Today, President Gurbanguly Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system to consider some issues of the internal and foreign policy of an independent neutral state aimed at ensuring a prosperous and happy life of the people, as well as drafts of a number of documents.
Having announced the agenda, the nation’s leader gave the floor to Cabinet Deputy Chairman Serdar Berdimuhamedov, who reported on the work being carried out by subordinate structures to strengthen trade and economic cooperation between Turkmenistan and the United Arab Emirates, as well as to intensify investment activities.
In particular, it was reported upon the concrete steps taken to implement the Agreement between the State Bank for Foreign Economic Activity of Turkmenistan and the Abu Dhabi Development Fund on the establishment of the Türkmen maýa goýum kompaniýasy Closed Joint Stock Company, signed during the working visit of the delegation of our country to the United Arab Emirates on October 9 of this year.
In this context, a draft Resolution on granting the authority to Vnesheconombank of Turkmenistan to act as a founder of the Türkmen maýa goýum kompaniýasy Closed Joint Stock Company was submitted for consideration by the nation’s leader. The new structure is proposed to obtain an appropriate license by the Central Bank of Turkmenistan in accordance with the established procedure to carry out the assigned functions.
Having signed the submitted Resolution and sent it via the digital system to Vice Prime Minister Serdar Berdimuhamedov, the leader of the nation instructed to keep the issues of increasing the volume of investments and their development intensification in the center of constant attention. At the same time, it was assign to strengthen control over the targeted use of funds, improve the relevant regulatory framework in order to attract foreign capital and reliably protect investments.
Then Cabinet Deputy Chairman Serdar Berdimuhamedov reported on the ongoing preparations for holding a comprehensive census of population and housing stock in 2022.
Then Deputy Chairman of the Cabinet of Ministers Sh.Abdrakhmanov reported on the fulfillment of the tasks set for the uninterrupted supply of petroleum products to government agencies, enterprises and institutions, as well as their rational use.
Reporting on the results of the analysis conducted by the Turkmenbashi Complex of Oil Refineries and relevant ministries, industry departments, organizations regarding the volume of distribution of petroleum products to domestic consumers for 2022, the Vice Prime Minister submitted a corresponding proposal to the head of state for consideration.
Then the Deputy Chairman of the Cabinet of Ministers Ch.Purchekov reported on the list of buildings and structures planned for commissioning in 2022.
Based on the results of the analysis conducted by the khakimliks of Ashgabat city and velayats, the relevant ministries and industry departments together with the Union of Industrialists and Entrepreneurs, a list of facilities planned to open in 2022 has been compiled.
Cabinet Deputy Chairman Ch.Gylyjov reported on the work carried out in the supervised areas to fulfill the commissions previously given by the head of state on the New Year preparations.
With this view, the Ministry of Trade and Foreign Economic Relations, the Ministry of Textile Industry, domestic Manufacturers and the Union of Industrialists and Entrepreneurs of the country are working in accordance with modern requirements. Practical steps are being taken to improve and modernize the services rendered to the population.
Addressing Deputy Chairman of the Cabinet of Ministers Serdar Berdimuhamedov, who oversees the economic and financial sector, the President of Turkmenistan instructed to pay a working visit to the velayats in the near future and get acquainted with the implementation of the National Rural Program, State programs to increase the production of import-substituting goods and increase the volume of export-oriented products.
The nation’s leader also ordered to visit shops and markets on the eve of the New Year, to get acquainted with the prices of goods. At the same time, it is necessary to study availability of unresolved issues in rural areas and prepare proposals for their solution, head of state Gurbanguly Berdimuhamedov noted, ordering to submit a report on the implementation of this instruction at the next meeting of the Cabinet of Ministers.
Then Cabinet Deputy Chairman E.Orazgeldiev reported on the work being carried out in order to reduce the acreage under cotton in the velayats of the country by increasing its yield, increasing the land for sowing potatoes and vegetable crops, as well as the production of cocoons.
According to the Decree of the President of Turkmenistan, 620 thousand hectares are allocated annually for sowing cotton, from which 1 million 250 thousand tons of raw material are obtained. Currently, 55 thousand 550 hectares are allocated in the country for sowing potatoes, vegetables and other food crops.
According to the Deputy Prime Minister, together with the khyakimliks of the velayats, a proposal was prepared to reduce the areas allocated for cotton to 580 thousand hectares. It is proposed to plant potatoes and other vegetable crops on the vacant 40 thousand hectares. To increase the volume of cocoon production, it is planned to increase the corresponding plan by 200 tons, including for the Akhal velayat - by 145 tons, the Balkan velayat - by 25 tons and for the Mary velayat - by 30 tons and bring it to 2300 tons.
Director General of the Agency for Transport and Communications under the Cabinet of Ministers M.Chakiyev reported on the draft Resolution “On issues of the Interdepartmental Commission for the Development of the Digital Economy in Turkmenistan”.
In accordance with the Concept of Digital Economy Development in Turkmenistan for 2019-2025, a list of documents has been developed. One of the important steps was the Decree signed by the head of state on the establishment of an Interdepartmental Commission for the Development of the Digital Economy in Turkmenistan and the approval of its Regulations, as well as the composition of this structure was determined. According to the document, the Türkmenaragatnaşyk Agency has been identified as the authorized body.
In order to implement the tasks, set for the development of the digital economy, it is necessary to make additions and changes to the previously existing Regulations on the Interdepartmental Commission, determine its new composition and approve the candidacy of a new chairman. In this regard, the head of the Agency submitted the relevant document for consideration by the leader of the nation.
