President Gurbanguly Berdimuhamedov has held a regular video conference session of the Cabinet of Ministers.

Coming over to the subjects of the agenda, the head of state gave the floor to Deputy Chairman of the Cabinet of Ministers G. Mushshikov, who reported on the activities of subordinate structures, in particular, on the results of the analysis carried out by the Ministry of Finance and Economy together with specialists from the Ministry of Health protection and Medical Industry.

Issues related to the financial and economic situation of sanatoriums and the cost of vouchers provided for receiving medical and health-improving assistance were studied. According to the analysis, it is proposed to take measures to strengthen the financial stability of the country's sanatoriums, improve the quality of their services. In this context, a draft resolution was submitted to the President of Turkmenistan for review.

Summing up the report, the head of state has noted that care of the health and well-being of the people is one of the key aspects of the country's domestic policy. Within the framework of the State Health Program and other social and economic programs in the capital and in all regions, new medical, sanatorium and tourist facilities are being commissioned.

In terms of their equipment and range of services, our health resorts are do not yield to the well-known world treatment and preventive centers. Comprehensive development of sanatorium and resort industry contributes to the restoration of the health of the country's citizens. Noting the importance of the proposed measures in order to effectively use the potential of health institutions, President Gurbanguly Berdimuhamedov signed a Resolution and sent it to the vice-premier through electronic document management system, addressing specific instructions.

Continuing the meeting, the vice-premier has reported on the steps aimed at solving the tasks identified in the Strategy for the Management and Reform of Enterprises with State Participation in Turkmenistan for 2021-2025 and the Action Plan for its implementation. According to the document, it is envisaged to develop measures for the development of public-private partnerships based on a trust management mechanism.

In this regard, proposals prepared in accordance with the provisions of the Civil Code of Turkmenistan on the transfer of a number of enterprises under the jurisdiction of ministries and administrations to representatives of the private sector were presented to the President.

The promotion of the format of public-private partnership is one of the most important and urgent tasks today, the President emphasized. The trust management mechanism is defined as one of the main financial instruments in this process.

The competent use of this tool will allow the state saving resources, ensuring the formation of a modern infrastructure of settlements, increasing employment of the population, developing entrepreneurship and, at the same time, improving the quality of goods and services, the Turkmen leader continued. Noting the importance of a thoughtful approach to solving the tasks, the head of Turkmenistan addressed a number of specific instructions to the vice-premier.

Deputy Chairman of the Cabinet of Ministers Sh.Abdrahmanov has reported on the ongoing work on projects for the development of gas chemistry, including the construction of plants for processing natural and associated gas, the introduction of modern scientific researches and advanced technologies to the as well as on further measures for expansion of the partnership in this sphere with reliable foreign companies, attracting foreign investment.

Draft Resolution on Approval of the composition of the Intergovernmental Turkmen-Saudi Commission on Trade and Economic Cooperation from the Turkmen side was presented to the head of state for consideration.

Summing up the report, President Gurbanguly Berdimuhamedov stressed that the energy strategy of our state is aimed at ensuring the most efficient use of huge natural resources, production, scientific and technical potential of the oil and gas sector.

The construction of new ultra-modern gas processing complexes, which, on the basis of innovative technologies, should produce high-quality products that are in high demand in our country and abroad, is intended to contribute to the solution of the tasks in this area.

Pointing to the need to give more dynamics to the implementation of investment projects aimed at diversifying the oil and gas industry, the head of state gave specific instructions to the vice-premier.

Having signed the Resolution on Approval of the composition of the Intergovernmental Turkmen-Saudi Commission for Trade and Economic Cooperation from the Turkmen side, the President of the country sent it to the vice-premier via electronic document management system and gave relevant instructions.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on the progress of seasonal agricultural work.

Having listened to the report, the President gave a number of instructions to strengthen the material and technical support of cotton producers. At the same time, special emphasis was placed on the importance of improving the culture of agriculture - an integral factor in the successful development of the agricultural sector.

Deputy Chairman of the Cabinet of Ministers Sh. Durdylyev reported on the improvement of the work of the Ministry of Construction and Architecture, in particular, on the steps taken to create a single state customer service for construction projects on the basis of the Ministry.

Today, architectural and urban planning policy is being successfully implemented, large-scale projects for the development of regions, a radical transformation of the social and living conditions of the people are being implemented on an integrated basis.

The vice-premier has made a proposal to create a state customer for construction projects on the basis of the Ministry of Construction and Architecture.

