Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers to consider a number of issues of state policy.

Chairwoman of the Mejlis D.Gulmanova was the first to take the floor to inform on the work carried out to strengthen the legal basis of the country at the expense of improvement of national legislation according to realities of the time. In this connection, she informed that the analysis of laws in force were carried out by means of making necessary amendments and additions according to provisions of the Constitution of Turkmenistan and standards of international law.

At the same time, credentials of Ambassador Extraordinary and Plenipotentiary of Bosnia and Herzegovina to Turkmenistan were received. With a view of expansion of interaction with parliaments of foreign states and authoritative organisations representatives of the Mejlis took part in the 7th inter-parliamentary meeting «Turkmenistan-European Union», held in the Brussels (Kingdom of Belgium), final meeting of the Dialogue of women of countries of Central Asia, held in Bishkek (the Kirghiz Republic), meeting of the Steering Committee for the Implementation of the Framework Program for Cooperation in the Field of Sustainable Development between Turkmenistan and the UN for 2021-2025. Besides it, elected representative of the people participate in actions for explanation of significance of realised program of transformations and purposes of adopted legislative acts to various strata of society.

The head of the parliament also informed on the work carried out to define the motto of the upcoming year 2025.

Summing up the information, President Serdar Berdimuhamedov noted necessity of consecutive continuation of work to strengthen the legal basis of the country.

Further, Deputy Chairman of the Cabinet Kh.Geldimyradov reported on the adopted practical measures for consolidation of international financial rating and authority of our state as well as promotion of partnership with corresponding structures, in particular, with Agency «Fitch Ratings» (Great Britain).

As he informed, as a result of the analysis carried out by the above-named organisation, the credit rating of Turkmenistan in August of the current year raised. Having submitted for consideration of the head of the state the corresponding proposal for promotion of bilateral interaction with the Agency, the Deputy Chairman of the Cabinet reported that this step urged to promote increase in volumes of foreign investments involved in the country, simplification of credit conditions, and as a whole expansion of foreign trade activities of our state.

Having heard the report, President Serdar Berdimuhamedov underlined that an effective work is carried out to strengthen the international financial status of our fatherland and cooperation with authoritative rating agencies of the world. Having approved the submitted proposal on further development of foreign trade activities of Turkmenistan, the head of the state instructed the Deputy Chairman of the Cabinet to take corresponding measures in the given area.

Then, Deputy Chairman of the Cabinet B.Amanov reported on steps implemented by "Türkmengaz" State Concern for preparation for the winter season.

In this regard, «Türkmengazüpjünçilik» and «Türkmengazakdyryş» Associations of the State Concern undertake all necessary work for maintenance of uninterrupted and reliable supply of internal consumers with natural gas.

A constant control is ensured over a technical condition and operation of service regulations of profile facilities and, in particular, the heating equipment in places. With a view of rational consumption of gas and strict observance of corresponding security measures in mass media explanatory work is carried out.

Having heard the report, President Serdar Berdimuhamedov pointed out importance of maintenance of uninterrupted and safe gas supply of consumers of the country during the winter period. In the given context, «Türkmengaz» State Concern should be prepared completely for the forthcoming season, the head of the state underlined and instructed the Deputy Chairman of the Cabinet to carry out strict control over consumption of natural gas and observance of safety precautions.

Deputy Chairman of the Cabinet T.Atahallyev reported on rates of seasonal campaigns in the agrarian sector and regions of the country.

As he reported, with a view of obtaining a high yield of grain in the next year and strengthening of food abundance in the fields sown with wheat due care is provided according to agro-technical standards, in particular, vegetative watering and top dressing is conducted.

At the same time, measures are taken for harvesting cotton to last box and its subsequent appropriate storage and processing. Besides it, in Dashoguz and Lebap velayats rice harvest comes to completion, in Mary velayat they receive sugar beet from manufacturers and store production and process it properly.

With a view of preparation of the fields  for spring cotton sowing – for the next year - top dressing by mineral fertilizers, ploughing with agricultural machinery effective utilisation are carried out.

He also informed on measures implemented to improve irrigation and ameliorative condition of agricultural fields.

Having heard the report, President Serdar Berdimuhamedov underlined importance of further complex development of the agricultural complex and strengthening of its material and technical basis. A special emphasis was made on necessity of care of wheat fields according to agro-technical standards. The head of the state also instructed to undertake practical steps for harvest of cotton to the last box, to pay attention to processing of seed cotton and preparation of seed material in ginneries. 

Throughout the meeting, the Deputy Chairman of the Cabinet reported on the work carried out to increase in volumes of cotton grown in the country.

