The 12th of December of 1995 is forever inscribed in gold letters in the history of independent Turkmenistan. On that day, a very important event in the history of the sovereign Fatherland took place, which determined the long-term foreign policy course of the young Turkmen state. With the unanimous support of 185 states, the United Nations General Assembly adopted a historic resolution on the status of permanent neutrality of Turkmenistan. The status of permanent neutrality, three times recognised by the international community, has become the basis of the domestic and foreign policy of our sovereign state. Independent Turkmenistan, which today occupies a respectable position among the rapidly developing countries of the world, is widely celebrating the 30th anniversary of its permanent neutrality with gratifying achievements in all areas and grand celebrations at the international level.
Taking into account the great personal contribution to strengthening the state independence and the status of permanent neutrality of Turkmenistan, its economic might, increasing the defence capability of the Fatherland, maintaining its international authority on the world stage, adhering to the principles of permanent neutrality, ensuring the security of citizens, law and order, achievements in the implementation of developed programs for the development of science, education, culture and art, the healthcare system and other sectors in our country, merits in the cause of educating the younger generation in the spirit of love and loyalty to the Motherland, courage, honesty and inspiration, fruitful state and public activities, conscientious work over many years, and also on the occasion of the glorious 30th anniversary of Turkmenistan acquiring the status of permanent neutrality, I decree:
Considering the great personal contribution to strengthening the independence and permanent neutrality of Turkmenistan, to enhancing the defence capability of the Fatherland, to ensuring the security of citizens, law and order, selfless and conscientious work over many years, fruitful state activity, and also on the occasion of the glorious 30th anniversary of Turkmenistan acquiring the status of permanent neutrality, I decree:
In order to significantly strengthen the unity and cohesion of Turkmen society and each family, guided by the principles of mercy and humanism bequeathed to us by our great ancestors, and on the occasion of International neutrality day, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Serdar Berdimuhamedov, signed the Decree «On pardoning sentenced persons on the occasion of international neutrality day», releasing pardoned citizens of our country from further serving their main sentence in the form of imprisonment.
Under the wise leadership of the highly respected President of Turkmenistan, Serdar Berdimuhamedov, during the International year of peace and trust, the policy of neutrality of our independent, permanently neutral country, based on good neighbourliness, equality, and mutually beneficial cooperation with all states of the world and authoritative international organisations, will be marked by new achievements. Legal status of permanent neutrality of Turkmenistan has become a means for the international community to coordinate global interests within the system of international relations, and is recognised as a value that enhances the honour and glory of our country and elevates the pride and dignity of the Turkmen people. The international authority of permanently neutral Turkmenistan, confidently moving along the path of progress and prosperity, is growing, and its influential role in world politics is strengthening. Priority and important foreign policy initiatives of our country receive enormous support from the international community, primarily from the United Nations Organisation.
In accordance with the laws of Turkmenistan «On the diplomatic service», «On the status of diplomatic missions of Turkmenistan in foreign states» and «On the consular service», as well as in order to improve the activities of diplomatic missions and consular offices of Turkmenistan in foreign countries and ensure the effective fulfilment of their obligations, the President of Turkmenistan signed the Resolution «On financial issues of the diplomatic service of Turkmenistan».
In order to create favourable conditions for the population of the country to solemnly celebrate the International Day of Neutrality and to properly rest on the occasion of the glorious 30th anniversary of acquisition of the status of permanent neutrality of Turkmenistan, I decree:
