Today, President Serdar Berdimuhamedov held an expanded meeting of the Cabinet of Ministers using the digital system, during which the reports of the vice-premiers, hyakims of the velayats and the city of Ashgabat were heard. The agenda also includes topical tasks of the country's socio-economic development and a number of other issues.
Chairwoman of the Mejlis Milli Gengesh G. Mammedova informed about the activities to improve the legislative base of the country for 11 months of this year.
Relevant work was carried out to prepare legal documents aimed at the successful implementation of the tasks set forth in the “Program of the President of Turkmenistan for the socio-economic development of the country in 2022-2028” and the National Rural Program, as well as to improve the functioning of the relevant sectoral structures.
Since the beginning of the year, 5 meetings of the Mejlis have been held, 49 laws of Turkmenistan have been adopted, as well as 25 resolutions of the Mejlis Milli Gengesh. During the period under review, the Law “On the state budget of Turkmenistan for 2023” was adopted, as well as a number of other legislative documents.
The current legislation is systematically improved, the result of this work was the introduction of amendments and additions to certain laws and codes. Currently, the Mejlis continues to modernize the legal system of the state in accordance with the norms of the Constitution of the country and taking into account international best practices.
Within 11 months of the year, 31 meetings were held with representatives of the parliaments of various states of the world and international structures. Deputies and specialists of the Mejlis took part in 137 seminars held by the relevant state bodies of the country in cooperation with authoritative organizations. In addition, the Turkmen parliamentarians, together with the United Nations Children's Fund (UNICEF), organized a number of trainings in the velayats to clarify the rights of children. Representatives of the Mejlis made 21 business trips to foreign countries.
On the initiative of the Hero-Arkadag, the Parliamentary Forum of the States of Central Asia and the Russian Federation, the Dialogue of Women of Central Asia and Russia were held.
With the support of the President of Turkmenistan, the annual meeting of the Dialogue of Women of the Central Asian States was held in Ashgabat the other day, at which the results of the work carried out under the chairmanship of our country in this structure in 2022 were summed up, as well as issues of further improvement of its activities and a plan for 2023 were discussed. During this period, 12 events took place.
During the period under review, seminars were organized to provide methodological assistance to local representative bodies, and agitation and propaganda work is carried out on an ongoing basis.
Then the Deputy Chairman of the Halk Maslakhaty Milli Gengesh K. Babayev informed about the activities carried out since the beginning of the year to modernize the national legislation.
During this period, 7 meetings of the Halk Maslakhaty Milli Gengesh were held, including two extended ones with the participation of members of the public and one joint meeting of the Chambers, during which a number of legislative documents were discussed and adopted.
Chairman of the Halk Maslakhaty Milli Gengesh Gurbanguly Berdimuhamedov made working trips to the regions of the country, met with representatives of various industries, and was interested in the conditions created for a happy and prosperous life of the people.
On December 3, the Chairman of the Halk Maslakhaty, during a visit to the new administrative center of Akhal velayat, held a meeting and outlined the priority tasks to be solved at the final stage of this large-scale project, giving valuable advice and recommendations. On December 10, Arkadag again got acquainted with the progress of work in the modern center.
Since the beginning of the year, delegations headed by the Chairman of the Halk Maslakhaty visited the Republic of Tatarstan of the Russian Federation, Japan, Russia, the Republic of Korea, during which negotiations and meetings were held to promote the development of inter-parliamentary relations. Hero-Arkadag took part as an honored guest in the meeting of the Council of Turkic Heads of State held in Samarkand, putting forward proposals aimed at expanding ties with this organization.
Also in Ashgabat, meetings were held with the heads of the Parliaments of Turkiye and Azerbaijan, the Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation, the Chairman of the parliamentary friendship group “France-Central Asia” of the Senate of the French Republic, etc.
On December 10th, the annual final meeting of the Dialogue of Women in Central Asia was held in the Turkmen capital.
Speaking further, Deputy Chairman of the Cabinet of Ministers Kh. Geldimyradov reported on macroeconomic indicators for January-November 2022.
According to the results of eleven months, a stable GDP growth rate is noted, which amounted to 6.2 percent. In comparison with the same period of the past year, production increased by 11 percent.
Compared to the same period in 2021, the volume of retail trade increased by 10.6 percent, and the volume of foreign trade turnover - by 35.7 percent.
