasing the potential of the fuel and energy complex, which is one of the main sectors of the economy, and in this regard, he addressed the Vice-premier with specific instructions.
Then Deputy Chairman of the Cabinet of Ministers A. Yazmyradov reported on the implementation of comprehensive work on water supply and rational use of water resources.
It was noted that in order to fulfill the tasks set by the head of state for the further development of water management, appropriate measures are being taken to improve the reclamation state of agricultural land, create additional water reserves by increasing the volume of existing reservoirs. Steps are being taken to ensure uninterrupted water supply to all sectors of the economy.
In this context, the Deputy Prime Minister submitted for consideration by the head of state a draft order on approving water use limits in 2023 for the velayats and etraps of the country based on all water sources.
After listening to the report, President Serdar Berdimuhamedov emphasized that among the key aspects of the state socio-economic policy is the rational use of water resources as the most important factor in the dynamic development of the agro-industrial complex and other industries.
Noting the need for a responsible approach to the issues of rational water use, the head of Turkmenistan signed the relevant Order and sent it to the Deputy Prime Minister on the digital system, and also addressed the relevant instructions on the implementation of the tasks arising from this document.
The Deputy Prime Minister also reported on the measures taken to reconstruct the race track of the Dashoguz equestrian complex of the State Association “Turkmen atlary”.
Summing up the report, the President of Turkmenistan noted that our country, the homeland of the world-famous Akhal-Teke horses, pays great attention at the state level to the development of the horse breeding industry and the modernization of its infrastructure. Emphasizing the importance of actively using the experience of our people in this direction, as well as advanced scientific achievements in the further development of this area, the head of state addressed the Vice-premier with specific instructions.
Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on the work to increase the production capacities of enterprises of the Ministry of Industry and Construction Production.
As noted, in accordance with the tasks set to provide various sectors of the national economy and ongoing large-scale construction projects with high-quality building materials, appropriate measures are being taken to ensure the smooth functioning of all subordinate enterprises and improve their material and technical base.
In this regard, the Deputy Prime Minister submitted a draft of the relevant document for consideration by the head of state.
After listening to the report, President Serdar Berdimuhamedov once again drew attention to the need to diversify the national economy, including through a steady increase in the production capacities of existing enterprises in the industry.
Having signed the relevant document, the head of state instructed the vice-premier to continue relevant work in this direction.
Then Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the activities in the supervised structures, in particular, in the field of trade and foreign economic relations.
In this regard, in accordance with the Law of Turkmenistan “On tenders for the supply of goods, performance of work, provision of services for state needs”, the Ministry of Trade and Foreign Economic Relations carried out the relevant work.
After listening to the report, President Serdar Berdimuhamedov stressed that the priority tasks of the trade complex are the development of international trade and economic relations, increasing the production of import-substituting products, expanding the range of competitive goods produced, and gave the Deputy Prime Minister relevant instructions.
Further, the Deputy Chairman of the Cabinet of Ministers submitted a draft Resolution on the sale of cotton products to the Ministry of Textile Industry for consideration by the head of state.
President Serdar Berdimuhamedov noted that the textile industry, thanks to its huge resource potential, has become an example of the dynamic development of the processing sector of the economy of Turkmenistan. The production base of the industry is being consistently modernized, and the range of high-quality finished products is steadily expanding. In this regard, the top priority is to provide textile enterprises with various types of cotton fiber for industrial processing in sufficient volume, the head of state pointed out, having given instructions to the vice-premier on this matter.
Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the draft Resolution “On issues of holding celebrations and events in connection with the proclamation of the city of Anau as the cultural capital of the Turkic world in 2024.”
It was reported that in connection with this significant event, the relevant ministries and departments, the hyakimliks of the velayats and the city of Ashgabat, together with the international organization TURKSOY, are planning to hold a number of solemn ceremonies and events.
After listening to the report, President Serdar Berdimuhamedov emphasized the importance of the celebrations in honor of the status of the cultural capital of the Turkic world delegated to the city of Anau in 2024.
The richest historical and cultural heritage of the Turkmen people, one of the evidences of which is the monuments of Anau, the archaeological discoveries made here, deserves wide popularization and further in-depth scientific study, the head of state said.
Having signed the relevant document, the President of the country sent it to the Deputy Prime Minister for the digital system, giving specific instructions in this regard.
Then, Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the issues of admission in 2023 to graduate school, doctoral studies and clinical residency, as well as to the competition for academic degrees.
As you know, in the era of the Renaissance of the new era of a powerful state, special attention is paid to the development of the scientific system at the state level, the training of scientists and highly qualified specialists in priority areas of science.
In 2023, held under the motto “Happy youth with Arkadag Serdar”, taking into account the proposals of ministries, departments, scientific institutions and higher educational institutions, admission of candidates for postgraduate and doctoral studies at research institutions and universities of the country, as well as for clinical residency and for academic degrees.
After listening to the report, President Serdar Berdimuhamedov emphasized the importance attached to the steady development of the scientific and educational sphere and the training of young scientists specializing in various fields of science.
As part of the work to strengthen the scientific and intellectual potential of the country, priority should be given to training specialists who are fluent in innovative technologies, as well as conducting fundamental and applied scientific research in the areas of science and technology that are most in demand in modern conditions, the head of state noted and addressed the vice-premier with a number of instructions on this matter.
Then the Deputy Prime Minister reported on the 10th Turkmen-German Forum scheduled for January 26-27 this year via teleconference at the International Educational and Scientific Center.
The forum will also be attended by specialists from the State Medical University of Turkmenistan named after Myrat Garryev and velayat healthcare institutions.
Summing up the report, the President of the country noted the importance of further deepening international cooperation with the world's leading medical centers, including Germany.
All these years, the forum, initiated by the Hero-Arkadag Gurbanguly Berdimuhamedov, allows successfully developing partnerships between Turkmen and German colleagues, developing joint projects to modernize the health care system of Turkmenistan, introduce advanced technologies and equipment, train scientific personnel and highly qualified specialists, the head noted. of the State and instructed the Deputy Prime Minister to ensure a high level of this event.
Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R.Meredov reported on the work being done to prepare for the forthcoming state visit of the President of Turkmenistan to the People's Republic of China.
As noted, the development of mutually beneficial cooperation with the states of the world, including the Asian region, is one of the main directions of the foreign policy of our country. China occupies a special place in this series, diplomatic relations with which were established in January 1992.
Turkmenistan and China are actively cooperating within the framework of major international organizations, primarily the UN and others.
A program has been prepared for the upcoming state visit of President Serdar Berdimuhamedov to China, during which the signing of a package of bilateral documents is envisaged.

Focusing on the importance of the upcoming high-level talks in Beijing, designed to give a powerful new impetus to the further development of the multifaceted Turkmen-Chinese partnership, President Serdar Berdimuhamedov gave the Vice-premier relevant instructions.
General Director of the Agency for Transport and Communications under the Cabinet of Ministers of Turkmenistan M. Chakiev reported that within the framework of social and economic reforms, work is being carried out to bring the normative documents of the country's transport and communication complex in line with the requirements of the time.
As noted, in the Epoch of the Revival of the new era of powerful state, systematic measures are being taken to ensure legal regulation in this area in order to modernize the activities of subordinate structures.
After listening to the report, President Serdar Berdimuhamedov focused on the importance of strengthening the legal base of the transport complex, emphasizing the need to take consistent steps to improve the efficiency of transport structures, giving a number of instructions to the head of the Agency in this regard.
During the meeting, a number of other topical issues of state life were also considered, on which appropriate decisions were made.