Having signed the Resolution “On issues of the Interdepartmental Commission for the Development of the Digital Economy in Turkmenistan”, President Gurbanguly Berdimuhamedov sent it to the head of the Agency for the Digital System, instructing to monitor the proper implementation of the provisions of this document.
Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on the preparation of events on the occasion of the New Year.
In this regard, cultural figures and masters of arts of the country prepare various entertainment TV and radio programs, short feature films, show programs. New Year’s performances are planned in theaters. From December 24 to December 26, festive concerts are planned to be held in the velayat buildings of Türkmeniń ak öýi.
On December 31, performances of artists and creative teams will take place in the squares in front of the velayat buildings Türkmeniń ak öýi, the State Circus and the Älem Cultural and Entertainment Center, in the Ylham capital’s park. Cabinet Deputy Chairman S.Toilyev reported on the preparation of a draft resolution on the construction of an enterprise for the production of glycyrrhizic acid in the structure of the agro-industrial Buýan complex of the Turkmendermansenagat Association in the city of Turkmenabat of the Lebap velayat.
During the official visit of President Gurbanguly Berdimuhamedov to the Italian Republic in November 2019, a memorandum was signed between the Ministry of Health and Medical Industry of Turkmenistan and the Adipson Ind. Srl. Italian company on the preparation of a project for the production of unrefined glycyrrhizic acid by processing licorice root.
In accordance with the instruction of the head of state, the Ministry of Construction and Architecture held a tender for the selection of a contractor for the construction of this enterprise. The commercial offer of the Mizemez gadam private enterprise was selected, which was analyzed by the Interdepartmental Commission for determining the cost of projects of important and especially important buildings and structures under construction and reconstructed in Turkmenistan.
Approving the ongoing work on establishing mutually beneficial cooperation with foreign partners, the head of state noted that Turkmenistan, which relies on innovative development, is deeply interested in attracting the best international experience and advanced technologies available to foreign, including Italian companies. In this regard, the Deputy Prime Minister was instructed to thoroughly discuss this issue once again and submit his proposals for consideration.
Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R.Meredov reported on preparations for the visits of the delegation of Turkmenistan to the cities of Islamabad and New Delhi to participate in the meeting of the member countries of the Organization of Islamic Cooperation (OIC) and the meeting in the “Central Asia-India” format.
It is also proposed to hold Turkmen-Pakistani political consultations in Islamabad.
It is planned that the delegation of Turkmenistan will also participate in the next meeting of the foreign ministers of the states participating in the Central Asia-India Dialogue, which will be held in New Delhi.
Special attention will also be paid to issues related to Afghanistan within the framework of the Dialogue.
It is also proposed to hold Turkmen-Indian political consultations in New Delhi. It is planned to discuss the strengthening of political, diplomatic, trade, economic, cultural and humanitarian cooperation between Turkmenistan and India.
Having signed an Order on sending a delegation of Turkmenistan to Islamabad and New Delhi, President Gurbanguly Berdimuhamedov sent it to the Deputy Prime Minister, the Minister of Foreign Affairs via the digital system, giving specific instructions on its execution.
Noting that at the moment, domestic diplomats working in foreign countries are in Ashgabat, the head of state instructed that upon returning to their jobs, they should take with them a set of works of art, books and magazines published recently and published in different languages of the world. As noted, the publications will help in the work of our diplomatic missions and will promote the popularization of the national and cultural values of the Turkmen people, as well as a better understanding of the foundations of our neutrality.
Then the Cabinet Deputy Chairman, Secretary of the State Security Council Ch.Amanov reported on the state of affairs in the supervised area and submitted for consideration by the leader of the nation a draft Resolution on the approval of the 2022 work plan of the State Commission of Turkmenistan on Emergency Situations.
After hearing the report, President Gurbanguly Berdimuhamedov focused on the priority tasks facing the State Commission, which is entrusted with the overall management of the activities of the unified state system for the prevention and elimination of emergency situations, decision-making in this area. It is necessary to keep in focus the issues related to carrying out in advance a set of measures aimed at reducing the risk of emergencies as much as possible, as well as saving lives and preserving people’s health, reducing the size of losses of material and cultural values in case of their occurrence.
Having approved and signed the submitted Resolution, the head of Turkmenistan sent a document on the digital system to the Deputy Prime Minister, Secretary of the State Security Council, instructing to keep under strict control the implementation of all the planned work plans of the State Commission.
Chairwoman of the Mejlis of Milli Gengesh G.Mammedova informed about the activities for further improvement of national legislation.
At the meeting of the Mejlis held on December 4 of this year, a number of draft laws and regulatory documents were considered. The laws approved by the deputies in the prescribed manner were proposed for consideration by the Halk Maslakhaty of Milli Gengesh.
Deputy Chairman of the Halk Maslakhaty of Milli Gengesh K.Babaev informed about the ongoing comprehensive work to improve the national legal framework of the country.
Currently, preparations are underway for the fourth session of the Halk Maslakhaty of the first convocation. The committees analyze the laws approved at the Mejlis meeting on December 4 of this year, as well as amendments and additions to existing legislative documents.
Members of the Halk Maslakhaty, together with deputies of the Mejlis, representatives of public organizations, educational institutions and the media, conduct active propaganda and explanatory work related to the achievements of our country on the path of independent development, the policy of neutrality.
Other issues of state life were considered at the session of the Government of Turkmenistan, as well as a number of documents designed to ensure the development of economic sectors were adopted.
