Meeting of the Cabinet of Ministers of Turkmenistan

On June 18, esteemed President Gurbanguly Berdimuhamedov chaired a regular meeting of the Cabinet of Ministers via a digital system.

Opening the session, the head of the state has given tie floor to Speaker of the Mejlis of National Assembly G.Mammedova and Deputy Chairman of the People’s Council of National Assembly K.Babayev.

Speaker of the Mejlis of the National Assembly G.Mammedova briefed on the work carried out by the legislative body of our state to improve the legal framework of the country.

The leader of the nation noted that the continuous improvement of the legal framework was an important condition for current rapid development of our state and emphasized that all laws adopted in the country must be aimed at ensuring the successful implementation of the positive reforms in our country, strengthening the unity and solidarity of our society.

The head of state emphasized the importance of regularly informing people about the work being done in the field of healthcare. The esteemed President noted that all the necessary conditions were provided in all regions, cities and villages of the country for this purpose.

Then Deputy Chairman of the People’s Council of National Assembly K.Babayev reported on the work being done jointly with the Mejlis to improve our national legislation and to study international experience in the field of legislation.

The head of state noted that members the national parliament plays an important role in the democratization of the socio-political processes in the country, further progress on the path of socio-economic reforms of the state, and specified that they needed to take the necessary steps, taking into account the international experience, to ensure the legality of the ongoing reforms.

Emphasizing the need to intensify public awareness-raising campaigns, the head of state said that members of the Halk Maslahaty have to pay special attention to issues related to the education of young people in the spirit of patriotism, ensuring active participation of our people in the healthy lifestyle and the promotion of physical education and sports

Further at the Cabinet meeting via a digital system the esteemed President gave the floor to Minister of Energy Ch.Purchekov and chairman of the «Türkmenhowaýollary» agency D.Saburow.

Energy Minister Ch.Purchekov reported on the implementation of the objectives set to ensure the reliable supply of electricity to domestic consumers and increase the export potential of the sector.

Having heard the report, the esteemed President said that electricity plays an important role in the implementation of large-scale industrialization programs in Turkmenistan and the increase in the export potential of the national economy.

As a result of the construction of power plants and new power transmission lines in different regions within a short period of time, the power engineering industry has not only increased the power supplies to large industrial complexes and many social facilities, which are put into operation every year in our country, but also to the neighboring states.

In this regard, the head of state instructed to strengthen control over the implementation of projects to further develop the production infrastructure of the energy sector, including the construction of a new power plant in Lebap velayat jointly with Japanese partners, as well as the Ahal-Balkan and Balkan-Dashoguz high-voltage transmission lines.

Turkmenistan demonstrates a very responsible approach to environmental protection by implementing major regional and international energy projects. In this area, environmentally friendly innovative technologies, the latest scientific and technological developments are being actively implemented. Speaking about this, the esteemed President cited the example of a project of a combined solar and wind power plant with a capacity of 10 megawatts in Serdar district of Balkan region.

The Turkmen leader said that the station would be the starting point of renewable energy sources in the country, where the latest state-of-the-art technologies and know-how would be introduced.

Noting that the completion of this project would be a concrete step in the implementation of Turkmenistan’s National Strategy for the Development of Renewable Energy, the esteemed President congratulated all the energy industry workers on this remarkable event and instructed the Minister to hold an international render for the construction of the station.

On behalf of all the energy industry workers of the country, the Minister of Energy expressed his gratitude to the Turkmen leader for creating all the conditions for further development of the production infrastructure of the energy sector.

Then head of the «Türkmenhowaýollary» agency D.Saburov reported on the state of affairs in the sector under his supervision.

Having heard the report, the esteemed President noted that Turkmenistan’s favorable location enhanced its status as an important transit corridor of the Eurasian continent. Our state, which is fully focused on the full realization of the existing opportunities in this area, is successfully implementing the national programs for the comprehensive modernization of the material and technical base of the transport system, including the air transport. All branches of the sector are constantly improved and new airports are being built.

