The Constitution of Turkmenistan, adopted in new edition in September 2016, declares a man to be the supreme value of society and the state. “Protection, support of human and service to him are the main tasks of bodies of state power,” was enshrined in the country’s Basic Law. “The state is responsible to each citizen and ensures the creation of conditions for free individual development, protects the life, honor, dignity, freedom, personal integrity, natural and inalienable rights of a citizen”. This constitutional provision is the policy foundation of President Gurbanguly Berdymuhamedov. Since the nation-wide election as the president in 2007, the leader of nation moved forward in implementation of national development strategy, which vividly and clearly expressed social goals and priorities. Step by step, a mixed economy was formed, to the development of which there were delivered the country’s rich raw material resources, and fundamental modernization embraced the whole social sphere. Precisely social reforms, a key aspect of which was determined by creating the conditions for success in life of each citizen of Turkmenistan, were the first on the way of transformations, initiated by President Gurbanguly Berdymuhamedov. Ten epochal years: 2007 – 2017... Between the two figures there are thousands of new factories, schools, hospitals, dwelling houses, museums and libraries, tens of thousands kilometers of roads and of railroads, pipelines, laid during this time, millions of tons of competitive on the world market products, produced in Turkmenistan, billions of investments in the biggest projects of the century. And the reigning feature of all reforms and transformation programs, initiated by the President of Turkmenistan, is their complexity and innovative nature, the expressed social objectives and the people’s prosperous and happy life orientation. On February 17, 2017, speaking at the inauguration ceremony in Rukhyet Palace, newly appointed President Gurbanguly Berdymuhamedov, defining development strategy of the country, called the priorities of social policy again. The next seven years we will work under the mottos: “Educated generation is the might of the Motherland”, “Culture is the soul of nation”, “Nation’s health is the country’s wealth,” the head of state said. It was emphasized that without developing the education and science, training of highly qualified specialists it is impossible to keep up with the times. With this view, Turkmenistan will continue the construction of kindergartens, secondary schools and universities, there will be opened new higher education institutions, special attention will be paid to the modernization of the education system and intensive study of foreign languages by young people. Big role is assigned by the development of culture and art. In terms of the “Health” State Program realization, health care will be provided for citizens at the level of modern requirements. Among the important issues are distinguished the maternal and child health, sport development, construction of health facilities fully met the increased modern requirements, extension of the health resort network, and conversion of the “Avaza” National Tourist Zone created on ecologically clean coast of the Caspian Sea into one of the world’s most famous rest and recovery centers. According to the firm conviction of the nation’s leader, social policy is that aspect, which converges interests of the state, society and the personality. Active and effective social policy requires colossal investments that only economically successful countries can afford. Under President Gurbanguly Berdymuhamedov’s leadership, Turkmenistan, having achieved great heights in economic development, from year to year expands social programs, turning them upon the improvement of life quality of the people.
