Consistently implementing the foreign policy course based on the principles of positive neutrality and broad international cooperation, Turkmenistan strengthens and develops good-neighborly relations with interested states, increases interaction with authoritative organizations.

On June 6th, President Serdar Berdimuhamedov received First Deputy Secretary-General of the United Nations and Chairperson of the UN Sustainable Development Group, Ms. Amina Mohammed.

The interlocutors exchanged views on the state and prospects of a long-term fruitful partnership, discussed possible areas of joint work within the framework of the Agenda for Sustainable Development for the period up to 2030, closely related to the key goals and objectives outlined in the National Program for the Social and Economic Development of Turkmenistan in 2022– 2052.

During the conversation, it was noted that our country, successfully implementing the policy of neutrality, makes a significant contribution to sustainable development, strengthening peace and security in Central Asia, acting as the author of many time-demanded initiatives in the field of energy, transport, ecology, healthcare, social and other spheres, embodied in a number of Resolutions of the UN General Assembly.

Ms. Amina Mohammed expressed the deep interest of the organization she represents in further deepening and steadily building up traditional cooperation that meets the interests of the well-being of all mankind and the UN Sustainable Development Goals.

On June 8th, President Serdar Berdimuhamedov held a digital meeting to discuss the progress of seasonal agricultural work.

At the beginning, the good news were announced: thanks to large-scale state support, hardworking silkworm breeders, having handed over more than 2,300 tons of cocoons to the Motherland, honorably fulfilled their contractual obligations.

Arkadaglu Serdar congratulated the silkworm breeders and the entire Turkmen people on a great labor victory and ordered to hold solemn events in all velayats, present gifts to distinguished cocoon purveyors and employees of specialized enterprises.

As the President of the country noted, in the future it is planned to increase the volume of investments in sericulture, which will create additional jobs for the population, increase the production of valuable raw materials.

At the meeting, the head of state focused on the importance of timely and highly organized harvesting, focusing on issues related to harvesting without losses.

Among the current requirements is the implementation of work in full compliance with the norms of agricultural technology in order to obtain a rich harvest of cotton and other crops, to ensure the country's food security.

Taking into account the difficult situation with water in our region, the President of Turkmenistan, firstly, ordered to prepare a draft Resolution on the establishment of a Government Commission under the leadership of the Deputy Prime Minister in charge of the agro-industrial complex and to include in its composition the heads of the Supreme Control Chamber, the State Committee for Water economy, the Ministry of Agriculture and Environmental Protection, scientific institutes, velayat hyakimliks and other departments.

Secondly, the need was emphasized to explore the riverbed, starting with the Amu Darya and the Karakum River. In this regard, instructions were given to establish the reasons preventing the water flow, promptly draw up an action plan to eliminate the shortcomings and begin its implementation. In addition, the head of state demanded to prepare proposals related to the allocation of necessary funds for the purchase of equipment, dredgers, water pumps and spare parts for them.

Thirdly, in addition to rivers, it is necessary to check the main water channels, as well as develop an action plan for their cleaning and concreting, and proceed with its implementation.

Fourthly, Arkadaglu Serdar instructed to consider the possibility of starting the construction of desalination plants and supplying water to Ashgabat from the Caspian Sea.

Fifthly, the President of the country ordered to report on the progress of work carried out at each meeting of the Cabinet of Ministers.

On the same day, the head of state signed a Decree on the overhaul of the buildings of the Döwletliler köşgi Palace named after Sheikh Zayed bin Sultan Al Nahyan in Ashgabat and secondary school No. 27 named after Berdimuhamed Annayev in the Yzgant village of Geoktepe etrap, Ahal velayat. Both facilities will be fully commissioned in August this year.

On June 10th, the President of Turkmenistan Serdar Berdimuhamedov arrived on an official visit to the Russian Federation, where he met with the President of the Russian Federation Vladimir Putin.

Welcoming the distinguished guest at the Grand Kremlin Palace, President Vladimir Putin noted that President Serdar Berdimuhamedov was making his first foreign visit to Russia. This once again emphasizes the special nature of bilateral relations, which, thanks to his predecessor in the highest state post, Gurbanguly Myalikgulyevich Berdimuhamedov, reached a high strategic level.

During the talks, the leaders of the two countries discussed cooperation in the political, trade, economic and humanitarian spheres, as well as the most pressing regional and international problems, on most of which the positions of our states are traditionally close or similar.

As noted, despite all external difficulties, in the first quarter of this year, bilateral trade increased by more than 40 percent. And this is a very serious movement forward.

To date, 288 international documents have been signed between the two countries, where the basic ones are the Treaty of Friendship and Cooperation and the Treaty on Strategic Partnership between Turkmenistan and the Russian Federation.

The President of Turkmenistan noted that Russia is one of the major trade partners of our country. Economic relations are developing not only in the energy sector, but also in the areas of industry, transport, infrastructure construction and others.

Stressing that Turkmenistan pays great attention to cooperation with the Russian Federation, President Serdar Berdimuhamedov invited President Vladimir Putin to pay an official visit to our country at any time convenient for him. The invitation was gratefully accepted.

For his great contribution to strengthening the strategic partnership between the two countries, President Serdar Berdimuhamedov was awarded the state award of the Russian Federation - the Order of Friendship. The award ceremony took place after the negotiations, in the Malachite Foyer of the Grand Kremlin Palace.

Following the results of the talks, President Serdar Berdimuhamedov and President Vladimir Putin put their signatures under the Declaration on deepening the strategic partnership between Turkmenistan and the Russian Federation.

In addition, documents were signed regarding cooperation in the economic sphere, in particular, in the financial and banking sector, communications, transport and logistics, construction, agriculture, research and education, sports and other areas.

The interaction between the neighboring regions of the two countries has also received new incentives. Thus, an Agreement was signed between the hyakimlik of the city of Turkmenbashi of Turkmenistan and the administration of the municipal formation "City of Astrakhan" of the Russian Federation on the establishment of sister city relations between the cities of Turkmenbashi and Astrakhan and an Agreement between the hyakimlik of the Balkan velayat (Turkmenistan) and the Government of the Astrakhan region (Russian Federation) on the implementation of international and foreign economic ties in the trade, economic, scientific, technical, socio-cultural and humanitarian spheres.

Representatives of Turkmen and their with Russian partners signed a Cooperation Agreement between the trading network of supermarkets "Halk market" (Turkmenistan) and the Agroholding "Rusagro" (Russia), aimed at intensifying bilateral trade and economic contacts, including in the food sector, through business circles.

Thus, the contractual and legal basis of interstate interaction, along with the Declaration on deepening the strategic partnership between Turkmenistan and the Russian Federation, was supplemented by a solid package of 15 documents covering a wide range of areas and confirming the commitment of Turkmenistan and Russia to the course towards mutually beneficial cooperation on a long-term basis.

Addressing representatives of the media, the President of Turkmenistan highly appreciated the results of his official visit to the Russian Federation.

President Serdar Berdimuhamedov, in particular, said that thanks to common efforts, relations between Turkmenistan and the Russian Federation are developing in an increasing direction. Their distinguishing features are equality, mutual respect, openness and trust, mutual understanding of the importance of further strengthening friendship and cooperation between the two peoples and states.

It was emphasized that our countries have sufficient potential to increase the volume of mutual trade, investment, implementation of joint projects in such areas as industry, transport, energy, agriculture and in a number of other areas.

Recently, ties in the cultural, scientific, humanitarian and educational fields have noticeably intensified.

It should be noted that during the talks, the head of the Turkmen state expressed interest in expanding the Joint Turkmen-Russian comprehensive school named after A.S. Pushkin, which has already been successfully operating in Ashgabat for 20 years, and the creation of a joint Turkmen-Russian university.

In his speech, President Serdar Berdimuhamedov expressed confidence that the current meeting would give a serious impetus to strategic interstate partnership, creating new opportunities for strengthening and developing political, trade, economic, cultural and humanitarian ties.