The head of state noted that the decision to build a modern airport complex based on the world’s best practices and state-of-the-art technologies and know-how in Jebel settlement of Balkan velayat was also important.

The airport complex is expected to be equipped with the necessary ground facilities to operate all types of aircrafts. In this regard, the esteemed President congratulated all the staff on this remarkable event and gave relevant instructions on announcing an international tender for the implementation of this project.

On behalf of all the staff of the Turkmen Airlines, the head of the «Türkmenhowaýollary» agency thanked the esteemed President for paying constant attention to development of the industry.

The Esteemed President briefed on the agenda of the session of the Cabinet of Ministers by means of digital video communication and gave the floor to Cabinet Deputy Chairman G.Mushshikov. The Deputy Prime Minister reported on the comprehensive measures taken to attract loans from foreign financial markets and foreign investment, support local producers, and finance small and medium-sized business projects in favorable conditions.

In this regard, the report covered the information on the execution of the instructions of the Esteemed President directed at the solvation of the duties and the efforts to be made with the aim of the realization of the agreements reached as a result of the working visit of Turkmen delegation led by Cabinet Deputy Chairman, Chairman of the Supreme Control Camber Serdar Berdimuhamedov to the United Arab Emirates.

The draft resolution on the conclusion of a financial agreement between the State Bank for Foreign Economic Affairs of Turkmenistan and the Islamic Corporation for the Development of the Private Sector for the Financing of Small and Medium Enterprises Projects, draft Resolution «On Financing the Construction of airport in Jebel settlement of Balkan velayat» and draft Resolutions «On Financing the Construction of multidisciplinary Power Plant in Serdar etrap of Balkan velayat» were submitted to Esteemed President’s consideration.

Listening to the report, the Esteemed President noted that comprehensive support for the development of the private sector is an important aspect of the national socio-economic strategy. Turkmenistan actively cooperates with international financial institutions, including the Islamic Corporation for the Development of the Private Sector, and attracts funding for financial projects carried out by representatives of small and medium enterprises.

The Esteemed President approved and signed the draft Resolutions, sent the documents to the Deputy Prime Minister through a digital system and instructed to closely monitor the implementation of the planned plans.

Then the Deputy Prime Minister reported on the measures taken to improve the functioning of the banking institutions of the country and proposed to the Esteemed President to change the organizational and legal form of the «Türkmenbaşy» State Commercial Bank and turn it into an open joint-stock company.

After listening to the report, the Turkmen leader noted that the measures taken to further develop the work of banking institutions of the country were aimed at increasing the investment potential of banks and strengthening the investment base, improving banking supervision and expanding the scope of relevant operations.

The Esteemed President approved the proposal to transform the «Türkmenbaşy» State Commercial Bank into an open joint-stock company and instructed to carry out the planned work on time and at a high level.

The Deputy Prime Minister then continued his report on the results of the work carried out by the Ministries of Finance and Economy and Education on the transfer of a number of higher education institutions to self-financing for the academic year 2021-2022.

Listening to the report, the Esteemed President noted that the main goal of the state policy is to bring the education system of our country to the level of developed countries and create all conditions for modern education for the younger generation. In this context, the modernization of this system on a regular basis, aimed at the world level quality of education in higher educational institutions, national and international, which includes the experience of successfully implemented reforms. Emphasizing the importance of improving the work of higher education institutions, the Esteemed President gave specific instructions to the Vice-Premier.

Then Cabinet Deputy Chairman Sh.Abdrahmanow reported on the works carried out on putting into operation of new wells at «Galkynyş» gas field.

Listening to the report, the Esteemed President said that the efficient use of Turkmenistan's huge natural resources is successfully implemented in the large-scale programs started in the country aimed at ensuring the harmonious development of the national economy and improving the well-being of our people.

Speaking about the important tasks facing the oil and gas sector, the leader of nation noted the enhancement of the activities on the implementation of measures to industrialize and modernize new hydrocarbon fields, including the «Galkynyş» gas field, which is considered to be the world's largest natural gas reserves.

