President of Turkmenistan, Supreme Commander of the Armed Forces Army General Gurbanguly Berdimuhamedov held offsite session of the State Security Council. The main subjects of the session, held in new building of the State Custom Service, included the support of realization of transport and transit potential of the country and definition of perspective measures in this direction. Opening the session, the Leader of the Nation noted that according to the strategy of development implemented at the present, our country stands as transcontinental bridge of cooperation of European, Asian Pacific and South Asian economic systems. In this context, the formation of modern transport and communication complex is a priority vector of the state course. Leader of the Nation Gurbanguly Berdimuhamedov outlines further expansion of national infrastructure in the main directions East – West and North – South among key subjects in tis sphere. Today, large engineering facilities like railway and automobile bridges, which are to be an important links of international network of transport communications, as well as other facilities supporting formation and efficient use of regional and interregional routes, are built all around the country. Active implementation of investment programmes in this sector allowed consolidating the velayats of the country into unified economic infrastructure. New opportunities for cooperation and development, improvement of quality and life level of people, successful integration into the world process of the region, which is attractive for the investments and long-term international programmes in different spheres, are opened. Our country has a strategic location for the development of our own transport communications and increase of cargo traffic along TRACECA corridor. Implementation of joint regional and international projects will allow Turkmenistan continuing steadily and actively undertaking targeted measures for revival of the Great Silk Road, consolidating its status of important transportation hub of the region as well as introducing newest technologies of multimodal traffic. Continuing the subject, the Supreme Commander mentioned the importance of the initiatives of the International Road Transport Union, cooperation with which is filled with new content recently. The proposal on modal highway corresponds entirely with our vision of the prospects of development of transport routes in this direction. Turkmenistan is willing to play most active role and render support in realization of the project, - the Leader of the Nation has said. Turkmenistan seeks for the development and promotion of the programmes for provision of the availability of transport services on the level that guarantees social stability and development of interregional relations. In this context, President Gurbanguly Berdimuhamedov puts forward the issues of technical rearmament and modernization of transport complex. In its turn, it is required the introduction of new approaches to provision of transport safety, establishment of integral system of management mechanisms and control measures for efficient use of the infrastructure volumes, protection of economic interests of the state, etc. Large role in this process is given to the activity of custom and other relative services of the country, - the Supreme Commander has said, having noted that priority objectives of law enforcement and military departments would be discussed in details during the session. First, Chairman of the State Custom Service Ya. Soyegov gave the report on the situation in the structure under his supervision. It was mentioned that recently, Turkmenistan turns to be an international logistic centre, what is promoted by the implementation of large-scale reforms on fundamental modernization and development of transport infrastructure initiated by the Leader of the Nation. This is brightly indicated by thousands of laid and planned railroads and highways, construction of new and modernization of existing seaports and airports. Considering big increase of cargo traffic crossing our country, the personnel of the Service actively works on provision of adherence to the custom legislation as well as on control of the cargo traffic. Having listened to the report, President Gurbanguly Berdimuhamedov noted that large work for further development of versatile cooperation in this direction is carried out for accumulation of transport and transit potential of the country, which has favourable geopolitical location. Successful solution of the objectives defined in relative programmes allows increasing delivery time and improving the control of cargo trafficking. Integration of Turkmenistan into the world economic space requires correspondence with national interests and provision of beneficial partnership on foreign market. Under these conditions, the improvement of custom regulation, establishment of coordinated activity of the Service at new international transport corridors gain special currency. Having focused the attention on priority directions of the forthcoming work in this field, the Head of the State addressed number of specific instructions to the Chairman of the Service. Further development of the custom service infrastructure and implementation of advanced technologies in work process set the objective of increasing of demands to personnel capabilities and efficiency of its use, - the Supreme Commander continued. In this context, the necessity of regular trainings and practical exercises for the personnel of the custom checkpoints was mentioned. Next, Chairman of the State Migration Service M. Nobatov reported on the work of his department. It was informed that open door and wide international cooperation policy led by President Gurbanguly Berdimuhamedov supports the development of friendly relations with interested parties both with foreign states and with competent organizations. As the result, our country becomes the place of large regional and international forums. This fact proves steadfast growth of the authority of Turkmenistan in the world arena and supports the increase of number of foreign guests visiting our country. The measures for improvement of the state policy in migration sphere are undertaken in this regard. Summing up the report, the Head of Turkmenistan highlighted the role of this Service in realization of the strategy of international cooperation. It is necessary to continue organizing the activity of the above-mentioned structure base on universal standards and to improve the qualification of the specialists, - the Leader of the nation pointed out. At the same time, the necessity of further improvement of working methods including with the application of modern technologies, consolidation of facilities and equipment base of the structure was mentioned. Minister of Internal Affairs I. Mulikov reported on the situation in the structures under his supervision. The Head of the MIA also reported on steadfast modernisation of road and transport infrastructure in the capital and the regions of the country, establishment of favourable conditions for the motorists and pedestrians. Special attention is paid to traffic control using technical aids and automated system of new generation. Taking into account increased cargo traffic from the neighbouring countries, relative divisions of the MIA work on registration of foreign vehicles. Making special mention of the activity of internal affairs departments in support of law and public order, the Leader of the Nation gave number of specific assignments to the leaders of the Ministry, having bound to perform permanent control of the safety on the roads. President Gurbanguly Berdimuhamedov also ordered together with interested organizations and departments to develop and implement the measures providing the fulfilment of international obligations of Turkmenistan in this sphere. Minister of Justice B. Muhamedov reported on the activity of his structure on further comprehensive development of national legislation base. It was informed that currently, great attention is paid to the improvement of regulatory legal acts according to the provision of the final documents of International transport forums - Ashgabat Declarations 2014 and 2016, which reflect key aspects of provision of global security in transport sphere. Cooperation in this sphere is an active process revealing new prospects and allowing to gain the experience of communication between different countries, - the President of the country highlighted. Our country processes huge transit potential, which is necessary to be realized with maximum output. The issues of the development of new bills in this sphere, which meet universal standards and norms, acquire special urgency, the Leader of the Nation emphasized, having addressed the Minister with number of specific assignments. Summarizing what was mentioned above, Head of the State Gurbanguly Berdimuhamedov stressed the attention of the members of the State Security Council again on the necessity of further consolidation and modernization of facilities and equipment base of national army as well as establishment of all conditions for service and rest of military personnel. It is necessary to pay utmost attention to the provision of faultless discipline of military and law enforcement departments’ personnel, selection and wise appointment of competent, highly qualified staff, education of young generation in the spirit of patriotism and loyalty to the sacred military duty. It is also necessary to organize high level of preparation of military and law enforcement departments to V Asian Indoor and Martial Arts Games in Ashgabat in the autumn, the Head of Turkmenistan said, having given number of relative assignments on this account.