Summing up the report, the President of Turkmenistan with a view of maintenance of rational use of land-water resources, agricultural machinery and mineral fertilizers in the next year in regions signed the Resolution «On manufacture of a high yield of cotton in Turkmenistan for 2025». Having sent the document online to the Deputy Chairman of the Cabinet, head of the state Serdar Berdimuhamedov instructed to keep control of fulfilment of tasks in view.

Then, Deputy Chairman of the Cabinet B.Annamammedov reported on preparation for the upcoming New Year holiday in Ashgabat.

As he informed, with a view of worthy welcome and organisation of celebrations on the occasion of the upcoming 2025 year it is planned to decorate New Year trees in cultural centres of the capital, recreation parks, venues of cultural actions, on avenues and to carry out work on decoration of the central city of the country.

In this connection, for consideration of the head of the state corresponding proposals were presented.

Having heard the report, President Serdar Berdimuhamedov noted importance of creation of favourable conditions for organisation of cultural leisure of inhabitants and visitors of the capital, having instructed the Deputy Chairman of the Cabinet to carry out due work at a high level to prepare for welcoming the New Year and decorate New Year trees. Having approved the presented proposal, the head of Turkmenistan instructed to take corresponding measures in this direction.

Deputy Chairman of the Cabinet N.Atagulyev reported on the exhibition of export goods of The Republic of Turkiye to be held from December 4 to December 6 and he next meeting of the Turkmen-Turkish business council.

In the large scale review participation from above 70 Turkish companies and associations of various profiles is expected. Exhibits of the exhibition will be mainly presented by manufacturers and exporters of equipment and technical devices, control systems of microclimate, chemical means and building materials, textile, food and household goods, pharmaceutical production, and structures specialising in the sphere of logistics and services.

In this connection, for consideration of the head of the state the corresponding proposal was presented.

Having heard the report, President Serdar Berdimuhamedov underlined that The Republic of Turkiye acts as close partner of our country. In the given context, importance of due preparation for the exhibition of export goods of the friendly state was marked. Having placed a special emphasis on necessity within the forthcoming review to attach huge significance to issues of further strengthening of Turkmen-Turkish cooperation, the head of Turkmenistan gave the Deputy Chairman of the Cabinet a number of concrete instructions.

Then,   Deputy Chairwoman of the Cabinet M.Mammedova reported on the basic actions planned for December and program of opening of social and cultural objects.

As she informed, during the forthcoming period it is planned to hold final rounds of creative competitions «Merdana nesil - 2024» and «Ýylyň parlak ýyldyzy». On the occasion of International Day of Neutrality will be held celebration for Turkmen nationals, awarded the anniversary medal «Magtymguly Pyragynyň 300 ýyllygyna», ceremony of flower laying at the Neutrality Monument, concert of art workers in the capital, song-music festivities in velayats and Arkadag city. A number of actions will be timed to Day of workers of oil and gas industry and geology.

Among basic cultural actions - ceremony of lighting up on December 15 the Main New Year Tree of the country timed to New year celebratory concerts of art workers in the "Ylham" park, on the areas before the State Circus, Cultural-entertaining centre "Älem", the monument «Arkadagyň binasy» in Arkadag city and in regions  before buildings of «Türkmeniň ak öýi». At the same time, the New Year's television space bridge between Ashgabat, velayats and Arkadag city and festive fireworks will be organised.

Besides it, he reported that for December in regions some new objects, including apartment houses will be commissioned into operation.

Summing up the report, the head of Turkmenistan directed attention to necessities of appropriate preparation for the actions timed to holidays and significant dates which will be marked in the country in December, including by International Day of Neutrality and Day of workers of oil and gas industry and geology. Having emphasised importance of high level of organisation of forthcoming celebrations on the occasion of commissioning of buildings and constructions, President Serdar Berdimuhamedov gave the Deputy Chairwoman of the Cabinet corresponding instructions.

Deputy Chairwoman of the Cabinet B.Orazdurdyeva reported concerning the sending of the youth for education in higher educational institutions of the People’s Republic of China and Hungary in 2025-2026 educational years.

As she informed, it is considered expedient to send young Turkmen nationals to higher educational schools of the above-stated friendly countries for training in such areas as information technology, public health services and medical sciences, education and pedagogical sciences, agricultural sciences, engineering, technologies and technical sciences, mathematics and natural sciences.

In this connection, for consideration of the head of the state the corresponding proposal was presented.