In this regard, positive experience has been gained with large companies of the People's Republic of China, which are reliable partners of our country in the implementation of a number of important energy projects. The construction of the Turkmenistan-China international gas pipeline, which supplies tens of millions of cubic meters of natural gas annually, means that turkmen-chinese relations are of great success. The experience of international relations is also a clear indication that interstate cooperation is becoming more effective and active.

The Esteemed President emphasized the importance of the widespread use of modern technologies in the modernization of the «Galkynyş» gas field, which plays an important role in drilling new wells and exporting «Türkmengas», and gave a number of instructions to the Deputy Prime Minister.

Then Cabinet Deputy Chairman E.Orazgeldiyev reported on the work carried out in the country on the development of equestrian and equestrian sports. The draft Resolution «On repairs at the International Ahalteke Equestrian Sports Complex» was submitted to the Esteemed President for consideration.

Listening to the report, the Esteemed President noted that the beauty, swiftness of our heavenly horses, which had been perfected by the hard work of our glorious ancestors, are of great glory and are the pride and national value of the Turkmen people. Today, great efforts are being made in our country to further enhance the fame of our Ahalteke horses in the world and to ensure the harmonious development of this industry. Comprehensive measures are being taken to increase the number of pure-blooded horses and to intensify international cooperation in breeding.

The Esteemed President noted that the country has all the necessary conditions for the development of equestrian races, national equestrian games, show-jumping, long-distance races and other equestrian sports, bringing them in line with international standards. The Esteemed President signed a resolution «On major repairs at the International Ahalteke Equestrian Sports Complex» and sent it to the Deputy Prime Minister by means of digital system. The Esteemed President gave specific instructions to the Deputy Prime Minister to ensure the high-quality and timely implementation of the planned work.

Then Cabinet Deputy Chairman Sh.Durdylyyev reported on the issue of purchasing liquid chlorine necessary for the country’s chemistry and oil gas industry, health care and drinking water production plants.

Listening to the report, the Esteemed President emphasized the importance of providing domestic consumers with the necessary chemicals, which are widely used in the production of various sectors of the national economy.

In this regard, the Esteemed President focused on the tasks set to ensure proper control over the work carried out in this area and to increase the production and range of chemical products produced in our country, which are in high demand by consumers and gave several instructions to the Deputy Prime Minister.

Then Cabinet Deputy Chairman B.Ovezov reported on the state of affairs in the structures under his supervision, in particular, works on carried out jointly with the relevant ministries and departments, establishment of a state list of important information structures under the Cabinet of Ministers of Turkmenistan, and ensuring their harmonious activities and cybersecurity.

Having heard the report, the Esteemed President gave a number of instructions to the vice-premier on the issue of establishing an interdepartmental group for the creation of a state list of important information structures under the Cabinet of Ministers of Turkmenistan.

Continuing the report, the vice-premier told that the country is currently working on the widespread introduction of advanced science and technology, including the development of the space industry.

Summing up the report, the Esteemed President noted the great importance of the efficient use of advanced technologies, including space technologies in various sectors of our economy. In this regard, the launch of «TurkmenÄlem 52E» national satellite into space in 2015 has become a historical event.

The head of state said that it was important to further improve the work in the field of space sector development in our country, intensify research, modernize related structures and train highly qualified personnel. In terms of surface surveillance, it should be noted that the use of this method in the agricultural, fuel-energy, and transport-communications sectors has a great future. It allows for large-scale monitoring, immediate access to information on the state of infrastructure, large-scale construction and environmental measures.

In this regard, the Esteemed President emphasized the significance of studying the best practices of the world, developing mutually beneficial relations with major foreign companies and international scientific and technological centers, and instructed to continue the work on the establishment of a national system of surface surveillance in Turkmenistan.

Then Cabinet Deputy Chairman Ch.Gylyjov reported on the work on regulation of export of recycled paper waste.

