Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.

The first floor was taken by Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out by the national parliament.

As she informed, on April 12 of the current year the eighth session of the Mejlis of the seventh convocation, in which the bills connected with further improvement of judicial activity, joining the corresponding Protocol to the International Convention on Load Lines were considered, took place. Along with it, drafts of legal acts, concerning the update of criminal and criminal-legal procedure, unification of definitions with consideration by the court of civil process on arbitration, labour, family and tax issues as well as laws on amendments and additions to legislation on the anniversary medal, administrative procedures, motor transport, and migration were discussed. During the session the Report of the Ombudsman – an authorized representative for human rights in Turkmenistan was heard.

Summing up the information, President Serdar Berdimuhamedov pointed out importance of perfection of the legislation according to requirements of the time.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on preparation for the first ministerial forum on sustainable development of the Economic Cooperation Organization (ECO), which is planned to carry out in April of the current year in Arkadag city.

As he reported, in the upcoming event heads and representatives of state bodies of ECO member states, international structures, the diplomatic missions accredited in Turkmenistan as well as ministries and sectoral departments of our country are expected to participate.

The main objective of the forum – promotion of partnership in realisation of the 2030 Agenda for Sustainable Development in the ECO region. During the event, ways of solution of tasks of SDGs will be considered. It is also planned to discuss the all round and steady strategy for definition of priority areas of interaction. By results of the meeting, it is expected to adopt the Final document.

In this connection, for consideration of the head of the state a relevant proposal was presented.

Having heard the report, President Serdar Berdimuhamedov underlined that Turkmenistan attaches a special significance to development of relations with the Economic Cooperation Organization. The head of the state instructed the Deputy-Chairman of the Cabinet to prepare properly for the first ministerial forum on sustainable development of ECO, which will be held in Arkadag city and to provide a high level of its organisation.

Deputy-Chairman of the Cabinet B.Amanov reported on modernisation of water infrastructural objects and systems of Turkmenbashi oil refineries complex of «Türkmennebit» State Concern. 

As he informed, the given work is carried out according to the goals defined in the Program of the President of Turkmenistan for social and economic development of the country for 2022-2028 that is called to promote successful realisation of the activity aimed at improvement of infrastructural system of industrial projects and wide introduction of modern technologies in practice. At the same time, it will allow to provide uninterrupted supply of the complex of factories with necessary volumes of water for production.

In this connection, for consideration of the head of the state a relevant proposal was submitted.

Summing up the report, President Serdar Berdimuhamedov noted that in the country purposeful work is carried out to develop and modernise regularly the oil refining industry. Having approved the proposal on modernisation of water infrastructural objects and systems of Turkmenbashi oil refineries complex of «Türkmennebit» State Concern, the head of the state instructed the Deputy-Chairman of the Cabinet to take appropriate measures.

Then,   Deputy-Chairman of the Cabinet T.Atahallyev reported on the course of work in the agricultural complex and seasonal campaigns in velayats.

As he informed, with a view of conduction of the cotton sowing campaign within planned terms, practical steps for effective involvement of agricultural machinery and equipment, irrigation and primary inter-row cultivation are undertaken.

At the same time, according to agro-technical standards, the fields sown with wheat, in particular are provided with proper care, they are applied with mineral fertilizers and vegetative watering. Besides it, preparation of reception points of grain, elevators and harvest combines for the forthcoming grain harvest goes on.

Silkworm breeders ensure due care of silkworm cocoons.

With a view of improvement of water supply of agricultural fields, cleaning of irrigation and drainage systems and repair of water economic objects proceed.

He also reported on preparation for a high level of organization of festive events timed to the national holiday of the Turkmen horse.

Summing up the report, President Serdar Berdimuhamedov emphasised importance of conduction of cotton sowing in velayats in due time by an efficient use of agricultural machinery.

The head of the state also instructed the Deputy-Chairman of the Cabinet to provide due care of wheat fields according to agro-technical standards, to prepare properly for the grain-harvesting season and to provide a high level of organisation of the national holiday of the Turkmen horse.

Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation to hold the exhibition and fair «International Trade and Services» and the international conference «Quality Assurance in Accordance with International Standards in Turkmenistan»  in the Chamber of Commerce and Industry from April 29 to May 1 of the current year.

As he informed, in the forthcoming event enterprises of the trading complex, profile ministries and sectoral departments, members of the Union of Industrialists and Entrepreneurs of the country as well as foreign companies and organisations are expected to participate. Within the exhibition, it is planned to organise consultative meetings, business consultations on such issues as development of export, digital marketing, certification requirements with participation of international experts.

As participants of the international forum 63 companies and organisations from 27 countries of the world were registered. At present, registration for those who wish to take part in the event goes on.

Having heard the report, President Serdar Berdimuhamedov marked a big role of the trade complex in development of the national economy. Having focused attention on importance of appropriate preparation for the exhibition-fair « International Trade and Services » and the international conference « Quality Assurance in Accordance with International Standards in Turkmenistan », the head of the state gave the Deputy-Chairman of the Cabinet an instruction.

Deputy-Chairwoman of the Cabinet B.Seyidova reported on preparation for Days of culture of the State of Libya in our country.

As she reported, the opening ceremony of the given event will be held in the Museum of Fine art of Turkmenistan. There it is planned to hold the exhibition of the Arabian calligraphy and national costumes of Libya, books and national dishes, the conference «The role of Turkmen scientists in discovery of cultural development of mankind and enrichment of the Arabian language and Islamic education».

Within the Days of culture, it is expected to organise excursions for visitors to the cultural-park complex «Magtymguly Pyragy», State museum of the State culture centre, fine art museum and other sights of the capital.