The good news received from the UN about the publication as an official document of the 76th session of the UN General Assembly of the Ashgabat Declaration of the Inter-Parliamentary Forum of the States of Central Asia and the Russian Federation, held on the initiative of the Hero-Arkadag in Ashgabat on May 12, 2022, was another confirmation of the high assessment of the foreign policy of Turkmenistan, carried out under the leadership of Arkadagly Serdar, and the results of large-scale reforms.

Along with this unanimous decision, our country was elected Vice-President of the 77th session of the UN General Assembly.

Congratulating all compatriots on these significant events during the meeting of the Cabinet of Ministers held on June 11th, President Serdar Berdimuhamedov reaffirmed the commitment of our Motherland to active participation in solving urgent problems of our time.

The head of state congratulated the members of the Government and all the people on the Day of Science, which is widely celebrated in the country.

The meeting discussed the issues of improving the domestic legislative and legal framework, strengthening inter-parliamentary cooperation and interaction with international organizations, increasing the capacity of the oil and gas complex and plants of the Türkmenhimiýa State Concern through the use of best practices and innovative technologies.

Reports were given about the preparations for the upcoming Week of Culture, the program of events on the occasion of the Day of Cultural and Art Workers, as well as the poetry of Magtymguly Fragi.

The results of the meeting held on behalf of the head of state were announced.

On June 7th this year, the delegation of Turkmenistan had a working visit to Dushanbe to participate in the Second High-Level International Conference on the International Decade for Action "Water for Sustainable Development", 2018-2028 on the topic “Promoting action and partnerships in the field of water resources at the local, national, regional and global levels”.

Information was provided on the proposal received from the Organizing Committee of the World Exhibition "EXPO-2020" in the city of Dubai (United Arab Emirates) after its completion, to use the National Pavilion of Turkmenistan for another five years as a platform for promoting and marketing domestic products, holding business meetings and fora.

President Serdar Berdimuhamedov stressed that with the improvement of the situation in the world related to the coronavirus, it is necessary to continue organizing international exhibitions in our country on various topics.

We should also return to the issue of opening shopping centers abroad, which will increase the volume of exports of goods and create new jobs.

In addition, the head of state instructed to explain to the population through the media - newspapers and television, when and where it is necessary to wear a medical mask, and in what places it can be removed.

The head of the Transport and Communications Agency under the Cabinet of Ministers was instructed to carry out relevant work to restore international transportation in the near future.

President Serdar Berdimuhamedov was also informed about the results of the working trip of the delegation of our country to Nur-Sultan, where the next, third meeting of the Ministers of Foreign Affairs "Central Asia-China" was held.

As reported, the Turkmen delegation held talks with representatives of the foreign ministries of China, the Republics of Kazakhstan, Kyrgyzstan and Uzbekistan, during which key vectors for the development of bilateral and multilateral partnerships were discussed.

Within the framework of the "Central Asia-China" cooperation format, tasks were outlined for further development of interaction in the political-diplomatic, trade-economic, cultural-humanitarian spheres. At the same time, special emphasis is placed on the issues of ensuring interregional and international security, maintaining sustainable development. Information security is defined as a number of topical tasks.

The Turkmen side also announced regionally significant initiatives regarding the use of the potential of the International Seaport of Turkmenbashi, holding meetings of representatives of developing and landlocked countries, and enhancing relations between our Motherland and the states of Central Asia. At the same time, the important role of the Turkmenistan-China gas pipeline in building up interregional partnership was emphasized.

As a result of the meeting, four documents were adopted.

President Serdar Berdimuhamedov noted that Turkmenistan would continue to contribute in every possible way to the development of constructive interstate, regional and interregional cooperation, including in the "Central Asia-China" format.

Touching upon the topic of Turkmen-Russian relations, the head of state emphasized their traditionally friendly, strategic nature, which is clearly evidenced by the results of the June 10th summit talks in Moscow.