Summarizing the report, the Esteemed President emphasized the necessity of studying these issues in detail and proper preparation of them, and instructed to pay particular attention to the ecology. All planned measures will help to increase the volume of processing of paper products in the country, increase the capacity of related enterprises to their full production capacity, and ensure the abundance of these products in the domestic market, taking into account the growing demand. The head of state instructed the Vice Premier to continue this work in that vector.

Then Cabinet Deputy Chairman M.Mammedova reported on the works carried out for ensuring the high organizational level of the Days of Culture in Lebap Velayat and preparations to holding of the Culture Week in Mary velayat in 2022.

Having heard the report, the Esteemed President emphasized the importance of the Culture Week in promotion of national heritage and improving the professional skills of creative workers and increasing their creative potential, and stressed that mass cultural events should fully represent the Turkmen art and the rich creative traditions of the people, as well as promote the ensuring its sustainability and development.

In connection with the holding of the Culture Week in Mary region in 2022, the Esteemed President gave a number of instructions to the Deputy Prime Minister on the drafting of the relevant document.

Then Cabinet Deputy Chairman M.Geldiniyazov made a reported on the work carried out in the country to develop the National Strategy for the Protection of Maternal and Child Health in Turkmenistan «Healthy Mother - Healthy Child - Healthy Future» for 2021 – 2025.

Having listened to the report, the Esteemed President noted that the concern for the health of mothers and children, ensuring their well-being and happiness is priority direction of state policy. In this respect, the particular significance of new national strategy aimed at ensuring of health care at all stages of children's lives, improvement of health literacy among the younger generation, provision to the population of access to high-quality digital and innovative technologies, achievements of modern medical science of the world, and nationally-based medical services with advanced national experience.

The head of state signed the relevant Decree and sent it to the Deputy Prime Minister through a digital system and gave a number of instructions on the proper implementation of the targets arising from this document and the regular monitoring of the work carried out in this vector.

Then Cabinet Deputy Chairman, Minister of Foreign Affairs R.Meredov reported on the preparations to the 15th Summit of the Heads of State of the Economic Cooperation Organization. At the 14th Summit of the Economic Cooperation Organization, our country received the chairmanship of this organization. In this regard, the relevant Concept has been developed. The 15th Summit of the Economic Cooperation Organization is scheduled for November 28. Preparations to the forum were discussed at a meeting with the Secretary General of the Economic Cooperation Organization on June 16.

Having heard the report, the Esteemed President noted that in the past, Turkmenistan and the Organization for Economic Cooperation and Development had accumulated a positive experience of mutually beneficial cooperation, which is a reliable basis for effective coordination of long-term efforts. Our country, which makes a worthy contribution to the development of multilateral fruitful relations, is successfully developing bilateral relations with the member states of the Economic Cooperation Organization, based on the principles of friendly and good-neighborly relations.

In this regard, the Esteemed President noted that the Organization for Economic Cooperation and Development had a coordinating role in the economic, historical and cultural traditions, as well as the instruments of economic cooperation between the states involved in the common spiritual values. In this respect, the opening of wide opportunities for intensifying mutually beneficial relations and the realization of new joint projects is a characteristic feature of this area.

The head of state noted that chairing the Organization for Economic Cooperation and Development, Turkmenistan fully supports the realization of the great potential of relations that are in the interests of the common good and ordered to ensure the high organizational level of preparedness to forthcoming 15th Summit of the Economic Cooperation Organization and other planned events.

Continuing the report, the vice-premier submitted to the Esteemed President for consideration the draft decree on approval of composition of the Turkmen side of Intergovernmental turkmen-kyrgyz Commission for Trade, Economic, Scientific, Technical and Humanitarian Cooperation.

The Esteemed President signed the relevant document and sent it to the Deputy Prime Minister through a digital system. The head of state noted with satisfaction that the intergovernmental relations, which were developing in the framework of authoritative regional and international organizations, had a high level and traditionally friendly and dynamic nature.