In January-November of the current year, the revenue side of the State Budget was executed at the level of 119.9 percent, and the expenditure side - by 98.1 percent.
Compared to the same period last year, the average monthly salary is 10.4 percent higher. Wages, pensions, state allowances and student scholarships are financed in a timely manner and in full.
The volume of disbursed capital investments from all sources of financing increased by 14.1 percent compared to the same period in 2021.
As part of the work defined by the National Rural Program, during the period under review, construction of social facilities, housing, and engineering systems was carried out.
Then Deputy Chairman of the Cabinet of Ministers Sh. Abdrakhmanov reported on the results of the work carried out in the sectors under his supervision in January-November of this year, including the technical and economic indicators achieved in the field of oil and gas condensate production.
As reported, the plan for oil refining by the Turkmenbashi complex of oil refineries of the State Concern “Turkmennebit” was fulfilled at the level of 109.2 percent.
During the period under review, the plan for the production of gasoline was fulfilled by 114.9 percent, diesel fuel - by 110.4 percent, polypropylene - by 119.6 percent, lubricating oils - by 104.7 percent, liquefied gas - by 107 percent, for the extraction of natural and associated gas - by 113.6 percent, the export of “blue fuel” - by 124.7 percent.
In continuation of the meeting, the President of Turkmenistan, having reprimanded the Deputy Chairman of the Cabinet of Ministers Sh. Abdrakhmanov and the State Minister - Chairman of the State Concern “Türkmengaz” B. Amanov for the shortcomings admitted in the work, signed the relevant Orders.
Then the Director General of the Agency for Transport and Communications under the Cabinet of Ministers M. Chakiyev spoke, reporting on the results of the activities of subordinate institutions for eleven months of this year.
During the reporting period, the growth rate of the work performed and the provision of services in this complex amounted to 115.1 percent.
The plan for cargo transportation by road, rail, air, sea and river transport was fulfilled by 112.2 percent, and for passenger transportation - by 104.7 percent.
The growth rate for the provision of services in January-November for “Türkmendemirýollary” agency reached 105.2 percent, for “Türkmenawtoulaglary” agency - 129.8 percent, for “Türkmendeňizderýaýollary” agency – 109.3 percent, for “Türkmenaragatnaşyk” agency – 107.7 percent. Relevant work was carried out by the Türkmenhowaýollary agency.
In continuation of the report, information was provided on the measures taken in accordance with the "Concept for the development of the digital economy in Turkmenistan in 2019-2025".

During the period under review, an international conference “International transport and transit corridors: interconnection and development” was held in Ashgabat, and the National tourist zone “Avaza” hosted a Ministerial Transport Conference for landlocked developing countries. Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the results of the work of the supervised ministries and departments in the sphere of trade and services and the textile complex, as well as the business sector in January-November of this year.
According to the Ministry of Trade and Foreign Economic Relations, compared to the same period last year, the growth rate of trade turnover amounted to 110.8 percent, production - 106.6 percent.
The enterprises of the Ministry of Textile Industry, in comparison with the same period last year, the volume of output, including cotton yarn and fabrics, is 125.4 and 132.2 percent, respectively, garments and knitwear - 110.2 percent, and leather - 109,7 percent.
The implementation of the plan for the production of carpet products at the enterprises of the State Association “Türkmenhaly” reached 115.3 percent.
During the reporting period, the State Commodity and Raw Materials Exchange held 275 trading sessions, at which 34 thousand and 7 contracts were registered.
The growth rate for works carried out by the Chamber of Commerce and Industry for January-November amounted to 118.4 percent. During the period under review, 19 exhibitions and 61 forums were held.
According to the Union of Industrialists and Entrepreneurs, the growth in agricultural and food production for eleven months of the year reached 175.4 percent, industrial - 113.4 percent.
Further, Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the work carried out in the sphere under her supervision for 11 months of this year.
Various conferences, creative meetings, briefings, media forums, exhibitions, concerts and festivals, propaganda- explanatory events, creative contests were announced.
During the reporting period, Turkmen specialists visited a number of foreign countries on business trips.
Together with the Ministry of Foreign Affairs, work was carried out to include multilateral and national nominations in the UNESCO World Heritage List. Its result was the inclusion, at the suggestion of Turkmenistan, together with friendly countries, of the Turkmen art of embroidery, the traditions of retelling the wit of Mulla Efendi, sericulture and the tradition of using silk for weaving to the UNESCO List of Intangible Cultural Heritage of Humanity.
