Today, President Gurbanguly Berdimuhamedov held a regular meeting of the Cabinet of Ministers via digital system, at which topical issues of the state's life were discussed, and drafts of a number of documents aimed at the comprehensive development of the national economy were considered.

The Chairperson of the Mejlis of Milli Gengesh G. Mammedova informed about the work done to further improve the legislation, in particular, about the activities of the working groups created to prepare draft laws on social protection of the population, regulating the provision of benefits to large families.

New editions of a number of legislative acts are also being developed, the implementation of existing ones is analyzed.

Then the Deputy Chairman of the Halk Maslahaty Milli Gengesh K. Babayev informed about the work carried out jointly with the Mejlis, the Cabinet of Ministers, relevant ministries and departments, hyakimliks of the velayats and the city of Ashgabat to ensure a high organizational level of events dedicated to the 30th anniversary of the sacred independence of the Motherland.

Great importance is attached to building up inter-parliamentary cooperation and exchange of experience in the legislative sphere.

Thus, during the celebration of the anniversary of the sovereignty of Turkmenistan, on behalf of the Halk Maslahaty Milli Gengesh, a video message was sent to the participants of the video conference of representatives of the parliaments of Central Asian countries, organized by the National People's Congress.

Then Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on preparations for the official visit of the President of Turkmenistan to the Republic of Uzbekistan, scheduled for October 4th-5th.

In the period of 2007-2021, 23 mutual state, official and working visits at the highest level took place.

Turkmenistan and Uzbekistan also fruitfully cooperate in the cultural and humanitarian spheres. In this direction, various events are regularly organized, including mutual Days of Culture. Days of Turkmen cinema are being held in Uzbekistan these days.

At present, the foreign ministries of both countries are carrying out joint comprehensive work on the preparation of the official visit of the President of Turkmenistan to the Republic of Uzbekistan, within the framework of which a number of important events are planned, including the Turkmen-Uzbek economic forum.

In this regard, a draft of the relevant Program was submitted to the leader of the nation for consideration.

Having noted with satisfaction the mutual focus of the parties on further development of fruitful interstate relations across their entire spectrum, President Gurbanguly Berdimuhamedov instructed the Deputy Prime Minister, Foreign Minister to ensure a high organizational level of preparation for the upcoming official visit to the Republic of Uzbekistan and the events planned within its framework.

Deputy Chairman of the Cabinet of Ministers S. Berdimuhamedov reported on the work carried out by the institutions of the supervised sphere, as well as on the comprehensive measures being implemented to further improve the activities of institutions of the economic, financial and banking systems.

Within the framework of the report, information was presented on the practical steps taken to successfully solve the matters of investment policy for financing promising projects. In this context, the Deputy Prime Minister appealed to the head of Turkmenistan with a request to obtain permission to attract credit funds from the International Islamic Trade Finance Corporation (ITFC), as well as to sign a Framework Agreement.

Having approved the submitted proposal on attracting investments of the International Islamic Corporation for Trade Finance for projects implemented in our country, as well as on the signing of the Framework Agreement, the head of Turkmenistan expressed confidence that this step, being an example of the successful implementation of investment policy, is intended to contribute to the further development of the national economy. In this context, specific instructions were addressed to the Deputy Prime Minister.

Having approved amidst number of submitted projects the motto “Population census 2022: Cohesion, Happiness, Bright Future” and the emblem, which depicts the State flag, “Ak öý”, the goels of the Turkmen carpet and the number “2022”, symbolizing the year of the complete census of the population and housing stock, the leader of the nation ordered to take all measures to prepare for the campaign in order to organize it in accordance with international requirements.

Deputy Chairman of the Cabinet of Ministers Sh. Abdrakhmanov reported on the activities of the Turkmenbashi complex of oil refineries to provide services to foreign companies for the processing of crude oil.

The implementation of these works will contribute to the efficient use of the production capacities of the TKNPZ and receipt of additional profits.

The Vice Premier also reported on the issue of leasing the Chinese National Oil and Gas Corporation International Ltd., operating in accordance with the Production Sharing Agreement in the Bagtyyarlyk contract area, a land plot for laying water supply systems intended for onshore gas fields located in one of the sectors of the above contractual territory.

In this regard, a draft of the relevant order was submitted to the head of state for consideration.

Having signed the submitted Order and sent it to the Deputy Prime Minister through the digital system, the leader of the nation instructed to ensure proper control over the implementation of this document.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev reported on the preparation of proposals for the purchase of products in the Republic of Uzbekistan for the agricultural sector and the chemical industry of the country.

It was reported that on September 14 this year in Tashkent (Republic of Uzbekistan), the 16th meeting of the Joint Turkmen-Uzbek Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation was held, within the framework of which bilateral negotiations were held aimed at increasing the volume of trade in Agroindustrial complex, mainly due to the purchase of agricultural machinery and equipment, mineral fertilizers and chemicals for plant protection.

So, following the meeting in 2022–2026, the Ministry of Agriculture and Environmental Protection plans to purchase various agricultural equipment and tractor trailers, as well as chemicals for growing abundant crops of wheat and cotton. The state concern "Türkmenhimiýa" signed contracts for the purchase of mineral fertilizers for the agricultural sector in 2022–2025.

In this regard, a draft resolution was submitted to the leader of the nation for consideration.

Having signed the Resolution and sent it to the Deputy Prime Minister for the digital system, the leader of the nation addressed a number of specific instructions regarding the practical implementation of the agreements reached.

Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on the ongoing work to increase the volume of Turkmen electricity exports abroad.

Currently, energy supplies to neighboring countries - Afghanistan, the Islamic Republic of Iran, the Kyrgyz Republic and the Republic of Uzbekistan - are increasing annually.

