Strategic partnership for the sake of global peace, progress and prosperity

The events of the past week have become yet another evidence of the effectiveness of the large-scale socially oriented policy pursued under the leadership of President Serdar Berdimuhamedov in accordance with the principle "The state is for the people!"

On October 3, President Serdar Berdimuhamedov held a working meeting via the digital system, which reviewed the state of affairs in the agro-industrial complex, as well as the progress of seasonal field work.

At present, all measures are being taken in the regions of the country to speed up the pace of the cotton harvest, harvest "white gold" without losses, as well as the uninterrupted operation of cotton gins and collection points, combines and other equipment.

In sowing wheat, agricultural machinery works without failures, in the fields where seedlings have already appeared, they are irrigated.

Work continues on caring for winter potatoes, vegetables and other crops, and on timely harvesting of grown crops. According to the norms of agricultural technology, in the Balkan and Mary velayats, sugar beet crops are cared for. On rice plantations of Dashoguz and Lebap velayats, preparations are underway for the harvesting campaign.

The head of state noted that the work carried out in the structures of the agro-industrial complex must meet the requirements of the time. Great importance should be attached to ensuring food abundance, caring for crops in the fields in compliance with agrotechnical requirements.

The President of Turkmenistan gave specific instructions related to accelerating the pace of harvesting cotton and sowing wheat, ensuring the coordinated work of the relevant structures, as well as actively introducing the achievements of modern science and innovative methods into production.

On October 5, the President of Turkmenistan, Supreme Commander of the Armed Forces of the country Serdar Berdimuhamedov held a regular meeting of the State Security Council, at which the results of the activities of the military and law enforcement agencies for nine months of this year were summed up.


During the meeting, the main directions of the peaceful military-political strategy of our state for the near future were outlined, including the implementation of the Program for the Development of the Armed Forces for 2022-2028, preparation for military training and tactical events, modernization of all branches of the National Army and law enforcement agencies through wide introduction of advanced world experience and modern technologies, training of qualified specialists, development of the judicial system, increasing the professionalism of employees, improving the conditions of service and life of military personnel.

The Supreme Commander-in-Chief of the Armed Forces of the country noted the importance of coordinated activities of military and law enforcement agencies in order to successfully solve the tasks of the defensive Military Doctrine of independent neutral Turkmenistan, ensure the protection of the constitutional order and territorial integrity of the state, peace and tranquility in society.

Particular emphasis was placed on the need to organize educational work among young soldiers and cadets based on the military traditions of the Turkmen people, as well as in the spirit of boundless love for the Motherland.

At the same time, instructions were given to strengthen prosecutorial checks of the impeccable execution of regulatory legal acts by state authorities, local executive authorities and self-government, institutions, public associations.

The Supreme Commander-in-Chief of the Armed Forces of the country emphasized the importance of strict control over the maintenance of law and order, compliance with fire safety rules, optimization of traffic flow on the highways of the capital and velayats.

Speaking about the need to apply effective forms and methods to counter the challenges and threats of modernity, increase professionalism and improve the political training of employees, the head of state stressed that the activities carried out in this direction must comply with the norms of the law.

President Serdar Berdimuhamedov noted the importance of the ongoing work to protect the territorial integrity of Turkmenistan, strengthen good neighborly, mutually trusting interstate relations, and implement a peaceful foreign policy.


The promising vectors of activity includeconsistent implementation of a unified state policy in the field of rule-making and law enforcement practice. In addition, emphasis was placed on the need for effective coordination of measures in the field of legal education aimed at increasing the legal awareness and legal culture of the Turkmen people.


It was also noted that large-scale work will be continued to systematically improve the social and working conditions of military personnel and members of their families.


On October 6, on the occasion of the Day of Remembrance of the victims of the Ashgabat earthquake of 1948, as well as the heroes who fell on the battlefields of all wars, President Serdar Berdimuhamedov took part in the ceremony of laying flowers at the Halk hakydasy Memorial Complex at the majestic monuments “Ruhy tagzym, Milletiň ogullary” and “Baky şöhrat”.


In accordance with national traditions, a sadaqa was given in memory of the untimely departed, at the end of which the head of state said: “May peace, unity and prosperity always reign in the Turkmen land!”.


On October 7, President Serdar Berdimuhamedov paid a working visit to the city of St. Petersburg of the Russian Federation, where he took part in an informal meeting of the heads of state of the Commonwealth of Independent States.