At the meeting, the President of the country signed a number of documents. Among them are the Resolutions “On the purchase of chemicals, catalysts and ceramic balls by the State Concern Türkmengaz” and on the purchase of tubular products, which are intended to be used in the construction of new oil wells, “On the organization of sugar beet production in Turkmenistan in 2022”, "On the establishment of the Government Commission for Water Supply of Turkmenistan", "On the results of the competition of scientific works held among the youth of Turkmenistan."

Last week, on behalf of President Serdar Berdimuhamedov, Chairman of the Halk Maslakhaty Milli Gengesh, Honorary Elder of the country Gurbanguly Berdimuhamedov made a working trip to Lebap velayat, during which he visited a number of healthcare institutions, education, trade and the transport network.

In the multidisciplinary hospital of the city of Turkmenabat, Haji Arkadag, the founder of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Care, inquired about the conditions created in the departments for the work of medical personnel and the stay of patients, as well as the well-being of young patients undergoing treatment in this medical facility.

Emphasizing that there are all opportunities to use the potential of the Charitable Foundation, whose activities are aimed at helping needy children, Haji Arkadag wished the children a speedy recovery and presented them with gifts.

The main topics of the working meeting held by Gurbanguly Berdimuhamedov in this clinic were the working hours of the departments, the use of modern methods of treatment, digital technologies in diagnosing, and improving the professionalism of the hospital staff.

Chairman of the Halk Maslakhaty Milli Gengesh noted that the multidisciplinary hospital of the Lebap velayat is focused on providing medical care to both the residents of this region and the Afghan people. Our country has always been and will continue to be committed to the policy of good neighborliness with Afghanistan, providing effective support to the fraternal people, including in the field of health care.

Haji Arkadag instructed to study in detail the issue of allocating financial resources from the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship to purchase the necessary equipment for clinics in order to further develop national medicine, modernize the material and technical base of medical institutions in the regions.

During the working trip, the Chairman of the Halk Maslakhaty Milli Gengesh visited the Turkmen State Pedagogical Institute named after Seyitnazar Seydi, where he got acquainted with the conditions created for receiving modern education.

At the meeting with teachers and students of the institute, held on behalf of the President of Turkmenistan, they discussed ways of further development of pedagogical science and teaching methods, the introduction of a digital system in the educational process, as well as the training of qualified specialists for the national education sector.

The discussion of one of the key topics of the meeting, the improvement of the Law of Turkmenistan “On the State Youth Policy of Turkmenistan,” resulted in a big interested conversation. At present, at the suggestion of President Serdar Berdimuhamedov, the chambers of the Milli Gengesh - the Halk Maslakhaty and the Mejlis - have begun work on the preparation of a new version of this legal act.

On the same day, Arkadag visited the city bazaar of Turkmenabat, where he inquired about the range of food products sold, in particular, fruits and vegetables and melons, as well as the livestock industry, asked in detail about ensuring an abundance of goods.

The Turkmenabat-Farab automobile bridge across the Amu Darya, which, together with the railway bridge, contributes to a significant increase in freight and passenger traffic through the territory of our country, also became the object of attention of Haji Arkadag.

Here, Arkadag discussed with the hyakim of the Lebap velayat the issues of water supply in the region, including agricultural areas, the introduction of water-saving methods, the use of the latest technologies in the use of large water pipelines, reservoirs and lakes, ensuring full accounting of consumed water resources and transferring work in this area to a digital system.

On behalf of the President of the country, Chairman of the Halk Maslakhaty Milli Gengesh Gurbanguly Berdimuhamedov took part in the work of the Youth Inter-Parliamentary Forum of the CIS Member States, held in Saint-Petersburg (Russian federation) under the motto "Young parliamentarians - a look into the future of the Commonwealth", via the digital system.

Speaking at the forum, Hero-Arkadag noted that the CIS Inter-Parliamentary Assembly, established in March 1992, over the thirty years of its activity has shown that it is in demand as an effective platform for successful cooperation between parliamentarians at the international level.