In November, the Festival of Friendship of the Turkmen and Uzbek peoples, the international scientific conference “Historical and cultural monuments of Turkmenistan: the experience of studying, preserving and restoring”, the Days of Culture of Tajikistan in Turkmenistan, the international festival and conference “National song and musical art in the heritage of the peoples of the world” were held.
During a working trip to France in November, issues of organizing an exhibition of museum treasures of Turkmenistan at the Louvre Museum and the need to create an appropriate working group of specialists from both sides were discussed.
At the regular meeting of the Permanent Council of the Ministers of Culture of the member countries of the International Organization of Turkic Culture (TURKSOY) in honor of the 300th anniversary of Magtymguly Fragi, 2024 was declared the “Year of the great poet and thinker of the Turkic world - Magtymguly Fragi”, and the ancient Turkmen city of Anau became the cultural capital of the Turkic world for 2024.
The National Administration for the Protection, Study and Restoration of Historical and Cultural Monuments published the book “Parthian Fortresses of Nusay”.
The achievements of independent neutral Turkmenistan were widely covered on the pages of periodicals, TV and radio channels and Internet sites.
Also, work was continued to fulfill the tasks arising from the State programs and Concepts.
The volume of products produced by the Turkmen State Publishing Service for 11 months of the year amounted to 109 million 719 thousand manats.

Then Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the work carried out by the supervised structures for 11 months of the current year.
During the reporting period, steps were taken to modernize the education system and create a modern scientific and methodological base. Curricula have been improved, books and manuals have been published. Students and pupils took part in international subject Internet Olympiads, having won medals.
The Department of Youth Policy has been created in the Ministry of Education. Work continues to open UNESCO chairs in higher educational institutions of the country, as well as to include Turkmen universities in the world ranking. In order to develop international cooperation in the field of education, a number of declarations and agreements have been signed. Relations with foreign scientific and educational centers and with international organizations have become much more active. Law of Turkmenistan “On Accession to the Convention on the Recognition of Qualifications Relating to Higher Education in the European Region” has been adopted.
Since the beginning of the year, an international scientific conference “Science, technology and innovative technologies in the era of the Renaissance of the new era of a powerful state” has been held, awarding the winners of the competition of scientific works among young people. The “State Program for the Comprehensive Development of Seismological Science in Turkmenistan for 2022–2028” has been approved. The Technology Center of the Academy of Sciences of the country has been accepted as a member of the International Association of Science Parks and Innovation Development Zones (IASP).
In medical institutions, planned work was carried out in various areas of medicine. With the participation of President Serdar Berdimuhamedov, the grand opening of a multidisciplinary hospital in the city of Turkmenbashi, a multidisciplinary and oncological hospital in the city of Dashoguz took place.
The resolutions of the head of state approved the “National Program for Turning Turkmenistan into a Tobacco-Free Country for 2022-2025”, “The Strategy for Increasing Vitamin D-related Preventive Measures in Turkmenistan for 2023-2028”. According to the results of eleven months of this year, the Ministry of Energy fulfilled the plan for the production of products, work performed and services rendered by 131.4 percent. The growth of electricity production amounted to 110.1 percent, its export - 129.7 percent.
Since the beginning of the year, State Concern “Türkmenhimiýa” has fulfilled the plan for the production of products and the provision of services by 135.6 percent.
The State Agency for Road Construction Management fulfilled the plan for the work done and services rendered by 100.5 percent.
According to the hyakimlik of Ashgabat city, the plan for the work performed and services provided for January-November of this year was fulfilled at the level of 116.4 percent.

In general, in the agro-industrial complex, the growth rate of production volumes compared to the same period last year amounted to 104.1 percent.
At the same time, this figure is 104 percent for the Ministry of Agriculture and Environmental Protection, 104.8 percent for the State Committee for Water Resources, and 105.1 percent for the Türkmen atlary State Association. The investment development plan was fulfilled by 179.9 percent.
The implementation of the plan for growing vegetables amounted to 115.3 percent, melons and gourds - 109.3 percent, fruit and berry products - 109 percent, bread and bread products - 105.2 percent.