Being, in accordance with its neutral status, an associate member of the CIS, Turkmenistan takes an active position in the development of fruitful cooperation in the Commonwealth space, taking into account the existing solid potential. With the CIS states, our country is united by traditional ties of friendship and good neighborliness, close historical and cultural ties, which serves as a solid foundation for deepening mutually beneficial cooperation and enriching its content.


The President of the Republic of Azerbaijan Ilham Aliyev, the President of the Republic of Belarus Alexander Lukashenko, the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, the President of the Republic of Tajikistan Emomali Rahmon, the President of the Republic of Uzbekistan Shavkat Mirziyoyev and the Prime Minister of the Republic of Armenia Nikol Pashinyan also took part in the summit meeting.


In his speech, the President of the Russian Federation Vladimir Putin noted that the current meeting would provide an opportunity in a friendly atmosphere to exchange views on topical issues of cooperation in its priority vectors, to “synchronize watches” before the annual full-format meeting of the Council of CIS Heads of State next week in Astana.


In recent years, Turkmenistan has also repeatedly become a venue for important meetings, fora and various events under the auspices of the CIS. In an effort to fully contribute to building up effective cooperation, our country regularly puts forward specific proposals aimed at developing new relevant forms of partnership and implementing promising joint projects.


Thus, at the Commonwealth Summit held in Ashgabat in October 2019, in which our country chaired the CIS, the Declaration on Strategic Economic Cooperation of the CIS Member States, initiated by the Hero-Arkadag, was unanimously approved and adopted. It is on the key principles of this document that the CIS Economic Development Strategy until 2030 is based, which specifies the main areas of partnership with a long-term perspective.


In view of the existing potential of the Commonwealth States, united by geography, historically established ties, the priority areas here are transport, communications and logistics, energy, industry, and infrastructure. Great opportunities also exist for intensifying investment activity, further increasing mutual trade turnover, expanding its product range.


Along with this, an integral part of the partnership is invariably interaction in the fields of science and education, culture and art, youth policy, healthcare and ecology.


The deepening of contacts in the area of introducing advanced technologies is also seen as particularly relevant.


In the context of partnership in the CIS format, Turkmenistan also stands for the stimulation and intensification of ties through parliaments, the active use of the experience of the Inter-Parliamentary Assembly of the Commonwealth for these purposes.


The informal CIS Summit held in St. Petersburg again clearly demonstrated the commitment of neutral Turkmenistan to a fruitful dialogue in the Commonwealth space, also confirming the intention of the countries participating in the meeting to further strengthen and develop mutually beneficial cooperation across its entire spectrum.


On October 5, the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan, Gurbanguly Berdimuhamedov, made a working trip to Akhal velayat, during which, with the participation of leaders in charge of the construction of the modern administrative center of the region, a place was chosen for the construction of a mosque.


Haji Arkadag, having examined the projects and drawings of the construction site of the new temple, focused on the construction of the mosque and the location of its mihrab, stressed that one should first consult with the clergy and respected elders. At the same time, the interior decoration of the mosque should be given special attention.


Hero-Arkadag told about the recent working trip of a representative Turkmen delegation to Japan, noting that during the construction of the new administrative center of Akhal, as well as objects for various purposes on the Turkmen land as a whole, it would be rational to use the progressive architectural and construction experience of this country, apply advanced methods, scientific advances, and a digital system.


On October 7, the Chairman of the Halk Maslakhaty Milli Gengesh, Gurbanguly Berdimuhamedov gave a festive sadaqa at the expense of royalties for the wonderful books written by him at the site of the construction of the future mosque in the new administrative center of Akhal velayat.


In a conversation with the mufti of Turkmenistan and the imam of the Akhal velayat, Hero-Arkadag emphasized that in accordance with the priorities of state policy, all conditions are being created in our country so that people can perform ritual rites. The coincidence of the festive sadaqa, held on the holy Friday, with the birthday of the greatest personality of the Islamic world - Prophet Muhammad, has a deep meaning.


Thus, the past week was full of important events, which reflected the main goals of the Epoch of Revival of the new era of powerful state - increasing the economic potential of the country, the spiritual values of the nation, the growth of the well-being of the Turkmen people, strengthening the international authority of the Motherland and President Serdar Berdimuhamedov.