In this context, the important role of the multilateral interaction of the Turkmen parliamentarians with this authoritative structure, which ensures the development and integration of our states, was noted. The results of the Inter-Parliamentary Forum of the countries of Central Asia and the Russian Federation, held on May 12, 2022 in Ashgabat and called the "Ashgabat format", were given as an example, and based on this, the headquarters and secretariat of this structure will be located in the Turkmen capital.

Chairman of the Halk Maslakhaty Milli Gengesh emphasized the importance of the Youth Inter-Parliamentary Assembly, actively involving young parliamentarians in the process of developing joint proposals on many issues of mutual interest.

Hero-Arkadag expressed confidence that the inter-parliamentary activities of our countries contribute to the development of peace and trust, the strengthening of friendship between peoples, the development of mutually beneficial partnerships and the dynamic socio-economic development of states.

Last week, the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan, Honorary Elder Gurbanguly Berdimuhamedov made a working trip to Ahal velayat in order to get acquainted with the construction of a new modern administrative center of the region, including diagrams and design projects of the facilities under construction.

Hero-Arkadag held a working meeting here, at which issues related to the completion of construction at a high level and on time were considered. Detailed information was provided on the work carried out by private construction companies, carried out taking into account modern experience and using advanced methods.

In accordance with the instructions of the head of state, Hero-Arkadag focused on the importance of the active use of innovative technologies and the digital system in the construction of local facilities, as well as compliance with environmental requirements.

On June 10th, farmers of the Dashoguz and Balkan velayats started harvesting winter grains, where, taking into account the climatic conditions, harvesting, as always, starts later.

The grain fields area of the Dashoguz velayat is 145,000 hectares, from which farmers plan to harvest 265,000 tons of grain. The state order for grain growers in the western region of the country is 80,000 tons of grain, which will be harvested from 50,000 hectares of arable land.

The square in front of the Constitution Monument in Ashgabat and the main square near the flagpole in the Avaza National Tourist Zone hosted ceremonies honoring the graduates of the Military Academy, as well as cadets of the universities of the law enforcement agencies of Turkmenistan - the Military and Naval Institute of the Ministry of Defense, the Institute of National Security and the Institute of the Ministry of Internal Affairs, the Border Institute, as well as the military medical faculty of the State Medical University.

The festive atmosphere was enhanced by demonstration performances by the soldiers of the Guard of Honor, creative teams of higher educational institutions of law enforcement agencies and the parade march of columns of the main participants of the event.

In Ashgabat, the Oguz Khan Engineering and Technology University hosted the grand opening of the International Scientific Conference “Science, Equipment and Innovative Technologies in the Epoch of Revival of the New Era of Powerful State”, timed to coincide with the Day of Science widely celebrated in Turkmenistan.

In addition to prominent Turkmen scientists and young researchers on the digital system, the conference was attended by representatives of the scientific community from twenty countries - Azerbaijan, Armenia, Belarus, Hungary, Germany, Georgia, Iran, Kyrgyzstan, Lithuania, China, Russia, the Republic of Korea, Uzbekistan, etc.

In the speeches of foreign delegates, the emphasis was placed on the prospects of cooperation with Turkmen scientists in relevant areas, indicated by the head of state in his welcoming Address to the forum participants. These are nano-, chemical and computer technologies, the study of new materials, energy, biotechnology, molecular biology, agriculture, ecology and genetics, information and communication systems, technologies of modern medicine and the production of medicines, innovative economics, and the humanities.

During the forum, a solemn ceremony of awarding the winners of the competition of scientific works among the youth of Turkmenistan was held. This year, 1,140 people took part in it, including 730 students and 410 young scientists.

The expert commission determined the winners based on such evaluation criteria as the importance and scientific novelty of the presented projects, their relevance and relevance in terms of practical implementation and prospects for introduction into production. 72 winners - representatives of the youth research movement - were awarded honorary diplomas and valuable prizes on behalf of the President of the country.

Thus, the events of the past week reflected the key directions of the general strategy of transformations consistently carried out under the leadership of President Serdar Berdimuhamedov, the main goal of which is to ensure stability and security, socio-economic development of the native Motherland, further improve the living standards of the people, and strengthen peace and mutual trust on the planet.
