Today, President Gurbanguly Berdimuhamedov has held an extended meeting of the Cabinet of Ministers online, in which the outcome of the work of sectors of national economic complex for the eleven months of the current year was discussed and drafts of a number of documents as well as other issues of national home and foreign policy directed to the ensuring of well-provided and happy life of our people, were considered.

Deputy-Chairman of the Cabinet of Ministers Serdar Berdimuhamedov reported on the results of development of sectors of national economy for January-November of the current year.

For the designated period, the dynamic growth of GDP has been ensured. The volume of production manufactured for 11 months as compared with the similar period of 2020 was higher by 6,1 per cent.

As compared with the same period of the past year, the volume of retail goods turnover has increased by 16, 5 per cent and indictors of foreign goods turnover by 18,6 per cent.

For eleven moths fulfilment of the revenue of the State budget of the country has made up 108, 5 per cent, and expenditure – 97,2 per cent.

For January-November of the current year, the salaries by large and medium enterprises were higher by 10, 5 per cent as compared with the similar period of the past year.

The indicator by the volume of investment realized at the expense of all sources of financing was equal to 24, 6 billion manats.

Then, Deputy-Chairman of the Government Serdar Berdimuhamedov presented for consideration of the President of Turkmenistan the draft of the Resolution on measures for further improvement of financial and economic state of ministries, sectoral departments and khyakimliks as well as increase of the revenues of the State budget of the country. The given document has been prepared taking into account the instructions and recommendations of the state head on the basis of the Law of Turkmenistan «On the State budget of Turkmenistan for 2022», adopted on November 13, the current year.

Further, the draft of the Resolution on approval of the program for reduction of impact of complications emerged in world economy on the economy of the country and sustainable development of national economy for 2022 was submitted for consideration of the head of the state.

Having underlined the importance of implementation of comprehensive work with a view of reducing the negative impact of the situation emerged in the system of world economic relations on the economic growth of the country, President Gurbanguly Berdimuhamedov has signed the given Resolution. Having sent the document online, the head of the state commissioned the Deputy-Chairman and related authorities to keep timely and accurate fulfilment of the designated tasks under a strict control.

Further, Deputy-Chairman of the Cabinet of Ministers Sh.Abdrahmanov reported on the results of the work carried out in the spheres he supervises for eleven months within the framework of realization of the Program for development of the oil and gas industry of the country for 2030.

It was reported that in the period under review the plan for production of petrol has been fulfilled by 105, 3 per cent, bitumen by 140, 3 per cent and polypropylene by 106, 6 per cent.

Fulfilment of the plan for production of natural and accompanying gas has made up 121, 4 per cent, export of “blue fuel” by 132 per cent. As compared with the similar period of the past year, the growth rate by these indictors has been ensured relatively at the level of 122, 1 and 136, 7 per cent.

The plan for realization of investment at the expense of all sources of financing has been implemented by 106, 2 per cent.

Deputy-Chairman of the Cabinet of Ministers Ch. Purchekov reported on the outcome of activities in the spheres of construction, industrial and energy complexes, «Türkmenhimiýa» State Concern and the administration of the capital under his supervision for eleven months of the current year.

As was noted, for the period under account, the plan for manufacture of production and realization of work in the construction and industrial sector has been fulfilled by 139, 5 per cent.

The plan for work realized for January-November of the current year by the Ministry of Construction and Architecture has been implemented by 113, 6 per cent.

The Ministry of Industry and Construction Production has fulfilled the plan for manufacture of production and work carried out by 129, 6 per cent.

For the period since the beginning of the year the plan for production and work carried out and services provided by the Ministry of Energy has been implemented by 132,9 per cent.

The growth rate of generation of power energy has made up 112, 2 per cent and its export by 135, 9 per cent.

«Türkmenhimiýa» State Concern has fulfilled its production and services plan by 152 per cent.

The plan for work and services by the khyakimlik of Ashgabat for eleven months of the current year has been implemented by 151, 4 per cent.

In spite of presence of difficulties, one should continue the work on creation of power grid inside the country and construction of the electric transmission line Turkmenistan-Afghanistan-Pakistan (TAP), President Gurbanguly Berdimuhamedov pointed out.

For inadequate fulfilment of his duties and shortcomings made in his work, the head of the state gave a strict reprimand to Deputy-Chairman of the Cabinet Ch. Purchekov and signed the related Order.

Deputy-Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the results of the work of ministries and departments of trade and textile complexes as well as the private sector for 11 months of the year.

The growth rate of trade turnover for January-November by the Ministry of Trade and Foreign Economic Relations has made up 116,2 per cent, production manufacture by 108,7 per cent as compared with the same period of the past year.

As compared with the similar period of the past year, the volume of production manufactured by enterprises of the Ministry of Textile Industry, including cotton yarn and fabrics was relatively equal to 120,2 and 105,5 per cent, garments and knitted goods – 116,4 per cent, leather goods – 104,7 per cent.

From the beginning of the year, the plan for production of carpet products by «Türkmenhaly» State Corporation has made up 110, 6 per cent.

The State Commodity and Raw Materials Exchange has carried out 273 trading sessions for eleven months and 29 419 contracts have been registered in them.

The growth rate of work implemented by the Chamber of Trade and Industry for the accounting period has made up 108 per cent.

