Today, in the conference hall of the Adalat Palace, the international scientific practical conference «Milestones in development of statehood, legal system and democracy in neutral Turkmenistan», timed to the 30^th anniversary of the foundation of the Institute of State, Law and Democracy of Turkmenistan took place. Representatives of the Mejlis, Ministry of Foreign Affairs, profile ministries and sectoral departments, public organisations, the faculty and students of the Academy of Civil Service under the President of Turkmenistan, student youth, and heads of diplomatic representatives and missions accredited in our country took part in the forum.

With special enthusiasm, participants of the conference heard the congratulatory message of President Serdar Berdimuhamedov. As was underlined in the message, based upon statehood foundations, supremacy of the law and national democratic principles, our country consistently develops civil society and strengthens mutual relations between the state, society and the individual. In modern Turkmen society, an individual is considered the highest value. In the message of the head of Turkmenistan, an emphasis was also made on adherence of our people to the national heritage, primordial humane values, originating from the depth of centuries, democratic traditions, which make up a basis of Turkmen statehood.

As speakers marked, during the new historical epoch, a legal basis of our democratic, legal and secular state are systematically improved. Cardinal progressive transformations carried out in our fatherland unite society, expand the outlook of people, inspiring every Turkmen national into new labour achievements.

It was also underlined that the large-scale work aimed at further modernisation of national legislative system, its harmonisation with conventional norms of international law is conducted today.

Major themes of reports included unanimous adoption of Resolutions initiated by Turkmenistan «The role and importance of the policy of neutrality in maintenance and the strengthening of international peace, security and sustainable development» and «The year of international law, 2028» that became a historically significant events, in May and July of the current year during the 80^th session of the General Assembly of the United Nations Organization. It was thus underlined that adoption of more than 30 resolutions by the United Nations General Assembly at the proposal of our country testifies to the powerful contribution of our fatherland to development of the international law.

As was marked, basic areas of social and economic development of Turkmenistan are organically combined with the Goals of sustainable development of the United Nations. In the country, particular attention is given to maintenance of human rights that promotes creation of all conditions for physical, spiritual and moral development of every individual.

The given scientific practical conference opened ample opportunities for discussion of basic principles of Turkmen statehood, issues of conformity of the national legislative system to international legal norms, ways of development of national democracy, popularisation of peaceful, creative and humane policy of Turkmenistan.

Participants of the forum underlined that the law and its realisation are closely connected with statehood development. For years of independence, in Turkmenistan the national legislative basis, which is based upon increase of efficiency of legal regulation of public relations for protection of the rights and personal freedoms, state sovereignty, maintenance of national interests of the country in the system of international contacts, was developed.

«The national plan of action for human rights in Turkmenistan for 2026-2030», «The national plan of action on gender equality in Turkmenistan for 2026-2030» and «The national plan of action on realisation of the rights of children in Turkmenistan for 2023-2028», approved by the Resolutions of the head of the state, accordingly, in 2026 and 2023, can serve an acknowledgement to it. These important documents create wide prospects for implementation of law protection activity in cooperation with structures of the United Nations and other international organisations.

During the forum, along with speeches of international experts and scientists, the report of the authorized representative for human rights in Turkmenistan - the Ombudsman was heard. In it, a special emphasis was placed on legislative guarantees of human rights and harmonisation of national experience and international principles.

In speeches of participants of the conference it was also noticed that in recent years in our country all conditions are created for active participation of young scientists in realisation of planned research works in priority areas of science.

At the same time, reports underlined the significance of legal education and legal culture. The role of state structures in realisation of rights and freedoms of citizens proclaimed in the Main Law of the country. The Constitution of Turkmenistan, being a strong basis of national legal system as a whole, possesses a huge potential. The main Law is aimed at maintenance of stability of the state and society, and dynamic political, social, and economic development of the country. The constitutional principles are given an important place in activity of modern lawful state, its institutes, political parties, public associations and every citizen.

The forum timed to the 30^th anniversary of the establishment of the Institute of State, Law and Democracy of Turkmenistan, became a constructive platform for discussion of key problems on the further perfection of statehood, national legal system, consolidation of democratic bases of society.

At the end of the international scientific practical conference, its participants adopted the Message to President Serdar Berdimuhamedov, in which they expressed deep gratitude for the created conditions to hold the forum at a high organizational level and wished the head of Turkmenistan and Hero-Arkadag sound health, longevity and successes in their large scale activity for well-being of our people and country.