Having listened to the report, President Gurbanguly Berdimuhamedov noted the importance of the work being done to improve the construction sector, stressing the need to carefully study the mechanism of the State Customer Service for Construction for smooth functioning of all involved links and ensure proper control over the construction of various facilities.

Noting that this issue should once again be worked out in detail, the head of state gave specific recommendations to the Vice-premier.

Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the preparatory work carried out to organize a joint Investment Forum by commodity producers and entrepreneurs of the country.

The vice-premier has reported that relevant work is being carried out in transport and communication sector aimed at strengthening the material and technical base of the industry, further development of public and private sectors, increasing the production capacity of import-substituting products, and providing the domestic market with high-quality domestic goods.

In this regard, a proposal was put forward to organize the above-mentioned Investment Forum on April 8-9.

Taking into account the existing modern infrastructure of the transport and communications sector, it is planned to open new enterprises in the framework of cooperation with the private sector of the economy by attracting investments from Turkmen entrepreneurs and product manufacturers.

Having listened to the report, President Gurbanguly Berdimuhamedov emphasized that as a result of successfully implemented comprehensive programs, processing industries are rapidly developing and support is provided to small and medium-sized businesses.

Economic efficiency of joint projects, social importance of these projects and ecological friendliness, search for the most effective tools for achievement of firm and long-term success of all interested parties are fundamental principles for establishment of fruitful partnership. At the present stage, our country has a specific goal - to further increase the production of import-substituting products, increase its export volumes through the widespread introduction of innovations, the President stated.

Having considered the proposal to hold the Investment Forum, the head of state pointed out the importance of a systematic study of the situation and constant analysis of the needs of domestic consumers, the introduction of advanced experience and technologies in the production of high-quality products of Turkmen entrepreneurs engaged in the transport and communication complex, having addressed instructions to the vice-premier in this regard.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on the establishment of the Ulag hyzmatlary passenger transport enterprise on the base of the Türkmen awtoban joint-stock company and on ongoing works for arrangement of relative services.

It was reported that construction of Ashgabat-Turkmenabat highway is continued at a high rate. By the 30th anniversary of independence, it is planned to commission a section of Ashgabat-Tejen part of the road.

It is planned to open "Ulag hyzmatlary" in order to establish intercity passenger traffic and provide high-quality services in this direction.

The vice-premier has reported that proposals for the purchase of passenger buses and cars were studied by "Türkmen awtoban" JSC.

In this regard, appropriate work is carried out to provide high quality passenger services by the bus stations of the Türkmenawtoulaglary Agency on a contractual basis.

Having listened to the report, the President emphasized that owing to the efforts of domestic entrepreneurs, high-speed highways and dozens of complex engineering structures are being built in the country, which is very important in the formation of a modern and highly efficient transport infrastructure, which contribute to strengthening the role of the Motherland as an international intersection of the main trade routes of the continent.

All efforts have to be put to ensure that actively building Ashgabat-Turkmenabat highway fully meets the requirements of international standards, helping to strengthen the role of Turkmenistan as an important transport and transit corridor, the head of state noted.

Speaking about the need to create an effective structure for the provision of high-quality services to passengers, the head of state emphasized that in the sectoral context, the importance of road transport is increasing.

Noting that modernization of technical base of road transport in accordance with high environmental and safety standards is a key aspect of the state social and economic policy, President Gurbanguly Berdimuhamedov ordered to provide all conditions for servicing passengers at proper level, having given number of instructions to the vice-premier.

Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on the program of events planned in April 2021, including the events on occasion of commissioning of social and cultural facilities.

Under the framework of events dedicated to the motto of this year "Turkmenistan - Home of Peace and Trust", as well as timed to coincide with the World Health Day, the National Turkmen Horse Holiday and the Day of Turkmen Shepherd Dog, the 140th anniversary of the founding of Ashgabat, it is planned to hold thematic, scientific and practical conferences, creative meetings, exhibitions, festive concerts, educational actions, "round tables", competitions in various sports, health and fitness events.

Having listened to the report and noting special significance of festive celebrations and events contributing to the study and wide popularization of tangible and spiritual heritage of Turkmen people in the world, President Gurbanguly Berdimuhamedov ordered to ensure a high level of the events.

Focusing on preparation of the National Turkmen Horse Holiday and the Day of Turkmen Shepherd Dog, which are jointly celebrated for the first time, the head of state emphasized that large-scale work is carried out in the country today aimed at dynamic development and creation of appropriate infrastructure for these industries. Comprehensive measures are being taken to increase the livestock of elite ahalteke horses, to intensify international cooperation in the field of pedigree horse breeding and to promote the traditions of the national kennel school and continuity of its original traditions. This topic should find a worthy reflection in the creative works of representatives of cultural sphere, the President of the country said, addressing the vice-premier with instructions to organize events dedicated to these holidays in an atmosphere of great celebration typical to Turkmen traditions.