The growth rate of production of agricultural and consumer goods by the Union of Industrialists and Entrepreneurs for January-November has reached 115,4 per cent and industrial goods–
125,2 per cent.

Further, Deputy-Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on the results of the work carried out in the agro-industrial complex for January –November of 2021.

The Deputy-Chairman pointed out that in the accounting period as a whole the growth rate of production as compared with the similar period the past year, by the agro-industrial complex has made up 107,7 per cent.

This indicator by the Ministry of Agriculture and Environmental Protection was equal to 108, 4 per cent, by the State Committee for Water Economy-100, 7 per cent, by «Türkmen atlary» State Association – 103, 7 per cent. The plan for realization of investment has been fulfilled by 153, 9 per cent.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the outcome of activities of departments under his supervision for 11 months of the year.

The plan for services and production for the accounting period by the given complex has been implemented by 109, 2 per cent.

The growth rate for January-November by «Türkmendemirýollary» Agency has made up 110, 1 per cent, by «Türkmenawtoulaglary» Agency – 137, 5 per cent, by «Türkmendeňizderýaýollary» Agency – 131, 4 per cent, by «Türkmenaragatnaşyk» Agency – 111 per cent. The corresponding work has been carried out by «Türkmenhowaýollary» Agency.

Deputy-Chairwoman of the Cabinet of Ministers M.Mammedova reported on the activities of institutions under her supervision since the beginning of the year and informed on the measures carried out within the framework of the program for development of the sphere of culture in the country for 2019–2025.

The Turkmen state publishing service has implemented its production plan by 103, 3 per cent.

The system to provide population with newspapers and magazines in e-format has been improved in the accounting period.

Having demanded to keep the work of institutions of the sphere of culture under a strict control, the head of the state gave the Deputy-Chairwoman and all khyakimliks concrete commissions.

Deputy-Chairman of the Cabinet of Ministers S.Toyliev made a report on the work carried out for eleven months of 2021 in the spheres of national education, science, healthcare and sports.

It was marked that in the designated period measures on improvement of teaching and rise of quality of education continued. The subject Olympiad «Altyn asyryň altyn zehinleri» and the contest «Garaşsyzlygyň merjen däneleri» were held. The student youth and schoolchildren have successfully performed in international subject Olympiads and won gold, silver and bronze medals and diplomas of different levels. The total of 132 types of textbooks and manuals have been published.

Further, Deputy-Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R.Meredov reported on the outcome of activity of MFA for January-November of the current year.

The regular character is typical of contacts and consultations by the channels of MFA. Representatives of our country have also taken part in a number of meetings held in different formats of cooperation.

Subsequent steps are taken to enhance foreign economic relations of Turkmenistan.

Further, reports of heads of administrations of the capital and regions were heard.

Khyakim of Ashgabat city R.Gandymov reported on the results of the work carried out in the establishments under his supervision and fulfilment of assignments given by the leader of the nation, in particular, preparation and decoration of the central city of the country to meet the upcoming holidays, including the New Year.

Further, khyakim of Akhal region Ya. Gurbanov reported on the results of the reached in the region for the past 11 months and the course of seasonal agricultural activities.

In his turn, khyakim of Dashoguz region N.Nazarmyradov reported on the results of the work carried out in the region for January-November of 2021 and measures to take care of winter wheat and proper preparation for the sowing campaign in districts.

Further, khyakim of Lebap region Sh.Amangeldiev reported on the outcome of the work carried out in all sectors of the region for the accounting period as well as on the pace of seasonal agricultural activities.

Further, khyakim of Mary region D.Annaberdiev reported on the outcome of the work carried out for 11 months of the current year in districts of the region and seasonal agricultural activities going on in the fields.

Having heard reports, President Gurbanguly Berdimuhamedov addressed khyakims of regions and Deputy-Chairwoman of the Cabinet of Ministers M.Mammedova to draw the attention to the fact that the upcoming festive events on the occasion of the New Year should reflect modern achievements of Turkmenistan- the country of happy childhood and bright hopes, life of people and care of the growing generation.

Addressing khyakims of Ashgabat city and regions, the leader of the nation commissioned them to keep the heating, power energy and gas supply services of houses, schools and kindergartens under a strict control.

Further, Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova and Deputy-Chairman of the Halk Maslakhaty K.Babaev informed on the complex activities carried out within the framework of modernization of national legislation, including preparation of drafts of new laws. Social and political events carried out among the population with a view of explanation of significance of achievements of the epoch of independence were also informed. Along with it, the information on intensification of international cooperation, introduction of a digital system and advanced legal practice was also delivered.

Then, the head of the state gave online the floor to Deputy-Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov who reported on fulfilment of the assignments given earlier by the President of Turkmenistan as well as on the joint work carried out with the Mejlis and Halk Maslakhaty of the Milli Gengesh of Turkmenistan on implementation of normative legal acts.

The head of the state recommended deputies of the Mejlis and members of the Halk Maslakhaty of the Milli Gengesh to take part in working meetings on the outcome of 11 months to be held in ministries and sectoral departments.

Our country will host another significant event-International Day of Neutrality this month. One should properly prepare for this holiday, which on the initiative of Turkmenistan, is marked all over the world, and ensure its high organisational level, President Gurbanguly Berdimuhamedov emphasized.

Concluding the meeting of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished all its participants sound health, family wellbeing and great success in their work for the benefit of further development of our sovereign Fatherland.
