President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where results of work of the branches of national economy for ten months of the year were summed up and course of the programmes of social and economic development of the country was analysed. Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers G. Myradov who reported on social and economic development of the country for ten months of the current year. According to the indices, the GDP grew for 6.4 percent including in industry for 3.9 percent, construction for 2.9 percent, transport and communication sector for 11.1 percent, agriculture for 4.9 percent and services for 9.7 percent. Comparing to the same period of the last year, the growth rate of production for January – October increased to 6.3 percent. The volume of retail trade increased to 18 percent comparing with the relative period of 2016. Prices for consumer goods as well as tariffs for services rendered to the population has been kept within set limits. Average salary increased to 8.9 percent by the outcomes of ten months of the current year. Fulfilment of the State budget revenue for the period under review was 17.2 billion manats while the expenditure part made 17.1 billion. Salaries, state allowances, pensions and scholarships have been paid timely and in full volume. Summing up the report, President Gurbanguly Berdimuhamedov noted that management of the Government structures became more accurate after cancelation of certain structures in the Cabinet of Ministers and reduction of the positions in relative bodies. Positive changes are observed in financial conditions of the ministries and departments, enterprises and organizations, - Turkmen leader said. President Gurbanguly Berdimuhamedov highlighted that it is necessary to pay special attention to the fulfilment of the Government programmes for production of import substitutive goods and increase of export of local goods. Realization of the programmes of industrialization, provision of work occupancy and development of electronic industry are among the main directions. After, Deputy Chairman of the Cabinet of Ministers M. Babayev reported on the outcomes of work of fuel and energy complex for ten months of the year and on the course of the Programme of the development of oil and gas industry of Turkmenistan until 2030. Information on the indices achieved in oil and gas condensate production as well as in processing of hydrocarbons has been presented. It was informed that gasoline production plan is fulfilled for 105.3 percent, diesel fuel for 103 percent, polypropylene for 109.8 percent, lubricating oils for 101.9 percent, liquefied gas for 108.1 percent. Comparing with the same period of the last year, the growth rate of production of natural and associated gas made 106.3 percent, export of gas 106.4 percent and investment development reached 119.2 percent. The Vice-premier reported on construction of Turkmen part of Turkmenistan – Afghanistan – Pakistan – India gas line, which is carried out according to the schedule. Having pointed at the drawbacks in work of oil and gas sector, the President of Turkmenistan demanded the Vice-premier to activate the reforms in the branch and take specific measures for efficient work of fuel and energy complex as soon as possible. Deputy Chairman of the Cabinet of Ministers M. Aydogdiyev reported on the results of work of the structures under his supervision for ten months. Plan for total volume of production, works and services by the Ministry of Industry was fulfilled to 108.2 percent. Execution of production plan by the Ministry of Textile Industry made 114.1 percent and total growth was on 3.8 percent level. 37 100 sq. m. of carpets and carpet items have been weaved by the enterprises of the branch for January – October of the current year. The growth rate was observed at the enterprises of the State Concern Turkmenhimiya in production of technical iodine and carbon – 124 and 102 percent accordingly and in production of potassium sulphate – 104.9 percent. Production plane of the State Committee of Fishery was fulfilled to 106 percent. Having listened to the report, President Gurbanguly Berdimuhamedov stated with delight the improvement of production indices in the branches of industrial sector of national economy. Deputy Chairman of the Cabinet of Ministers B. Annameredov reported on work performed for January – October of the current year. The Vice-premier informed that generally, plan for communication, passenger and cargo traffic services was fulfilled to 101 percent with growth rate at 104 percent for ten months of the year. The growth rate of cargo traffic by the Ministry of Railroad Transport made 103 percent and passenger transportation – 101.2 percent. Growth rate of services for ten months by the Ministry of Automobile Transport is equal to 100.1 percent including 102.5 and 101 percent accordingly in cargo and passenger traffic. Growth rate of works performed by the Ministry of Communication for January – October made 104.5 percent. Growth rate of aviation services rendered by Turkmenhowayollary Service reached 130 percent. This indicator was 114.5 and 107 percent accordingly in cargo and passenger transportation. It was also reported on work of the State Maritime and River Lines Services. Having listened to the report, the President expressed the discontent with the work of the Ministry of Railroad Transport and the State Maritime and River Lines Services, which have not fulfilled the plans by the outcomes of ten months. Having highlighted that large seaport on the Caspian coast is to be put into operation soon, the Head of the State brought the attention to the number of vessels to be used for cargo transportation inside the port. In this regard, the Vice-premier was assigned to make all necessary estimations for provision of efficient work of the port. Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on results of activity in construction, energy and municipal services spheres for the past ten months of the year. Plan by the city administration of Ashgabat for January – October was fulfilled for 100.9 percent and the growth rate made 126.8 percent comparing with the same period of the last year. The Ministry of Construction and Architecture executed the plan for ten months to 103.7 percent at the growth rate of 100.2 percent. Plan by the Ministry of Energy was fulfilled to 107.7 percent with the growth rate of 100.2 percent. 20 024 520 000 KWh was produced for January – October 2017 and the growth rate reached 102.7 percent comparing with the same period of the last year. Export of energy was 3 billion 99 million 572 thousand KWh at the growth rate of 100.1 percent. The Ministry of Municipal Services fulfilled the plan for 110.2 percent with growth rate of 112.1 percent. For the period under review, the State Concern Turkmenawtoyollary fulfilled the plan for 101.5 percent with the growth rate of 101.4 percent. Having listened to the report, President Gurbanguly Berdimuhamedov requested the Vice-premier to hold under unremitting control the activity of the structures under his supervision. Deputy Chairman of the Cabinet of Ministers O. Gurbannazarov made report on the indicators of trade complex and on the main spheres of non-governemntal sector of the economy for the past ten months comparing with the same period of the last year. Thus, total trade turnover by the Ministry of Trade and Foreign Economic Affairs made 3 billion 933,3 million manats including retail trade – 1 billion 430.4 million manats and wholesale – 2 billion 502.9 million manats. Commodity and raw material exchange held 203 trade sessions where 14968 contracts have been registered. The Trade and Industrial Chamber fulfilled the plan for 124.4 percent. Work fulfilled by the Union of Industrialists and Entrepreneurs for this period was also reported to the Head of the State Having listened to the report, President Gurbanguly Berdimuhamedov noted that the entrepreneurship has the key role in the process of the transit of national economy to market relations. Highlighting the importance of the expansion of international trade and economic relations, the Head of the State gave number of specific instructions to the Vice-premier for activation of the export of good produced in Turkmenistan. Deputy Chairman of the Cabinet of Ministers A. Garajayev reported on outcomes of activity of the structures under his supervision for ten months of the current year as well as on the programme of the events planned in 2018. Various events on occasion of national holidays and opening of social and cultural facilities have been held for the period under review; international cooperation in cultural sphere is expanded. Turkmen State Publishing Service fulfilled the plan for 134.9 percent. Information on activity of the State Committee for Tourism has also been given. Mass media carry out steadfast work for explanation of the meaning and importance of grandiose changes in the country, familiarization of the world community with the achievements of modern Turkmenistan in different spheres. Reporting on preparation of the programme of events in 2018, the Vice-premier informed that it stipulates large spectrum of events on occasion of national international holidays and remarkable dates. Number of them is dedicated to the slogan of 2018 – “Turkmenistan is a Heart of the Great Silk Road”. Having listened to the report, President Gurbanguly Berdimuhamedov focused the attention on preparation to International neutrality Day and New Year and on provision of their high organizational level. Deputy Chairman of the Cabinet of Ministers S. Toyliyev made report on the outcomes of work performed in the spheres of educations, health protection and sports. It was informed that 166 different learning guides and text books types have been published for the period under review. School student of the country successfully participated in international school Olympics having won 80 medals where 11 gold, 25 silver and 44 bronze. Young Turkmen citizens have also won 143 medals, 57 gold, 29 silver and 57 bronze, at international internet contests. University students of the country won 28 medals for this period – 5 gold, 9 silver and 14 bronze. Participating in international student internet competitions, they won 151 awards including 45 gold, 47 silver and 59 bronze medals and different grade diplomas. Students of secondary professional schools of the country also participated in international internet competitions where they won 18 medals – 6 gold, 9 silver and 3 bronze. Besides, the team of Turkmen State Institute of Transport and Communication was the winner of the “Best Project” nomination in robotics competitions in Konya (Turkey) and was awarded with certificate and valuable prize. According to the order of the Head of the State, teachers, scientific personnel and specialist have been accepted to post-graduate courses and doctoral candidacy as well as enrolled to the candidates for high education degree. 