Noting that the intergovernmental commission played an important role in expansion of turkmen-kyrgyz mutually beneficial relations, development of trade, economic and business cooperation on a multifaceted basis, encouragement of cultural and humanitarian relations, the Esteemed President emphasized the need to intensify relations in all important areas of its activity.

In this regard, the head of state gave specific instructions to the Deputy Prime Minister and other relevant officials to further develop interstate relations, strengthen its legal framework and prepare joint measures.

Then the Deputy Prime Minister reported on the work carried out to implement the Foreign Trade Strategy of Turkmenistan for 2021 – 2030, approved by a decree signed by the Esteemed President in February of this year.

Listening to the report, the Esteemed President said that our country, pursuing a foreign «open doors» policy based on peace-loving, positive neutrality and active cooperation principles, develops the mutually beneficial trade and economic relations with many countries of the world, foreign business circles and large international organizations, stressing that the cooperation with large international organizations and financial-bank structures is strengthening.

Emphasizing the importance of the Strategy in developing fruitful relations with all interested foreign partners, the Turkmen leader emphasized the need to fully implement Turkmenistan's exports, increase the volume of foreign trade turnover, increase the investment activity of our country and promote modern world economic relations. Approving the proposal, the Esteemed President instructed the vice-premier to continue the work in this direction on a systematic and integrated basis.

Then Cabinet Deputy Chairman, State Security Council Secretary Ch.Amanov reported on the measures, taken to improvement of the activity of the Customs Service of our country.

Having heard the report, the Esteemed President noted that the favorable location of our country at the crossroads of Europe and Asia opens huge opportunities in the field of transit and logistics services. In this regard, Turkmenistan considers the development of foreign economic relations and participation in the integration process between the countries as an important condition for the further sustainable development of the economy.

Noting that the integration of the international freight traffic regulatory framework and the use of various digital systems and tools to facilitate trade is an urgent task in this regard, the Esteemed President instructed to take the issues on implementation of submitted documents for the approval of container shipping over the strict control. Speaking about the priorities of the work of the customs authorities, the Turkmen leader noted the consistent improvement of the level of personnel training, the active introduction of innovations in the logistics system and the establishment of reliable customs control.

The head of state said it was necessary to protect the rights and interests of the citizens of the country in foreign trade and gave a number of specific commissions to the Deputy Prime Minister, State Security Council Secretary.

Then Deputy Chairman of the Cabinet of Ministers, Chairman of the Supreme Control Chamber S.Berdimuhamedov reported on the work on the implementation of priority projects of Turkmen-Japanese economic cooperation. It was noted that the intergovernmental agreement aimed at intensifying bilateral cooperation in the fuel and energy sector, transport, construction, logistics and technology exchange, which was signed at the intergovernmental level, gave impetus to the widening of effective cooperation.

Summarizing the report, the Esteemed President noted that the comprehensive strengthening of fruitful relations with the countries of the Asia-Pacific region, including Japan, which was developing economically, was one of the important areas of foreign policy of our country. Bilateral relations are now developing on the basis of ancient traditions of friendship, new directions of cooperation based on the balance of economic interests and national areas of state development.

In this regard, the Turkmen-japanese and Japanese-turkmen committees on economic cooperation and joint business conferences, which create positive opportunities for determining effective methods and areas of cooperation, play an important role. The Esteemed President noted that the long-term experience of fruitful cooperation increases the interest of Japanese corporations in attracting the experience and technology of new corporations to implement new projects in various fields, demanding the vice-premier, Chairman of the Supreme Control Chamber to keep the issues on practical implementation of agreements reached due to the chairmanship to Turkmen-Japanese Committee under the constant control.

A number of other important issues were discussed at the session of the Cabinet of Ministers via digital videoconferencing and relevant decisions were taken on them.

Concluding the Cabinet session by means of digital system, the Esteemed President wished the participants sound health and great success in their activities aimed at the prosperity of our powerful Homeland.
