Today, President Serdar Berdimuhamedov held the next online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.
Chairwoman of the Mejlis D.Gulmanova was the first to speak and informed on the work carried out to modernise further the national legislation.
It was in this connection informed that corresponding measures on preparation of the draft of the new edition of the Civil Code of Turkmenistan as well as on amendments and additions to operating profile acts are taken.
Along with it, it was noted that on October 14, in the Mejlis the second meeting of chairmen of parliaments of states of Central Asia and the Republic of Korea following the results of which the Joint Declaration was adopted, took place. On the margins of the given event, the second Turkmen-Korean consultative meeting, in which possibilities of use of parliamentary diplomacy in the context of development of bilateral cooperation in various spheres were discussed, was also held. In this connection, urgency of exchange of experience in legislative activity in the given areas was marked. A number of other bilateral meetings also took place.
As known, the initiative on creation of the inter-parliamentary forum «Central Asia-Republic of Korea» and organization of the Turkmen-Korean consultative meeting belongs to Hero-Arkadag Gurbanguly Berdimuhamedov.
Besides it, it was informed that bilateral meetings with the Chairman of the Supreme Council of the Kirghiz Republic, the Chairman of the Grand National Assembly of the Republic of Turkiye and also the meeting of inter-parliamentary groups of friendship were held.
Using the presented possibility, the head of the national parliament expressed to President Serdar Berdimuhamedov and National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov gratitude for the rendered assistance in successful conduction of the second meeting of speakers of parliaments of states of Central Asia and the Republic of Korea.
It was also pointed out that deputies of the Mejlis take part in actions for explanation of key purposes of the state policy, essence and maintenance of adopted legal acts, popularisation of national heritage and in this context – significance of the international forum «Interrelation of times and civilisations – a basis of peace and development» held under the chairmanship of the President of Turkmenistan.
Having heard the information, the head of the state underlined importance of continuation of work on further perfection of national legislative basis as well as strengthening of inter-parliamentary links.
Further Deputy Chairman of the Cabinet Kh.Geldimyradov reported on realised measures for perfection of activity, conduction of accreditation and control tests of laboratories of the State Etalon Centre of Turkmenistan and the Main State Service «Türkmenstandartlary» according to international standards.
As was marked, the practical steps undertaken in this direction, will promote realisation of work in standardization system according to realities of time, further modernisation of profile material and technical basis, successful solution of the tasks put before given structures.
In this regard, for consideration of the President of Turkmenistan the corresponding proposal was submitted.
Summing up the report, the head of the state noted necessity of maintenance of appropriate functioning of laboratories operating in the country. Having approved the submitted proposal on conduction of the international accreditation of corresponding test laboratories, President Serdar Berdimuhamedov gave the Deputy Chairman of the Cabinet concrete instructions.
Then, Deputy Chairman of the Cabinet B.Amanov reported on preparation for the XXIX International conference and exhibition «Oil and gas of Turkmenistan - 2024», planned to be carried out in Ashgabat on October, 23-25 of the current year.
As was marked, for participation in the event a number of representatives from various foreign companies and also local enterprises and businesspersons were registered.
It is expected that members of the Government, heads and representatives of ministries and departments, famous oil and gas business structures, higher educational institutions, heads of the diplomatic missions accredited in Turkmenistan, local and foreign mass media will take part in the forum.
Every year the structure of delegates that testifies to an increasing interest of foreign business circles in promotion of productive interaction with our country extends.
It was informed that the agenda of the forthcoming conference includes plenary session «New tendencies in the global energy market and prospects of mutually beneficial cooperation» and also six thematic sessions.
Summing up the report, the head of the state underlined that in the country the exhibition and conference «Oil and gas of Turkmenistan» are annually held. This international action promotes development of priority areas of the fuel and energy sector, constructive exchange of experience in introduction of high technologies in the oil and gas branch.
In the given context, President Serdar Berdimuhamedov instructed the Deputy Chairman of the Cabinet to ensure a high organizational level of the XXIX International conference and exhibition «Oil and gas of Turkmenistan - 2024» which will be held in Ashgabat.
Further, Deputy Chairman of the Cabinet T.Atahallyev reported on the course of seasonal works in agriculture and velayats of the country.
As was marked, now in regions wheat sowing proceeds. The special attention is given to effective operation of agricultural machinery and equipment, on the sown areas vegetative watering is carried out.
Along with it, corresponding work on cotton gathering, transportation of «white gold» to reception points and its processing at ginneries is conducted.
Besides it, harvest of winter crops, storage of harvest in refrigerating warehouses and supply of the markets by the given production are carried out.
Preparation for harvest of crops of rice in Dashoguz and Lebap velayats and sugar beet in Mary velayat is carried out.
Further, the Deputy Chairman of the Cabinet reported on celebrations, which will be held on the occasion of the holiday of Turkmen alabay.
Having heard the report, President Serdar Berdimuhamedov underlined importance of continuation of works on complex development and improvement of agriculture, strengthening of material and technical basis of the branch.