The Deputy Prime Minister also reported on the progress of seasonal agricultural work in the regions of the country.

In continuation of the report, the Vice-premier presented the draft Procedure for the long-term lease of irrigated lands of daikhan associations for growing wheat and cotton under the state order for consideration by the President of Turkmenistan. The document is aimed at regulating production relations between daikhan associations and agricultural producers.
Addressing the vice-premier and the hyakims of the velayats, President Serdar Berdimuhamedov emphasized that an important requirement of the time is the fulfillment of the ongoing work on caring for land, especially those sown with wheat, in accordance with agrotechnical standards. At the same time, attention should be paid to cleaning water channels, rational use of water resources, the head of state ordered.
In continuation of the topic, the importance of organizing on a planned basis preparations for the sowing of cotton for the next year's harvest, timely resolution of all issues related to the upcoming campaign, and ensuring the coordinated activities of the structures involved in it were noted.
Proper preparation for spring sowing and conducting it at the appropriate level are the key to future generous harvests. In this regard, it is necessary to responsibly approach the repair of agricultural machinery and units that will work during the sowing campaign, the President of the country emphasized, addressing a number of specific instructions to the Vice-premier and hyakims.
The head of state also emphasized the need to take all measures to celebrate the New Year holiday with new labor successes.
Then Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the results of the activities of the Ministry of Foreign Affairs for the past eleven months.
During the indicated period, work was carried out on the practical implementation of the Concept of the foreign policy course of neutral Turkmenistan for 2022–2028.
Priority importance in the development of international cooperation is given to visits and negotiations at the highest level. In this regard, it was reported that during 2022 the President of Turkmenistan made state, official and working visits to the Russian Federation, the Islamic Republic of Iran, the Republic of Uzbekistan, the Kyrgyz Republic, the Republic of Kazakhstan, the United Arab Emirates and the State of Qatar.
At the same time, over the past 11 months, the Presidents of the Republic of India, the Republic of Azerbaijan, the Republic of Kazakhstan, the Islamic Republic of Iran, the Russian Federation, the Republic of Uzbekistan and the Prime Minister of Georgia have visited our country.
In January-November of this year, the President of Turkmenistan held telephone conversations with the leaders of a number of states. Since the beginning of the year, major international events have also been organized with the participation of the head of state.
One of the key directions of the foreign policy of the Motherland is the development of inter-parliamentary relations. For these purposes, during the period under review, visits of parliamentary delegations of Turkmenistan to foreign countries took place. In this context, the Inter-Parliamentary Forum of the States of Central Asia and the Russian Federation, held on May 12 in Ashgabat, became a significant event.
Consultations were systematically held between the foreign ministries.
During the indicated period, consistent steps were taken to build up foreign economic relations of Turkmenistan and cooperation with specialized international organizations, in particular, a number of meetings of joint intergovernmental commissions and meetings of their co-chairs were held.
Along with this, for 11 months, comprehensive measures were taken to implement the Program for the Development of Foreign Economic Activity of Turkmenistan for 2020-2025, the Foreign Trade Strategy of Turkmenistan for 2021-2030 and other significant documents related to trade, economic and investment spheres.
Summing up the results of the extended meeting and addressing its participants, President Serdar Berdimuhamedov noted with satisfaction that the national economy continues to grow despite the difficult situation in the global economy and the inadequate level of work in certain industries.
At the same time, numerous industrial and social facilities were put into operation.
As a result of the measures taken to increase export-oriented products, the volume of deliveries of various goods abroad increased by about 50 percent compared to last year. Given this fact, work should be continued to increase exports through the production of import-substituting products and the production of new types of products, the head of Turkmenistan ordered.
In general, positive indicators have been achieved in the country over the eleven months of this year, President Serdar Berdimuhamedov said, noting that, despite this, it is necessary to work diligently and efficiently in the future and dynamically develop the economy.
The head of state also noted with satisfaction that this year's foreign policy was productive and meaningful. In accordance with the Concept of the foreign policy course of the neutral Fatherland, our country establishes and develops friendly and equal relations on the world stage. Among the clear examples of this is the announcement by the United Nations General Assembly, on the initiative of the neutral Turkmen state, of 2023 as the International Year of Dialogue as a Guarantee of Peace.
At the meeting, other issues of state life were also considered, on which appropriate decisions were made.