Having heard the report, President Serdar Berdimuhamedov instructed to prepare properly for Days of culture of the State of Libya in our country and to provide a high level of their organization.

Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on the work carried out to develop chemical science and technologies in the country.

Before the report, the Deputy-Chairwoman of the Cabinet on behalf of workers of the complex under her supervision warmly congratulated the head of Turkmenistan with assignment of the academic title of “Honorary Doctor” of the University of Tsukuba which is one of the large scientific-educational centres of the world and conveyed her wishes of sound health, longevity, successes in his large scale state activity for prosperity of our country and well-being of our people.

Further, she informed that at present, scientists of the Institute of Chemistry of the Academy of Sciences of Turkmenistan together with ministries and sectoral departments, according to the «Government program of complex development of chemical science and technologies in Turkmenistan for 2021-2025», on the basis of achievements of science and new chemical technologies conduct development of innovative technologies for manufacture of non-polluting, competitive production in the world market. As a result, advanced methods and modern technologies consistently are introduced into manufacture.

In this connection, for consideration of the President of the country a proposal to hold the meeting of the Intersectoral commission on maintenance of efficiency of scientific research in Turkmenistan was presented.

Having heard the report, the head of the state noted that in our country all conditions are provided for development and perfection of the sphere of science, increase of productivity of scientific researches. Having emphasised importance of further introduction of results of scientific researches in manufacture, President Serdar Berdimuhamedov instructed the Deputy-Chairwoman of the Cabinet to hold the meeting of the Intersectoral commission on maintenance of efficiency of scientific research in Turkmenistan well organized.

Further, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who, before reporting, warmly congratulated the head of Turkmenistan with his successful visit to Japan – Osaka and Tokyo cities.

As he marked, within the visit meetings with Emperor of Japan Naruhito, Prime Minister Shigeru Ishiba as well as with representatives of business circles of the friendly country were held. 15 bilateral documents were signed, the Joint press release was adopted. The exchange of the Memorandum of Cooperation between the State Bank for Foreign Economic Affairs of Turkmenistan and the Japan Export and Investment Insurance Agency signed in Astana on August 9 of the past year also took place. All this is called to promote the further strengthening of contractual and legal basis of fruitful Turkmen-Japanese relations.

It was also underlined that with participation of the head of the state at the «EXPO-2025» celebrations on the occasion of the National day of Turkmenistan took place. It is remarkable that at this global review our country first held its National day, in which the history and rich cultural heritage of Turkmen people, modern achievements of our fatherland were displayed.

The Deputy-Chairman of the Cabinet, Minister of Foreign Affairs once again warmly congratulated President Serdar Berdimuhamedov with his successful visit to Japan and wished him sound health and successes in all his large scale undertakings for the benefit of our native land.

Then, he reported the measures taken to develop the international exhibition activity of our country.

With a view of effective realisation of the Concept of the foreign policy of neutral Turkmenistan for 2022-2028 together with authoritative international organisations and world leading states corresponding work is carried out.

As he marked, intensification of exhibition activity is an important factor of integration of our fatherland in world economic, cultural and information fields. Appropriate measures are taken to that end for implementation of the Concept of the international exhibition activity of Turkmenistan for 2024-2025, approved by the Resolution of the head of the state in August 2023. In particular, the National plan for expansion of cooperation with the International Exhibitions Bureau (BIE) for 2023-2025, which is realised properly, was developed.

At the 173rd General Assembly of BIE, which took place in Paris on November 28, 2023, Turkmenistan for the first time was elected into the administrative-budgetary committee of this Organization for 2024-2025. The next session of the given committee with participation of BIE Secretary General was held on March 19 of the current year in Ashgabat.

In the light of the above-stated, for consideration of the head of the state a number of proposals, including exploration of possibilities to hold a specialised international exhibition «EXPO» on agriculture in upcoming years in our country together with the International Exhibitions Bureau  were presented.

It is proposed to take measures for creation of a special foundation to hold in Turkmenistan the above-named exhibition and in the given aspect to organise negotiations with large international companies.

Along with it, the proposals, concerning preparation of the project of the corresponding document aimed at further perfection of the international exhibition activity of our country, maintenance of participation of Turkmenistan at a high level in the forthcoming world specialized exhibitions sounded. Among them - Green EXPO-2027, devoted to ecological and nature protection subjects which will be held  in Yokohama (Japan) from March 19 to September 26, 2027, and EXPO-2027 which will take place from May 15 to August 15, 2027 in Belgrade (Republic of Serbia) under the motto « Play for Humanity: Sport and Music for All».

It is also proposed to prepare the corresponding Program for 2025-2027 with a view of organisation of seminars for Turkmen specialists in the exhibition activity together with representatives of leading countries of the world and international organisations and increase of their qualification in foreign educational centres.

Summing up the report, President Serdar Berdimuhamedov marked that our country effectively cooperates with the International Exhibitions Bureau, takes part in the world exhibition ­ «EXPO». Large international exhibitions promote further development of mutually beneficial cooperation with world states in various spheres, the head of Turkmenistan said, having instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue work in this area.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the course of digitalization of all branches and introduction of innovative technologies in manufacture.

As he reported, within fulfilment of goals defined in the Government program of development of digital economy in Turkmenistan, «Türkmenaragatnaşyk» agency conducts necessary work on creation and commissioning of system of the interdepartmental electronic-information exchange. It will give an ample opportunity to ensure availability of information, increases of number of electronic services in the country .

In this connection, for consideration of the head of the state a relevant proposal was presented.

Having heard the report, President Serdar Berdimuhamedov noted that in the country consecutive development of digital economy, transition of all branches into the digital system, wide introduction of innovative technologies into practice are carried out. The head of the Agency was instructed to continue effective work in this area.

At the meeting a number of other issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