Having focused attention on seasonal agricultural activities, the head of the state instructed the Deputy Chairman of the Cabinet according to requirements to continue grain sowing with effective involvement of agricultural machinery, to conduct cotton-picking campaign properly and take appropriate measures on reception and processing of the collected cotton crop.
Instructions on appropriate preparation for the actions planned on the last Sunday of October of the current year on the occasion of the holiday of Turkmen alabay were also given.
Then, Deputy Chairman of the Cabinet B.Annamammedov reported on preparation for celebration of Day of workers of construction and industrial complex and important actions timed to this date, in particular, the profile international exhibition and conference.
As was informed, within the forthcoming international forums achievements in the sphere of building, industrial production, energy and chemical industry, road building will be shown. It is also planned to hold bilateral meetings of heads of ministries and departments of the construction-industrial complex with representatives of foreign companies that will serve an establishment of new business ties and exchange of experience in these important areas.
Along with it preparation for the opening of multipurpose solar and wind power station with a capacity of 10 megawatt in Gyzylarbat etrap of Balkan velayat and enterprises for manufacture of ceramic production «Bäherden» in Baherden etrap of Akhal velayat is conducted.
Having heard the report, President Serdar Berdimuhamedov instructed to be prepared and carry out at high-level forthcoming international actions on the occasion of Day of workers of construction and industrial complex of Turkmenistan marked for the first time. A worthy preparation for the opening of multipurpose solar and wind power station in Gyzylarbat etrap of Balkan velayat and enterprises for manufacture of ceramic production «Bäherden» in Baherden etrap of Akhal velayat should be provided.
Deputy Chairman of the Cabinet B.Atdayev reported on the work carried out on further development of the textile industry of the country.
As was marked, the Ministry of Textile Industry plans to construct in the etrap named after Saparmurat Turkmenbashi of Dashoguz velayat a textile complex for manufacture of cotton yarn, cotton and terry fabrics and ready garments.
Construction of the new textile complex will allow making and exporting qualitative, non-polluting import replacing textile production and also will create new workplaces.
In this connection, for consideration of the head of the state the proposal on construction of the complex was presented.
Having heard the report, President Serdar Berdimuhamedov underlined that with a view of development of the textile industry in the country the enterprises equipped with modern technologies are constantly under construction and placed into operation, and the high-quality textiles manufactured are in great demand in the internal and external markets.
Having approved the proposal on construction of a textile complex in the etrap named after Saparmurat Turkmenbashi of Dashoguz velayat, the head of the state instructed the Deputy Chairman of the Cabinet to carry pout corresponding work.
Further, Deputy Chairwoman of the Cabinet M.Mammedova reported on preparation of the draft of the Resolution of the head of the state on announcement of the competition for the award of the President of Turkmenistan «Türkmeniň Altyn asyry» among workers of literature, culture and art, amateur young singers and gifted children.
As was marked, this annual competition, conduction of which became a noble tradition, helps to reveal the creative figures bringing a big contribution to development of Turkmen culture, art and literature, and to select the best of them.
Within the aforementioned competition it is planned to organise creative competitions «Ýaňlan, Diýarym!», «Çalsana, bagşy!» and «Garaşsyzlygyň merjen däneleri».
The final of the competition «Türkmeniň Altyn asyry» is planned to be held in September, 2025, in honour of the 34th anniversary of independence of the country.
In this connection, the Deputy Chairwoman of the Cabinet submitted President Serdar Berdimuhamedova the draft of the corresponding document.
Having heard the report, the head of the state underlined a great value of competition fro the award of the President of Turkmenistan «Türkmeniň Altyn asyry» for development of national culture, study of cultural heritage, revealing of young talents, creations of perfect products.
Having signed the corresponding Resolution, President Serdar Berdimuhamedov sent the document online to the Deputy Chairwoman of the Cabinet and instructed to take all necessary measures for conduction of this important competition at a high organizational level.
Deputy Chairwoman of the Cabinet B.Orazdurdyeva reported on international scientific-practical conferences planned to carry out in higher educational institutions of the country in November-December of this year.
As was marked, under the leadership of President Serdar Berdimuhamedov in Turkmenistan complex reforms aimed at perfection of national education system in the Era of Revival of the new epoch of the powerful state are successfully carried out, positions of our country in world educational and scientific areas become stronger.
With a view of realisation of the goals defined in the «Strategy of international cooperation of the youth of Turkmenistan for 2023-2030» and also the adopted concepts of education system, in the end of the year «The Fount of wisdom of Magtymguly Fragi» is planned to hold:
On November 25-30 at the Turkmen state university named after Magtymguly - the international scientific-practical conference «Modern perfection of technique of teaching of chemistry and modern development of chemical technologies»;
On December 5-6 at the Turkmen national institute of world languages named after Dovletmammet Azady - the international scientific-practical conference «Innovative methods and technologies of teaching of foreign languages»;
On December 19 at the Turkmen agricultural institute - the online international scientific-practical conference «The role of biotechnologies in sustainable development of the agrarian sector».
