Today in Tashkent, talks between President of Turkmenistan Gurbanguly Berdymuhamedov and President of the Republic of Uzbekistan Shavkat Mirziyoyev have taken place. As was already informed, the day before the leader of the nation arrived in the neighbouring country with an official visit.
In the morning, the head of Turkmenistan proceeded to the Kuksaroy Palace. Here, at the entrance, President Gurbanguly Berdymuhamedov was welcomed warmly and sincerely by President of the Republic of Uzbekistan Shavkat Mirziyoyev.
Having exchanged friendly handshakes, leaders of two countries pass to the area in front of the Palace where the ceremony of the official meeting of the high Turkmen guest has taken place.
Presidents of Gurbanguly Berdymuhamedov and Shavkat Mirziyoyev rise to the specially established podium. National anthems of Turkmenistan and the Republic of Uzbekistan sound. The chief of the Guard of honour lined on the area solemnly reports. Heads of Turkmenistan and Uzbekistan pass the line of soldiers and pay a tribute of respect to the national flag of the Republic of Uzbekistan.
Presidents Gurbanguly Berdymuhamedov and Shavkat Mirziyoyev are acquainted with members of the Governmental delegations of the both countries.
At the end of the ceremony soldiers of the Guard of honour, pass to the area with a solemn march.
Then leaders of two countries proceeded to the Kuksaroy Palace. Here after the official joint photographing on the background of National flags of Turkmenistan and the Republic of Uzbekistan the bilateral summit talks have taken place.
Having thanked President Shavkat Mirziyoyev for the invitation to visit with an official visit Uzbekistan and the accorded hearty welcome, President Gurbanguly Berdymuhamedov, using the present possibility, wished his Uzbek counterpart successes in the forthcoming presidential election.
Throughout the negotiations, which were held in the atmosphere of trust and business-like, constructive key, Presidents Gurbanguly Berdymuhamedov and Shavkat Mirziyoyev discussed all spectrum of Turkmen-Uzbek cooperation, concretised its priority directions in the context of realisation reached before arrangements and long-term prospects.
In this connection, it was hoped that to the further development of effective Turkmen-Uzbek cooperation would promote the joint economic forum, which has taken place the day before and held in September in Tashkent the next session of the Joint intergovernmental commission.
The essential potential of partnership between regions of two countries, first of the entire frontier, was separately underlined. The visits of delegations of khyakimliks of Lebap and Dashoguz regions of Turkmenistan to Bukhara and Khorezm areas of Uzbekistan that took place on September 22 became its acknowledgement. As Presidents Gurbanguly Berdymuhamedov and Shavkat Mirziyoyev noted, similar meetings on a regular basis promote strengthening and stimulation of fruitful contacts between two countries and people.
The leader of the nation invited the head of Uzbekistan to visit our country during time convenient for him. The invitation with gratitude was accepted. Visit terms will be co-ordinated by diplomatic channels.
Further negotiations proceeded in the expanded structure, with participation of members of official delegations of Turkmenistan and the Republic of Uzbekistan.
Among perspective directions of cooperation expansion and diversification of the nomenclature of mutual trade, development of industrial cooperation in various branches, manufacture of demanded production and access to the markets of the third countries, formation of logistical infrastructure were named. In this connection, the parties agreed to charge corresponding heads to prepare the profile "Road map".
At the same time, President Shavkat Mirziyoyev noted perspective of interstate cooperation at the regional level. With a view of its activization, it was offered to start a bilateral Forum of regions and to hold its first meeting next year in Khiva.
President Shavkat Mirziyoyev underlined importance of expansion of traditional cooperation in the humanitarian-cultural sphere, consolidation of bonds of friendship acting as the integral factor and rapprochement of the people of two countries. The organisation of mutual Days of culture, tours of creative collectives, meetings of representatives of scientific circles and other similar actions urged to promote it. As was marked, the big spectator interest was caused by Days of Turkmen cinema held within the limits of the revived Tashkent international film festival «Pearl of the Silk road».
The floor is given to the President of Turkmenistan. Having thanked his Uzbek colleague on behalf of the delegation of our country for hearty welcome and hospitality, created fine conditions for effective work, the leader of the nation noted that present official visit serves the purposes of further strengthening of interstate dialogue of good neighbourhood, brotherhood and close cooperation, expansion of spheres of interaction, bringing it to new perspective directions.
As President Gurbanguly Berdymuhamedov pointed out, existing today the level of trust and mutual understanding allows Turkmenistan and Uzbekistan confidently to build the relations on prospect, to co-ordinate approaches on world policy pressing issues, to form long-term plans of partnership in economy, trade, investment activity, in cultural-humanitarian sphere.
The great value in the Turkmen-Uzbek political dialogue is given to cooperation within the limits of authoritative international and regional structures - United Nations, OSCE, the CIS, and ECO. Having similarity of sights on key international issues, the parties co-ordinate the steps on the world scene, support each other. It makes positive impact on achievement of real results and the course of processes not only in our region, but also beyond its limits.