162 sport competitions and 105 public mass sport events took place form the beginning of the year in the country. Our sportsmen participated in 101 international tournament and won 745 medals (250 gold, 227 silver and 268 bronze), which exceeds previous result on 198 medals. Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov made report on the activity of the Ministry of Foreign Affairs for the past ten months in the context of realization of the Concept of foreign policy course of the country in 2017 – 2023 and on the fulfilment of the assignments given by the Head of the State. It was mentioned that independent neutral Turkmenistan steadily implements the strategy of wide international cooperation that is visually indicated by the outcomes of foreign visits made by the Head of the State since the beginning of the year as well as visits of the heads of number of foreign states and international organizations to our country. Generally, 386 foreign delegations visited Turkmenistan for January – October via the Ministry of Foreign Affairs. At the same time, Turkmen delegations went oversea as well. 179 conferences, meetings and other various level events have been held in our country and abroad. Bilateral consultations between the MFA of Turkmenistan and foreign departments of other countries are held regularly. 34 meetings have been organized in this direction for the past ten months. 14 sessions of joint Interstate Commissions as well as 8 bilateral business forums took place for expansion of trade, economic, cultural and humanitarian cooperation with foreign partners. Having pointed the attention at key objectives of the Ministry of Foreign Affairs and national diplomatic corps, President Gurbanguly Berdimuhamedov highlighted that neutral Turkmenistan would continue pursuing the foreign policy course aimed at the development of constructive partnership meeting universal interests, both national and the world community, and the goals of global peace and progress. In this regards, the Vice-premier, Head of the MFA received specific assignments on preparation of coming important events – International Conference on International Neutrality Day and the session of the Energy Charter Conference. Chairperson of the Mejlis A. Nurberdiyeva informed on the activity of National Parliament by the outcomes of ten months of the year. It was mentioned that deputy corps carries out steadfast work for the improvement of legal and regulatory base of Turkmenistan aimed at successful realization of the programmes of social and economic development of the country and consolidation of its democratic foundations. At present time, committees of the Parliament together with representatives and specialist of branch ministries and departments continue working on number of bills. At the same time, the elaboration of the State budget for 2018 is carried out. In his turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reporting on the outcomes of work of the structures under his supervision for ten months of the year, mentioned that generally, the growth rate of agricultural complex made 101 percent. At present time, seasonal agricultural works are continued in the velayats. President Gurbanguly Berdimuhamedov drew the attention of the Vice-premier at the necessity of faster rates of the reforms carried out in agricultural branch. Having pointed at the necessity of activation of works related to handing-over the lands to the farmers for long-term lease, the Head of the State addressed the Vice-premier with specific instructions on this account. After, the floor was given to Director of the State Anti-Economic Crimes Service M. Chakiyev who was invited to the session. The Head of the Service made report on the result of inspections made by the order of the President of Turkmenistan in number of ministries and departments, during which serious breaches have been found out. Having listened to the report, Turkmen leader noted that improvement of the transparency of activity of Government institutions is the main objective of this work. It is necessary not only to detect the facts related to corruption but it is important to eliminate the root causes and conditions that start this negative activity, President Gurbanguly Berdimuhamedov highlighted. Number of other issues of the state life, on which relative decisions were taken, was reviewed at the session of the Cabinet of Ministers.