In accordance with the Resolution of the President of Turkmenistan signed in November 2019 between the State Electric Power Corporation “Türkmenenergo” of the Ministry of Energy and the Joint Stock Company “National Electricity Systems of Uzbekistan”, a corresponding contract was concluded, which expires on December 31st, 2021.

In this regard, the President of the country was also presented for consideration a draft Resolution on the conclusion of contracts for the purchase of mineral fertilizers for agriculture and chemical products for production enterprises of the State Concern “Türkmenhimiýa” for 2022–2025.

After listening to the report, the leader of the nation Gurbanguly Berdimuhamedov emphasized the exceptional importance attached to strengthening all-round interaction with foreign partner countries, primarily with the closest neighbors, with which Turkmenistan is linked by close, time-tested bonds of friendship.

By signing the Decree on the conclusion of contracts for the purchase of chemical products manufactured in Uzbekistan and sending it through the digital communication system, President Gurbanguly Berdimuhamedov instructed the Deputy Prime Minister to monitor the progress of the fulfillment of the partnership obligations undertaken, taking into account the great importance attached to the expansion of Turkmen-Uzbek cooperation built on a long-term, mutually beneficial basis.

Deputy Chairman of the Cabinet of Ministers Ch.Gylydzhov reported on the work carried out to prepare for the National Day of Turkmenistan within the framework of the International Exhibition “EXPO-2020”, which will be held in Dubai, United Arab Emirates.

It was reported that high-level meetings with representatives of the UAE are scheduled for this day, along with the signing of a number of documents.

The meeting of the Cabinet of Ministers via the digital system continued with the report of the Deputy Chairman of the Cabinet of Ministers M. Mammedova.

The Vice Prime Minister reported on the procedure for holding the main events and solemn ceremonies for the opening of social and cultural facilities, scheduled for October this year.

In order to organize international forums at the proper level, together with specialized structures, appropriate work is being carried out to prepare a cultural program. Thus, the international conference “Oil and Gas of Turkmenistan – 2021” scheduled from October 27 to 29 is scheduled to be held at the Chamber of Commerce and Industry.

Focusing on the importance of the development of the cultural and humanitarian sphere, an important direction of socially oriented state policy, President Gurbanguly Berdimuhamedov appointed O. Cherkezova to the post of deputy hyakim of the Dashoguz velayat for education, culture, health care and sports, relieving her of the post of deputy hyakim of the Byzmeyin etrap of Ashghabad city.

Having signed the corresponding Resolution, the head of state sent it to the Deputy Prime Minister for the digital system.

Deputy Chairman of the Cabinet of Ministers S. Toylyev reported on preparations for the upcoming events on the occasion of the Day of Healthcare and Medical Industry Workers, in particular, on the holding of the international forum of medical scientists “Medical diplomacy is the basis of a healthy world.”

On the occasion of the upcoming professional holiday of medical workers, annually celebrated on October 10th, a number of events have been planned. Also, on the eve of the holiday, there are plans to participate in an international conference in honor of the “World Palliative Health Day”, which will be organized by WHO.

Director General of the Agency for Transport and Communications under the Cabinet of Ministers M. Chakyev reported on the preparation of the draft “Regulations on the licensing of aviation activities”, and also applied for permission to carry out air cargo transportation from the International Airport of Turkmenabat.

It was reported that in order to implement the Law of Turkmenistan “On Licensing Certain Types of Activities”, as well as to further improve the licensing procedure in accordance with the Decree of the President of Turkmenistan dated May 29, 2020, a draft of the relevant Regulation was prepared in cooperation with the Ministry of Finance and Economy and the Ministry of Justice.

In continuation, information was presented about the work carried out by the agency “Türkmenaragatnaşyk” to modernize the Internet system, in accordance with which an international tender was announced for the purchase of a set of equipment for expanding the cellular network “Altyn Asyr” in the country. Based on its results, proposals from several foreign partners were selected.

Having ordered to keep under unremitting control the issues of improving licensing processes, the head of state addressed a number of specific instructions to the head of the Agency, including those related to the organization of cargo flights to foreign countries.

Effectively using the created conditions and the opportunities provided, it is necessary to systematically carry out the relevant work, expand the range of cellular communication services of “Altyn Asyr”, President Gurbanguly Berdimuhamedov noted, giving instructions in this regard.

Then, Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov reported on the state of affairs in the military and law enforcement agencies.

Addressing the meeting participants, President Gurbanguly Berdimuhamedov noted that on Wednesday, October 6th, the memory of our great ancestors, who gave their lives for independence, freedom and the happy life of their descendants, will be honored.

In this regard, the head of state instructed the Deputy Chairmen of the Cabinet of Ministers, hyakims and leaders to prepare well for the upcoming events on the Day of Remembrance.

The leader of the nation also noted the high level of the recent celebrations marking the 30th anniversary of the country's independence.

- Having celebrated the sacred anniversary date of our Motherland, we were once again convinced that over the past 30 years, large-scale work has been carried out. We are proud that our people have overcome all difficulties and created a powerful modern state, the President of Turkmenistan said.

As it was emphasized, the excellent progress achieved over the past three decades was clearly demonstrated by the solemn military parade and festive performances of citizens.

Noting the colossal and purposeful work of numerous organizations and enterprises in holding the anniversary celebrations at a high level, the head of state sincerely thanked everyone who took part in the preparation of these large-scale festive events.

Summing up the results of the meeting of the Cabinet of Ministers held on the digital system, President Gurbanguly Berdimuhamedov stressed that important issues of the state's life were discussed today, a number of documents were adopted aimed at the further development of various sectors of the national economy.

Concluding the meeting, the head of state wished all the participants good health, family well-being and great success in their work for the prosperity of the Fatherland.
