The President of Turkmenistan, Gurbanguly Berdimuhamedov, held the session of the Cabinet of Ministers where the issues pertaining to the state affairs have been discussed, and several draft documents reviewed. Report has been presented on the preparation for the third meeting of the Intergovernmental Turkmen–Hungarian Commission on Economic Cooperation in Ashgabat that will review the development of commercial and economic partnership, and cultural and humanitarian contacts. Several facilities at the Turkmenbashi Complex of Oil Refineries have been reported to be ready for commissioning. Treatment facilities; industrial sewage network and water recycling system; a hi-tech laboratory and mobile environmental laboratory have been constructed. Water can be re-used after treatment, also for watering plants. This will help raise the level of environmental safety and use water resources more efficiently. Following the report, President Gurbanguly Berdimuhamedov stressed the importance of environmental measures that are under continuous attention in Turkmenistan. A large-scale program of technical upgrading of the Turkmenbashi Complex of Oil Refineries is a concrete example of that. Information has been presented on the grain crops harvesting that began in Ahal, Balkan, Lebap and Mary provinces on 7 June. Meetings were held with respected elders, experienced farmers, machine operators and other specialists; measures were taken to ensure the uninterrupted work of grain combine harvesters and motor vehicles. Along with that, care for cotton fields; inter-row treatment; vegetative watering and fertilization works are ongoing. To protect the crops from pests, 379 biological enterprises of rural districts and villages manufacture various types of bioproducts. The President of Turkmenistan demanded that measures be taken to yield the crops within the optimal timeframe and without loss; to control the execution of agro-technical measures to ensure care for cotton crops. It has been reported that the Ministry of Industry is conducting works to form an advanced industrial infrastructure. To establish production of recycled products, Turkmendemironumleri State Enterprise and Berk menzil gurlushyk business company intend to co-found a specialized enterprise, Turkmen senagat onumleri. Public–private partnership is one of important areas of development of the real economy that is targeted at processing local raw materials and production of import substitutes, stated President Gurbanguly Berdimuhamedov summarizing the report. Information has been presented on the development of Ashgabat as part of preparation for the upcoming 5th Asian Indoor and Martial Arts Games. Measures are taken to renovate facades and upgrade the streets. Improvement works have been completed in several squares and parks. Landscaping works are ongoing in the new park in the southern part of Ashgabat. Special emphasis is placed on development of the transport infrastructure. Works are underway in every district of the city to improve the social infrastructure and engineering networks. The national leader, Gurbanguly Berdimuhamedov, stressed the need to expedite the works, including the upgrading of residential areas; improvement activities; landscaping; and enhancing the municipal services. The President of Turkmenistan accentuated the importance of creating the unique architectural concept of the city. Stressing the significance of upgrading the road networks, the head of state instructed to take relevant measures for the timely execution of tasks set in this area. President Gurbanguly Berdimuhamedov signed the Resolution on Improving the Work of the State Commodity and Raw Materials Exchange of Turkmenistan, and demanded that its work be organized productively in the information and marketing sphere to identify new sales channels for the goods produced by local manufacturers. Information has been presented on preparation for the events dedicated to the Cultural Week to be held in Ashgabat on 22-27 June as part of celebration of the Day of Culture and Art Workers. The capital’s cultural centers will host performances by creative groups, singers and musicians from every province of the country; poetry nights; exhibitions; opera and stage programs; and film screenings. Issues of studying the historical and cultural heritage will be discussed at the conference that will be attended by archaeologists and museum specialists. At the session, the report has been presented on drafting the Concept of Development of the Digital Educational System in Turkmenistan. The objective of the Concept is to provide high quality electronic educational information at all levels of education; to enrich the contents and improve the quality of educational services. Information has been presented on works held to organize the online sales of tickets through the web site of Turkmenhowayollary Service. The online sales will be introduced in two stages. The Ministry of Foreign Affairs has been reported to be organizing the work of the Inter-Ministerial Commission on the Issues of the Caspian Sea. Steps were taken to draft the Convention on the Legal Status of the Caspian Sea. Sessions were held with the representatives of Caspian countries to discuss the draft Protocols on Cooperation in the Fight against Illegal Exploitation of Biological Resources and in Ensuring Maritime Safety in the Caspian Sea. President Gurbanguly Berdimuhamedov reiterated Turkmenistan’s commitment to the wide constructive cooperation in the Caspian, and stated that the Turkmen side invariably takes a proactive stance in working out balanced solutions of the Caspian issues. Information has been presented on the work of the National Parliament in the context of implementing the integrated program on establishing the country’s modern legislative and legal framework; and on the MPs’ participation in international events and their local activity. Several other issues pertaining to the state affairs have also been reviewed at the Cabinet session, and relevant resolutions adopted.