Deputy Chairman of the Cabinet of Ministers M. Geldyniyazov reported on the situation in the areas under his supervision, work on the development of the State Health Program in new edition.

Large diagnostic centers, medical institutions, hospitals, sanatoriums, modern pharmaceutical enterprises that meet international standards are being built and put into operation throughout the country.

A lot of work is being done to protect people's health, increase life expectancy, provide quality medical services, train highly qualified doctors, establish broad international cooperation, and popularize the principles of a healthy lifestyle.

Together with the relevant ministries and departments, a new version of the State Health Program and the Action Plan for its implementation for 2021-2025 have been developed.

The welfare of the Turkmen people, increasing the life expectancy of the population, an integrated approach to health strengthening and disease prevention,, the creation of a perfect and highly effective healthcare system are the main goals of the Program.

Thus, the implementation of the State Health Program will serve to form an impeccable and reliable national health care system.

Having listened to the report, President Gurbanguly Berdimuhamedov emphasized the exceptional importance of work that is being done to improve national health care system, the comprehensive development of which is a priority task of socially oriented government policy.

After approving the submitted project and signing relevant Resolution, the head of state has sent it to the vice-premier by electronic document management system instructing him to ensure strict control over the implementation of all envisaged measures.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov has reported on preparation of the working visit of Turkmenistan’s delegation to Moscow, Russian Federation, scheduled for the period from March 30 to April 2 this year.

During the visit, it is planned to hold bilateral meetings and negotiations on priority vectors of cooperation under the framework of joint Intergovernmental Commission. In this regard, the prospects for further interaction with the regions of the Russian Federation in oil and gas, chemical, industrial, agricultural fields, transport sector, trade, economic, scientific and educational, health protection spheres health will be discussed.

At the same time, meeting and negotiations are planned to be held between the heads of the foreign affairs agencies of two countries, during which the issues of building up interstate partnership in its key areas, including in the political and diplomatic sphere, will be considered.

It was also reported that a regular meeting of the Council of Foreign Ministers (CFM) of the CIS will take place in Moscow on April 2. Its agenda will include a set of issues related to strengthening regional and international security, multilateral cooperation, including in such areas as tourism, physical culture and sports, youth affairs. In this context, the Turkmen side will submit a number of documents for consideration by the meeting participants.

At the same time, it is planned to hold high-level bilateral interagency consultations on regional security issues under the framework of the working visit of the delegation of Turkmenistan to Russian Federation.

Taking into account multifaceted nature of Turkmen-Russian partnership, it will also be proposed to organize working meetings between the relevant members of the Government, heads of ministries, sectoral departments and large firms of both countries.

In addition, it is planned to hold meetings between representatives of the Group of National Equestrian Games "Galkynyş" and the management of the State Circus of Russia and the Great Moscow State Circus in order to expand cooperation in horse breeding sphere.

Following the results of the above-mentioned meetings and negotiations, it is planned to sign a number of bilateral documents on cooperation in various fields.

Summing up the report, President Gurbanguly Berdimuhamedov stressed that Turkmenistan and Russian Federation are united by long-standing, primordially friendly relations. The interstate dialogue, built on the principles of strategic partnership, is dynamically developing both in a bilateral and multilateral format. Our countries interact constructively under competent international organizations, demonstrating the similarity or coincidence of positions on key issues of regional and global issues related to ensuring universal peace, security and prosperity.

Turkmen-Russian cooperation covers a wide range of areas, the President noted stating the availability of a solid potential for building up an effective partnership in trade and economic sphere, where an important role is assigned to the activities of the joint Intergovernmental Commission. At the same time, great importance is paid to strengthening of traditional contacts in humanitarian field, education and science, culture and art.

Speaking about this, the head of state noted with satisfaction the progressive nature of interaction with the largest regions and subjects of Russia, with which fruitful economic, business and cultural ties have been established.

President Gurbanguly Berdimuhamedov has given the vice-premier, the Foreign Minister specific instructions to prepare for the upcoming working visit of the delegation of our country to Russian Federation, which is aimed at promotion of optimal implementation of existing opportunities for the development of mutually beneficial cooperation in its priority areas.

Other important issues of the state life, on which appropriate decisions were made, have been reviewed at the session of the Government.