Besides students and teachers of higher educational institutions of the country participation of talented youth and scientists from prestigious high schools of some foreign countries is expected: the Russian Federation, the United States of America, the People’s Republic of China, Republic of Korea, the United Arab Emirates, Austria, Germany, Romania, Turkey, Kazakhstan, Belarus, Malaysia, Uzbekistan, Kazakhstan and others.
Conduction of international forums will be of great importance for strengthening of international cooperation in the science and education sphere and also preparation of specialists for perspective and rapidly growing national economy branches.
Having heard the report, President Serdar Berdimuhamedov focused attention on the importance of program work carried out in the country on perfection of national education system and preparation of qualified experts.
Having noted importance of regular conduction of scientific-practical conferences promoting development of international cooperation, the head of the state instructed to provide a high organizational level of forthcoming forums.
Further, the floor was given to Deputy Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov. Before the report, the Deputy Chairman of the Cabinet, head of the Ministry of Foreign Affairs on behalf of members of the Government warmly congratulated the head of the state on successful conduction of the International forum «Interrelation of times and civilisations - a basis of peace and development», timed to the 300th birthday anniversary of great Turkmen poet and thinker Magtymguly Fragi, marked at the world level. The great significance of the forum in strengthening friendly and good-neighbourhood relations between the countries and people, development of fruitful cooperation based on mutual respect, trust and ever-urgent high humanistic values was in this connection underlined.
Participation of representatives from 24 countries of the planet, including 10 delegations at the level of heads of states, heads of 8 international organisations in the forum also speaks of the fact. For highlighting the event more than 200 representatives of foreign mass media arrived in Ashgabat.
Then, Deputy Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on results of the working visit of the delegation of Turkmenistan to the Islamic Republic of Pakistan from October 15 to October 17 of the current year.
One of the priorities of foreign policy of our country is promotion of constructive partnership with regional states and also with international organisations. Among them - the Shanghai Cooperation Organisation (SCO). As known, Turkmenistan participates in the Summits and other meetings within the SCO as the guest of honour. In this connection the delegation of our country visited the city of Islamabad with a view of participation in the next 23rd session of Council of heads of SCO governments. This working visit was undertaken under the invitation of the Government of the Islamic Republic of Pakistan and on the instructions of the President of Turkmenistan.
As was informed, on October 16 the delegation of our country took part in the above-named session. In its speech, the Turkmen party among key areas of cooperation with SCO mentioned transport, communication, energy, trade, investment activity. Along with it was offered to come into direct contacts in the area of private sector, between the Union of Industrialists and Entrepreneurs of Turkmenistan and SCO Business Council.
Within the working visit, the President of Islamic Republic of Pakistan Asif Ali Zardari received the delegation of our country. During the meeting, issues of bilateral trade and economic cooperation were discussed.
A wide spectrum of issues of interstate partnership on its priority directions were considered at the meeting of delegation of Turkmenistan with the Prime Minister of the Islamic Republic of Pakistan Muhammad Shahbaz Sharif.
During the visit, the delegation of Turkmenistan also carried on negotiations with the Minister of Energy of the Islamic Republic of Pakistan.
Within the meeting with the Minister of Education of the friendly country, possibilities of expansion of contacts in the educational sphere were considered.
Summing up the report, President Serdar Berdimuhamedov underlined that strengthening and development of mutually beneficial partnership with international organisations is defined among key vectors of foreign policy strategy of our fatherland. Having noted that with member states of the Shanghai Corporation Organisation our country enjoys traditionally friendly and good-neighbourhood links, the head of Turkmenistan gave the Deputy Chairman of the Cabinet, head of the Ministry of Foreign Affairs corresponding instructions on further expansion of interaction with SCO.
Then, general director of the Agency of Transport and Communications under the cabinet of Ministers M.Chakyev reported on the work carried out on further perfection of railway transport of the country.
As was marked, with the account of the works planned in «The program of the President of Turkmenistan of social and economic development of the country in 2022-2028», necessary measures on modernisation of railway sphere, perfection of control system, strengthening of the material and technical basis and preparation of experts are realised.
Thereupon, the head of Agency submitted the head of the state the corresponding proposal.
Having heard the report, President Serdar Berdimuhamedov underlined that an important task on the basis of the adopted program is modernisation of railway system of the country, its electrification, preparation of experts for strengthening of the material and technical basis. It is also necessary to introduce international experience in this sphere.
Having approved the proposal aimed at perfection of work of railway branch at the international level, the head of the state instructed the head of the Agency to carry out appropriate work in the given direction.
Then, addressing members of the Cabinet, the President of Turkmenistan thanked all for the high organisation of the International forum «Interrelation of times and civilisations - a basis of peace and development», timed to the 300th birthday anniversary of great poet Magtymguly Fragi which took place recently and congratulated them on its successful conduction.
Today, the actions connected with anniversary of the Turkmen philosopher proceed. Creative figures, writers and poets carry out enormous work in this area, the head of the state stated.
In this connection, President Serdar Berdimuhamedov underlined that at the end of the year in solemn conditions we will award the citizens who have distinguished themselves in work and will estimate their merits.
Concluding the online meeting of the Cabinet of Ministers, the head of the state wished its participants sound health, family well-being and big successes in their work for prosperity of our sovereign fatherland.