Having heard the report, President Serdar Berdimuhamedov noted importance of complex work carried out in the country on preparation of experts of high level. As he underlined, thousands of our young people are trained in prestigious educational institutions of foreign states.

Having approved the proposal on sending the youth in 2025-2026 educational years for training in higher educational schools of the People’s Republic of China and Hungary, the head of the state instructed the Deputy Chairwoman of the Cabinet to take necessary measures.

Then,   Deputy Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on preparation for the conference devoted to strengthening of joint efforts, maintenance of international peace, sustainable development on December 11 of the current year.

As he marked, as one of the basic areas of the foreign policy of Turkmenistan cooperation with international organisations, first of all with the United Nations Organization acts. International initiatives put forward by President Serdar Berdimuhamedov within this authoritative organisation on peace and sustainable development find a broad support of the world community and are reflected in resolutions and other documents of the United Nations.

So, corresponding work is carried out to hold in Ashgabat the International conference and meeting of Group of friends of neutrality. He also informed on the plan of the forthcoming forum.

At the same time, he informed that at the meeting of Group of friends of neutrality possibilities of development of the Strategy of global security initiated by the President of Turkmenistan, practical steps on expansion of cooperation in the field of maintenance of peace, the issues connected with introduction of principles of neutrality in the national and international strategy of achievement of sustainable development will be discussed.

Having heard the report, head of the state Serdar Berdimuhamedov noted that permanent neutral Turkmenistan realising its foreign policy, based on friendship and peaceful disposition principles, carries out close interaction with world and regional states, authoritative international organisations. In this connection, with a view of the further strengthening of peaceful foreign policy strategy of our fatherland, the President of Turkmenistan instructed to ensure a high organizational level of the forthcoming forum.

Throughout the meeting, Deputy Chairman of the Cabinet, Minister of Foreign Affairs reported on results of the business trip of the delegation of Turkmenistan to the United Arab Emirates.

As he underlined, at the present stage the interstate political-diplomatic dialogue with the United Arab Emirates is characterised with a growing dynamics. Recent official and working visits of the President of Turkmenistan in November, 2022 and in December, 2023 can serve a good acknowledgement for it. Along with it, he noted that the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag made an official visit in February, 2023, and a working visit in January of the current year to the friendly country.

At the same time, he underlined that as priority vectors of bilateral cooperation the trade and economic sphere, fuel and energy sector, renewed energy sources, transport-logistical complex act. Besides it, the huge attention is given to development of interaction in such areas as culture, science, education, sports.

As the Deputy Chairman of the Cabinet, Minister of Foreign Affairs reported, during the business trip to the United Arab Emirates on the instructions of the President of Turkmenistan a number of meetings were held. In particular, with Vice President, Deputy Prime Minister, Minister of Presidential Affairs of the United Arab Emirates Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs of the United Arab Emirates Sheikh Abdullah bin Zayed Al Nahyan and others.

Summing up the report, head of the state Serdar Berdimuhamedov underlined that development of bilateral cooperation with the United Arab Emirates acts among priorities of foreign policy of Turkmenistan. Our state aspires to strengthen relations with the friendly and brotherly country in all spheres, the President of the country noted, having instructed to increase consistently partnership with the United Arab Emirates and to give particular attention to consolidation of productive links.

Further, director general of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the course of preparation for the International conference and exhibition «International transport-transit corridors: interconnectivity and development - 2024», planned for November 26-27 of the current year according to the corresponding Resolution of the head of the state.

As he informed, the forum’s plan provides to hold the plenary meeting at a high level and also within the sessions to discuss urgent issues in the transport sphere. Along with it, on the occasion of announcement of November 26 as World day of sustainable transport according to the adopted Resolution of the General Assembly of the United Nations at the initiative of our country, it is planned to organise together with the United Nations the second ministerial meeting of the Group of friends of sustainable transport and action under the name «Safe roads for all». In the international conference participation of representatives from more than 40 states of the world, nearby 600 delegates from Turkmenistan and over 50 delegates via online mode is expected.

Having heard the report, President Serdar Berdimuhamedov underlined that the position of our fatherland becomes stronger as the transport-logistic centre of regional and continental value, activity of domestic transport-logistic sector is consistently improved, and international cooperation in this direction is increased. In this connection, the head of the state instructed the head of the Agency to provide a high level of the International conference and exhibition «International transport-transit corridors: interconnectivity and development - 2024», timed to the World Day of sustainable Transport.

At the meeting a number of other issues of state life on which corresponding decisions were made, were also considered.

Concluding the next online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and big successes in their work for further prosperity of our sovereign fatherland.