The leader of the nation expressed belief that cooperation of our states in the above-named direction is capable to bring a big advantage in restoration of peace and stability in Afghanistan, its social and economic revival. In the given aspect, it is expedient to continue regular contacts between foreign policy departments with a view of conducting system political dialogue, including on the Afghani problem.
Besides peace and security issues, it is necessary to continue coordination of efforts in such key directions, as counteraction to negative consequences of climate change, careful and rational use of water resources of the Central Asian region, solution of issues of the Aral crisis.
Thereupon the head of Turkmenistan noted equal in rights and valid cooperation of two countries in water economic issues.
At the same time, the leader of the nation noted presence of extensive space for more effective involvement of mutual potential. During the 16th session of the Joint Turkmen-Uzbek commission on trade and economic, scientific, technical, and cultural cooperation, which took place recently, interest and readiness for diversification and increase in mutual goods turnover for the next years, was ascertained. The agreement on development of the “Road map" of development of industrial cooperation and realisation of potential of cooperation in trade and transport was also reached.
Turkmenistan is open for exploration of prospects of creation of various forms of cooperation in the sphere of processing of agricultural raw materials, in particular, fruit-and-vegetable production, and also production of chemical, textile industries focused for export to the third countries which feel for it requirement. Speaking about it, President Gurbanguly Berdymuhamedov suggested giving to corresponding departments the commission to accelerate performance of agreements on opening of Trading houses in both countries.
As a whole, Turkmen-Uzbek trade and economic cooperation finds a strategic character, and Turkmenistan on a system basis will work over its effective advancement, President Gurbanguly Berdymuhamedov marked.
The leader of the nation also underlined that a priority vector of interstate partnership is consecutive development and expansion of cultural-humanitarian links, which have considerably, became more active in recent years. Days of culture and cinema, joint concerts, exhibitions and festivals held in both countries also testify to it. So, literally Days of Turkmen cinema within the limits of the 13th Tashkent international film festival «Pearl of the Silk road», uniting representatives of the countries of Asia, Africa and Latin America yesterday was over.
At the end, the leader of the nation expressed gratitude to President Shavkat Mirziyoyev and all members of the delegation of Uzbekistan for the shown constructivism, readiness for the interested and subject discussion of issues of interaction, special attention to strengthening of relations with Turkmenistan.
Upon completion of negotiations in the expanded structure in the presence of heads of the states, the exchange of the signed bilateral documents took place. Among them are the agreement on simplification of visa procedures for citizens, the Protocol on mutual trips of citizens, Memorandums between the Ministries of Justice and Academies of Sciences, cooperation Program in the cultural-humanitarian sphere till 2024, the Agreement on preservation of biological diversity, the Plan of measures on quarantine and protection of plants till 2025, economic contracts, the Memorandum in the field of chemical industry, the Agreements on frontier Shopping centre, mutual trade and investments, metrology sphere, Memorandums of cooperation in spheres of statistics, water saving technologies, transit and railway transport, communication, the Protocol on commissioning of check points Dashoguz-Gurlen, "Road map" in transport sphere, the Memorandum of cooperation in the field of information technology.
To the applause of the present, President of Turkmenistan Gurbanguly Berdymuhamedov and President of the Republic of Uzbekistan Shavkat Mirziyoyev put the signatures under the Joint statement.
On the end of the ceremony of signing of documents, the heads of two states addressed representatives of mass media.
Mentioning the results of the meeting at the highest levels, President Shavkat Mirziyoyev noted that very detailed and productive negotiations in which course all spectrum of issues of bilateral cooperation in details were discussed, today have taken place. As was especially underlined, Uzbekistan highly appreciates the reached level of strategic partnership with Turkmenistan, based on centuries-old friendship, generality of history and culture, cultural wealth and traditions of our people. Present negotiations once again have visually shown sincere aspiration and invariable adherence of the parties to the further deepening of interaction.
The special attention was given to development of industrial cooperation, preparation of corresponding "Road map" on realisation of joint projects on assemblage of cars, manufacture of electrotechnical goods, building materials, deep processing of cotton and fruit-and-vegetable production, creation of modern logistical infrastructure, and also tourist clusters. .
As perspective direction of cooperation stimulation of inter-regional relations acts. Fruitful visits of delegations of Lebap and Dashoguz regions to Bukhara and Urgench recently have taken place, President Shavkat Mirziyoyev noted, having expressed confidence that development of system dialogue between frontier areas of Uzbekistan and Turkmenistan becomes a new driver of growth of economic partnership.
The separate attention was also given to the Aral crisis, which goes far beyond the region, and co-ordinated interaction in the given direction.
Having expressed deep satisfaction with negotiations which have again shown a mutual serious spirit on the further all-round strengthening of mutual relations to what the signed large package of documents visually testifies, the Uzbek leader stated that all mutual efforts are directed to achievement of major goals - maintenance of well-being of our fraternal people, sustainable development of both countries and the region as a whole.
Making comments on results of the summit, President Gurbanguly Berdymuhamedov thanked again President Shavkat Mirziyoyev and all Uzbek colleagues for the shown hospitality and hearty welcome, constructive negotiations, which have passed in the spirit of mutual understanding, respect and partnership equal in rights.
As the leader of the nation underlined, during the meetings invariable adherence of Turkmenistan and Uzbekistan to close interaction, which serves interests of both states, was confirmed. Presence of necessary potential for the further intensification of the Turkmen-Uzbek dialogue in various areas was noted. The large package of documents defining bilateral cooperation in political, trade and economic and cultural-humanitarian spheres was signed.
Addressing representatives of mass-media, President Gurbanguly Berdymuhamedov informed that the parties agreed to continue coordination of efforts in such major direction of global challenges, as sustainable development and its components – energy security, development of international transport-transit links, climate change and environment protection.
The sphere of steady energy, first of all, concerns participation of Turkmenistan and Uzbekistan in realisation of large-scale energy projects in the region. First of all, it is necessary to carry out the project of gas pipeline Turkmenistan-Uzbekistan-Kazakhstan-China. Besides, our country is ready to make active cooperation with Uzbekistan within the limits of plans on escalating of deliveries of electric power from Central to Southern Asia.
In the transport sphere joint work for the purpose of creation of powerful and modern infrastructure, which would provide association of transport systems of Central Asia, Europe, and the Near East will be continued. In particular, Turkmenistan is ready to give an infrastructure of International seaport Turkmenbashi for high-grade start of multimodal transport corridor on the route Uzbekistan-Turkmenistan-Caspian Sea - further through the Black Sea ports with an access to Europe, the Turkmen leader noted.
Addressing representatives of mass-media, the leader of the nation informed that only during the present visit the Turkmen party presented offers on the conclusion of contracts on purchase of the goods and production made by the Uzbek enterprises, for the sum over 300 million US dollars. The arrangement on creation of the Turkmen-Uzbek zone of frontier trade, on the organisation of regular contacts between businessmen, carrying out of exhibitions of commodity producers was reached.
During the meeting intensification of interstate relations in the cultural-humanitarian sphere was with satisfaction noted, the agreement on continuation of cooperation in this direction, creation of conditions for wide contacts of citizens of two countries was reached. Marking mutual interest in the mutual cultural heritage, it was offered to study possibility of the organisation of Days of culture of the Republic Uzbekistan in Turkmenistan in 2022.
The head of Turkmenistan also underlined that he has known his Uzbek colleague since 2007 that is already almost 14 years. Those years, working on various posts, as a result of long personal contact we have well learnt each other, the leader of the nation told, having noted that he likes President Shavkat Mirziyoyev as a man.
- We are deeply satisfied by results of the visit following the results of which the large package of bilateral documents has been signed, - the head of Turkmenistan underlined. Again having expressed to President Shavkat Mirziyoyev and members of the Uzbek delegation gratitude for the shown constructivism, openness and readiness for the closest cooperation, the leader of the nation conveyed to all fraternal people of Uzbekistan best regards of peace, well-being and happiness.
In honour of the President of Turkmenistan, the President of the Republic of Uzbekistan gave an official dinner in which course the heads of two states exchanged speeches. The joint friendly concert on completion of which leaders of both countries were photographed for memory with its participants, here took place here as well.
The same day Presidents Gurbanguly Berdymuhamedov and Shavkat Mirziyoyev laid flowers to the monument of first President of the Republic of Uzbekistan Islam Karimov - the top politician, true patriot and true son of the Uzbek people who stood at the root of creation of the independent state.
Then Presidents Gurbanguly Berdymuhamedov and Shavkat Mirziyoyev together proceeded to the Tashkent International airport named after Islam Karimov. Here heads of Turkmenistan and Uzbekistan warmly said goodbye to each other, again having confirmed mutual intention of two countries to develop the full-scale cooperation, which is equitable to interests of general well-being and prosperity.
Having finished the official visit to the Republic of Uzbekistan, the leader of the nation went up the board of the expecting airliner by which he left for home.
After the arrival in Ashkhabad President Gurbanguly Berdymuhamedov focused attention on original features of illumination of territory of the International airport of the capital and its vicinities. Now Ashkhabad is recognised as one of the most beautiful cities of the world. An original element of its design is the night illumination giving to the capital special charm.
The head of the state noted that each corner of the city, in particular, objects of different function should be equipped by corresponding lighting systems, having given thereupon to deputy-chairman Ch. Purchekov concrete commissions. In the given context, the leader of the nation told, it is necessary to pay much attention to designing of buildings and constructions both in the capital, and all over the country, including the road and transport infrastructure, elements of their illumination.
The head of Turkmenistan noted that in recent years in architectural shape of the capital, in its night panorama innovative technologies and digital systems, which give to the city unique colour, have found their active application. Thus, having underlined necessity of the complex approach to the designing of the central city of the country, creation by means of various light solutions of original palette, President Gurbanguly Berdymuhamedov gave a number of corresponding instructions and left the place of the event.
